Atmospheric nitrogen(N)deposition has experienced significant change because of anthropogenic emissions,thereby exerting a pronounced impact on global ecosystem services.With the rapid development of industry and agri...Atmospheric nitrogen(N)deposition has experienced significant change because of anthropogenic emissions,thereby exerting a pronounced impact on global ecosystem services.With the rapid development of industry and agriculture and the swift expansion of urban areas in China since the 1980s,reactive nitrogen(Nr)emissions and N deposition have substantially increased.In pursuit of im-proving air quality,China has implemented a series of environmental protection policies and undertaken diverse measures to reduce pol-lutant emissions.This paper is a review of multivariate data sources of atmospheric N deposition based on the results of literature from 1980 to 2023,and the original data from 1980 to 2020 are summarized,counted and calculated.The main findings are as follows:1)the annual average atmospheric N deposition ranged from approximately 20-40 kg/(ha·yr),with the variability primarily linked to different assessment methods;2)regional disparities were evident in the spatial distribution of N deposition,with elevated values concentrated in areas with intense Nr emissions;3)atmospheric N deposition significantly declined after 2010,particularly the deposition of oxidized N,while reduced N deposition remained stable.These results reflect the effects of China's serious control policies on nitrogen oxide(NO.)emissions and strengthen the importance of agricultural NH3 emission mitigation.This study contributes to a comprehensive understanding of the N dynamics in the emission-deposition process,and provides a scientific foundation for the research of environmental protection,climate change,and sustainable development.展开更多
With intensifying global climate change,humanity is confronted with unparalleled environmental challenges and risks.This study employs the staggered difference-in-difference model to examine the relationship between c...With intensifying global climate change,humanity is confronted with unparalleled environmental challenges and risks.This study employs the staggered difference-in-difference model to examine the relationship between climate policy and green innovation in the corporate financialization context.Using Chinese-listed company data from 2008 to 2020,our analysis reveals a favorable correlation between China’s carbon emission trading policy(CCTP)and advancements in green innovation.Furthermore,we find that the level of corporate financialization moderates this correlation,diminishing the driving effect of CCTP on green innovation.Additionally,results of heterogeneity analysis show that this moderating consequence is more evident in non-state owned and low-digitization enterprises compared with state-owned and high-digitization ones.Our findings contribute to the existing literature by clarifying the interaction between CCTP,green innovation,and corporate financialization.Our research provides valuable insights for policymakers and stakeholders seeking to strengthen climate policies and encourages green innovation in different types of businesses.展开更多

Objective To assess the implementation of five key tobacco control policies in China: protection from second-hand smoke (SHS); offering help to quit; health warnings regarding tobacco use; the enforcement of bans o...Objective To assess the implementation of five key tobacco control policies in China: protection from second-hand smoke (SHS); offering help to quit; health warnings regarding tobacco use; the enforcement of bans on tobacco advertising, promotion, and sponsorship; and increasing tobacco taxes and prices. Methods Using 2010 Global Adults Tobacco Survey in China (GATS-China), 10 indicators are used to assess the implementation of five key tobacco control policies of MPOWER in China. Results Overall, 63.3% and 72.7% of adultsnoticed people smoking indoor workplaces and public places, respectively. Approximately 60% of smokers were not asked about their smoking habits and approximately 67% were not advised to quit on their visit to a health worker. Sixty percent of adults noticed health warning messages on cigarette packaging and in the media in the last 30 days, 63.6% stated that they would not consider quitting. Twenty percent of respondents noticed tobacco advertising, promotion, and/or sponsorship activities in the 30 days prior to the survey. Among them, 76.3% noticed the direct advertising and 50% noticed from TV programs. Although purchasing price of one pack of cigarettes ranged from 1 to 200 RMB, 50% of current smokers (about 150 million) spent 5 RMB or less on one pack of cigarette. The expenditure on 100 packets of cigarettes represents 2% of 2009 GDP per capita. Conclusion The average score for the implementation of the 5 policies of MPOWER in China is 37.3 points, indicating tobacco control policies in China is poor and there is a large gaps from the FCTC requirements.展开更多
The overuse of injection exists more than 20 years since economic reform in China.It is a persistent problem and seems becoming a new challenge in the new health reform period.This study was designed to assess the eff...The overuse of injection exists more than 20 years since economic reform in China.It is a persistent problem and seems becoming a new challenge in the new health reform period.This study was designed to assess the effect of national essential medicines policy(NEMP) on injection use at primary health facilities in China by investigating their prescription information.Questionnaires were designed and disseminated to collect empirical data on injection use at 120 primary health facilities in 6 provinces from January to September in 2010 and 2011.The injection use was measured as the indicator as the percentage of prescriptions with one or more injections.The results showed that the percentage of prescriptions with one or more injections was decreased from 38.91% to 36.82%(2 =11.158,P=0.001) in the all survey areas during the NEMP reform.The difference in level of the injection use in 2011 was significant among the eastern,central and western regions(2 =223.584,P=0.000);level of the injection use in western region was the lowest(27.73%),while that in the central region was the highest(43.10%).The level of the injection use in 2011 among different provinces was also of great difference(26.00%-58.25%,range:32.25%).The level of the injection use in 2011 was still much higher than the standard suggested by WHO for developing countries(13.4%-24.1%).It was concluded that NEMP has improved injection use in China,but the injection abuse situation remains serious,indicating that one of the priorities to the next stage of NEMP is to promote the rational use of drugs,especially the injection use.展开更多

