A Mechanism for Digital Finance to Drive Green and Low-Carbon Development

Given the global focus on green and low-carbon development and the increasing prominence of digital finance,it is particularly important to explore how to leverage digital finance to achieve these environmental goals.... Given the global focus on green and low-carbon development and the increasing prominence of digital finance,it is particularly important to explore how to leverage digital finance to achieve these environmental goals.This study,through mechanism analysis,deeply examines how China’s digital finance promotes green and low-carbon development and elucidates the positive interaction between digital finance and the green industry.The study found that digital finance,through more flexible and efficient financial functions,alters the cost structure of carbon emissions,and reduces the risks and costs of green investments,thereby creating a cooperative green mechanism benefiting all parties,and guiding social groups toward a green and low-carbon transformation.Additionally,the rapid development of digital finance has strengthened the implementation of environmental protection policies,effectively promoted the expansion of the environmental protection industry,and established the green ethos as a mainstream concept in financial development.This study aims to provide reference perspectives and suggestions,assist policymakers in promoting the green and lowcarbon development of digital finance,and offer insights into the integrated development of digital finance and the green environmental protection industry. 展开更多

This paper aims to explore the importance of developing a low-carbon economy in China and presents a series of key recommendations.Firstly,it emphasizes the adverse impact of economic development on the natural environment and highlights the unsustainable nature of China’s previous pursuit of economic growth at the expense of its ecological surroundings.Subsequently,the paper provides specific recommendations in response to the pressing resource and environmental challenges in current economic and social development,along with the urgent need to accelerate the transition towards a greener,low-carbon economy to achieve carbon peak and carbon neutrality goals.The key recommendations include continually enhancing the legal framework for a low-carbon economy,optimizing the energy structure,improving energy efficiency,and optimizing the industrial structure.These proposals aim to offer concrete actions to support the development of a low-carbon economy in China,encompassing legal support,energy transformation,and industrial upgrading.Ultimately,this paper underscores China’s potential in developing a low-carbon economy and calls for resolute actions to strengthen legal frameworks,foster technological innovation,and promote industrial restructuring.These actions will guide China towards a more sustainable and environmentally conscious economic future,aligning its growth trajectory with the global imperative to reduce carbon footprints. 展开更多

This study aims to measure how well China's green,low-carbon,and circulardevelopment economic system(theGLCCD Economic System)is being developed.By establishing the indicator system and indicators,the spatiotemporal range entropy weight method,Gini coefficient,Theil index,convergence model,and national and provincial data from 2012 to 2017 are employed.The construction level of almost all GLCCD Economic Systems at national and provincial levels has shown improvement during the study period.Among them,a significant boost is only observed in the development power indicator;improvement in the production system indicator and development benefit indicatorismild,andthelifesystemindicator sees a decline year by year.The construction level of the GLCCD Economic System throughout China is generally balanced but tends to expand in scale.However,the inter-regional developmenttbenefit indicator showsaconvergence trend.Based on the analysis of the similarities and differences between greenandlow-carboncircular development,the development power and development benefit,production system,and life system are incorporated into a unified logical framework.The construction level of the GLCCD Economic System is measured as a whole in a holistic manner.This study finds out the scientific connotation oftheGLCCD Economic System.The changing trends and regional differences in the construction level of the GLCCD Economic System are revealed.These findings provide a clear and reliable decision-making basis for the construction of the GLCCD Economic System. 展开更多

The Dual Carbon strategy,which is aimed at achieving carbon peaking and carbon neutrality,is one of China's major strategiesinthecomingperiod.Agriculture is both an important source of greenhouse gas and a huge carbon sink system.To promote the Dual Carbon strategy,it is crucial for China to lay emphasis on green and low-carbon agricultural development.To achieve carbon peaking,agricultural carbonreduction and sequestration are significant means and haveegreat potential.Thisspaper firstly reviews the current situation of green and lowcarbon agricultural developmen.t.At present,the total agricultural carbon emissions in China are approaching the peak smoothly,and the proportion of carbon emissionsSgenerated by the use of such modern agricultural inputssas fertilizer and on-farm energy increases.Meanwhile,the operation of agricultural ecosystems in China demonstrates the strong capacity to absorb carbon.Then,the paper analyzes the main problems existing in green and low-carbon agricultural development,including excessive agricultural inputs and excessive consumption of fossil energy,the low utilization rate of agricultural resources,insufficient technical reserves for green and low-carbon agricultural development,and a weak supporting system.In the next part,the paper elaborates on the basic path and measures to realize green and low-carbon agriculturalddevelopment,such as strengthening the conservation of agricultural resources and improving the efficiency of resource utilization;enhancing the comprehensive treatment of agricultural non-point source pollution,realizing the reduction and efficiency of fertilizer and pesticide,resource utilization of agricultural wastes,and effective control of white agricultural pollution;cultivating,expanding and strengthening green and low-carbon agricultural industries,and greening the whole industrial chain of agricultural products from production,processing tocirculation;increasing scientific and technological innovation and building a scientific and technological support systems for green and low-carbon agricultural development.Finally,an institutional system to promote green and low-carbon agricultural development is constructed from the aspects of fiscal and taxation system,financial system,land management system,value realization mechanism of ecological products,and constraint and incentive mechanism,etc.This study provides a scientific basis for the further formulation of green and lowcarbon agricultural development policies and measures and relevant research. 展开更多

