The optimization of government subsidies to enhance the efficiency of coal companies’green transformation constitutes a critical component in the pursuit of global sustainability.We investigate the influence mechanis...The optimization of government subsidies to enhance the efficiency of coal companies’green transformation constitutes a critical component in the pursuit of global sustainability.We investigate the influence mechanism of government subsidies on the green transformation using data from the listed coal companies in China from 2007 to 2022.According to our findings and hypothesis testing,previous government subsidies did not have a significant direct impact on coal companies’green transformation.Nevertheless,government subsidies can help coal companies transition to greener practices by promoting innovative green initiatives.Furthermore,we confirmed an indirect route:that government subsidies enable the adoption of low-carbon initiatives,which in turn could facilitate the transition of coal companies towards green practices.In addition,we discovered that the coal company’s digitization will improve this indirect route.Thus,we propose increasing the effectiveness of government subsidies in facilitating coal companies’transition to green practices by focusing on technological advancements and enhancing company digitalization.展开更多

Since the carbon neutrality target was proposed,many countries have been facing severe challenges to carbon emission reduction sustainably.This study is conducted using a tripartite evolutionary game model to explore ...Since the carbon neutrality target was proposed,many countries have been facing severe challenges to carbon emission reduction sustainably.This study is conducted using a tripartite evolutionary game model to explore the impact of the central environmental protection inspection(CEPI)on driving carbon emission reduction,and to study what factors influence the strategic choices of each party and how they interact with each other.The research results suggest that local governments and manufacturing enterprises would choose strategies that are beneficial to carbon reduction when CEPI increases.When the initial willingness of all parties increases 20%,50%—80%,the time spent for the whole system to achieve stability decreases from 100%,60%—30%.The evolutionary result of“thorough inspection,regulation implementation,low-carbon management”is the best strategy for the tripartite evolutionary game.Moreover,the smaller the cost and the larger the benefit,the greater the likelihood of the three-party game stability strategy appears.This study has important guiding significance for other developing countries to promote carbon emission reduction by environmental policy.展开更多

Sites must fulfill a numbe...Important first phases in the process of implementing CO2 subsurface and ocean storage projects include selecting of best possible location(s) for CO2 storage, and site selection evaluation. Sites must fulfill a number of criteria that boil down to the following basics: they must be able to accept the desired volume of CO2 at the rate at which it is supplied from the CO2 source(s);they must as well be safe and reliable;and must comply with regulatory and other societal requirements. They also must have at least public acceptance and be based on sound financial analysis. Site geology;hydrogeological, pressure, and geothermal regimes;land features;location, climate, access, etc. can all be refined from these basic criteria. In addition to aiding in site selection, site characterization is essential for other purposes, such as foreseeing the fate and impacts of the injected CO2, and informing subsequent phases of site development, including design, permitting, operation, monitoring, and eventual abandonment. According to data from the IEA, in 2022, emissions from Africa and Asias emerging markets and developing economies, excluding Chinas, increased by 4.2%, which is equivalent to 206 million tonnes of CO2 and were higher than those from developed economies. Coal-fired power generation was responsible for more than half of the rise in emissions that were recorded in the region. The difficulty of achieving sustainable socio-economic progress in the developing countries is entwined with the work of reducing CO2 emissions, which is a demanding project for the economy. Organisations from developing countries, such as Bangladesh, Cameroon, India, and Nigeria, have formed partnerships with organisations in other countries for lessons learned and investment within the climate change arena. The basaltic rocks, coal seams, depleted oil and gas reservoirs, soils, deep saline aquifers, and sedimentary basins that developing countries (Bangladesh, Cameroon, India, and Nigeria etc.) possess all contribute to the individual countrys significant geological sequestration potential. There are limited or no carbon capture and storage or clean development mechanism projects running in these countries at this time. The site selection and characterization procedure are not complete without an estimate of the storage capacity of a storage location. Estimating storage capacity relies on volumetric estimates because a site must accept the planned volume of CO2 during the active injection period. As more and more applications make use of site characterization, so too does the body of written material on the topic. As the science of CO2 storage develops, regulatory requirements are implemented, field experience grows, and the economics of CO2 capture and storage improve, so too will site selection and characterisation change.展开更多

