Differentiated Paths of Regional Green Development Driven by Industrial Enterprise Innovation

A fundamental shift in the regional development pattern is crucial to achieving a comprehensive green transformation in China.Currently,innovation-driven green development is a significant strategic option for regional development.As the main body of innovation and the basic unit of regional composition,enterprises have a profound impact on the development of regional economy,society,ecology,and other aspects.However,considering China’s vast territory and significant regional differences in natural environment and industrial structure,it’s necessary to further explore the specific impact paths of regional green development driven by enterprise innovation.Therefore,taking industrial enterprises as an example,based on the panel data of 30 provinces in China from 2016 to 2020,this study verifies the impact of industrial enterprise innovation on the regional green development level by constructing a parallel multiple mediating effect model and dividing the economy into eastern,central,and western regions to discuss the specific impact paths.The results show that industrial enterprise innovation has a significant positive effect on regional green development level,via different influencing paths in each region:(1)The eastern region improves the regional green development level by narrowing the urban-rural income gap;(2)The central region improves the regional green development level by reducing resource dependence;and(3)The western region raises the regional green development level by improving the rationalization of industrial structure.

Technological innovation,market proximity,and China's industrial green development

Due to environmental damage and natural resource scarcity,the promotion of industrial green development to spur the industrial economy is of concern to many countries.We construct a theoretical framework of technological innovation,market proximity,and industrial green development and subsequently test it empirically.First,the results reveal that technological innovation is beneficial to industrial green development;technological innovation has a positive impact on industrial green development in adjacent regions through technology spillover,but human capital spillover has the opposite effect;the international market can effectively promote industrial green development,but the domestic market does the opposite.Second,the interaction between technology spillover,human capital spillover,and domestic and international markets is beneficial to industrial green development.However,the interaction between domestic and international markets imposes an inhibitive effect on industrial green development.Based on the findings,we make recommendations to improve the level of industrial green development.

Calculation and Analysis of the Industrial Green Development Index in Hunan Province

In order to realize the purpose of human sustainable development,green development has become a dominant trend in contemporary society. ＂ Green Hunan＂ is the primary slogan of Hunan＇s four cards. Thus,in recent years,what is the practice result of Hunan＇s green development？ Based on the concept of industrial green development index,we selected the related panel data from 14 different cities of Hunan Province in 2012. The energy consumption and carbon emissions were also selected as input indexes,and GDP of secondary industry was used as the output index to build the industrial green development index. The CRS model of DEA was used to calculate and sequence the industrial green development indexes of 14 cities in Hunan Province.

Measurement and Strategy Research on the Green Development Level for the New Energy Vehicle Industry in Chongqing City

This article takes 2016-2022 as the inspection period to construct an evaluation index system for the green development level of the new energy vehicle industry.The entropy method and comprehensive index are used to measure the green development level of the new energy vehicle industry in Chongqing,and compared with neighboring provinces such as Yunnan,Guizhou,and Sichuan.Policy recommendations are proposed to promote the development of the new energy vehicle industry in Chongqing City.

A Mechanism for Digital Finance to Drive Green and Low-Carbon Development

Given the global focus on green and low-carbon development and the increasing prominence of digital finance,it is particularly important to explore how to leverage digital finance to achieve these environmental goals.This study,through mechanism analysis,deeply examines how China’s digital finance promotes green and low-carbon development and elucidates the positive interaction between digital finance and the green industry.The study found that digital finance,through more flexible and efficient financial functions,alters the cost structure of carbon emissions,and reduces the risks and costs of green investments,thereby creating a cooperative green mechanism benefiting all parties,and guiding social groups toward a green and low-carbon transformation.Additionally,the rapid development of digital finance has strengthened the implementation of environmental protection policies,effectively promoted the expansion of the environmental protection industry,and established the green ethos as a mainstream concept in financial development.This study aims to provide reference perspectives and suggestions,assist policymakers in promoting the green and lowcarbon development of digital finance,and offer insights into the integrated development of digital finance and the green environmental protection industry.

美丽园区建设的路径研究

建设美丽中国是全面建设社会主义现代化国家、实现中华民族永续发展的重要举措。中国工业园区历经四十多年发展历程,已经成为建设实体经济、引领区域发展的先行者,目前已聚集全国80%的工业企业,推动工业园区建设成为人与自然和谐共生的美丽园区,对我国生态文明建设意义重大。论文回顾了中国工业园区的发展历程,面向新发展阶段存在的新挑战和新机遇,提出了工业园区在新时代需承担的高质量发展使命任务。在此基础上,本文针对园区社会、经济、自然三个子系统,从六个方面解析并详细阐述了中国工业园区打造美丽园区、支撑美丽中国建设的关键内涵。进一步地,根据国家对美丽中国建设提出的目标和计划,结合我国生态工业园区发展过程中形成的实践经验,从八个维度提出工业园区推进美丽中国建设的关键行动,支撑工业园区生态文明建设和美丽中国行动。