This region has lost its leading place since the reform and opening up, and became a ba...Northeast China is the largest old industrial base of China that endured persistent influence of the past planned economy system. This region has lost its leading place since the reform and opening up, and became a backward region by contrast with the coastal areas. This paper elaborates the evolutionary process of the old industrial base of Northeast China, analyses the main reasons for the decline, gives a preliminary evaluation on the revitalizing polices in recent years, and points out major long-term challenges for future revitalization. It concludes that for Northeast China, a relative declining area: 1) it is indispensable to get the long-term policy support from the central government; 2) system reform and structure adjustment are the crucial strategies, particularly the reform of the large and medium state-owned enterprises; and devel-oping new industries is as important as upgrading traditional advantaged industries; 3) the local governments should play an indirect role, avoiding from any unnecessary intervention on economic activity; and 4) social security and investment climate must be improved simultaneously. In addition, the author stresses that the lack of knowledge on the nature of old industrial base had led to failures of the past initiatives, and revitalizing the old industrial base should be treated as a holis-tic regional project including economy growth, society progress and environment improvement.展开更多

National perspectives play a crucial role in addressing climate change. Mutual understanding of perspectives is nec- essary to result in rational policies and a consensus among stakeholders with divergent interests. Conceptual frameworks for understanding the problem of climate change in China, the largest developing country and the largest greenhouse gas emitter, are of great significance to national and international efforts to address the problems of climate change. Chinese perceptions of climate change as a sustainable development problem have recently been in tension with an emerging Western perspective that frames climate change as a security issue. This paper explores Chinese perceptions of climate change as expressed in recent governmental policy statements, public opinion surveys, and academic scholarship with a focus on publications in Chinese-language journals, often unfamiliar in the West. It looks at the relationship between Chinese research and policy and finds that the Chinese policy frame of climate change as a sustainable development problem draws from the body of domestic research and is reflective of the perspectives and multidisciplinary approach of Chinese researchers in areas of climate change.展开更多

This paper discusses the history and present status of different categories of biogas production in China,most of which are classified into rural household production,agriculture-based engineering production,and indus...This paper discusses the history and present status of different categories of biogas production in China,most of which are classified into rural household production,agriculture-based engineering production,and industry-based engineering production.To evaluate the future biogas production of China,five models including the Hubbert model,the Weibull model,the generalized Weng model,the H-C-Z model,and the Grey model are applied to analyze and forecast the biogas production of each province and the entire country.It is proved that those models which originated from oil research can also be applied to other energy sources.The simulation results reveal that China's total biogas production is unlikely to keep on a fast-growing trend in the next few years,mainly due to a recent decrease in rural household production,and this greatly differs from the previous goal set by the official department.In addition,China's biogas production will present a more uneven pattern among regions in the future.This paper will give preliminary explanation for the regional difference of the three biogas sectors and propose some recommendations for instituting corresponding policies and strategies to promote the development of the biogas industry in China.展开更多

