Research on the Evolution of Media Practices of Leading Cadres’ New Media and the Communication Characteristics

Purpose/Significance: This study aims to define the concept of leading cadres new media usage in China specifically, and to describe and analyze the forms and typical cases and characteristics of leading cadres new media in different stages. Method/Process: Based on the themes and contents of a few media accounts of leading cadres at different ranks, we summarizes leading cadres new media usage in a systematic perspective and content analysize method. Result/Conclusion: The study defines the concept of Leading Cadres’ new media from the perspective of media practice, determine its position as a media communication platform in the government affairs new media communication system and its relationship with the other elements, and then systematically review the evolution of its media practice from personal website, blog, microblog and microblog to WeChat, live show. On this basis, with the Harold Lasswell communication model, this article summarizes leading cadres new media communication characteristics from five aspects: content producer, content, channel, audience, and effect. Future studies may also enhance the empirical research from the effect perspective.

The Evaluation Indicator System for the Audit of Township Leading Cadres' Economic Responsibility: Based on the Survey of One County in Chongqing

Economic responsibility audit evaluation of township cadres is important and difficult. According to the evaluation content and principles,the paper constructs the evaluation indicator of five subsystems: " economic management", " economic decision-making", " implementation of economic policy", " economic development",and " honest and upright administration". Through the field survey of some county in Chongqing,evaluation indicator is screened. According to the expert questionnaire,it uses the Hierarchy Analysis Process method to construct the judgment matrix and calculate the indicator weight and thereby build evaluation indicator system. It focuses on traditional indicators and evaluation indicator of sustainable development to construct a new,more complete evaluation indicator system.

Analysis on Causes of "Micro-corruption" of Rural Cadres in China and Recommendations

This paper mainly introduced major manifestations of corruption of rural cadres in China,and analyzed causes of " micro-corruption" in rural areas. On the basis of analysis,it came up with pertinent recommendations for regulating " micro-corruption" of rural cadres,including improving the overall quality of village cadres,improving treatment of rural grass-roots cadres,improving grass-roots supervision system,activating the functions of rural discipline inspection commissioners,and reinforcing the punishment of " micro-corruption".

Corruption of Village Cadres and Construction of Clean Government in Rural Land Management in China

This paper analyzed the types and causes of corruption of village cadres in rural land management in China. On the basis of current corruption situation,it came up with recommendations including improving the financial system at the village level,establishing land information network,and reforming functions of village committees in the land management,in order to prevent corruption of village cadres in the land management and establish and improve the clean government mechanism for village cadres.

Health care of elderly military veteran cadres

With the development of our economy and the improvement of people's living standard, the person's life span has been greatly prolonged. Accordingly, there are more and more requirements on health care. The retired cadres in military sanatoriums are heroes in the revolution of our country, and are treasures to our country. However, with the increase of their age, various kinds of diseases have become the main problem bothering the cadres. At present, our party and government are very concerned about veteran cadres. Hence, the medical workers are facing a new problem and challenge as to how to prevent the diseases and improve the medical treatment, and health care for military veteran cadres. Based on theories of resource dependence and government functions,this paper analyzed benefit interaction between grass-roots government and farmers' specialized cooperatives in Hubei Province. It was intended to make clear the path dependence relationship between grassroots government and farmers' specialized cooperatives and find out problems in between.