However, the usage of e-government services by common citizens is recognized as one of the major setbacks of e-government development in both developed and developing countries. Moreover, government agencies in these countries are facing great challenges in keeping the citizens motivated enough to continue to use e-government services. This research aims to investigate the factors that influence citizens’ trust towards continue use of e-government services in Cameroon. The proposed research model consisted of three main constructs including technological, governmental, risk factors as well as six demographic characteristics (age, gender, educational level, income, internet experience and cultural perception). A five-point Likert scale questionnaire was designed to collect data physically and electronically, 352 valid questionnaires were retrieved. Simple and Multiple regression analysis methods were applied to build an adequate model based on the verification of hypotheses proposed. Based on results obtained, four demographic characteristics (age, education, occupation and income) have influence on citizens’ trust in e-government meanwhile gender and cultural affiliation have no influence. Furthermore, technological factors and governmental factors positively influence trust level in e-government, whereas risk factors have a negative influence on trust level. Deducing from the results, a list of recommendations is proposed to the government of Cameroon in order to reinforce citizens’ trust in e-government services.展开更多

This research paper aims to compare the strengths and weaknesses that China has demonstrated in the implementation of its low-carbon city strategy and to summarise the valuable experience that China can provide to the world in the implementation of its low-carbon city strategy. This essay analyses in depth the advantages that China has shown in the areas of renewable energy use and government mechanisms, as well as the shortcomings that it has shown in the areas of eco-efficiency industrial structure and capacity upgrading. Then, the paper summarises the successful experiences of the Chinese government in the establishment of renewable energy use and governmental mechanisms, such as the local government’s ability to coordinate multiple sectors (industrial sector, energy sector, etc.) and the implementation of responsibilities. In comparison, the paper also further discusses that China’s implementation of a low-carbon strategy in the future may have more eco-efficiency, industrial structure and capacity upgrading.展开更多

Government credibility is an important asset of contemporary national governance, an important criterion for evaluating government legitimacy, and a key factor in measuring the effectiveness of government governance. ...Government credibility is an important asset of contemporary national governance, an important criterion for evaluating government legitimacy, and a key factor in measuring the effectiveness of government governance. In recent years, researchers’ research on government credibility has mostly focused on exploring theories and mechanisms, with little empirical research on this topic. This article intends to apply variable selection models in the field of social statistics to the issue of government credibility, in order to achieve empirical research on government credibility and explore its core influencing factors from a statistical perspective. Specifically, this article intends to use four regression-analysis-based methods and three random-forest-based methods to study the influencing factors of government credibility in various provinces in China, and compare the performance of these seven variable selection methods in different dimensions. The research results show that there are certain differences in simplicity, accuracy, and variable importance ranking among different variable selection methods, which present different importance in the study of government credibility issues. This study provides a methodological reference for variable selection models in the field of social science research, and also offers a multidimensional comparative perspective for analyzing the influencing factors of government credibility.展开更多