中国式交通现代化的综合测度分析

交通现代化是中国式现代化的开路先锋,中国式现代化赋予交通现代化新的内涵。在中国式现代化理念导引下测度中国式交通现代化水平,对于更好地认识和推动中国式交通现代化具有重要意义。基于供需逻辑构建融交通设施设备进阶、交通系统优... 交通现代化是中国式现代化的开路先锋,中国式现代化赋予交通现代化新的内涵。在中国式现代化理念导引下测度中国式交通现代化水平,对于更好地认识和推动中国式交通现代化具有重要意义。基于供需逻辑构建融交通设施设备进阶、交通系统优质发展以及交通赋能经济社会三个子系统的中国式交通现代化水平评价指标体系,结合全国31个省份2013—2021年数据,测度中国式交通现代化水平。结果表明:近年来中国式交通现代化水平呈现上升趋势,但省份之间也存在较大差别,总体上广东、北京、江苏、上海、山东、浙江等省份的水平相对较高,从四区域来看,东部地区发展水平相对较高,其他区域则相对均衡。总体上障碍度较高的因子包括:数字交通发展水平、快递量、人均路网密度、单位GDP货运周转量、交通科技创新环境投入强度等。本研究总体表明中国式交通现代化取得积极进展,但未来在不同省份、不同区域分类施策,以促进平衡发展、可持续发展仍至关重要。 展开更多

The sustainable development integrity,national development goals,and legislative status quo have determined that the"Green and Low-Carbon Development Part"must be designed and incorporated into the China's Environmental Code(Code).The theoretical evolution in the action field,system composition,value function,and operation mechanism of the Environmental Law,as well as the practice development of the Environmental Protection Law legislation,enforcement,and judicial practices have laid a solid theoretical and practical foundation for the incorporation of green and lowcarbon development into the Code.The institutional layout of green and low-carbon development should respect and highlight its own traits.Furthermore,it is important to stress communication and coordination with other parts of the Code,follow the laws of energy development and utilization,and satisfy the inherent requirements of raw material reduction,reuse,and recycle.The layout method should abide by the general principle of"general first,specific second;domestic first,international second;defined first,undefined second"with"decomposition goals of carbon peaking and carbon neutrality"as an exception.The layout effect of the"flexibility first,rigidity second"is pursued.The chapters of General Provisions,Cleaner Production Green Circulation,Green Consumption,Support and Supervision,and International Cooperation,and Climate Change Response,are specifically designed.Efforts are made to improve new systems,such as strategies and standards for green and low-carbon development,green logistics,energy performance contracting,green finance,carbon emissions trading,and energy early warning. 展开更多

针对绿色氢能发展体系构建和产业创新布局进行了综述性研究分析。首先围绕氢能的由来、优势和主要用途来介绍氢能在达成双碳目标国家战略中的关键作用。以重庆为研究对象,从重庆自然资源禀赋出发,研究重庆构建双碳目标时氢能的作用。在... 针对绿色氢能发展体系构建和产业创新布局进行了综述性研究分析。首先围绕氢能的由来、优势和主要用途来介绍氢能在达成双碳目标国家战略中的关键作用。以重庆为研究对象,从重庆自然资源禀赋出发,研究重庆构建双碳目标时氢能的作用。在宏观政策层面,围绕商业驱动力、配套政策法规、技术研发详述当前的氢能应用障碍。在技术细节层面,归纳几种主要的制氢路线,发现质子膜交换法更具灵活、高效率特性,发展前景较好。随后对氢能存储、运输及应用的几种方式进行讨论和对比分析,发现管道存储和运输更具远距离大容量、安全高效优势,具备良好的发展前景。最后结合重庆“山城”特色,针对不同地理条件进行氢能供应链建设分析,并提出了“港区富集新能源建设-船舶水运氢能”和“山区因地制宜建设氢站-风光氢打捆上网”的两种重庆特色氢能发展路径,最后对重庆制氢成本进行算例分析。本文对于重庆开拓制氢储能产业链和氢电耦合运营模式具有良好的指导作用和参考价值。 展开更多

针对我国西部地区绿色通航发展问题,利用SWOT分析法对其发展战略进行定性分析,然后对影响因素使用层次分析(analytic hierarchy process,AHP)法构造判断矩阵,并计算权重,最后进行一致性检验。在此基础之上,利用坐标法获得战略四边形。... 针对我国西部地区绿色通航发展问题,利用SWOT分析法对其发展战略进行定性分析,然后对影响因素使用层次分析(analytic hierarchy process,AHP)法构造判断矩阵,并计算权重,最后进行一致性检验。在此基础之上,利用坐标法获得战略四边形。得出结论:在现有的空域条件下,我国西部地区绿色通航的发展应以多元化战略(ST)为主。选取优化策略,然后对我国西部地区绿色通航的发展进行了战略定位和战略选择,最后给出了战略实施对策。因此,本文的研究在一定程度上可以促进我国西部地区绿色通航的发展。 展开更多
