Maritime cluster's evolution is an under-investigated area, with ramifications in maritime policy and business decision-making. In this paper, we study the evolutionary formation of maritime clusters, in the contemporary European blue economy context. We examine pertinent factors for the sustainable development of maritime clusters, with a strong technical, service and market innovation orientation. We merely examine the significance of legislative, financial, business networking and knowledge management related components. Qualitative empirical testing of the theoretical premises is performed for the Spanish, Italian, Greek and Cypriot cluster entities.展开更多

Principal factor analysis and fuzzy cluster ISODATA were used to divide the China hydroclimatic area into three climatic zones including ten climatic regions. It is concluded that the characteristic values derived by this method may completely show the characteristics of frequency distribution of sea and air temperature in the studied area and the final division of hydroclimatic area is fully coincident with the author's former result [2].展开更多

The study addresses key gaps in the literature related to the digital divide and applies...This study explores the impact of digital literacy on adopting e-government services in Rwanda, focusing on the Irembo platform. The study addresses key gaps in the literature related to the digital divide and applies the Technology Acceptance Model (TAM) and Rogers’ Diffusion of Innovations theory. Using data from 2022 and 2023, This study employs k-means and hierarchical clustering to analyze application attributes processed through Irembo, including types, states, and prices. The findings reveal that, despite advancements in digital service delivery, disparities in access and digital literacy persist, particularly in rural areas. The study concludes with recommendations for enhancing digital literacy initiatives and improving e-government platform usability, which is essential for promoting inclusive access to public services and supporting Rwanda’s socio-economic development goals.展开更多
