Land transfer is the necessity in terms of promoting agricultural scale operation and improving production efficiency; proving opportunities for narrowing urban and rural gap; realizing rural surplus labor transfer and facilitating urbanization. Major problems in the existing rural land transfer are analyzed:unclear laws and regulations and rural land transfer lacks relevant legal protection;rural social security system is imperfect and can not solve farmers' worries after land transfer; farmers and local governments are restricted by traditional ideas and it is hard to carry out the land transfer policies; rural system construction is relatively backward and the rural land transfer market is immature. This paper analyzes twenty school districts in the state of Pennsylvania and applies ratio analysis to understand the potential effect of GASB number 68 on the financial statements of these entities.The financial stat...This paper analyzes twenty school districts in the state of Pennsylvania and applies ratio analysis to understand the potential effect of GASB number 68 on the financial statements of these entities.The financial statements were picked on a random basis from the Electronic Municipal Market Access[1]database.EMMA is a research and data retrieval system of the Municipal Securities Rulemaking Board(MSRB).The MSRB provides resources to trade municipal bonds and access to the financial statements of entities selling these securities.The paper was developed as a result of the requirement by GASB to“recognize their long-term obligation for pension benefits as a liability for the first time,and to more comprehensively and comparably measure the annual costs of pension benefits”[2].The public schools in Pennsylvania incorporated GASB number 68 for the fiscal year ended June 30,2015 and restated the financial statements for the fiscal year ended June 30,2014.The effects of these restatements created a situation where most of these districts now show a negative fund balance caused by an increase of liabilities of over one hundred percent.Many of the decision makers are uncertain of the long-term changes that this recognition will have on the operations of the school district.Bond ratings have suffered because of the volatility and uncertainty causing negative effects on the balance sheet,increased current recognition of pension expenses,and a possible interest rate increase.All of these effects are illustrated in this paper.This is at a time where many people are questioning the performance of many of the school districts.展开更多
Different types of pandemics that have appeared from time to time have changed many aspects of daily life.Some governments encourage their citizens to use certain applications to help control the spread of disease and...Different types of pandemics that have appeared from time to time have changed many aspects of daily life.Some governments encourage their citizens to use certain applications to help control the spread of disease and to deliver other services during lockdown.The Saudi government has launched several mobile apps to control the pandemic and have made these apps available through Google Play and the app store.A huge number of reviews are written daily by users to express their opinions,which include significant information to improve these applications.The manual processing and extracting of information from users’reviews is an extremely difficult and time-consuming task.Therefore,the use of intelligent methods is necessary to analyse users’reviews and extract issues that can help in improving these apps.This research aims to support the efforts made by the Saudi government for its citizens and residents by analysing the opinions of people in Saudi Arabia that can be found as reviews on Google Play and the app store using sentiment analysis and machine learning methods.To the best of our knowledge,this is the first study to explore users’opinions about governmental apps in Saudi Arabia.The findings of this analysis will help government officers make the right decisions to improve the quality of the provided services and help application developers improve these applications by fixing potential issues that cannot be identified during application testing phases.A new dataset used for this research includes 8000 user reviews gathered from social media,Google Play and the app store.Different methods are applied to the dataset,and the results show that the k nearest neighbourhood(KNN)method generates the highest accuracy compared to other implemented methods.展开更多

The results show that the endowment of land resources correlates negatively with the scale of farmland conversion, and the population, the tendency of exceeding capital investment and the competition of research and development input correlate positively with the scale of farmland conversion. However, the usage of e-government services by common ci...The embracing of ICTs and related technologies has enhanced different approaches for governments worldwide to deliver services to their citizens in a smart way. However, the usage of e-government services by common citizens is recognized as one of the major setbacks of e-government development in both developed and developing countries. Moreover, government agencies in these countries are facing great challenges in keeping the citizens motivated enough to continue to use e-government services. This research aims to investigate the factors that influence citizens’ trust towards continue use of e-government services in Cameroon. The proposed research model consisted of three main constructs including technological, governmental, risk factors as well as six demographic characteristics (age, gender, educational level, income, internet experience and cultural perception). A five-point Likert scale questionnaire was designed to collect data physically and electronically, 352 valid questionnaires were retrieved. Simple and Multiple regression analysis methods were applied to build an adequate model based on the verification of hypotheses proposed. Based on results obtained, four demographic characteristics (age, education, occupation and income) have influence on citizens’ trust in e-government meanwhile gender and cultural affiliation have no influence. Furthermore, technological factors and governmental factors positively influence trust level in e-government, whereas risk factors have a negative influence on trust level. Deducing from the results, a list of recommendations is proposed to the government of Cameroon in order to reinforce citizens’ trust in e-government services.展开更多
This article traces the career of risk across prominent theoretical approaches by highlighting their key assumptions and premises,specifically the technical approach found in the physical sciences,and economics,psycho...This article traces the career of risk across prominent theoretical approaches by highlighting their key assumptions and premises,specifically the technical approach found in the physical sciences,and economics,psychology,and sociology in the social sciences.In each discipline,the strengths and limitations of each theoretical approach are pointed out.The discussion focuses on sociology in particular because other approaches—in treating risks as dominantly technical,psychological,or economic phenomena—tend to downplay the broader historical and socio-political context that impinges on risk construction and production,and its differential impact across society.This exploration points out that institutions play an important role in creating,managing,and distributing risks in society.After highlighting the integrated risk governance framework as a nascent practice-oriented framework,the framework is examined theoretically using sociological neoinstitutionalism and Foucault’s concept of governmentality.The conclusion elaborates the challenges of using these two bodies of knowledge to study risk governance of extreme events.Although Foucault’s concept of governmentality corrects neoinstitutional theory’s ambivalence toward power,more work needs to be done in order to reconcile their divergent intellectual commitments.展开更多

