To do so, a revision of the literature on these three areas is provided, with a special emphasis on the effects that the Europeanization process (hierarchical and horizontal) and multilevel governance (type I and type II) have had over the internationalization of local governments. Thus, local governments' international activities have evolved and adapted to a complex system of governance. Furthermore, the paper offers a reflection on current trends such as European Union (EU) and national programmes aimed at fostering International initiatives of local governments, and the impact of the economic crisis on these activities.展开更多

The intention is to build a picture of the local socio-ec...This study will portray the socio-economic and cultural bases of the alternative modernity claims of three Anatolian cities: Kayseri, Gaziantep and Eskisehir. The intention is to build a picture of the local socio-economic and cultural capacities of these cities and compare them. This comparative analysis will also involve a temporal dimension in the differentiation between the pre-1980s and post-1980s periods. It is hoped that this will offer a better perspective on the different starting points of the cities that resulted from historical levels of state involvement, which in turn produced variation in the formation of industrial and manufacturing capacities. Various practices of market based policies, which influenced the socio-economic conditions in these cities, will be presented to help us conceive of the differential impacts of these policies. Similarly, by looking at export capacities and labor market indicators in each city, we will have a more complete picture of the basis for claims of success. Two external processes, globalization and Europeanization and the changes and transformations they elicited, will also be discussed as additional and significant components in these cities' claims to success.展开更多

Studies so far claim that the more distant a country is from the EU core the more indirect the mechanisms of the external Europeanization are. The paper problematizes this claim. Empirically it focuses on the case of social conditionality (SC) as applied in the area of social trade policy. Theoretically it follows Normal Accident Theory, as adapted in the area of the EU studies. The paper focuses on the interactions of the web of actors found in this policy area. It distinguishes between complex and tightly linked interactions. It hypothesizes that the less complex and the more tightly linked actors are the more direct the mechanisms of external Europeanization. SC is a "social" trade policy instrument that the EU includes to its trade agreements with developing countries through the Generalized System of Preferences (GSP) in order to promote the ratification and application of basic human rights, and labor, sustainable development and good governance standards. The GSP is a trade policy program that allows the exemption of developing countries from exports tariffs as a way of assisting their growth and development. SC is a "hard" instrument in the sense that it consists of both a positive aspect (carrots) and a negative one (sticks). Developing countries that ratify and apply basic human rights, and labor, sustainable development and good governance standards qualify for additional trade preferences (carrots), while failure of compliance results to the withdrawal of the preferences (sticks).展开更多

Vapor pressure deficit(VPD)plays a crucial role in determining plant physiological functions and exerts a substantial influence on vegetation,second only to carbon dioxide(CO_(2)).As a robust indicator of atmospheric ...Vapor pressure deficit(VPD)plays a crucial role in determining plant physiological functions and exerts a substantial influence on vegetation,second only to carbon dioxide(CO_(2)).As a robust indicator of atmospheric water demand,VPD has implications for global water resources,and its significance extends to the structure and functioning of ecosystems.However,the influence of VPD on vegetation growth under climate change remains unclear in China.This study employed empirical equations to estimate the VPD in China from 2000 to 2020 based on meteorological reanalysis data of the Climatic Research Unit(CRU)Time-Series version 4.06(TS4.06)and European Centre for Medium-Range Weather Forecasts(ECMWF)Reanalysis 5(ERA-5).Vegetation growth status was characterized using three vegetation indices,namely gross primary productivity(GPP),leaf area index(LAI),and near-infrared reflectance of vegetation(NIRv).The spatiotemporal dynamics of VPD and vegetation indices were analyzed using the Theil-Sen median trend analysis and Mann-Kendall test.Furthermore,the influence of VPD on vegetation growth and its relative contribution were assessed using a multiple linear regression model.The results indicated an overall negative correlation between VPD and vegetation indices.Three VPD intervals for the correlations between VPD and vegetation indices were identified:a significant positive correlation at VPD below 4.820 hPa,a significant negative correlation at VPD within 4.820–9.000 hPa,and a notable weakening of negative correlation at VPD above 9.000 hPa.VPD exhibited a pronounced negative impact on vegetation growth,surpassing those of temperature,precipitation,and solar radiation in absolute magnitude.CO_(2) contributed most positively to vegetation growth,with VPD offsetting approximately 30.00%of the positive effect of CO_(2).As the rise of VPD decelerated,its relative contribution to vegetation growth diminished.Additionally,the intensification of spatial variations in temperature and precipitation accentuated the spatial heterogeneity in the impact of VPD on vegetation growth in China.This research provides a theoretical foundation for addressing climate change in China,especially regarding the challenges posed by increasing VPD.展开更多
The Arkhangelsk Seismic Network(ASN)of the N.Laverov Federal Center for Integrated Arctic Research of the Ural Branch of the Russian Academy of Sciences,founded in 2003,includes 10 permanent seismic stations located o...The Arkhangelsk Seismic Network(ASN)of the N.Laverov Federal Center for Integrated Arctic Research of the Ural Branch of the Russian Academy of Sciences,founded in 2003,includes 10 permanent seismic stations located on the coasts of the White,Barents,and Kara Seas and on the Arctic archipelagos of Novaya Zemlya,Franz Josef Land,and Severnaya Zemlya.The network is registered with the International Federation of Digital Seismograph Networks and the International Seismological Center.We used not only ASN data to process earthquakes but also the waveforms of various international seismic stations.The 13,000 seismic events were registered using ASN data for 2012-2022,and for 5,500 of them,we determined the parameters of the earthquake epicenters from the European Arctic.The spatial distribution of epicenters shows that the ASN monitors not only the main seismically active zones but also weak seismicity on the shelf of the Barents and Kara Seas.The representative magnitude of ASN was ML,rep=3.5.The level of microseismic noise has seasonal variations that affect the registration capabilities of each station included in the ASN and the overall sensitivity of the network as a whole.In summer,the sensitivity of the ASN decreased owing to the increasing microseismic and ambient noises,whereas in winter,the sensitivity of the ASN increased significantly because of the decrease.展开更多

