Data on discrete,isolated attributes of the marine economy are often used in traditional marine economic research.However,as the focus of urban research shifts from internal static attributes to external dynamic linka...Data on discrete,isolated attributes of the marine economy are often used in traditional marine economic research.However,as the focus of urban research shifts from internal static attributes to external dynamic linkages,the importance of marine economic net-work research is beginning to emerge.The construction of the marine economic network in China’s coastal areas is necessary to change the flow of land and sea resources and optimize regional marine economic development.Employing data from headquarters and branches of sea-related A-share listed enterprises to construct the marine economic network in China,we use social network analysis(SNA)to discuss the characteristics of its evolution as of 2010,2015,and 2020 and its governance.The following results were obtained.1)In terms of topological characteristics,the scale of the marine economic network in China’s coastal areas has accelerated and expan-ded,and the connections have become increasingly close;thus,this development has complex network characteristics.2)In terms of spatial structure,the intensity of the connection fluctuates and does not form stable development support;the group structure gradually becomes clear,but the overall pattern is fragmented;there are spatial differences in marine economic agglomeration radiation;the radi-ation effect of the eastern marine economic circle is obvious;and the polarization effect of northern and southern marine economic circles is significant.On this basis,we construct a framework for the governance of a marine economic network with the market,the government,and industry as the three governing bodies.By clarifying the driving factors and building objectives of marine economic network construction,this study aims to foster the high-quality development of China’s marine economy.展开更多

The empirical result shows that the local government investment plays a significant positive role in economic growth and employment. However, while the proportion of local government investment to GDP had a remarkable rise after 1998, the elasticity of local government investment on economic growth declined, which shows that there is a big room for raising the efficiency of local government investment. Moreover. the empirieal examination shows that although local government investment had positive effect on employment, the elasticity had a decrease after 1994 when the tax-sharing system reform was put into practice. This shows that the positive role of local government investment on employment is also limited This paper argues that the role of local governments as investors must be weakened, and local governments of different levels should lessen direct economic intervention and concentrate on public regulation.展开更多

However, large scale energy projects have been known to generate both positive and/or negative impacts. Environmental Management Plans (EMP) have often been the compendium of information on approved mitigations, which normally include activities that could maximize the benefits of the host communities, and it’s not unusual for the Community Development and Corporate Social Responsibility (CDCSR) department of such an organization to be saddled with these contributions. But the activities of Nigeria LNG Ltd.’s CSR department have often been the source of criticism, as well as aspiration for improvement by host communities and other stake holders. This article thus aims to present a comprehensive compendium of NLNG’s CDCSR activities, up to the year 2010, and also highlight the level of satisfaction of the immediate and distant host communities against the level of performance of other donors in the area. Also the arrays of negative socio-economic consequences of the Nigeria LNG Ltd.’s activities were identified based on community perception. The results generally showed that comparatively, NLNG project has made more innovative positive socio-economic and health contributions to its areas of operation than the three tiers of government and other donors (including SPDC and Mobil Producing Nigeria). Surprisingly, agitations against Nigeria LNG Ltd.’s activities have not overshadowed its community development provisions, which have been of major assistance in several communities. There is however a dire need to review several aspects of Nigeria LNG Ltd.’s CDCSR activities, especially in the fulfilment of documented promises, as well as in project conception and community participation, for better completed projects acceptance by indigenous host communities. Given that challenges on the issue of socioeconomic development faced by countries in sub-Saharan Africa(SSA)have been identified as critical to strengthening the inherent link between governance and socioeconomic con...Given that challenges on the issue of socioeconomic development faced by countries in sub-Saharan Africa(SSA)have been identified as critical to strengthening the inherent link between governance and socioeconomic conditions,this study examines the interconnections between governance and socioeconomic conditions in SSA.With a focus on 25 countries in SSA between 2005 and 2019,we conduct the analysis based on the Panel-Corrected Standard Error and System Generalized Method of Moments estimations and panel causality tests.The results show that SSA does not seem to have the means of effective governance to spur improved socioeconomic conditions.Moreover,the pervasiveness of institutional problems in many countries of SSA has been responsible for the poor socioeconomic conditions in the region.Likewise,governance quality and socioeconomic conditions are found to influence each other.An improvement in socioeconomic conditions could result in better governance quality.On the other hand,governance quality is viewed as a vital ingredient in achieving needed socioeconomic development outcomes.Thus,it is suggested that there is a need for countries in SSA to streamline governing systems toward engendering improved well-being.The introduction and implementation of transformative policies through effective governance are also necessary for ensuring critical structural changes and increasing social service provision.Overall,there should be a proactive identification of ineffective policies and procedures by policymakers to enhance meaningful impacts in the region.展开更多

