Difficulties and Countermeasures of Rural Human Settlement Environment Governance in Tianjin

The course of rural human settlement environment governance in Tianjin could be roughly divided into four stages:germination,initiation,promotion and deepening.After the development for nearly 20 years,rural human settlement environment governance of Tianjin is faced with many difficulties,such as imperfect village construction planning,poor use effect of sewage facilities,low participation of farmers,and insufficient financial investment.Therefore,some countermeasures and suggestions are put forward,such as scientific planning and overall consideration,innovating financing mechanism,encouraging diversified investment of funds,and strengthening the publicity of rural human settlement environment governance.

Study on the Collaborative Governance Mechanism of Ecological Environment in Changsha-Zhuzhou-Xiangtan Region under the Green Development Perspective

Natural resources and the environment,environmental capacity of China has been approaching the red alert,and long-term accumulation of ecological debt needs to be solved. The transformation of economic development mode and green economic development path are inevitable choices. The complexity and the pressureof the ecological environment governance force Changsha-Zhuzhou-Xiangtan region to change the ecological governance method. The " government-market-society" is taken as the overall framework,to build a diversified body of eco-environment collaborative governance platform. Through collaborative governance among governments,government-market collaborative governance and government-society collaborative governance,ecological capital stock is improvedin the quantity and quality,thus contributing to benigndevelopment of regional economy and society.

Assessing performance of cross-administrative environment governance based on PSR model:An empirical analysis of the Beijing-Tianjin-Hebei region

As an effective environment governance tool,environment governance performance evaluation is an important content and method to promote the modernization of environment governance system and governance ability.The environmental pollution of the Beijing-Tianjin-Hebei region has typical cross-administrative characteristics.Based on the analysis of the major environmental pollution problems in the Beijing-Tianjin-Hebei region,according to the international environment governance PSR model,a performance evaluation system that applies to the environment governance of Beijing-Tianjin-Hebei region is established.Meanwhile,the principal component analysis method is applied to conduct an empirical analysis of the environmental governance panel data for the 13 major cities in the Beijing-Tianjin-Hebei region from 2014 to 2016.The results show that most of the cities in the Beijing-Tianjin-Hebei region attach great importance to reduction of emission and pollutants,continuously alleviating the stress of environmental governance.However,the overall improvement of the environment governance performance in Beijing-Tianjin-Hebei region has presented a polarization imbalance.There is a clear tendency for subjective biases in the implementation of environment governance and a lack of comprehensive and systematic governance.According to the environment governance performance evaluation result of Beijing-Tianjin-Hebei region,the cross-administrative regional environment governance should improve the environment governance performance evaluation system as soon as possible,strengthen the consistency of the environment governance objectives,and implement comprehensive and systematic governance for the regional environment.

Thoughts on the Modernization of Governance Systems of Ecological Environment under the Background of New Era

Research on the Realization Path of Consultative Governance of River Basin Water Environment in China

On Efficiency of the Compulsive Institution in the Environment Governance

Limited by the condition of information, technology and natural elements, the compulsive institutions in the environment governance can not form a “hard constraint” to the individuals. Because of the individual's speculative behaviors, the government's deviation from its environmental governance, and the non-cooperative game between individuals and the legal organization, the implementation of the compulsive institutions is not as good as being expected. Through analyzing the mechanism of the compulsive institutions, this paper puts forward some suggestions to enhance the efficiency of such institutions' implementation.

Study on Rural Ecological Environment Governance in China from the Perspective of Social Capital

At present,the ecological environment in the countryside of China is deteriorating with industrial pollution spreading to the countryside,agricultural pollution on the increase and environment in the residential areas deteriorating. The traditional approach to the ecological problem,which heavily relies on the government or the market,fails to fundamentally address the problem. Instead,as the social capital in the countryside,the relationship network,norms and trust can effectively resolve rural ecological environmental crisis by highlighting the method of"social governance"in ecological environment in the countryside. It is thus suggested that in the governance of rural ecological environment,which is based on the social capital,the management space between the government and the community should be appropriately divided,so that the institutional capital can promote and regulate the social capital,enhance the construction of rural cooperative organizations and increase the input of rural human capital,and promote the coupling between administrative boundary and ecological boundary.

