An Overview of Government-Market Relationships:Evolving Perceptions,Role of the Market,and Government Functions

Building a high-level socialist market economy is conducive to giving full play to the market’s decisive role in resource allocations and bringing the government into better play.Correctly handling the market and the government relationships has been a central issue in China’s economic structural reform.Giving a comprehensive review and summary of the research findings achieved by the theoretical and academic circles in China,we generalize the evolution and working mechanisms of China’s socialist market economy system,following the developing trajectory and logic of relevant literature,focusing on the three aspects of evolving perceptions,the role of the market,and the functions of the government.Based on our literature overview,we also induced and extracted the basic conclusions and evolutionary features of relevant research and made suggestions for the future direction of theoretical research regarding China’s socialist market economy.

The transformation of China＇s economic and government functions

The content of China＇s economic transformation is not single, and this article argues that it includes three parts. The first is the reform of economic system, the second is the change in the pattern of economic growth, and the third is the adjustment of economic structure. Government is the leading force of China＇s economic transformation, and repeated reform of government institutions has brought about some changes to government functions. But problems are obvious that lag changes of government functions have become an obstacle in China＇s economic transformation. This article describes the historical evolution and the reality of China＇s economic transformation, and analyzes the main reasons of lag changes in government functions, and reveals that the transformation of government functions is the key for successful transformation of China＇s economy.

Research on the Positioning of Government Functions in China under the Background of Smart City Construction

In the process of smart city construction, Beijing, Shanghai, Shenzhen and some other cities are facing many problems, among which the most essential one is the government＇ s leading role cannot give a better play due to the constraints of the traditional government functions. Therefore, it is necessary to carry out a reasonable position for the government functions in the construction of smart city. This paper issues that the government should reflect functions in the construction of smart city, such as the planning function of top-level design and unified planning; the organizational function of providing funds and talent protection; the coordinating function of promoting multiple-subject cooperation; the controlling function of establishing technical standards and legal norms.

Promoting the Transformation of Government Function for Achieving the Coordinated Urban-Rural Development of Resources and Environment: Practice of “MultiPlan Integration” in Xiamen

This paper analyzes the main problems in China's urban planning and construction, including conf licts among various spatial plans, the lack of a unified spatial planning management system, the inefficiency of examination and approval administration, and the social contradictions caused by unclear information. It articulates the significance of multi-plan integration from the viewpoints of implementing the national strategies issued by the central government, meeting the underlying demand of development transition of cities, and promoting the modernization of a city governance system and city governance capacity, etc. It introduces in detail the practice of multi-plan integration in Xiamen, which takes the urban development strategies in consensus as the top-level design, establishes a spatial planning system through the "strict control based on one blueprint" and the "coordinated management on one platform," promotes the transformation of the government function via reforming the examination and approval administration system, and builds up a guarantee mechanism through the direct inspection by the top leader of the government and the joint efforts from the top to the bottom. It finally summarizes the effects of the practice of multi-plan integration in Xiamen and proposes some suggestions on further completing the spatial planning system, improving the examination and approval administration system, and accelerating the transformation of the government function, etc., in hope of serving as a reference for other Chinese cities.

Construction of Governmental Function Network Based on the Perspective of Problem of Farmers Who Lose Their Land

This paper illustrates three developmental stages of the functional transformation of western governments characterized by different extent of state involvement in economic activities.It investigates the functional role of nation-state in urbanization process in the context of western advanced economies with a particular focus on the laws and regulations,delineating the subjects,objectives,operational procedure,approval system,compensation standard and so on in relation to land expropriation.It also discusses the direction of the adjustment of state functions in China along three lines,including the transformation from political government to economic government,from direct management to indirect management and from comprehensive government to service-oriented and limited government.The paper probes into the roles that Chinese government should play in the urbanization process of land-lost peasants in terms of institutional innovation,optimal utilization of land compensation and related rules and regulations.Finally,it provides policy recommendations for the establishment of three-level state functional networks in order to address the challenge posed by amounting number of land-lost peasants.

Transforming Chinese Government＇s Functions Based on Knowledge Economy

Based on the nature of Knowledge Economy, this paper discusses the necessity and urgency for Chinese government to adjust its functions in the new economy; presents some concrete strategies of taking good chances and meeting the challenges of Knowledge Economy, including creating and protecting intellectual property rights, enhancing knowledge management, solving the problem of fairness and efficiency, breaking down local protectionism and building national innovation system.

构建高水平社会主义市场经济体制,有利于充分发挥市场在资源配置中的决定性作用,更好发挥政府作用。正确处理市场与政府的关系,一直是中国经济体制改革的核心问题。通过全面总结回顾马克思主义经典作家与国内学术界的相关研究成果,从认识变迁、市场作用与政府职能三个方面着手,按照文献的发展脉络与逻辑关系对我国社会主义市场经济体制的演化历程、作用机制以及理论争鸣进行了总结概括。同时基于文献评述,归纳提炼了相关研究的基本结论与演进特征,并对社会主义市场经济理论的未来研究方向进行了展望。

The Relationship between Local Government and the Development of Industrial Clusters

Apart from spontaneous market force, the development of industrial clusters is indispensable from government role in that their development entails the guidance and support from local governments. During the development process, local governments play an extremely important role. On the basis of former research results, the author raises that while developing industrial clusters, local governments should play their important role by formulating a scientific and complete policy supporting system.