新型工业化背景下中国重点区域绿色工业发展研究

聚焦新型工业化进程中的区域绿色工业发展,基于国家重大区域发展战略和“双碳”目标的要求,构建包含产业结构高端化、能源消费低碳化、资源利用循环化、生产过程清洁化、产品供给绿色化、生产方式数字化六个维度的综合评价指标体系。采用改进熵值法对2011—2021年中国294个城市的绿色工业发展水平进行测度,系统评估京津冀、长三角、粤港澳大湾区、长江经济带、黄河流域及东北地区6个重点区域的发展特征。研究发现:(1)区域绿色工业发展呈现显著的空间分异,整体上形成东部领先、中西递减的空间格局,粤港澳大湾区和长三角形成结构双核心发展区。(2)各区域展现出差异化的发展路径,东部沿海地区在产业结构高端化和生产方式数字化等方面全面领先,京津冀在资源利用循环化方面形成特色,长三角在产品供给绿色化方面优势突出。(3)2011—2021年各区域绿色工业发展水平均显著提升,但增长模式和速度存在差异,反映出发展的阶段性和渐进性特征。研究结果对推进新型工业化进程中的中国区域绿色工业协调发展,具有重要的理论和政策启示意义。

Global Climate Change and China's Green Development

For China, green industrial revolution induced by global climate change poses not only the greatest challenge, but also the greatest opportunity. In the perspective of China's basic national conditions, and especially its natural conditions, China's green development is the inevitable path of choice for the realization of sustainable development and scientific development. The essence of China's modernization 2050 is green modernization, taking the three-step strategy towards China's own green development and energy conservation and emission reduction. In combination with the 12 th Five Year Plan, its innovative positioning is "green development plan".

环境分权对区域工业绿色发展影响的空间溢出效应研究

在理论机制分析的基础上,基于2005—2020年我国30个省份的面板数据,采用Super-SBM模型测度了区域工业绿色发展水平,进而采用空间计量模型等方法检验了环境分权对区域工业绿色发展的影响。研究发现:(1)在考虑空间溢出效应的前提下,环境分权对区域工业绿色发展具有显著的抑制作用,但空间影响程度较为有限。使用工具变量处理内生性问题后,上述核心结论依然成立。(2)环境行政分权、环境监察分权及环境监测分权对工业绿色发展在影响方向或强度上存在显著差异。(3)进一步分析表明,财政分权、地方政府竞争程度的提升,强化了环境分权对工业绿色发展的抑制作用。(4)相比于东部地区,环境分权及其细分指标在中部和西部地区的边际效应更强;相比于2005—2012年,2013—2020年环境分权及细分指标的边际效应有所减弱。因此,建议建立跨级环境治理协作机制,强化数据透明度和公信力,明确权责匹配原则以及在环保垂管体制下细化环境分权政策。

碳排放权交易对建筑业绿色发展水平的影响

“双碳”目标下,碳排放权交易政策作为市场激励型环境规制的重要手段,对各行业的低碳发展有着重要意义。基于2007—2021年中国各省份、直辖市的面板数据,采用多期双重差分法实证分析了碳排放权交易政策对建筑业绿色发展水平的影响。结果表明:实施碳排放权交易政策可显著提升建筑业绿色发展水平,这一提升可通过技术创新、建筑业能源结构转型等作用机制实现,其中介效应值为0.015和0.046。鉴于此,需建立更完善的碳排放权交易体系、更明确的交易规则和市场机制,以实现建筑业绿色发展。

中国数字经济与制造业绿色发展耦合协调研究

文章基于数字经济与制造业绿色发展的耦合机理,构建评价指标体系,运用熵权法测度了中国30个省份2013—2021年的数字经济发展水平与制造业绿色发展水平,利用耦合协调度模型探讨数字经济与制造业绿色发展的时空演化特征,利用障碍度模型分析耦合协调进程中的障碍因子,并实证分析了两者耦合协调的影响因素。研究发现:中国数字经济与制造业绿色发展存在较强的耦合互动关系,耦合协调度呈上升趋势,但整体水平不高且局部不均衡;数字经济与制造业绿色发展受到经济发展水平、政府参与程度、城镇化发展的正向影响。

Green development of industries in Yangtze River Economic Belt

Green development is the keynote of Yangtze River Economic Belt. It must insist on ecology preferential and green development which is not only respectation of natural laws but also the economic laws and social laws. The article uses SWOT analytic method to analyze the internal and external surroundings of the green development of Yangtze River Economic Belt on the basis of getting a clear understanding of its present developing status. Based on this the article puts forward the strategy pattern and path selection of green development of Yangtze River Economic Belt.