This editorial is intended to be a reflection on cardiovascular disease(CVD)burden in European ethnic minorities.In some European countries,ethnic minority realities,due to their recent appearance,are still to be stud...This editorial is intended to be a reflection on cardiovascular disease(CVD)burden in European ethnic minorities.In some European countries,ethnic minority realities,due to their recent appearance,are still to be studied in depth.The experience of several European countries,where the migration processes started earlier,even more than a century ago,can help by being an example.Many studies have shown that major differences in CVD burden exist not only between countries,but also within the same country when considering different social strata and ethnic groups.The CV risk factors underlying heart disease have been well established.Important epidemiological studies have helped us understand that the underlying causes of heart disease as well as the behaviors that can help prevent them are the same.We are now well aware that CVD should be treated by considering a holistic approach.This is why the social determinants(SDs)of health that may worsen the disease burden or that,vice versa,may improve the treatment,and even more significantly,the prognosis of a patient’s illness should be taken into consideration.For ethnic minority patients,this holistic,hermeneutic approach is of importance.Several SDs of health that influence CVDs have been identified but their relevance for the health of ethnic minorities has not yet been clearly defined.In some European countries,most ethnic minorities are largely also religious minorities.Only a few studies have evaluated the role of religion,which is an important SD that affects the probability of having CV risk factors and diseases.Adolescents,particularly those belonging to the second generation,seem to be the weak link.If we believe that these young people are really citizens of their country of birth,then a way of recognizing their belonging to the community starts from a will to better understand their condition,in order to assist them while they grow physically and mentally.Thinking about safeguarding the health of this population should be more than a health task,rather a goal of social justice.展开更多

Using European Centre for Medium-Range Weather Forecasts Reanalysis V5(ERA5)reanalysis data,this study investigated the reconstruction effects of various climate variabilities on surface wind speed in China from 1979 ...Using European Centre for Medium-Range Weather Forecasts Reanalysis V5(ERA5)reanalysis data,this study investigated the reconstruction effects of various climate variabilities on surface wind speed in China from 1979 to 2022.The results indicated that the reconstructed annual mean wind speed and the standard deviation of the annual mean wind speed,utilizing various climate variability indices,exhibited similar spatial modes to the reanalysis data,with spatial correlation coefficients of 0.99 and 0.94,respectively.In the reconstruction of six major wind power installed capacity provinces/autonomous regions in China,the effects were notably good for Hebei and Shanxi provinces,with the correlation coefficients for the interannual regional average wind speed time series being 0.65 and 0.64,respectively.The reconstruction effects of surface wind speed differed across seasons,with spring and summer reconstructions showing the highest correlation with reanalysis data.The correlation coefficients for all seasons across most regions in China ranged between 0.4 and 0.8.Among the reconstructed seasonal wind speeds for the six provinces/autonomous regions,Shanxi Province in spring exhibited the highest correlation with the reanalysis,with a coefficient of 0.61.The large-scale climate variability indices showed good reconstruction effects on the annual mean wind speed in China,and could explain the interannual variability trends of surface wind speed in most regions of China,particularly in the main wind energy provinces/autonomous regions.展开更多

