Practice and Thinking of Agricultural Science and Technology Experts Serving the Grassroots to Promote Rural Revitalization

Provincial agricultural research institutes are local agricultural research institutions.They are familiar with local agricultural and ru-ral conditions,and have advantages in scientific and technological achievements,technical reserves and the construction of scientific and tech-nological talent support systems.In the process of promoting the implementation of the rural revitalization strategy,all the responsibilities and obligations of the agricultural research institute are to identify the focus of scientific and technological support and talent support in rural revital-ization,and break the bottleneck and constraints of rural revitalization.By sorting out the current situation of agricultural science and technolo-gy experts serving the grassroots in the problem of talent support for rural revitalization,this paper analyzed the existing problems and put for-ward countermeasures and recommendations.

Development Mode of Urban Grassroots Libraries under the Background of Lifelong Learning:Inspiration from Idea Stores in London

The urban grass-roots library is an important part of the public cultural service system,and also a place to carry out national reading and lifelong learning,which is of great significance to the construction of a learning society.In this paper,the development and evolution of urban grassroots libraries in China are reviewed,and the current situation and usage issues of grassroots libraries in Beijing are analyzed.Moreover,the development strategy of idea stores in London,UK is studied,and characteristics are summarized,and possible references are sought.In the new era,urban grassroots libraries should integrate into communities with multiple functions and play a more sufficient role in public education,learning and training,and other aspects.

Survey on the Status Quo of Emergency Response Capabilities of Public Health Emergencies in Grassroots Disease Control Institutions in a Certain Area

Objective:To survey and study the emergency response capabilities of grassroots disease control institutions in a certain area for public health emergencies,and to put forward suggestions for rectification.Methods:The study was carried out from March 2022 to March 2023.Field surveys,questionnaire surveys,and interviews were used to investigate and analyze the emergency response capabilities of public health emergencies in 5 county Centers for Disease Control and Prevention(CDCs)in the region.Results:Through the survey,it was found that the professional level of the existing emergency team personnel of the grassroots disease control institutions in this region needs to be improved.There was an overall lack of emergency plans,and the compliance rate of the equipment,inspection,and testing items was low.The health emergency system of the CDCs in the region and the ability of the talent team need to be further improved.Conclusion:The emergency response capacity of grassroots disease control institutions in this region needs to be improved.For this reason,government departments need to increase investment and strengthen the construction of talent teams and hardware settings,and grassroots disease control institutions need to strengthen the construction of the public health emergency system to improve the ability to respond to public health emergencies.

HSE training matrices templates for grassroots posts in petroleum and petrochemical enterprises

This paper aims to standardize health, safety and environment（HSE） training matrices for effectively identifying training requirements and enhancing job competency of grassroots posts in petroleum and petrochemical enterprises. After an investigation into HSE training performance in petroleum and petrochemical enterprises, HSE training matrices templates for 239 grassroots posts involving 22 primary petroleum and petrochemical disciplines were developed based on the technical requirements of HSE training matrices templates and the studies of template development processes and technical methods at grassroots level. Applications of these templates in 12 companies demonstrate their effectiveness in improving HSE training and management for grassroots posts,strengthening risk control and promoting the application of HSE system and tools in grassroots units.

Does nature-based solution sustain grassland quality? Evidence from rotational grazing practice in China

Rotational grazing is considered as one of the nature-based solutions(NbS)to grassland protection by natural scientists.However,its effects on improving grassland quality are still unclear when it is adopted by herders.Using a householdlevel panel data from field survey in two main pastoral provinces of China,empirical results from fixed-effect model and instrumental approach show that rotational grazing practices have insignificant short-term effects on grassland quality,but have positive long-term effects.In addition,rotational grazing practices can improve grassland quality when villages invest public infrastructure or herders have private supporting measures for more efficiency livestock production.Further analysis shows that herders adopting rotational grazing have higher grazing intensity,higher supplementary intensity and more livestock-house-feeding days,which indicate herders can utilize more efficient livestock management without increasing pressure on natural grassland.We also find that herders with pastoral income are more likely to adopt rotational grazing practice.These insightful findings offer policy implications on promoting grassroot NbS for ecosystem protection and resource utilization in developing pastoral countries.