Grassroots-level government’s financial capability is crucial to the performance of financial functions of the whole country.How to adjust the intergovernmental vertical fiscal relations in order to improve grassroot...Grassroots-level government’s financial capability is crucial to the performance of financial functions of the whole country.How to adjust the intergovernmental vertical fiscal relations in order to improve grassroots-level government’s finance situation is important for accelerating the establishment of a modern fiscal system.In recent years,Province-Directly-Governing-County(PGC)fiscal reform has been an important attempt to straighten out vertical fiscal relations between governments,and thus has made it possible for studying the effects of vertical fiscal relations reform on grassroots-level government’s finance based on quasi-natural experimental analysis.Therefore,this article empirically analyzes the PGC fiscal reform based on nationwide county-level data applying Propensity Score Matching with Difference-in-Difference Method(PSM-DID),in order to investigate the effect of the reform on county governments’disposable revenue and identify the influence path.The results indicate that PGC fiscal reform has a significant effect on promoting fiscal disposable revenue of county governments.Furthermore,we find that the reform increased upper-government transfer payment more than county-level own revenue,which manifests the reform increase county governments’fiscal disposable revenue by means of restraining prefecture-level cities’from grabbing county-level transfer.展开更多

文摘This article traces the career of risk across prominent theoretical approaches by highlighting their key assumptions and premises,specifically the technical approach found in the physical sciences,and economics,psychology,and sociology in the social sciences.In each discipline,the strengths and limitations of each theoretical approach are pointed out.The discussion focuses on sociology in particular because other approaches—in treating risks as dominantly technical,psychological,or economic phenomena—tend to downplay the broader historical and socio-political context that impinges on risk construction and production,and its differential impact across society.This exploration points out that institutions play an important role in creating,managing,and distributing risks in society.After highlighting the integrated risk governance framework as a nascent practice-oriented framework,the framework is examined theoretically using sociological neoinstitutionalism and Foucault’s concept of governmentality.The conclusion elaborates the challenges of using these two bodies of knowledge to study risk governance of extreme events.Although Foucault’s concept of governmentality corrects neoinstitutional theory’s ambivalence toward power,more work needs to be done in order to reconcile their divergent intellectual commitments.
文摘The occurrence of public crisis would trigger the explosion of resource scarcity within limited space and time,which can result in chaos of public order and market failure.When crisis becomes serious,the government may dominate public crisis management,so as to perform its public accountability in the special situation.As one of the important means of relieving the government’s public accountability,governmental accounting should reflect and supervise the resource flow in the handling of public crisis.The application of traditional accounting of value approach may be faced with some difficulties under the crisis conditions,which can be solved by introducing the event accounting for partial improvement.According to the features of public crisis,governmental accounting should pay attention to changing features of the accounting objects,establish the integration pattern of accounting information based on events,trace and reflect the resource flow process under crisis,coordinatethe methods of handling government financial reports,and comprehensively apply all kinds of techniques to improve decision quality of government under crisis.

文摘The thesis of this paper is that the digital noosphere of the World Wide Web and its users,the borderless move of virtually all resources of the planet,and the consequent globalization of most aspects of national politics,economy,and culture,along with the increasing difficulty of controlling the related high-tech military conflicts,human-made environmental crises,and the abnormal migrations of abused people now make it inevitable to leave behind the competitive international chaos rooted in humankind’s animal past and turn to the cooperative social spirit recommended by Aristotle,Lao Tzu,Jesus,Dante,H.G.Wells,Martin Luther King Jr.,John Lennon,Nicholas Hagger,and others to finally translate their aspirations into actions via establishing the Government of Earth for the decent and free.The paper presents a five-step,15-year,~$25B plan to start this process.That this plan has nothing to do with the Godless work of secret societies,the authoritarian urges of renewed fascism or the political absurdities of Marxism-Leninism it is relayed by the envisioned Intercontinental Education System of the outlined Government of Earth to teach every child on the planet-via a new community of digitally linked extraordinary teachers-for the beauty of lifelong learning,tolerance,duty,honor,free cooperation,and artful communication for divine missions.
文摘Grassroots-level government’s financial capability is crucial to the performance of financial functions of the whole country.How to adjust the intergovernmental vertical fiscal relations in order to improve grassroots-level government’s finance situation is important for accelerating the establishment of a modern fiscal system.In recent years,Province-Directly-Governing-County(PGC)fiscal reform has been an important attempt to straighten out vertical fiscal relations between governments,and thus has made it possible for studying the effects of vertical fiscal relations reform on grassroots-level government’s finance based on quasi-natural experimental analysis.Therefore,this article empirically analyzes the PGC fiscal reform based on nationwide county-level data applying Propensity Score Matching with Difference-in-Difference Method(PSM-DID),in order to investigate the effect of the reform on county governments’disposable revenue and identify the influence path.The results indicate that PGC fiscal reform has a significant effect on promoting fiscal disposable revenue of county governments.Furthermore,we find that the reform increased upper-government transfer payment more than county-level own revenue,which manifests the reform increase county governments’fiscal disposable revenue by means of restraining prefecture-level cities’from grabbing county-level transfer.