Effective man...Municipal solid waste generation is strongly linked to rising human population and expanding urban areas, with significant implications on urban metabolism as well as space and place values redefinition. Effective management performance of municipal solid waste management underscores the interdisciplinarity strategies. Such knowledge and skills are paramount to uncover the sources of waste generation as well as means of waste storage, collection, recycling, transportation, handling/treatment, disposal, and monitoring. This study was conducted in Dar es Salaam city. Driven by the curiosity model of the solid waste minimization performance at source, study data was collected using focus group discussion techniques to ward-level local government officers, which was triangulated with literature and documentary review. The main themes of the FGD were situational factors (SFA) and local government by-laws (LGBY). In the FGD session, sub-themes of SFA tricked to understand how MSW minimization is related to the presence and effect of services such as land use planning, availability of landfills, solid waste transfer stations, material recovery facilities, incinerators, solid waste collection bins, solid waste trucks, solid waste management budget and solid waste collection agents. Similarly, FGD on LGBY was extended by sub-themes such as contents of the by-law, community awareness of the by-law, and by-law enforcement mechanisms. While data preparation applied an analytical hierarchy process, data analysis applied an ordinary least square (OLS) regression model for sub-criteria that explain SFA and LGBY;and OLS standard residues as variables into geographically weighted regression with a resolution of 241 × 241 meter in ArcMap v10.5. Results showed that situational factors and local government by-laws have a strong relationship with the rate of minimizing solid waste dumping in water bodies (local R square = 0.94).展开更多
This article traces the career of risk across prominent theoretical approaches by highlighting their key assumptions and premises,specifically the technical approach found in the physical sciences,and economics,psycho...This article traces the career of risk across prominent theoretical approaches by highlighting their key assumptions and premises,specifically the technical approach found in the physical sciences,and economics,psychology,and sociology in the social sciences.In each discipline,the strengths and limitations of each theoretical approach are pointed out.The discussion focuses on sociology in particular because other approaches—in treating risks as dominantly technical,psychological,or economic phenomena—tend to downplay the broader historical and socio-political context that impinges on risk construction and production,and its differential impact across society.This exploration points out that institutions play an important role in creating,managing,and distributing risks in society.After highlighting the integrated risk governance framework as a nascent practice-oriented framework,the framework is examined theoretically using sociological neoinstitutionalism and Foucault’s concept of governmentality.The conclusion elaborates the challenges of using these two bodies of knowledge to study risk governance of extreme events.Although Foucault’s concept of governmentality corrects neoinstitutional theory’s ambivalence toward power,more work needs to be done in order to reconcile their divergent intellectual commitments.展开更多
The development of the new energy vehicle industry has become a key force driving the goals of carbon peak and carbon neutralization.To better guide future strategies,this study investigates the dual impact of subsidy...The development of the new energy vehicle industry has become a key force driving the goals of carbon peak and carbon neutralization.To better guide future strategies,this study investigates the dual impact of subsidy and dual-integral policies on the performance of new energy vehicle enterprises.This study first theorizes the influential mechanism according to the institutional-based approach and technical innovation theory,and then collects data from listed companies in the new energy vehicle industry from 2016 to 2020.The hypotheses are examined using a two-way fixed-effects model.The findings show that:(1)subsidy policies are can still improve enterprise performance,but not through green technology innovation;(2)the dual-credit policy can improve enterprise performance through green technology innovation;and(3)under current policy conditions,with subsidies declining annually,the interaction effects between the subsidy and dual-integral policies will also decrease.Thus,this study suggests that non-monetary industrial policy,represented by the dual credit policy is a more effective alternative to government subsidies.展开更多
Climate change which is mainly caused by carbon emissions is a global problem affecting the economic development and well-being of human society.Low-carbon agriculture is of particular significance in slowing down glo...Climate change which is mainly caused by carbon emissions is a global problem affecting the economic development and well-being of human society.Low-carbon agriculture is of particular significance in slowing down global warming and reaching the goal of“carbon peak and carbon neutrality”.Therefore,taking straw incorporation as an example,this paper aims to investigate the impact of risk preferences on farmers’low-carbon agricultural technology(LCAT)adoption.Based on a two-phase micro-survey data of 1038 rice farmers in Jiangsu,Jiangxi,and Hunan provinces,this paper uses experimental economics methods to measure farmers’risk aversion and loss aversion to obtain the real risk preferences information of the farmers.We also explore the data to examine the actual LCAT adoption behavior of farmers.The results revealed that both risk aversion and loss aversion significantly inhibit farmers’LCAT adoption:more risk-averse or more loss-averse farmers are less likely to adopt LCAT.It is further found that crop insurance,farm scale and governmental regulations can alleviate the negative impact of risk aversion and loss aversion on farmers’LCAT adoption.Therefore,we propose that local governments need to promote low-carbon agricultural development by propagating the benefits of LCAT,extending crop insurance,promoting appropriate scale operations,and strengthening governmental regulations to promote farmers’LCAT adoption.展开更多