Precipitation plays a crucial role in the water cycle of Northwest China.Obtaining accurate precipitation data is crucial for regional water resource management,hydrological forecasting,flood control and drought relie...Precipitation plays a crucial role in the water cycle of Northwest China.Obtaining accurate precipitation data is crucial for regional water resource management,hydrological forecasting,flood control and drought relief.Currently,the applicability of multi-source precipitation products for long time series in Northwest China has not been thoroughly evaluated.In this study,precipitation data from 183 meteorological stations in Northwest China from 1979 to 2020 were selected to assess the regional applicability of four precipitation products(the fifth generation of European Centre for Medium-Range Weather Forecasts(ECMWF)atmospheric reanalysis of the global climate(ERA5),Global Precipitation Climatology Centre(GPCC),Climatic Research Unit gridded Time Series Version 4.07(CRU TS v4.07,hereafter CRU),and Tropical Rainfall Measuring Mission(TRMM))based on the following statistical indicators:correlation coefficient,root mean square error(RMSE),relative bias(RB),mean absolute error(MAE),probability of detection(POD),false alarm ratio(FAR),and equitable threat score(ETS).The results showed that precipitation in Northwest China was generally high in the east and low in the west,and exhibited an increasing trend from 1979 to 2020.Compared with the station observations,ERA5 showed a larger spatial distribution difference than the other products.The overall overestimation of multi-year average precipitation was approximately 200.00 mm and the degree of overestimation increased with increasing precipitation intensity.The multi-year average precipitation of GPCC and CRU was relatively close to that of station observations.The trend of annual precipitation of TRMM was overestimated in high-altitude regions and the eastern part of Lanzhou with more precipitation.At the monthly scale,GPCC performed well but underestimated precipitation in the Tarim Basin(RB=-4.11%),while ERA5 and TRMM exhibited poor accuracy in high-altitude regions.ERA5 had a large bias(RB≥120.00%)in winter months and a strong dispersion(RMSE≥35.00 mm)in summer months.TRMM showed a relatively low correlation with station observations in winter months(correlation coefficients≤0.70).The capture performance analysis showed that ERA5,GPCC,and TRMM had lower POD and ETS values and higher FAR values in Northwest China as the precipitation intensity increased.ERA5 showed a high capture performance for small precipitation events and a slower decreasing trend of POD as the precipitation intensity increased.GPCC had the lowest FAR values.TRMM was statistically ineffective for predicting the occurrence of daily precipitation events.The findings provide a reference for data users to select appropriate datasets in Northwest China and for data developers to develop new precipitation products in the future.展开更多

文摘Vapor pressure deficit(VPD)plays a crucial role in determining plant physiological functions and exerts a substantial influence on vegetation,second only to carbon dioxide(CO_(2)).As a robust indicator of atmospheric water demand,VPD has implications for global water resources,and its significance extends to the structure and functioning of ecosystems.However,the influence of VPD on vegetation growth under climate change remains unclear in China.This study employed empirical equations to estimate the VPD in China from 2000 to 2020 based on meteorological reanalysis data of the Climatic Research Unit(CRU)Time-Series version 4.06(TS4.06)and European Centre for Medium-Range Weather Forecasts(ECMWF)Reanalysis 5(ERA-5).Vegetation growth status was characterized using three vegetation indices,namely gross primary productivity(GPP),leaf area index(LAI),and near-infrared reflectance of vegetation(NIRv).The spatiotemporal dynamics of VPD and vegetation indices were analyzed using the Theil-Sen median trend analysis and Mann-Kendall test.Furthermore,the influence of VPD on vegetation growth and its relative contribution were assessed using a multiple linear regression model.The results indicated an overall negative correlation between VPD and vegetation indices.Three VPD intervals for the correlations between VPD and vegetation indices were identified:a significant positive correlation at VPD below 4.820 hPa,a significant negative correlation at VPD within 4.820–9.000 hPa,and a notable weakening of negative correlation at VPD above 9.000 hPa.VPD exhibited a pronounced negative impact on vegetation growth,surpassing those of temperature,precipitation,and solar radiation in absolute magnitude.CO_(2) contributed most positively to vegetation growth,with VPD offsetting approximately 30.00%of the positive effect of CO_(2).As the rise of VPD decelerated,its relative contribution to vegetation growth diminished.Additionally,the intensification of spatial variations in temperature and precipitation accentuated the spatial heterogeneity in the impact of VPD on vegetation growth in China.This research provides a theoretical foundation for addressing climate change in China,especially regarding the challenges posed by increasing VPD.

