Drawing upon social responsibility theory and collaborative governance theory, this research constructs a social responsibility guidance and governance system guided by the public, supported by the voluntary fulfillment of responsibilities by online audiovisual enterprises, and based on the collaborative participation of diverse stakeholders. It explores and optimizes the implementation pathways of this system, providing theoretical support and practical guidance for promoting the sustainable development of online audiovisual enterprises. The reorganization of the global production network and the increased mobility of urban-rural elements have accelerated the differentiation of rural spaces,resulting in a trend towards specialization in rural areas.Th...The reorganization of the global production network and the increased mobility of urban-rural elements have accelerated the differentiation of rural spaces,resulting in a trend towards specialization in rural areas.This paper focuses on the concept of specialization,and takes a renowned bonsai specialized village in Guangzhou City,China as a typical case to explore its transformation and development process,action logic and coupling mechanism with the social governance.The results show that:1)the development of rural specialization in Ruiling Village is shaped by several key actors,such as local governments,grassroots organizations,villagers,social organizations,policies,markets and infrastructure.The transfer of these key actors and the reconstruction of actor-networks in different stages have an important influence on the transformation and realization of rural development goals.2)Through subjects-driven,organization management and resource connection,social governance supports the specialization of rural industrial organization,operation,technology and mode.The governance structure shifts from decentralization to networking,refinement and integration.A coupling community of social governance and specialization is created by the social governance system of‘local government-grassroots organizationseconomic cooperatives-villagers’,which links industries,industrial chains and cooperatives.3)Social governance integrates into the value chain extension process of rural specialized development with a central,multi-level organizational structure.It promotes the construction of the whole value chain through organizational planning,resource integration and image shaping,thus realizing the value,branding and organization of the industry,as well as the integration of rural sustainable development and governance mechanism.Social governance has a profound impact on the development of rural specialization in terms of subject,structure and mode,and participates in the construction of the whole value chain of rural areas.This paper provides a new perspective for understanding the coupling effect of social governance in the rural development transformation,and promotes the rural sustainable development and governance.展开更多

A key component of both these policies is the development of good governance principles in all health care agencies and organizations. A neglected dimension in these debates has been the role of the public hospital which remains a vital and expensive dimension of service provision. In a case study of a public hospital in South Africa, this paper charts the readiness of its management principles and activities to provide quality health care linked to population health and to contribute to the non-medical determinant of health. Using Taylor’s principles of good governance, we conclude that there is a mixture of good and not so good governance activity. The paper concludes by examining the external constraints on the public hospital and by providing suggestions for future activities.展开更多

The occurrence and impacts of disasters including the education sector can be studied through a social problem lens. This paper draws meaning and understanding of DRR education using the sociological disciplinary framework in a detailed qualitative case study of three schools as they responded to the devastating Gorakha earthquake in 2015 and other disasters in Nepal. This paper considers the three sub-disciplines of sociology: the sociology of disaster, the sociology of education and the sociology of education governance in a development context. These sub-disciplines are nested together to analyse social, political and historical factors and their relationships which are helpful to identify risks and vulnerabilities in the education sector in Nepal. These are the major areas to explore the disaster context and needs of context-specific education acts (hereafter DRR education) to minimise the potential risks of disasters. The article concludes that the social disciplinary framework is significantly useful to analyse DRR education provisions and implications of education governance to mobilise school in disaster preparedness, response and recovery.展开更多