According to data from the IEA, in 2022, emissions from Africa and Asias emerging markets and developing economies, excluding Chinas, increased by 4.2%, which is equivalent to 206 million tonnes of CO2 and were higher than those from developed economies. Coal-fired power generation was responsible for more than half of the rise in emissions that were recorded in the region. The difficulty of achieving sustainable socio-economic progress in the developing countries is entwined with the work of reducing CO2 emissions, which is a demanding project for the economy. Organisations from developing countries, such as Bangladesh, Cameroon, India, and Nigeria, have formed partnerships with organisations in other countries for lessons learned and investment within the climate change arena. The basaltic rocks, coal seams, depleted oil and gas reservoirs, soils, deep saline aquifers, and sedimentary basins that developing countries (Bangladesh, Cameroon, India, and Nigeria etc.) possess all contribute to the individual countrys significant geological sequestration potential. There are limited or no carbon capture and storage or clean development mechanism projects running in these countries at this time. The site selection and characterization procedure are not complete without an estimate of the storage capacity of a storage location. Estimating storage capacity relies on volumetric estimates because a site must accept the planned volume of CO2 during the active injection period. As more and more applications make use of site characterization, so too does the body of written material on the topic. As the science of CO2 storage develops, regulatory requirements are implemented, field experience grows, and the economics of CO2 capture and storage improve, so too will site selection and characterisation change.
文摘The embracing of ICTs and related technologies has enhanced different approaches for governments worldwide to deliver services to their citizens in a smart way. However, the usage of e-government services by common citizens is recognized as one of the major setbacks of e-government development in both developed and developing countries. Moreover, government agencies in these countries are facing great challenges in keeping the citizens motivated enough to continue to use e-government services. This research aims to investigate the factors that influence citizens’ trust towards continue use of e-government services in Cameroon. The proposed research model consisted of three main constructs including technological, governmental, risk factors as well as six demographic characteristics (age, gender, educational level, income, internet experience and cultural perception). A five-point Likert scale questionnaire was designed to collect data physically and electronically, 352 valid questionnaires were retrieved. Simple and Multiple regression analysis methods were applied to build an adequate model based on the verification of hypotheses proposed. Based on results obtained, four demographic characteristics (age, education, occupation and income) have influence on citizens’ trust in e-government meanwhile gender and cultural affiliation have no influence. Furthermore, technological factors and governmental factors positively influence trust level in e-government, whereas risk factors have a negative influence on trust level. Deducing from the results, a list of recommendations is proposed to the government of Cameroon in order to reinforce citizens’ trust in e-government services.
文摘Economic development has brought about global greenhouse gas emissions, which in turn has brought about global climate change. This research paper aims to compare the strengths and weaknesses that China has demonstrated in the implementation of its low-carbon city strategy and to summarise the valuable experience that China can provide to the world in the implementation of its low-carbon city strategy. This essay analyses in depth the advantages that China has shown in the areas of renewable energy use and government mechanisms, as well as the shortcomings that it has shown in the areas of eco-efficiency industrial structure and capacity upgrading. Then, the paper summarises the successful experiences of the Chinese government in the establishment of renewable energy use and governmental mechanisms, such as the local government’s ability to coordinate multiple sectors (industrial sector, energy sector, etc.) and the implementation of responsibilities. In comparison, the paper also further discusses that China’s implementation of a low-carbon strategy in the future may have more eco-efficiency, industrial structure and capacity upgrading.