This paper fi rst reviews the policy terms about the rural construction land, then gives a brief critique on them under the background of social-economic transformation in China, and discusses the driving forces and implications of institutional changes in the end. We think the further reform on the rural collective construction land is imperative. Firstly, as a production factor, it should be endowed with property attribute, and secondly the use right of rural construction land should be separated from its ownership so that it can be transacted in a competitive market, which will benefi t the building of harmonious society.展开更多

Since the e...As a carrier to develop various marine resources, sea area is regulated as a kind of important resources through legislation by many coastal countries with a management system for the paid use of sea area. Since the early 1990s, China has begun to implement the paid use and formed an institutional system comprised of three levels after developing it for more than two decades. From 2002 to 2015, the Chinese Government transferred the use right of sea area of 33,910 km2 by paid use and levied a total of 75.89 billion CNY (11.328 billion US dollars) of sea area use payment. Apart from this, the Government has gained rich experience in operating and managing the compensable use of sea area. After retrospectively analyzing the development history of paid use of China’s sea area, the research presents an institutional structure and the implementation of the management system for the paid use of sea area and the main problems therein. On this basis, management policies and feasible policy suggestions are proposed. Research results from this study can provide available references for other developing countries and emerging economies to apply and improve native management system for the paid use of sea area.展开更多
During the 21st century,policies toward agriculture,forestry,and urbanization have emerged to ensure food security,ecological restoration,and human well-being by managing land in Northeast China.However,the integrated...During the 21st century,policies toward agriculture,forestry,and urbanization have emerged to ensure food security,ecological restoration,and human well-being by managing land in Northeast China.However,the integrated effects and relationships of various policies are still not well understood.This study observed the land use land cover changes in Central Jilin from 2000 to 2019 and,by considering policy involvement,aimed to understand the effects and trade-offs of policies.Results showed that the cropland,including dryland and rice paddy,and the forest,including coniferous forest and deciduous forest,are dominant land types in Central Jilin.During 2000–2019,the land changed diversely,of which the main changes were the expanded dryland(+0.43 million ha),the increased deciduous forest(+22 million ha),the decreased coniferous forest(–0.08 million ha),and the expanded urban settlement(+0.04 million ha).With these changes,despite the unit grain yield showing a rising trend,the yield contribution of Central Jilin to the national total decreased.The poor cultivating structure made for the cropland expansion and reduced the implementation space of environmental restoration projects such as the Grain to Green.Thus,in Central Jilin that transits from the agri-food production zone to the eco-regulation zone,environmental projects coexisted in a trade-off manner with agricultural policies that aim to liberate agricultural productivity.In the key urban agglomerations of Central Jilin,the increase in the proportion of green space improved the thermal environment and carbon balance.The gross domestic product of the large city and its local proportion also rose.These improvements benefited from the promotion of development policies and urbanization policies at key time points.In the future,it is necessary to coordinate agricultural policies and environmental projects and promote the progress of small-and medium-sized cities to ensure the equality of regional development.This study has implications for making decisions to revitalize Northeast China and researchers who inform decisions.展开更多

The solution to this problem has been the hotspot of research in land and environmental science. We took 'low carbon', 'energy saving' and 'high-efficiency' as the goals of land use optimization,and integrated Markov-CA(Cellular Automaton),the Grid-Fractal model and GIS,in order to study carbon emission objective function,to establish a simulation method for land use spatial allocation optimization,to evaluate the effect of the method on carbon emissions. Regulation policy on three types of land use spatial allocation was proposed,including 'low-carbon type', 'low-carbon-economic type' and 'economic type'. We applied the method to analyze the land use spatial allocation in Taixing City of the 'Yangtze River Delta' regions in China,and obtained the following results:(i) The three optimization types would improve carbon emissions by 3. 21%,1. 80% and 0. 36% respectively in 2020,compared with 2010;(ii) The actual planning for 2020 was close to the 'low-carbon-economic type';(iii) The optimization method and regulation policy,combining local optimization and global control,could meet the sustainable multi-objective requirements for low-carbon constraints of land use spatial allocation. The result of this research could also serve as a reference for exploration into patterns of regional low-carbon land use and measures for energy saving and emission reduction.展开更多