Over the past two decades,Taiwan’s welfare policies for the elderly have prepared for the arrival of an aged society with the aim of facilitating aging in place(AIP).The Long-Term Care Services Act passed by the Legi...Over the past two decades,Taiwan’s welfare policies for the elderly have prepared for the arrival of an aged society with the aim of facilitating aging in place(AIP).The Long-Term Care Services Act passed by the Legislative Yuan in 2015 set regulations for long-term care personnel,thereby improving the welfare system for the elderly.The government’s AIP policies focus on providing welfare institutions or service units and do not sufficiently explore key factors such as the relationship between care services and community governance models.Since the basic focus of elderly welfare policies is AIP,it is important to actively empower grassroots community organizations and consider the elderly as important subjects of community participation.AIP policies emphasize providing long-term care and nurturing the elderly until death;such policies will be more proactive and innovative if coproduction is incorporated.This study briefly discusses theories related to coproduction using the case study of Chiayi County’s Dingcaiyian Community Development Association,which links six communities in remote rural villages and establishes a community care network based on the coproduction concept.Follow-up issues related to community care are considered and potential practices and ideas to guide social welfare transformation and community governance in the future are discussed.展开更多

The traditional approach to the ecological problem,which heavily relies on the government or the market,fails to fundamentally address the problem. Instead,as the social capital in the countryside,the relationship network,norms and trust can effectively resolve rural ecological environmental crisis by highlighting the method of"social governance"in ecological environment in the countryside. It is thus suggested that in the governance of rural ecological environment,which is based on the social capital,the management space between the government and the community should be appropriately divided,so that the institutional capital can promote and regulate the social capital,enhance the construction of rural cooperative organizations and increase the input of rural human capital,and promote the coupling between administrative boundary and ecological boundary.展开更多

文摘Disaster is a social phenomenon. The occurrence and impacts of disasters including the education sector can be studied through a social problem lens. This paper draws meaning and understanding of DRR education using the sociological disciplinary framework in a detailed qualitative case study of three schools as they responded to the devastating Gorakha earthquake in 2015 and other disasters in Nepal. This paper considers the three sub-disciplines of sociology: the sociology of disaster, the sociology of education and the sociology of education governance in a development context. These sub-disciplines are nested together to analyse social, political and historical factors and their relationships which are helpful to identify risks and vulnerabilities in the education sector in Nepal. These are the major areas to explore the disaster context and needs of context-specific education acts (hereafter DRR education) to minimise the potential risks of disasters. The article concludes that the social disciplinary framework is significantly useful to analyse DRR education provisions and implications of education governance to mobilise school in disaster preparedness, response and recovery.

文摘The 19th National Congress of the Communist Party of China(CPC)put forward the proposal of establishing a social governance model based on collaboration,participation,and common interests,with the aim of developing new approaches to social governance and further modernizing China’s social system and capacity for governance.As a structuralized social relation addressing diversified governance bodies,the model has consolidated the social governance innovations achieved since the 18th CPC National Congress.Focusing on three dimensions—"value,""structure"and"roadmap,"this paper tries to interpret the value connotations and defining features behind the model and explores its development roadmap.Such a social governance model is a response to political,social and public value appeals,and an adjustment to the order of governance bodies,resource allocations and the benefit distribution structure.Its construction is a systematic and long-term project,which should aim continuously at satisfying people’s ever-higher needs,perfecting laws and regulations,cultivating a pool of specialized organizations and talents,exerting the technology advantages of the Internet in governance,and promoting socialization,legalization,specialization and intellectualization in social development.
文摘The Third Plenary Session of the 18th Central Committee of the CPC firstly required innovative social governance in 2013. This is the CPC's focus on safeguarding the fundamental interests of the majority of the people, to maximize social harmony, and to enhance the vitality of social development. The differences between governance and management are embodied in such as the governance system, legality, resource management, and comprehensive measures, etc. Compared with the way of social management, in which the government was used to controlling and ordering all social affairs, social governance pays more attention to the process of co-operations among different parties, to more emphasis on parties' co-operations and co-governance, with a continuous and interactive process of coordinated negotiations among multiple stakeholders. Social governance pays more emphasis on respect to social and political rights of members in the society, trying to stimulate the potential of social members, so that members of the community, in the process of social governance, have rights to speak, to choose and to influence; it pays more emphasis not only on maximizing autonomy of the social organizations and community, but also emphasizes the comprehensive use of a variety of means. The constructions of social governance system should mainly consist of four aspects: first, it is to improve the quality of social grassroots governance; second, it is to stimulate the vitality of social organizations; third, it tries to become an innovative and effective system to prevent and resolve social conflicts; fourth, it is to improve the public security system. 文摘Over the past two decades,Taiwan’s welfare policies for the elderly have prepared for the arrival of an aged society with the aim of facilitating aging in place(AIP).The Long-Term Care Services Act passed by the Legislative Yuan in 2015 set regulations for long-term care personnel,thereby improving the welfare system for the elderly.The government’s AIP policies focus on providing welfare institutions or service units and do not sufficiently explore key factors such as the relationship between care services and community governance models.Since the basic focus of elderly welfare policies is AIP,it is important to actively empower grassroots community organizations and consider the elderly as important subjects of community participation.AIP policies emphasize providing long-term care and nurturing the elderly until death;such policies will be more proactive and innovative if coproduction is incorporated.This study briefly discusses theories related to coproduction using the case study of Chiayi County’s Dingcaiyian Community Development Association,which links six communities in remote rural villages and establishes a community care network based on the coproduction concept.Follow-up issues related to community care are considered and potential practices and ideas to guide social welfare transformation and community governance in the future are discussed.