文摘The Arkhangelsk Seismic Network(ASN)of the N.Laverov Federal Center for Integrated Arctic Research of the Ural Branch of the Russian Academy of Sciences,founded in 2003,includes 10 permanent seismic stations located on the coasts of the White,Barents,and Kara Seas and on the Arctic archipelagos of Novaya Zemlya,Franz Josef Land,and Severnaya Zemlya.The network is registered with the International Federation of Digital Seismograph Networks and the International Seismological Center.We used not only ASN data to process earthquakes but also the waveforms of various international seismic stations.The 13,000 seismic events were registered using ASN data for 2012-2022,and for 5,500 of them,we determined the parameters of the earthquake epicenters from the European Arctic.The spatial distribution of epicenters shows that the ASN monitors not only the main seismically active zones but also weak seismicity on the shelf of the Barents and Kara Seas.The representative magnitude of ASN was ML,rep=3.5.The level of microseismic noise has seasonal variations that affect the registration capabilities of each station included in the ASN and the overall sensitivity of the network as a whole.In summer,the sensitivity of the ASN decreased owing to the increasing microseismic and ambient noises,whereas in winter,the sensitivity of the ASN increased significantly because of the decrease.

文摘Eastern European Marxism,taking a critical stance towards structuralism,gave rise to a unique paradigm of praxis-oriented semiotic aesthetics.This novel approach posits that signs emerge from humans’social praxis and also function as a means of praxis.It further delves into the principle governing the generation and usage of signs,i.e.,the Economy Principle,the homogenization of signs,the situatedness or contextual constraints,as well as their aesthetic features and transcendental attributes.As a result,the praxis-oriented semiotic aesthetics within Eastern European Marxism exhibits distinct theoretical value.
文摘This editorial is intended to be a reflection on cardiovascular disease(CVD)burden in European ethnic minorities.In some European countries,ethnic minority realities,due to their recent appearance,are still to be studied in depth.The experience of several European countries,where the migration processes started earlier,even more than a century ago,can help by being an example.Many studies have shown that major differences in CVD burden exist not only between countries,but also within the same country when considering different social strata and ethnic groups.The CV risk factors underlying heart disease have been well established.Important epidemiological studies have helped us understand that the underlying causes of heart disease as well as the behaviors that can help prevent them are the same.We are now well aware that CVD should be treated by considering a holistic approach.This is why the social determinants(SDs)of health that may worsen the disease burden or that,vice versa,may improve the treatment,and even more significantly,the prognosis of a patient’s illness should be taken into consideration.For ethnic minority patients,this holistic,hermeneutic approach is of importance.Several SDs of health that influence CVDs have been identified but their relevance for the health of ethnic minorities has not yet been clearly defined.In some European countries,most ethnic minorities are largely also religious minorities.Only a few studies have evaluated the role of religion,which is an important SD that affects the probability of having CV risk factors and diseases.Adolescents,particularly those belonging to the second generation,seem to be the weak link.If we believe that these young people are really citizens of their country of birth,then a way of recognizing their belonging to the community starts from a will to better understand their condition,in order to assist them while they grow physically and mentally.Thinking about safeguarding the health of this population should be more than a health task,rather a goal of social justice.
文摘Against the backdrop of the accelerating changes unseen in a century and the intensifying major-country competition,the European Union(EU) has significantly modified its economic security concepts,as illustrated by the release of its first-ever strategy on economic security in 2023,which will continue to be advanced in 2024.This article discusses the possible pathways for the EU to implement its economic security strategy in the context of “de-risking” by taking stock of the evolution of EU economic security concepts and its relevant policy documents and foreign economic policies and practices in recent years.Finally,this article will analyze some of the negative impacts of the latest EU policy on the global economy and trade,as well as on European economic prospects.

文摘The outbreak of the Ukraine crisis has accelerated the adjustment and power shifts of the European Union.Germany does not play the role model as it used to,its willingness and ability to make contributions have declined,and it has become a follower rather than a leader in the crisis response.The “Atlanticists” dominate the EU,and the “Europeanists” are weakened.Germany's all-round dependence on the United States has increased.France has lost traction on the EU,the German–French axis is absent,and the Central and Eastern European and Northern European countries are gaining momentum.Compared with other EU institutions and member states,the status and influence of the European Commission has been enhanced,leading the sanctions against Russia,participating more in the common security and defense policy,and contributing to the geo-politicization of EU economic policies.These changes will increase internal disputes within the EU,weaken the EU's international status and influence,and reduce the stability and predictability of the EU's China policy.

