In this paper,from the three dimensions of development quality,sustainable development and public satisfaction,the index system of government performance evaluation of wastewater treatment in Beijing City was construc...In this paper,from the three dimensions of development quality,sustainable development and public satisfaction,the index system of government performance evaluation of wastewater treatment in Beijing City was constructed by conversion of critical success factor method.Using comprehensive evaluation method based on entropy weight method and principal component analysis method,the sewage treatment effect of Beijing municipal government from 2010 to 2017 was quantified,and the government s sewage treatment work was comprehensively evaluated.The evaluation results showed that the government has achieved remarkable results in sewage treatment,but it should continue to optimize the countermeasures in promoting the transformation and upgrading of economic structure,strengthening the management of urban sewage treatment and strict management system of water environment.展开更多
Constructing a law-based government is a core element of the comprehensive framework for promoting the rule of law in China, while using evaluation to catalyze growth is in line with the incentive principle of managem...Constructing a law-based government is a core element of the comprehensive framework for promoting the rule of law in China, while using evaluation to catalyze growth is in line with the incentive principle of management studies. Since China started to implement reform and opening up over thirty years ago, rule of law development and organizational evaluation have gone through several stages, each with different characteristics. Efforts to build a law-based government have met with success, but what the country now has is essentially still goal-oriented assessment. At present, this suffers from the lack of a clear goal orientation or definition of functions, an imperfect technical system and unsound motivation mechanisms, not to mention the practical problems of each government department going its own way, duplicating evaluations or being left rudderless. Drawing on a combination of value rationality and instrumental rationality and using government performance evaluation to promote the building of a law-based government not only conforms to the spirit of the rule of law and value rationality in government performance, but also strengthens the role of evaluation as an instrument for organizational management. Therefore, we need to create new evaluation theories, expand public participation, introducing diversified evaluating entities, improve technical systems, strengthen institutional buildup, and foster a performance-based culture. In addition, replacing goal-oriented assessment with performance evaluation will help the emergence of a new discipline--the performance evaluation of rule of law government, thus promoting multidisciplinary efforts to integrate and create new public administration theories in China.展开更多
Based on the analysis of the digital foundation and transformation demands of teacher development,the paper proposes a logical architecture of teachers’digital learning from the perspective of 70-20-10 model for lear...Based on the analysis of the digital foundation and transformation demands of teacher development,the paper proposes a logical architecture of teachers’digital learning from the perspective of 70-20-10 model for learning and development,including self-learning based on platform resources(10%),blended learning based on collaborative support(20%),and embedded learning based on work scenarios(70%).Then,a pyramid model of evaluation and governance for teacher development needs that is compatible with the three types of learning paradigms is proposed,i.e.,focusing on using teacher portraits to evaluate learning behaviors,using skills certification to evaluate knowledge and competencies,and focusing on ethics to promote practical wisdom.Finally,to support the transformation of learning paradigms plus evaluation and governance,this paper proposes an action architecture of service upgrading for digital transformation in teacher development,namely,creating a multi-level coherent online learning architecture for platformization,creating a seamless learning space with multi-dimensional integration for ecologization,and leading the transformation from just-in-time learning to just-in-need practice for practicalization,ultimately realizing a leap of teachers’practical wisdom.展开更多