The relationship between resource and environmental regulation and industrial competitiveness

The reason why materials on earth are divided into "resources" and "waste" is fundamentally dependent on the level of industrial technology and the scale of industrial demand. The only viable option for humans to end their resource and environmental predicament is to resolutely and efficiently push forward industrialization. At present, China’s industrial development is still at a stage of severe resource and environmental deterioration. The fact that industrial production activity is becoming cleaner does not mean that industrial production has reached the satisfactory level of resource conservation and environmental protection. On the contrary, as China is still at the intermediate stage of industrialization, it is imperative to go ahead with massive resource consumption amid heavy industrial development. China’s industrial production has led to severe resource waste and environmental pollution. Therefore, strengthening resource and environmental regulation and enhancing regulatory effectiveness are still a very important, though tough, issue for China to address in its industrialization process at the present time. The fundamental objectives of government regulation of resources and the environment are: i) to realize the viable objective of resource conservation and environmental protection; and ii) to maintain an effective order of fair competition. An effective and feasible way toward resource and environmental regulation is to realize the resource conservation and environmental protection policy objectives and help improve the long-term industrial and corporate competitiveness, with a special emphasis on boosting the international competitiveness of China’s industry under the rule of fair competition. Moderate and reasonable regulatory intensity requires imposing effective constraints on corporate behavior without going beyond the maximum level of affordability dictated by the current level of industrial and corporate competitiveness, with a special focus on striking the right balance between the principles of economic efficiency and social benefits.

Critical Evaluation of Internal Control Environment Situation of Nigeria Public Audit

The importance of public audit is their ability to satisfy the citizenry that transparency and accountability of government operations help to reduce corruption to the barest minimum.However,full information has not been provided about the Nigeria public audit.The study critically examined internal control environment situation of public audit in Nigeria.Through observation,the study discovered a significant impact of internal control environment on public audit practices.The study concluded Nigeria public audit information relevance depends on the strength of internal control environment.To strengthen public audit quality,the study recommends a review of existing practices and research on collaboration of policy-makers;academia,private and public audit sector so that citizenry can enjoy the benefit of audit creation.

多中心协同治理:何以可能,何以可为?——基于江苏C县农村人居环境治理的经验诠释

从多中心协同治理的理论逻辑出发,构建“政府、企业、村民、社会组织”多中心主体下的协同治理机制,聚焦主体之间互动关系的生成机制和运行逻辑,并以江苏省C县农村人居环境的治理实践作为典型案例进行解析。研究表明,多中心协同治理是一种节本增效且具备操作性的治理方案,具备中国乡村场域的现实支撑,即主要通过沟通协作、资源整合、目标耦合以及利益联结,明确治理体系中各主体的功能定位,进而对行政规制、市场经济、村民自治、社会参与等进行界定分工,由此有效调动各方的积极性和能动性,实现激励相容与优势互补,最终形成治理合力。

数字经济对城市创业活跃度的影响研究--创业环境的调节作用

基于2015~2019年中国256个主要地级市的面板数据,运用双向固定效应模型实证分析数字经济对城市创业活跃度的赋能作用以及创业环境的调节作用。研究结果表明:数字经济能显著提升城市创业活跃度;整体来看,创业环境在数字经济对城市创业活跃度的赋能中未发挥显著的调节作用,然而,就创业环境的分指标而言,除政务环境外,公共服务、金融支持、市场环境和人力资本均在数字经济对城市创业活跃度的赋能中起到了显著的正向调节作用;区域异质性分析表明,西部城市数字经济对创业活跃度的赋能作用明显强于中东部城市。

乡村建设行动中治理共同体的生成过程及运行机制——以Q村人居环境整治行动为例

乡村建设的历史经验与现实目标,要求其向一种“共建、共治、共享”的治理共同体模式转变。治理共同体依托于乡土社会长期孕育的共同情感,是一种富有弹性、可依情境变化而被灵活建构的治理样态。对Q村人居环境整治的案例研究发现,乡村建设行动中治理共同体的生成遵循着“激活-形塑-行动”的整体过程。需求与资源两种要素的双向耦合刺激“共同意识”的生成,而通过共识汇集、规则筛选和约束吸纳三重维度,治理共同体得以形塑和明确行动边界。在具体行动中,民主协商、核心领导、行动激励和风险包容等四项机制保证了治理共同体的有序运行和效能发挥。

