Relationship of Ecological Well-being Performance and Sustainable Economic Development in Liaoning Province 被引量:3

Liaoning Province is in a critical period of economic transformation. The rational utilization of ecological resources and the balance of the relationship between the resource environment and economic growth have become the key factors affecting its sustainable economic development. This paper uses data from the Human Development Index and an ecological footprint to construct the ecological well-being performance of Liaoning Province from 2006 to 2016. It then examines the relationship of ecological well-being performance with economic growth, considers the factors influencing the well-being level effect, and analyzes the trends for sustainable economic development from the perspective of ecological well-being. There is a horizontal comparison of the current situation of ecological well-being performance in Liaoning Province and with other coastal provinces in China and clarification of the stage and development gap. The conclusions show that: 1) The trend of ecological well-being performance in Liaoning Province during this period first decreased and then rose, with this movement mainly affected by changes in the ecological footprint;2) There is a U-shaped relationship between ecological well-being performance and economic growth, and resource consumption contributes less to promote well-being;3) There are three stages to the sustainable development trend: inferior, medium and advanced. When compared with others coastal provinces, Liaoning Province belongs to the high consumption and low well-being type. 展开更多

From the perspective of wellbeing performance of ecological input,this paper constructs a low-carbon competitiveness evaluation model with wellbeing performance of carbon emissions as the measurement standard,and uses the LMDI factor decomposition method to decompose the total effect of low-carbon competitiveness changes into technology effect and service effect.And then it conducts positive analysis and comparison of the low-carbon competitiveness and its effect contribution of G20 countries from1990 to 2018.The results are as follows:Firstly,in 2018,the UK,France,Argentina,Brazil,and Germany had higher low-carbon competitiveness.From 1990 to 2018,the low-carbon competitiveness of the UK,Turkey,Germany,Italy,and Brazil increase rapidly.Secondly,from 1990 to 2018,the total effect of low-carbon competitiveness of G20 member states was all positive,that is to say,the overall wellbeing performance of carbon emissions increased,technology effect and service effect are positive in 17 countries and negative in 2 countries respectively.Thirdly,China's low-carbon competitiveness is low,lacking static and dynamic advantages,although the technology effect is the highest,but the service effect is the lowest,resulting in a low total effect,which indicates that the wellbeing performance of economic growth is the main bottleneck of China's low-carbon development.Finally,the policy recommendations for China's future low-carbon transition and sustainable development are put forward. 展开更多

The paper evaluates the changes in the ecological environment of cultivated land in the major crop-producing areas major crop-producing areas in the past 20 years by constructing an ecological pollution index;and quantitatively analyzes the effects of the existing policies and their main influencing factors by applying the PSM-DID method based on the frequency of policy enactment.The results are as follows:first,the existing ecological compensation policies for cultivated land are effective but not significant in improving the ecological environment in the major crop-producing areas.The economic development level and grain cultivation area of the major crop-producing areas are significantly and positively correlated with the improvement of the arable land ecological environment,while the level of agricultural infrastructure construction is significantly and negatively correlated with the improvement of the arable land ecological environment.Second,the reason for the ineffectiveness of the current arable ecological land compensation policy in protecting the arable land ecological environment in the main grain-producing regions is that the existing arable ecological land compensation policy in China has its own institutional defects and needs to be further improved.At the same time,the level of environmental pollution of cultivated land in the main grain-producing regions is positively correlated with the level of income from cultivated land and cultivated area. 展开更多

Against the backdrop of aggravating resource and environment restriction,it is an inevitable choice to adopt the sustainable development pattern to maximize social well-being within the ecological threshold.From the perspective of ecological well-being performance,ecological footprint per capita and human development index were selected to construct the evaluation index system for sustainable urban development,and DEA applied to calculate the input-output efficiency,so as to analyze the sustainable development level of Shanghai from 1999 to 2012.The results showed that①human development index,ecological footprint per capita of Shanghai grew in step with economic development,but ecological footprint per capita level exceeded the ecological carrying capacity,thus the overall ecological conditions remained in the state of worsening "deficit";②ecological well-being performance of Shanghai in most years remained in the DEA ineffective state,and the scale return had decreased gradually since 2005.In addition,the paper gave pertinent suggestions. 展开更多

A climatic environmental performance assessment method for ecological city construction:Application to Beijing Yanqi Lake 被引量:1