It may be further stimulated by the Clean Development Mechanism for carbon sequestration. However, there is an intensive and on-going debate about the adverse effects arising from afforestation in dryland areas, such as soil drying up which may cause further damage to the success of forest restoration, and the water yield reduction from watershed which may harm the regional development. On other hand, some preliminary studies showed a possibility that these adverse effects may be diminished more or less by properly designing the system structure and spatial distribution of forest/vegetation in a watershed. However, it is urgent to develop an evidence-based and sustainable new forestry policy for harmonizing forest-water interrelation. As a leading country in afforestation, China is beginning to develop a more trans-disciplinary and cross-sectoral forestry policy for harmonizing forestry development with water management. The main points of the changing new forestry policy should include: (1) Establishing a regional development strategy focusing on harmonized forest-water relations; (2) Taking forest-water interactions as an important part of evaluation; (3) Reducing the 'eco-water' quota of forests through technical advancement; (4) Developing and extending water-adaptive forest management practices; (S) Strengthening forest ecohydrological research and decision support ability.展开更多

Farmers are the main land managers, and their production decisions crucially affect crop outputs and farmland preservation.Understanding the motivations and factors underlying farmers’ decision making is a fundamenta...Farmers are the main land managers, and their production decisions crucially affect crop outputs and farmland preservation.Understanding the motivations and factors underlying farmers’ decision making is a fundamental to implementation polices of government.This study analyzed factors that influence farmers’ choice of corn reduction under the China’s new agriculture policy in the ‘Liandaowan’ areas of Northeast China.This study collected data from 106 randomly selected households in 34 villages in ‘Liandaowan’ areas of Northeast China using a semi-structured questionnaire.Results showed that the Chinese corn structural adjustment plan confronted with many constraints, and most of farmers insist on planting corn.Drought and low accumulated temperature, no suitable substitution crop, farmers’ preferences, farmers’ education and age, relatively high comparative benefit of corn, the availability of machinery and technical assistance, subsidies and low family incomes all influence farmers’ choice of corn substitution.Based on our experimental results, we derived important policy implications for promoting corn structural adjustment incorporate increase crop diversity, promote soybean and corn rotation, provide adequate agricultural extension services, and increase the corn substitution subsidies and improve farmers’ income.展开更多

文摘The overuse of injection exists more than 20 years since economic reform in China.It is a persistent problem and seems becoming a new challenge in the new health reform period.This study was designed to assess the effect of national essential medicines policy(NEMP) on injection use at primary health facilities in China by investigating their prescription information.Questionnaires were designed and disseminated to collect empirical data on injection use at 120 primary health facilities in 6 provinces from January to September in 2010 and 2011.The injection use was measured as the indicator as the percentage of prescriptions with one or more injections.The results showed that the percentage of prescriptions with one or more injections was decreased from 38.91% to 36.82%(2 =11.158,P=0.001) in the all survey areas during the NEMP reform.The difference in level of the injection use in 2011 was significant among the eastern,central and western regions(2 =223.584,P=0.000);level of the injection use in western region was the lowest(27.73%),while that in the central region was the highest(43.10%).The level of the injection use in 2011 among different provinces was also of great difference(26.00%-58.25%,range:32.25%).The level of the injection use in 2011 was still much higher than the standard suggested by WHO for developing countries(13.4%-24.1%).It was concluded that NEMP has improved injection use in China,but the injection abuse situation remains serious,indicating that one of the priorities to the next stage of NEMP is to promote the rational use of drugs,especially the injection use.