文摘The neighborhood center provides an implementation case for centralizing community service facilities and organizing service provision effectively,and has achieved community service improvement,which provides innovative methods for governance innovation.This paper summarizes the development process of neighborhood center planning in China,and analyzes related planning cases in Suzhou,Tianjin,Hangzhou,and Chengdu focusing on planning characteristics and operating mechanisms.Based on the case of Chongqing,it gives answer to key issues of the local application of neighborhood center planning concept.

文摘Reforms in social governance are promoted by changes in social environments.Social governance models cannot be constant,and the rise of every innovative governance model is inseparable from an ever-changing society.The theoretical connotation of the collaborative innovation model in regional social governance is mainly reflected in its agents,actions,and processes.The fundamental requirements of the collaborative innovation model in regional social governance are de-administration and market-based.The key elements of the collaborative regional social governance model include:delegating power from central authorities,transferring selected social governance affairs,enhancing the development of governance capabilities in social governance agents,diversifying these agents by giving full play to the agency to strengthen the concept of collaborative governance for social governance agents,strengthening the establishment of the governance system,and ensuring the normal progress of the governance processes.The collaborative innovation model in regional social governance should be built in three aspects:a system of institutional norms,an evaluation indicator system,and law-based collaborative governance.

文摘At present,the ecological environment in the countryside of China is deteriorating with industrial pollution spreading to the countryside,agricultural pollution on the increase and environment in the residential areas deteriorating. The traditional approach to the ecological problem,which heavily relies on the government or the market,fails to fundamentally address the problem. Instead,as the social capital in the countryside,the relationship network,norms and trust can effectively resolve rural ecological environmental crisis by highlighting the method of"social governance"in ecological environment in the countryside. It is thus suggested that in the governance of rural ecological environment,which is based on the social capital,the management space between the government and the community should be appropriately divided,so that the institutional capital can promote and regulate the social capital,enhance the construction of rural cooperative organizations and increase the input of rural human capital,and promote the coupling between administrative boundary and ecological boundary.
文摘This paper makes an attempt to analyze current use of social media and their promising advantages for e-governance in government organizations. It discusses potential issues especially issues related to security and privacy of individuals, employees, infrastructure and data that impede successful implementation of social media for e-governance. It examines draft government of India framework for embedding social media in organizational structure and examines issued guidelines for platform to be used, authorization to engage on behalf of government organization, scope and extend of such engagement, etc. It compares these guidelines with similar guidelines of some other nations in terms of employee’s access, account management, acceptable use, employee conduct, content, security, legal issues and citizen conduct and enumerates its merits, demerits and scope for further improvements.