In contrast to the input perspective for evaluating planning metrics, this research takes the climatic environmental output effects as the starting point for assessing ecological city construction. Based on approaches such as observation data analysis, meteorological model simulation, and remote sensing, a set of climatic environmental performance assessment methods is developed and established. These methods mainly focus on surface ventilation assessment and urban thermal environment assessment. With the Yanqi Lake ecological development demonstration area located in Huairou district, Beijing as an example, the assessment of the local climatic environment before and after the construction are conducted, and relevant policy suggestions for urban planning and construction are presented. The results show that after development, the ventilation capacity will decrease overall and the ventilation potential index will decrease from 0.53 to 0.44. While this is not a large reduction, and is still at a favorable level, the ventilation potential in some local areas will markedly decrease. Furthermore, the thermal environment will become poorer to some extent; the urban heat island(UHI) area and intensity will increase compared with the current situation;continuous heat islands may occur in local areas; the UHI potential index of the core area will rise from 0.0878 to 0.1217(still a favorable level).Therefore, urban surfaces should be carefully developed and arranged during planning. It is suggested that the negative impacts of large areas of urban construction on the local climatic environment in the Yanqi Lake could be mitigated by 1) strengthening the airflow by introducing fresh,cold, northwesterly air via constructed ventilation corridors, 2) increasing the number of ecological cold sources, particularly for water bodies and green belts to prevent the UHI in the southern region of Yanqi Lake from becoming linked with each other, and 3) considering a pre-program before sub-domain and building planning to obtain optimum building locations. Different construction standards should be developed for different ventilation potential and UHI intensity levels. For strong heat island areas, land areas should be reserved to serve as cold sources. 展开更多

Domestic and foreign researches on triticale mainly focus on hereditary traits and excellent characteristics,but there are few reports on triticale yield and quality in the severe cold pastoral areas of Gansu and Qinghai.In this study,Gannong 2 triticale cultivars have been bred and planted in typical ecological areas according to the characteristics of different ecological regions.By studying the relationship between quality traits and various ecological factors,the effects of different ecological factors on the quality of Triticale hay have been clarified,which provides a reasonable basis for future triticale breeding and large-scale and targeted planting layout.The production performance and nutritional qualities of Triticale Trial in Maqu County,Gansu Province and Gannong No.2 in Dulan County,Qinghai Province are obviously superior to other pilot sites.Through reasonable fertilization,the production performance and nutritional quality of triticale are the best.Triticale production performance is significantly related to climatic factors in different pilots.The most suitable planting area for Gannong 2 is Maqu County,Gansu Province. 展开更多

They were randomIy divided into three groups, incIuding controI group (CK), antibiotic group (A) and microbial ecoIogical agent group (MEA). The growth performance, health status and economic benefits of the weaned pigIets were measured. The resuIts showed that the A and MEA groups couId better enhance the immunity of weaned pigIets and improve the economic benefits in the whoIe experimental period compared to the CK group (P〈0.01). How-ever, there were no significant differences in pigIet immunity and economic benefits between the A and MEA groups (P〉0.05). It is indicated that the Rujunbao, a mi-crobial ecoIogical agent, can be promoted in weaned pigIet production as a repIace-ment for antibiotic. 展开更多

数字经济发展是加快经济发展方式绿色转型、促进居民福祉提高的重要途径。基于2011—2021年省级面板数据,采用熵值法和SBM模型测度数字经济发展指数与生态福利绩效值,运用Tobit模型和中介效应方法考察了数字经济发展对生态福利绩效的影... 数字经济发展是加快经济发展方式绿色转型、促进居民福祉提高的重要途径。基于2011—2021年省级面板数据,采用熵值法和SBM模型测度数字经济发展指数与生态福利绩效值,运用Tobit模型和中介效应方法考察了数字经济发展对生态福利绩效的影响及作用机制。结果表明:①数字经济发展显著促进了生态福利绩效提高,稳健性检验后结论依然成立;②异质性分析表明,高数字经济水平组和低数字经济水平组均能促进生态福利绩效提高。此外,数字经济发展能够显著促进东部地区生态福利绩效提高,但对中西部地区并未产生显著影响;③数字经济通过提升经济规模、升级产业结构以及技术创新显著促进了生态福利绩效提高。为此,提出持续推动数字经济发展、加强技术创新、针对中西部地区制定差异化战略等建议,以期为提高中国生态福利绩效提供借鉴和启示。 展开更多

法典编纂背景下生态产品价值实现的制度体系优化研究

生态产品价值实现是践行“绿水青山就是金山银山”理念、建设美丽中国的重要路径。中办国办《关于建立健全生态产品价值实现机制的意见》以及自然资源部发布的三批典型案例表明,中国特色生态产品价值实现正逐渐迈向法治化、制度化。当... 生态产品价值实现是践行“绿水青山就是金山银山”理念、建设美丽中国的重要路径。中办国办《关于建立健全生态产品价值实现机制的意见》以及自然资源部发布的三批典型案例表明,中国特色生态产品价值实现正逐渐迈向法治化、制度化。当前理论研究中的“实现过程、实现模式说”难以促进生态产品价值实现制度体系与目的价值融贯,而“法律机制说”不仅忽视和弱化法律规范性,造成与部门法的一定脱钩,而且缺乏操作性不利于法律制度的体系化建构。“生态环境法典”被纳入全国人大的立法计划后,对生态产品价值实现法律制度的体系化既提供了新机遇,也提出了新要求。针对制度含糊、制度缺少、制度冲突和制度拥挤等体系困境,有必要转向还原论视角下的生态产品价值实现“法律制度说”。在形式理性与实质理性的指引下,对生态产品包含的权利义务及其实现过程中的法律关系相关的法律规范进行部门法还原分析,将“政言政语、党言党语”还原与转化为“法言法语”,将其类型化为“有偿、补偿、赔偿”等“三偿”法律制度。生态产品价值实现法律制度体系的建构,需要灵活运用制度解释、制度整合、制度补充、制度协调等方式,构建“三偿”制度有机融合与协同配合、包括“核心圈、扩展圈、外围圈”制度在内的生态产品价值实现制度体系,形成生态产品价值实现的“1+X”法规范体系。 展开更多