文摘Northeast China is the largest old industrial base of China that endured persistent influence of the past planned economy system. This region has lost its leading place since the reform and opening up, and became a backward region by contrast with the coastal areas. This paper elaborates the evolutionary process of the old industrial base of Northeast China, analyses the main reasons for the decline, gives a preliminary evaluation on the revitalizing polices in recent years, and points out major long-term challenges for future revitalization. It concludes that for Northeast China, a relative declining area: 1) it is indispensable to get the long-term policy support from the central government; 2) system reform and structure adjustment are the crucial strategies, particularly the reform of the large and medium state-owned enterprises; and devel-oping new industries is as important as upgrading traditional advantaged industries; 3) the local governments should play an indirect role, avoiding from any unnecessary intervention on economic activity; and 4) social security and investment climate must be improved simultaneously. In addition, the author stresses that the lack of knowledge on the nature of old industrial base had led to failures of the past initiatives, and revitalizing the old industrial base should be treated as a holis-tic regional project including economy growth, society progress and environment improvement.

文摘Global climate change has evolved from a scientific problem into an economic and political problem oI worlOwloe rater- est. National perspectives play a crucial role in addressing climate change. Mutual understanding of perspectives is nec- essary to result in rational policies and a consensus among stakeholders with divergent interests. Conceptual frameworks for understanding the problem of climate change in China, the largest developing country and the largest greenhouse gas emitter, are of great significance to national and international efforts to address the problems of climate change. Chinese perceptions of climate change as a sustainable development problem have recently been in tension with an emerging Western perspective that frames climate change as a security issue. This paper explores Chinese perceptions of climate change as expressed in recent governmental policy statements, public opinion surveys, and academic scholarship with a focus on publications in Chinese-language journals, often unfamiliar in the West. It looks at the relationship between Chinese research and policy and finds that the Chinese policy frame of climate change as a sustainable development problem draws from the body of domestic research and is reflective of the perspectives and multidisciplinary approach of Chinese researchers in areas of climate change.
文摘Results of the Global Burden of Disease, Injury and Risk Factor Study 2010 (GBD 2010) were released on December 13, 2012 in London, a series of papers concerning the project have been published in the Lancet[1]. Research findings of the project have been reported in the United States, the United Kingdom, Indonesia, China[2] and Australia, and widely applied across the world. In addition, the GBD 2010 will see more countries report their project research findings and implement these findings in the near future. The GBD 2010 provides researchers, administrators and policymakers with new and critical sources for their research, teaching and policymaking.

文摘This paper discusses the history and present status of different categories of biogas production in China,most of which are classified into rural household production,agriculture-based engineering production,and industry-based engineering production.To evaluate the future biogas production of China,five models including the Hubbert model,the Weibull model,the generalized Weng model,the H-C-Z model,and the Grey model are applied to analyze and forecast the biogas production of each province and the entire country.It is proved that those models which originated from oil research can also be applied to other energy sources.The simulation results reveal that China's total biogas production is unlikely to keep on a fast-growing trend in the next few years,mainly due to a recent decrease in rural household production,and this greatly differs from the previous goal set by the official department.In addition,China's biogas production will present a more uneven pattern among regions in the future.This paper will give preliminary explanation for the regional difference of the three biogas sectors and propose some recommendations for instituting corresponding policies and strategies to promote the development of the biogas industry in China.