文摘Using European Centre for Medium-Range Weather Forecasts Reanalysis V5(ERA5)reanalysis data,this study investigated the reconstruction effects of various climate variabilities on surface wind speed in China from 1979 to 2022.The results indicated that the reconstructed annual mean wind speed and the standard deviation of the annual mean wind speed,utilizing various climate variability indices,exhibited similar spatial modes to the reanalysis data,with spatial correlation coefficients of 0.99 and 0.94,respectively.In the reconstruction of six major wind power installed capacity provinces/autonomous regions in China,the effects were notably good for Hebei and Shanxi provinces,with the correlation coefficients for the interannual regional average wind speed time series being 0.65 and 0.64,respectively.The reconstruction effects of surface wind speed differed across seasons,with spring and summer reconstructions showing the highest correlation with reanalysis data.The correlation coefficients for all seasons across most regions in China ranged between 0.4 and 0.8.Among the reconstructed seasonal wind speeds for the six provinces/autonomous regions,Shanxi Province in spring exhibited the highest correlation with the reanalysis,with a coefficient of 0.61.The large-scale climate variability indices showed good reconstruction effects on the annual mean wind speed in China,and could explain the interannual variability trends of surface wind speed in most regions of China,particularly in the main wind energy provinces/autonomous regions.

文摘The movement of the Iron&Steelmaking(I&S)industry towards Net-Zero emissions and digitalized processes through disruptive,breakthrough technologies will be achieved through the use of Hydrogen.The biggest challenge for the refractory industry is to continue to meet the performance expectations while,at the same time,moving to a more sustainable production direction.The complexity and urgency of these technological changes,highlighted by the European Green Deal,requires ambitious,international,interdisciplinary and intersectoral projects,bringing together institutes from across the global value chain,to carry out cutting edge research.The European Union,through its flagship doctoral training program,MSCA,has,and continues to support research and development as well as the promotion of the refractory industry in Europe.An introduction to two MSCA projects and some of the results achieved are highlighted within this article.

文摘Precipitation plays a crucial role in the water cycle of Northwest China.Obtaining accurate precipitation data is crucial for regional water resource management,hydrological forecasting,flood control and drought relief.Currently,the applicability of multi-source precipitation products for long time series in Northwest China has not been thoroughly evaluated.In this study,precipitation data from 183 meteorological stations in Northwest China from 1979 to 2020 were selected to assess the regional applicability of four precipitation products(the fifth generation of European Centre for Medium-Range Weather Forecasts(ECMWF)atmospheric reanalysis of the global climate(ERA5),Global Precipitation Climatology Centre(GPCC),Climatic Research Unit gridded Time Series Version 4.07(CRU TS v4.07,hereafter CRU),and Tropical Rainfall Measuring Mission(TRMM))based on the following statistical indicators:correlation coefficient,root mean square error(RMSE),relative bias(RB),mean absolute error(MAE),probability of detection(POD),false alarm ratio(FAR),and equitable threat score(ETS).The results showed that precipitation in Northwest China was generally high in the east and low in the west,and exhibited an increasing trend from 1979 to 2020.Compared with the station observations,ERA5 showed a larger spatial distribution difference than the other products.The overall overestimation of multi-year average precipitation was approximately 200.00 mm and the degree of overestimation increased with increasing precipitation intensity.The multi-year average precipitation of GPCC and CRU was relatively close to that of station observations.The trend of annual precipitation of TRMM was overestimated in high-altitude regions and the eastern part of Lanzhou with more precipitation.At the monthly scale,GPCC performed well but underestimated precipitation in the Tarim Basin(RB=-4.11%),while ERA5 and TRMM exhibited poor accuracy in high-altitude regions.ERA5 had a large bias(RB≥120.00%)in winter months and a strong dispersion(RMSE≥35.00 mm)in summer months.TRMM showed a relatively low correlation with station observations in winter months(correlation coefficients≤0.70).The capture performance analysis showed that ERA5,GPCC,and TRMM had lower POD and ETS values and higher FAR values in Northwest China as the precipitation intensity increased.ERA5 showed a high capture performance for small precipitation events and a slower decreasing trend of POD as the precipitation intensity increased.GPCC had the lowest FAR values.TRMM was statistically ineffective for predicting the occurrence of daily precipitation events.The findings provide a reference for data users to select appropriate datasets in Northwest China and for data developers to develop new precipitation products in the future.