数字赋能提升城市旅游绩效机制初探

数字赋能对中国旅游业实现高质量发展起到关键作用。在理论分析数字赋能对旅游业价值重塑与价值创造基础上,本文使用我国城市面板数据,实证检验数字赋能城市旅游绩效的文化赋能、景区赋能和生态赋能机制。研究发现:(1)数字赋能显著提升... 数字赋能对中国旅游业实现高质量发展起到关键作用。在理论分析数字赋能对旅游业价值重塑与价值创造基础上,本文使用我国城市面板数据,实证检验数字赋能城市旅游绩效的文化赋能、景区赋能和生态赋能机制。研究发现:(1)数字赋能显著提升了城市旅游绩效,并且结果在剔除可能的极端值,变换估计方法下依旧显著;(2)机制检验结果表明数字赋能通过激发以非物质文化遗产为代表的文化资源经济价值、加强以5A级景区为代表的景区资源优势、提升以生态效率为代表的生态价值转换方式促进城市旅游绩效提升;(3)区域异质性的考察发现,中部和西部地区以文化赋能和景区赋能为主,生态赋能的作用在东部和西部地区更为突出。基于上述发现,本文提出加快旅游产业数字化转型、推动非物质文化遗产数字化传播、推进旅游景区数字化改造、利用数字技术扩大优质生态产品供给、充分发挥东中西地区优势等建议。 展开更多

本文利用中国2003—2018年30省份面板统计数据,采用动态固定效应模型、SYS-GMM模型和中介效应模型实证考察国际技术溢出对中国绿色创新绩效的影响。研究发现:国际技术溢出能显著提升中国绿色创新绩效,但存在渠道差异,其中OFDI技术溢出... 本文利用中国2003—2018年30省份面板统计数据,采用动态固定效应模型、SYS-GMM模型和中介效应模型实证考察国际技术溢出对中国绿色创新绩效的影响。研究发现:国际技术溢出能显著提升中国绿色创新绩效,但存在渠道差异,其中OFDI技术溢出驱动功效最强,其次是FDI技术溢出和进口贸易技术溢出。同时,这种驱动功效还存在区域和自主研发支出异质性,OFDI和FDI技术溢出对中西部地区绿色创新绩效的驱动功效更强,而进口贸易技术溢出高效赋能东部地区绿色创新绩效提升,且在较高自主研发支出的区域,国际技术溢出驱动功效更强。此外,国际技术溢出能通过引导创新生态要素耦合协调间接驱动中国绿色创新绩效提升。研究结论表明需要重视创新生态要素耦合协调发展,根据区域特点布局国际技术溢出渠道,持续发挥国际技术溢出驱动中国绿色创新绩效提升的长效机制。 展开更多

为探明不同群体克氏原螯虾生长和养殖生态适应性,2020年自江苏滆湖、兴化、建湖,安徽芜湖和湖北监利引进5个克氏原螯虾养殖群体,2021年在安徽芜湖同期繁育后,比较分析不同群体克氏原螯虾苗在同等养殖条件下生长性状、入塘扩散速率、爬... 为探明不同群体克氏原螯虾生长和养殖生态适应性,2020年自江苏滆湖、兴化、建湖,安徽芜湖和湖北监利引进5个克氏原螯虾养殖群体,2021年在安徽芜湖同期繁育后,比较分析不同群体克氏原螯虾苗在同等养殖条件下生长性状、入塘扩散速率、爬行速率及耐干露等生态适应性。试验结果显示:5月雌、雄个体体长、体质量均表现为滆湖群体[雌:(7.52±0.15)cm、(13.4±0.85)g;雄:(7.53±0.12)cm、(14.25±0.90)g]最优。5月除芜湖群体外,各群体雄性个体在体长、体质量上显著大于雌性;建湖群体在3—4月体长、体质量增长率最大(分别为41%、167%),芜湖群体在4—5月体长、体质量增长率最大(分别为24%、83%)。5月各群体雌性腹部长占体长比例均大于雄性。且5月滆湖群体成活率最高为59.33%,监利群体最低为50.67%。入塘扩散速率依次为建湖>兴化>滆湖>监利>芜湖,建湖、兴化群体显著优于其他3个群体组,扩散最快的建湖群体时间为(291.67±25.43)s,最慢的芜湖群体为(661.33±32.94)s;各群体间爬行速率无显著性差异。干露试验表明,幼虾的干露时间不宜超过18 h,干露48 h存活率依次为芜湖>滆湖>兴化>监利>建湖,芜湖群体存活率最高,为(87.78±1.11)%,建湖群体最低,为(68.89±1.92)%。试验结果可为不同群体克氏原螯虾生长性能及生态适应性评价提供参考,为进一步的选育奠定基础。 展开更多