文摘Land policy in China has been changed dramatically in the past two decades. Though the reform of rural farm land and the urban construction land has been launched successively, little has been done about the rural construction land by now, which has made a negative impact to the land utilization. This paper fi rst reviews the policy terms about the rural construction land, then gives a brief critique on them under the background of social-economic transformation in China, and discusses the driving forces and implications of institutional changes in the end. We think the further reform on the rural collective construction land is imperative. Firstly, as a production factor, it should be endowed with property attribute, and secondly the use right of rural construction land should be separated from its ownership so that it can be transacted in a competitive market, which will benefi t the building of harmonious society.
文摘As a carrier to develop various marine resources, sea area is regulated as a kind of important resources through legislation by many coastal countries with a management system for the paid use of sea area. Since the early 1990s, China has begun to implement the paid use and formed an institutional system comprised of three levels after developing it for more than two decades. From 2002 to 2015, the Chinese Government transferred the use right of sea area of 33,910 km2 by paid use and levied a total of 75.89 billion CNY (11.328 billion US dollars) of sea area use payment. Apart from this, the Government has gained rich experience in operating and managing the compensable use of sea area. After retrospectively analyzing the development history of paid use of China’s sea area, the research presents an institutional structure and the implementation of the management system for the paid use of sea area and the main problems therein. On this basis, management policies and feasible policy suggestions are proposed. Research results from this study can provide available references for other developing countries and emerging economies to apply and improve native management system for the paid use of sea area.

文摘During the 21st century,policies toward agriculture,forestry,and urbanization have emerged to ensure food security,ecological restoration,and human well-being by managing land in Northeast China.However,the integrated effects and relationships of various policies are still not well understood.This study observed the land use land cover changes in Central Jilin from 2000 to 2019 and,by considering policy involvement,aimed to understand the effects and trade-offs of policies.Results showed that the cropland,including dryland and rice paddy,and the forest,including coniferous forest and deciduous forest,are dominant land types in Central Jilin.During 2000–2019,the land changed diversely,of which the main changes were the expanded dryland(+0.43 million ha),the increased deciduous forest(+22 million ha),the decreased coniferous forest(–0.08 million ha),and the expanded urban settlement(+0.04 million ha).With these changes,despite the unit grain yield showing a rising trend,the yield contribution of Central Jilin to the national total decreased.The poor cultivating structure made for the cropland expansion and reduced the implementation space of environmental restoration projects such as the Grain to Green.Thus,in Central Jilin that transits from the agri-food production zone to the eco-regulation zone,environmental projects coexisted in a trade-off manner with agricultural policies that aim to liberate agricultural productivity.In the key urban agglomerations of Central Jilin,the increase in the proportion of green space improved the thermal environment and carbon balance.The gross domestic product of the large city and its local proportion also rose.These improvements benefited from the promotion of development policies and urbanization policies at key time points.In the future,it is necessary to coordinate agricultural policies and environmental projects and promote the progress of small-and medium-sized cities to ensure the equality of regional development.This study has implications for making decisions to revitalize Northeast China and researchers who inform decisions.

文摘Land use and cover change(LUCC) is one of the important causes of the Earth’s carbon cycle imbalances resulting from failure in optimizing land use. The solution to this problem has been the hotspot of research in land and environmental science. We took 'low carbon', 'energy saving' and 'high-efficiency' as the goals of land use optimization,and integrated Markov-CA(Cellular Automaton),the Grid-Fractal model and GIS,in order to study carbon emission objective function,to establish a simulation method for land use spatial allocation optimization,to evaluate the effect of the method on carbon emissions. Regulation policy on three types of land use spatial allocation was proposed,including 'low-carbon type', 'low-carbon-economic type' and 'economic type'. We applied the method to analyze the land use spatial allocation in Taixing City of the 'Yangtze River Delta' regions in China,and obtained the following results:(i) The three optimization types would improve carbon emissions by 3. 21%,1. 80% and 0. 36% respectively in 2020,compared with 2010;(ii) The actual planning for 2020 was close to the 'low-carbon-economic type';(iii) The optimization method and regulation policy,combining local optimization and global control,could meet the sustainable multi-objective requirements for low-carbon constraints of land use spatial allocation. The result of this research could also serve as a reference for exploration into patterns of regional low-carbon land use and measures for energy saving and emission reduction.