In this paper,we first examine the impact of governance quality on public expenditure efficiency.Then,we try to determine the effect of these expenditures on economic growth.Our starting point is the idea that public ...In this paper,we first examine the impact of governance quality on public expenditure efficiency.Then,we try to determine the effect of these expenditures on economic growth.Our starting point is the idea that public expenditure efficiency of a government program is significantly affected by the country’s governance quality.In other words,changes in government expenditure and the returns they generate on a government program depend on governance quality.Our sample consists of 36 countries observed over the 1996 to 2020 period.This period is known by a significant transition of political regimes.Our research model links government expenditure with the returns generated in a country in a given sector.In this model,we introduce the governance variable to examine the impact of government expenditure on returns on a government program in terms of schooling rates and life expectancy.The results indicate that governance quality affects expenditure structure and that efficiency of this expenditure positively correlates with a better governance quality as measured by corruption control and government efficiency.We also found that efficient expenditure has a positive impact on economic growth.展开更多

文摘Given that challenges on the issue of socioeconomic development faced by countries in sub-Saharan Africa(SSA)have been identified as critical to strengthening the inherent link between governance and socioeconomic conditions,this study examines the interconnections between governance and socioeconomic conditions in SSA.With a focus on 25 countries in SSA between 2005 and 2019,we conduct the analysis based on the Panel-Corrected Standard Error and System Generalized Method of Moments estimations and panel causality tests.The results show that SSA does not seem to have the means of effective governance to spur improved socioeconomic conditions.Moreover,the pervasiveness of institutional problems in many countries of SSA has been responsible for the poor socioeconomic conditions in the region.Likewise,governance quality and socioeconomic conditions are found to influence each other.An improvement in socioeconomic conditions could result in better governance quality.On the other hand,governance quality is viewed as a vital ingredient in achieving needed socioeconomic development outcomes.Thus,it is suggested that there is a need for countries in SSA to streamline governing systems toward engendering improved well-being.The introduction and implementation of transformative policies through effective governance are also necessary for ensuring critical structural changes and increasing social service provision.Overall,there should be a proactive identification of ineffective policies and procedures by policymakers to enhance meaningful impacts in the region.

It summarizes the economic analysis framework of development governance in mainstream economics, and further analyzes the connotations and extensions of the conceptual framework. This paper also summarizes some of the core economic characteristics embodied in China's Reform and Development Governance since the reform, and further explores the necessity and direction of its future modernization and its impacts on different countries and regions in the world.

In the past decade and more, reform and improvement on the global economic governance system have made remarkable results with concerted efforts of the international community but at the same time also faced a number of outstanding problems. 文摘The ever-changing and developing ecological environment determines the functions of government to be followed by changes in economic management. The pursuit of short-term economic growth, ignoring the social promotion, will lead to excessive consume the earth' s resources and deteriorate environment, which pose a serious threat for the overall development of the human. Reality shows that the traditional development model faced with severe challenges. Thus, to solve environmental problems and achieve sustainable human development has become starting point and destination for the world' s governments to consider all issues. Government, as the actors on the path of sustainable development, is imperative to change the government' s economic management functions to genuinely achieve economic, social and environmental comprehensive, coordinated and sustainable development. Implementation the strategy of sustainable development requires the Chinese government at least to adopt the ideology of overall and coordinated development in the head, follow the objective law and transfer the functions of government management of the economy on the basis of sustainable development.
文摘In this paper,we first examine the impact of governance quality on public expenditure efficiency.Then,we try to determine the effect of these expenditures on economic growth.Our starting point is the idea that public expenditure efficiency of a government program is significantly affected by the country’s governance quality.In other words,changes in government expenditure and the returns they generate on a government program depend on governance quality.Our sample consists of 36 countries observed over the 1996 to 2020 period.This period is known by a significant transition of political regimes.Our research model links government expenditure with the returns generated in a country in a given sector.In this model,we introduce the governance variable to examine the impact of government expenditure on returns on a government program in terms of schooling rates and life expectancy.The results indicate that governance quality affects expenditure structure and that efficiency of this expenditure positively correlates with a better governance quality as measured by corruption control and government efficiency.We also found that efficient expenditure has a positive impact on economic growth.

With more than thirty years of reform and opening up, the pattern of local governance has become diversified. The diversity of governance model cannot be managed in the same way, however, it cannot affect the government’s ability to play the initiative role of governance.