Do auditors perform governance functions？ A research on the change of performance notice

Whether auditors provide high-quality audit services has been a concern of academics for a long time, but it has not clear answer. In this paper the author studies this problem from the real basis of audit activities, in view of an endless stream of the performance of listed companies notice ＂change＂ phenomenon. The author finds that auditing is the important reasons of listed companies notice ＂change＂, auditor can improve disclosure quality, is the gatekeeper to accounting information. The author also finds that there may be exist collusion of listed company with auditor, SEC should enhance inspection of the implementation of listed companies notice of earnings.

数字经济时代营商环境中的“有为政府”

政府与市场之关系渊源既久,关涉亦广,时下在数字经济中亦不断拉锯。不过,政府与市场之定位不再是“多少”之争,而是政府如何在数字经济主体多元自治与复杂经济事实中更好地发挥“有为”之义。具言之,政府在数字经济时代营商环境优化改革中落入进退失据的现实之惑,不仅因治理手段单一而难以为进,而且因职责履行担当所在而难以为退。鉴于此,应从优化公共政策供给、深入市场化改革、补足公共物品供给、建构激励与规制机制、风险防控治理几方面重新锚定数字经济时代营商环境培育优化中的“有为政府”,回应营商环境优化改革的时代需要,尝试为实现数字经济时代营商环境优化提供实践指向与制度生态。

全面推进乡村振兴促进共同富裕中的政府与市场关系

实现全体人民共同富裕是中国式现代化的本质要求,全面推进乡村振兴是实现共同富裕的重要战略途径。引入市场机制是实施乡村振兴战略的重要手段,但当前乡村振兴进程中市场既存在发展困境,又面临市场失灵,不利于推进乡村振兴促进共同富裕,这要求政府在乡村振兴中发挥基础性作用。乡村振兴处于初级阶段,增进市场与政府互补协作关系,对乡村振兴促进共同富裕意义重大。本文首先厘清了乡村振兴通过市场机制影响共同富裕的财富效应、涓滴效应和极化效应;然后围绕乡村振兴中市场失灵与市场发展困难,分析了政府如何通过服务、补充、监管市场增进市场机制的共富效应;最后讨论了在乡村振兴促进共同富裕中市场与政府互补协作、互相依赖的关系。本文可为乡村振兴战略实施及促进共同富裕的政策优化提供参考。

环评体制改革的央地逻辑——基于合法性与效率的二元视角

早期环评改革中,以实现法制统一和矫正地方执行偏差为目标的央地逻辑无法解释“放管服”背景下环评改革的效率转向,基于政策实验的渐进式改革路径使得央地互动在传统“集权-分权”路径之外呈现差异化和选择性特征。理论上须寻求综合性框架以解释央地逻辑的转换,规范上须寻求央地关系的稳态结构,纾解改革与法治的内在张力。研究构建了“合法性-效率”二元维度的分析框架,着眼于环评“放管服”改革尤其是环评豁免制度的个案观察,引入政策创新的合法性依赖程度变量,对政策创新工具中的央地互动方式进行类型化。研究发现,合法性与效率维度在环评改革中呈现出制度上的共生叠加,环评改革演化为渐进交互的制度谱系。合法性依赖程度的差异是影响政策实验中央地互动的因素,也是中央对地方的政策试验进行选择性控制的重要工具,地方与中央博弈能力的差异影响到政策创新的认可和复制推广。效率导向的环评改革无论是在政策试验的改革路径抑或是具体的政策工具层面,均面临合法性约束困境,应从政策试验的准入评估、启动授权的制度化、全流程监督、央地权限划分稳态化、重申环评功能定位与价值位阶等方面予以纾解。

Thermal buckling analysis of functionally graded cylindrical shells

Thermal buckling behavior of cylindrical shell made of functionally graded material（FGM） is studied. The material constituents are composed of ceramic and metal.The material properties across the shell thickness are assumed to be graded according to a simple power law distribution in terms of the volume fraction rule of mixtures. Based on the Donnell shell theory, a system of dimensionless partial differential equations of buckling in terms of displacement components is derived. The method of separation of variables is used to transform the governing equations to ordinary differential equations（ODEs）. A shooting method is used to search for the numerical solutions of the differential equations under two types of boundary conditions. Effects of the power law index, the dimensionless geometrical parameters, and the temperature ratio on the critical buckling temperature are discussed in detail.

“功能-职责”视角下政府机构的改革过程与发展目标

政府机构改革既是现代政府治理的重要内容,也是政府创新的现实体现。政府机构改革是政府功能优化与职责重构双重作用的结果。功能优化是政府机构改革的内在动因,职责重构是政府机构改革的外在动因。我国政府机构改革是一个前后衔接、逐层递进、相互联系的改革进程,各次改革之间并非完全独立。根据“功能-职责”的发生动因,历次政府机构改革的演进逻辑可以大致从三个阶段来展现:功能优化导向的行政性改革、职责重构导向的适应性改革、“功能-职责”共进导向的治理性改革。基于“功能-职责”的双重动因,梳理历次政府机构改革的实践经验,可以将政府机构改革的发展目标归纳为:一是立足现实国情并总结政府机构改革的经验,更好推动政府创新;二是坚持行政权力的有限集中与适度下放,优化政策过程;三是根据时代发展逐层推进政府机构改革,以整体性视角推动政府机构改革的发展;四是机构改革具有稳定的周期性规律,但也不能局限于固定的周期之中;五是补足政府治理的现实短板,通过机构改革推动政府治理综合发展。