环境规制、数字赋能对产业结构升级的影响及机理

当前中国经济转型的重要路径为“绿色优先,数字赋能”。为探究绿色化与数字化在产业层面能否实现协同发展,该研究利用全国283个地级市的面板数据,验证数字经济在产业结构绿色转型过程中发挥的调节效应。首先使用多重门槛检验来寻找环境规制与产业结构调整之间的非线性关系,在利用高阶函数进行拟合的基础上,加入产业数字化与数字产业化两大调节变量剖析环境规制和数字赋能的协同作用。研究结果表明:①环境规制对于产业结构合理化不存在明显影响,但对产业结构高级化存在单门槛效应,即当环境规制力度越过门槛值后能够实现环境改善与产业结构升级共赢。②产业数字化与环境规制并行使得产业结构合理化出现了双门槛效应,随着两者融合程度加深,可通过逐步减轻环境规制力度来实现协同发展;但产业数字化与环境规制并行使得产业结构高级化的单门槛效应消失,交互项系数显著为正但并不稳定。③数字产业化与环境规制并行对于产业结构合理化不存在显著影响,但对于产业结构高级化产生了单门槛效应,且随着两者融合程度加深,生态与产业协同发展的强度区间会逐渐扩大。④从局部地区的异质性回归结果来看,主要结论仍然可以得到验证,但发现经济发达片区存在向欠发达片区进行污染转移的现象。据此,该研究提出,顶层设计过程中应考虑地方环境治理的短视行为及各区域产业层次的客观差异,引导发达地区政府更加关注绿色技术创新的长期驱动力,促进“绿色共识”与发展目标深度融合。

数字经济赋能中国工业绿色发展的效应与机制

基于2013—2020年中国30个省份的面板数据,分别构建基准模型、门槛模型、中介效应模型和空间计量模型,实证考察数字经济对我国工业绿色发展的影响效应及可能的影响机制。结果表明:(1)从全国层面来看,研究期间数字经济能够显著提升工业绿色发展水平,是工业实现绿色化转型的重要驱动力;(2)从分地区维度来看,数字经济对工业绿色发展的影响效应具有区域异质性,就效应大小来看“中部>东部>西部”;(3)目前数字经济主要作用于工业资源利用和工业增长质量方面,对工业环境质量的提升作用尚不显著;(4)数字经济对工业绿色发展的影响存在技术门槛特征,当工业技术发展水平跨越门槛值后,数字经济对工业绿色发展的正向效应会更为强劲;(5)数字经济会通过影响人力资本水平、能源消费结构和市场化水平来对工业绿色发展产生影响。因此,要因地制宜以人力资本、能源结构、市场化水平为路径发挥数字经济的引擎作用,同时着力提升工业技术水平以更好实现数字经济的绿色效应。

中国新能源产业发展态势、优势潜能与取向选择

大力培育发展新能源产业,既是贯彻新发展理念的内在要求,又是推动能源绿色低碳转型的必由之路。未来3—5年是中国新能源产业发展的关键时期,要形成与碳达峰碳中和目标相匹配的发展规模,抢占产业发展的技术制高点,引领国民经济跨越式发展,形成经济增长的新动能。中国新能源产业发展呈现在全球范围拥有巨大市场和增长潜力、逐步形成外贸竞争新优势、拉动商品出口结构持续优化等态势,但也面临产业链起点不平衡冲击新能源资本市场秩序、新技术新产品产业化进程亟待提高、贸易保护政策等竞争形势加剧发展不确定性等问题。培育新能源产业发展新动能的关键任务在于优化新能源产业领域资源配置,构建优势互补的多元能源体系,优化新能源产业链整体部署,加快形成高水平制度型开放格局,巩固提高新能源产业国际竞争力。

绿色金融、产业结构升级与海洋经济高质量发展——基于环境规制调节的中介模型

绿色金融是促进“双碳”目标实现和提升海洋经济高质量发展水平的重要抓手。论文基于2009—2019年我国11个沿海省市的面板数据,运用中介模型考察了绿色金融对海洋经济高质量发展的影响及其传导路径。在此基础上构建有调节的中介效应模型,基于产业结构高级化和合理化的中介路径与环境规制的调节效应探究绿色金融对海洋经济高质量发展的路径机制。研究发现:首先,绿色金融显著促进海洋经济高质量发展,产业结构高级化和合理化均存在正向中介效应;其次,环境规制正向调节绿色金融发展对产业结构升级的积极影响,同时强化产业结构升级对海洋经济高质量发展的促进作用,且在绿色金融对海洋经济高质量发展的直接效应中起到显著正向调节作用。

自由贸易试验区助力新质生产力形成的机理与策略分析

碳中和视角下区域性造纸产业绿色可持续发展研究

节约能源、降低二氧化碳排放量是当今时代及未来的发展趋势。造纸产业是我国碳排放几大重点行业之一,对我国碳中和战略目标的达成有义不容辞的担当和责任。对此,进行了碳中和目标下造纸产业发展的思考,简述了我国造纸产业碳排放现状与碳减排潜力,分析了碳中和视角下区域性造纸产业绿色可持续发展面临的诸多机遇与挑战,提出了推进造纸产业绿色可持续发展的有效路径,即制订区域造纸产业低碳发展规划、创新节能减碳技术、促进区域产业协同发展、优化地方政府行为等,以加快区域性造纸产业绿色发展,着力推进碳中和目标的实现。
