Rights Risks of Using Affective Computing Technology in Public Governance and Their Regulation

As the frontier of intelligent computing technology,affective computing has been used in border inspection,case investigation,crime assessment,public opinion management,traffic management and other scenarios of public governance.However,there are still public risks associated with its failure to meet the basic requirements of modern public governance,and these risks are rooted in its technical characteristics.The technical characteristics of turning emotions into signals can give rise to such problems as degrading the right to informed consent,de-governance,and undermining human dignity when applied in public governance,and consequently can lead to social rights anxiety.Additionally,the affective modeling characteristics of affective computing tend to incur the rights risks of insufficient algorithm accuracy,algorithmic discrimination,and algorithmic black boxes.To avoid these risks,it is necessary to adopt the dynamic consent model as the premise for applying affective computing in public governance,and to regulate the auxiliary application of affective computing in public governance in a hierarchical manner,to achieve a balance between the application of affective computing technology and the protection of citizens'rights and the maintenance of public ethics.

Assessing performance of cross-administrative environment governance based on PSR model:An empirical analysis of the Beijing-Tianjin-Hebei region

As an effective environment governance tool,environment governance performance evaluation is an important content and method to promote the modernization of environment governance system and governance ability.The environmental pollution of the Beijing-Tianjin-Hebei region has typical cross-administrative characteristics.Based on the analysis of the major environmental pollution problems in the Beijing-Tianjin-Hebei region,according to the international environment governance PSR model,a performance evaluation system that applies to the environment governance of Beijing-Tianjin-Hebei region is established.Meanwhile,the principal component analysis method is applied to conduct an empirical analysis of the environmental governance panel data for the 13 major cities in the Beijing-Tianjin-Hebei region from 2014 to 2016.The results show that most of the cities in the Beijing-Tianjin-Hebei region attach great importance to reduction of emission and pollutants,continuously alleviating the stress of environmental governance.However,the overall improvement of the environment governance performance in Beijing-Tianjin-Hebei region has presented a polarization imbalance.There is a clear tendency for subjective biases in the implementation of environment governance and a lack of comprehensive and systematic governance.According to the environment governance performance evaluation result of Beijing-Tianjin-Hebei region,the cross-administrative regional environment governance should improve the environment governance performance evaluation system as soon as possible,strengthen the consistency of the environment governance objectives,and implement comprehensive and systematic governance for the regional environment.

In this paper, a descriptive-analytical method is used to discuss the general situation of children in today＇s Iraqi Kurdistan and the issues such as drug abuse, child labor, orphans and street children, forced marriages, sexual abuse, handicapped children, school dropouts, child soldiers, nutrition, immunization, female genital mutilation and etc. will be explained. The questions this research addresses are： How is the situation of children in Iraqi Kurdistan and what are their challenges？ Also, what is the KRG＇s strategy and through which ways can they make a better life for children and change their current status？ The author believes that nowadays, the KRG is trying to crack down on problems against children; however, their effort is not adequate and some other activities should be performed, one of which is passing the children＇s law against violence.

On Efficiency of the Compulsive Institution in the Environment Governance

Limited by the condition of information, technology and natural elements, the compulsive institutions in the environment governance can not form a “hard constraint” to the individuals. More Government Transparency for Enhanced Human Rights Protection

Since 2007 when Regulations on Government Information Disclosure was adopted, the State Council has issued almost a dozen documents to guide government information disclosure around the country. These documents have gradually expanded the scope of disclosure and recognized the significant role of transparency in promoting the rights to information, participation and supervision, and in building a government that is innovative, impartial and operating under the law. Study on Rural Ecological Environment Governance in China from the Perspective of Social Capital

At present,the ecological environment in the countryside of China is deteriorating with industrial pollution spreading to the countryside,agricultural pollution on the increase and environment in the residential areas deteriorating. The traditional approach to the ecological problem,which heavily relies on the government or the market,fails to fundamentally address the problem. Instead,as the social capital in the countryside,the relationship network,norms and trust can effectively resolve rural ecological environmental crisis by highlighting the method of"social governance"in ecological environment in the countryside. It is thus suggested that in the governance of rural ecological environment,which is based on the social capital,the management space between the government and the community should be appropriately divided,so that the institutional capital can promote and regulate the social capital,enhance the construction of rural cooperative organizations and increase the input of rural human capital,and promote the coupling between administrative boundary and ecological boundary.