政府数字治理、营商环境与城市创新

文章基于2017—2020年中国272个地级及以上城市的样本数据,运用面板固定效应模型与空间杜宾模型实证分析了政府数字治理对城市创新的影响效果、作用机理和空间溢出效应。研究发现:政府数字治理对城市营商环境与创新产出均具有正向促进作用;政府数字治理可以通过营商环境的间接作用对城市创新产生正向影响;考虑空间效应后,政府数字治理对城市创新的空间溢出效应为正却不显著,表明目前政府数字治理对城市创新发展的正向溢出效应较为有限。

治理环境再造:理解技术化背景下基层政府治理困境的一个视角

近年来在政府治理过程中技术应用不断深入,其实践效果通常是以一体多面、整体局部差异明显的形式呈现出来的。技术治理的内在变化与政府治理逻辑的根本性变革均引人关注。从中观层面看,技术使政府治理向形式简化、责任共担、监管渗透等方向转变,并导致超越传统科层制的制度控制、条块权力调整的结构重塑、合法性转移的价值置换等结果。基层政府所处的治理环境由此发生了全面的颠覆与革新,正面临着灵活性受限、自主性下降、正当性模糊等困境。技术改革的积极推进应适当考虑基层政府的技术适配性,通过对一线治理主体赋能来加强和引导技术治理,从而实现持续性基层善治。

我国生态环境治理对经济高质量发展影响的实证研究

生态环境治理能力现代化是生态环境与经济实现协调发展的保障。论文深入研究了我国生态环境治理对经济高质量发展的影响,通过构建生态环境治理指标体系,以绿色全要素生产率作为经济高质量发展的代理指标,以生态环境质量改善和生态环境治理保障作为中介变量进行实证。研究发现,生态环境治理能够促进经济高质量发展,但具有区域异质性。生态环境质量改善和生态环境治理保障具有中介作用。最后建议各地区加大绿色生态环境治理建设、因地制宜开展生态环境治理工作、各部门注重生态环境质量改善和完善生态环境治理保障。

金融生态环境对企业绿色技术创新的影响

良好的金融生态环境是企业绿色技术创新的有力保障,对于促进社会经济持续健康发展具有重要意义。基于2012—2021年201个地级及以上城市和1625家上市企业相关研究数据,考察金融生态环境对企业绿色技术创新的影响及作用机制。研究发现:金融生态环境能够正向促进企业绿色技术创新,且人才资源集聚、政府治理水平和金融发展程度均能发挥部分中介作用。异质性检验发现:非中心城市、初期创立阶段、强竞争力行业与高技术行业企业绿色技术创新能力受金融生态环境的驱动效应更强。据此,可以通过打造金融生态产业集聚地、推动多主体金融生态服务落地、发挥企业绿色标杆引领作用,促进企业绿色技术创新。

税收营商环境优化与企业全要素生产率——来自税务系统“放管服”改革的经验证据

优化税收营商环境不仅是提高企业生产效率和推动企业转型升级的重要战略举措,而且对实现经济高质量发展具有十分重要的现实意义。本文基于2013—2020年A股上市公司数据,并借助税务系统“放管服”改革试点这一准自然实验,构建多期双重差分模型,实证考察了税收营商环境优化对企业全要素生产率的影响。研究表明,税务系统“放管服”改革对企业全要素生产率具有显著的正向影响,且该结论经过一系列稳健性检验依然成立。机制检验结果显示,税收营商环境优化主要是通过降低交易成本水平、提升资源配置效率以及鼓励技术创新来提高企业全要素生产率。异质性分析表明,对于中西部地区企业、非国有企业、环境不确定性高企业和成熟期企业,税收营商环境优化对企业全要素生产率的促进作用相对更加突出。随后的进一步分析表明,税收营商环境优化在提升企业全要素生产率的同时显著促进了企业经营规模扩大和产业链扩张。本文以上研究结论不仅能使我们更好地认识税收营商环境优化的经济效应,更是为培育有利于激发市场主体活力及推动企业提质增效的税收营商环境提供了经验证据与有益启示。