文摘Restoration forestry (forest rehabilitation) or re-vegetation is one effective measure to solve environmental problems, notably soil erosion. It may be further stimulated by the Clean Development Mechanism for carbon sequestration. However, there is an intensive and on-going debate about the adverse effects arising from afforestation in dryland areas, such as soil drying up which may cause further damage to the success of forest restoration, and the water yield reduction from watershed which may harm the regional development. On other hand, some preliminary studies showed a possibility that these adverse effects may be diminished more or less by properly designing the system structure and spatial distribution of forest/vegetation in a watershed. However, it is urgent to develop an evidence-based and sustainable new forestry policy for harmonizing forest-water interrelation. As a leading country in afforestation, China is beginning to develop a more trans-disciplinary and cross-sectoral forestry policy for harmonizing forestry development with water management. The main points of the changing new forestry policy should include: (1) Establishing a regional development strategy focusing on harmonized forest-water relations; (2) Taking forest-water interactions as an important part of evaluation; (3) Reducing the 'eco-water' quota of forests through technical advancement; (4) Developing and extending water-adaptive forest management practices; (S) Strengthening forest ecohydrological research and decision support ability.

文摘China's agricultural subsidy policy experiences three development stages. Detailed summing up is carried out for achievements of each stage. On the basis of this, this paper discusses problems existing in current agricultural subsidy policy, including high operational cost, out of balance of subsidy structure, little subsidy effort, lack of effective supervision and vacancy of benefit safeguarding mechanism. Finally, it presents suggestions for optimizing China's agricultural subsidy policy, such as regulating direction of agricultural policy, strengthening subsidy effort, taking full advantage of WTO rules, perfecting agriculture-related systems, and establishing and perfecting legal system to support agriculture.

文摘Farmers are the main land managers, and their production decisions crucially affect crop outputs and farmland preservation.Understanding the motivations and factors underlying farmers’ decision making is a fundamental to implementation polices of government.This study analyzed factors that influence farmers’ choice of corn reduction under the China’s new agriculture policy in the ‘Liandaowan’ areas of Northeast China.This study collected data from 106 randomly selected households in 34 villages in ‘Liandaowan’ areas of Northeast China using a semi-structured questionnaire.Results showed that the Chinese corn structural adjustment plan confronted with many constraints, and most of farmers insist on planting corn.Drought and low accumulated temperature, no suitable substitution crop, farmers’ preferences, farmers’ education and age, relatively high comparative benefit of corn, the availability of machinery and technical assistance, subsidies and low family incomes all influence farmers’ choice of corn substitution.Based on our experimental results, we derived important policy implications for promoting corn structural adjustment incorporate increase crop diversity, promote soybean and corn rotation, provide adequate agricultural extension services, and increase the corn substitution subsidies and improve farmers’ income.
文摘In order to promote cleaner production in China, a package of policy options was presented based on the identification of the barriers encountered in the CP demonstration project and the effectiveness and feasibility of policy options for the CP implementation were analyzed. Furthermore, the policy mechanism framework was given, which composes of compulsory, economic incentive, social pressure and supportive function. Finally, the implementation strategy of the policy mechanism, in which the emphasis will be changed from compulsory policy options towards economic and social pressure policy options, was proposed.
文摘The importance and necessity of implementing the balance system of farmland requisition and compensation are reasoned.The changing path of the balance system of farmland requisition-compensation is overviewed.In addition,the problems exist in the implementation of the balance system of farmland requisition-compensation are analyzed as well,covering the increasing demands on land in the process of economic development;the serious phenomenon of wasting land in urban construction;part of farmlands should be revoked from the perspective of ecological construction and environmental protection,which lead to the shortage of reserved farmland and it is hard to implement the balance system of farmland requisition-compensation;the problems of "occupying more but compensating less,occupying good land but compensating bad land" are universal;the development and reclamation of farmlands have taken certain threats to ecological environment;the differences of various regions have not been taken into consideration in implementing the balance system of farmland requisition-compensation.Some notes on the developing trend of farmlands requisition-compensation balance system are put forward.The farmlands should be occupied after being compensated first,so as to ensure the dynamic balance of the total amount of farmlands;the government should encourage the improvement of farmland with mediocre and low output,so as to enhance its production capability;the potential of urban and rural construction land use should be fully developed and the occupation of farmland should be reduced as few as possible;various aspects should be cooperated to increase the possibility of requisition-compensation among different regions.