文摘The purpose of this paper is to use the MaxDiff model to explore the factors influencing the work motivation of staff in certain government agencies in Jiangmen City,and to conduct relevant empirical analyses.The study aims to propose strategies for improving work motivation among these staff members.The results indicate that the most significant factors affecting the work motivation of staff in Jiangmen government agencies are salary and remuneration,additional welfare benefits,and the power to make decisions about their own work.In contrast,factors such as a sense of belonging to the work unit,recognition of their work,and job security are less important.Therefore,it is recommended that government agencies in Jiangmen City increase the salaries and benefits of their staff and provide them with more decision-making power.This approach will stimulate their desire to work,enhance their motivation,improve the efficiency of government agencies,and elevate the level of public service.Ultimately,these measures will support the construction of a harmonious,stable,and orderly society.
文摘Government credibility is an important asset of contemporary national governance, an important criterion for evaluating government legitimacy, and a key factor in measuring the effectiveness of government governance. In recent years, researchers’ research on government credibility has mostly focused on exploring theories and mechanisms, with little empirical research on this topic. This article intends to apply variable selection models in the field of social statistics to the issue of government credibility, in order to achieve empirical research on government credibility and explore its core influencing factors from a statistical perspective. Specifically, this article intends to use four regression-analysis-based methods and three random-forest-based methods to study the influencing factors of government credibility in various provinces in China, and compare the performance of these seven variable selection methods in different dimensions. The research results show that there are certain differences in simplicity, accuracy, and variable importance ranking among different variable selection methods, which present different importance in the study of government credibility issues. This study provides a methodological reference for variable selection models in the field of social science research, and also offers a multidimensional comparative perspective for analyzing the influencing factors of government credibility.
文摘Municipal solid waste generation is strongly linked to rising human population and expanding urban areas, with significant implications on urban metabolism as well as space and place values redefinition. Effective management performance of municipal solid waste management underscores the interdisciplinarity strategies. Such knowledge and skills are paramount to uncover the sources of waste generation as well as means of waste storage, collection, recycling, transportation, handling/treatment, disposal, and monitoring. This study was conducted in Dar es Salaam city. Driven by the curiosity model of the solid waste minimization performance at source, study data was collected using focus group discussion techniques to ward-level local government officers, which was triangulated with literature and documentary review. The main themes of the FGD were situational factors (SFA) and local government by-laws (LGBY). In the FGD session, sub-themes of SFA tricked to understand how MSW minimization is related to the presence and effect of services such as land use planning, availability of landfills, solid waste transfer stations, material recovery facilities, incinerators, solid waste collection bins, solid waste trucks, solid waste management budget and solid waste collection agents. Similarly, FGD on LGBY was extended by sub-themes such as contents of the by-law, community awareness of the by-law, and by-law enforcement mechanisms. While data preparation applied an analytical hierarchy process, data analysis applied an ordinary least square (OLS) regression model for sub-criteria that explain SFA and LGBY;and OLS standard residues as variables into geographically weighted regression with a resolution of 241 × 241 meter in ArcMap v10.5. Results showed that situational factors and local government by-laws have a strong relationship with the rate of minimizing solid waste dumping in water bodies (local R square = 0.94).
文摘This article traces the career of risk across prominent theoretical approaches by highlighting their key assumptions and premises,specifically the technical approach found in the physical sciences,and economics,psychology,and sociology in the social sciences.In each discipline,the strengths and limitations of each theoretical approach are pointed out.The discussion focuses on sociology in particular because other approaches—in treating risks as dominantly technical,psychological,or economic phenomena—tend to downplay the broader historical and socio-political context that impinges on risk construction and production,and its differential impact across society.This exploration points out that institutions play an important role in creating,managing,and distributing risks in society.After highlighting the integrated risk governance framework as a nascent practice-oriented framework,the framework is examined theoretically using sociological neoinstitutionalism and Foucault’s concept of governmentality.The conclusion elaborates the challenges of using these two bodies of knowledge to study risk governance of extreme events.Although Foucault’s concept of governmentality corrects neoinstitutional theory’s ambivalence toward power,more work needs to be done in order to reconcile their divergent intellectual commitments.

文摘The development of the new energy vehicle industry has become a key force driving the goals of carbon peak and carbon neutralization.To better guide future strategies,this study investigates the dual impact of subsidy and dual-integral policies on the performance of new energy vehicle enterprises.This study first theorizes the influential mechanism according to the institutional-based approach and technical innovation theory,and then collects data from listed companies in the new energy vehicle industry from 2016 to 2020.The hypotheses are examined using a two-way fixed-effects model.The findings show that:(1)subsidy policies are can still improve enterprise performance,but not through green technology innovation;(2)the dual-credit policy can improve enterprise performance through green technology innovation;and(3)under current policy conditions,with subsidies declining annually,the interaction effects between the subsidy and dual-integral policies will also decrease.Thus,this study suggests that non-monetary industrial policy,represented by the dual credit policy is a more effective alternative to government subsidies.

文摘Climate change which is mainly caused by carbon emissions is a global problem affecting the economic development and well-being of human society.Low-carbon agriculture is of particular significance in slowing down global warming and reaching the goal of“carbon peak and carbon neutrality”.Therefore,taking straw incorporation as an example,this paper aims to investigate the impact of risk preferences on farmers’low-carbon agricultural technology(LCAT)adoption.Based on a two-phase micro-survey data of 1038 rice farmers in Jiangsu,Jiangxi,and Hunan provinces,this paper uses experimental economics methods to measure farmers’risk aversion and loss aversion to obtain the real risk preferences information of the farmers.We also explore the data to examine the actual LCAT adoption behavior of farmers.The results revealed that both risk aversion and loss aversion significantly inhibit farmers’LCAT adoption:more risk-averse or more loss-averse farmers are less likely to adopt LCAT.It is further found that crop insurance,farm scale and governmental regulations can alleviate the negative impact of risk aversion and loss aversion on farmers’LCAT adoption.Therefore,we propose that local governments need to promote low-carbon agricultural development by propagating the benefits of LCAT,extending crop insurance,promoting appropriate scale operations,and strengthening governmental regulations to promote farmers’LCAT adoption.
