With the acceleration of urbanization,cities are the main targets for carbon neutrality and urban energy is the terminal of energy consumption and the integration point of various energy systems.Therefore,there is a n...With the acceleration of urbanization,cities are the main targets for carbon neutrality and urban energy is the terminal of energy consumption and the integration point of various energy systems.Therefore,there is a need to promote the development of urban green energy and achieve low input and high output to achieve a low-carbon economy in cities.Previous studies have not considered the input-output efficiency of urban green-energy development.This study fills this gap.Based on the economic-energy-environmental framework,an input-output efficiency-evaluation index system for urban green-energy development was constructed.Based on improved data-envelopment analysis,a comparative evaluation of the input-output efficiency of green-energy development was carried out in 30 provinces in China in 2019.Considering the differences in regions,the development of urban green energy in different provinces was classified.From the perspective of a low-carbon economy,economic growth factors and environmental constraint factors were set.Together with the generalized Divisia index approach,the input-output efficiency optimization directions of urban green-energy development were obtained.The results showed that the input-output efficiencies of urban green-energy development in Jiangsu,Zhejiang,Fujian,Inner Mongolia,Ningxia and other provinces and cities were relatively high.Provinces with faster economic development and higher environmental carrying capacity have advantages after optimization and will become pilot areas for the development of urban green energy.This research provides a reference for the development of urban green energy in various provinces from the input and output perspective.展开更多
So far there is a lack of specialized research on the entire path and the law of the evolution of green economy modes,especially studies on its future trend.Some studies have been done only on its sub-process,in which...So far there is a lack of specialized research on the entire path and the law of the evolution of green economy modes,especially studies on its future trend.Some studies have been done only on its sub-process,in which there are some shortcomings such as overlapping and incomplete classification of economy modes,as well as the lack of mechanism models to describe the modes.This paper attempts to solve those problems.Firstly,various green economy modes are extracted and classified,and then their evolution paths are identified and reviewed,according to sustainable development theory,hypercycle theory,etc.,and to practical investigation.Secondly,theoretical models for each green economy mode and their multilevel dynamic evolution models in a practical field(forestry as an example)are established by the modeling method of system structure.Finally,the evolution law of green economy mode is analyzed systematically by means of the above-mentioned models.According to the research,some conclusions are drawn as follows:First,green economy modes have evolved through three stages as a whole.The first is the start-up stage,in which the mode is the‘from cradle to grave’end-treatment green economy(GE-I).The second is the growth stage,in which the mode is the‘from cradle to cradle’resources-chain closed-loop green economy(GE-Ⅱ).The third is the mature stage,in which the mode will be the‘from breeding to breeding‘three-chain hypercycle economy(GE-Ⅲ).Second,GEⅡhas evolved through a specific process.In depth,the basic framework of GEⅡis based on the circular economy theory;and then it is combined gradually with some other relevant theories and technologies that are cleaner production,low-carbon economy and sharing economy and so on.In breadth,GE-Ⅱis expanded layer by layer from unified enterprise GE-Ⅱto diversified enterprise(or cluster)GE-Ⅱ,and to societal GE-Ⅱ.The operational principle of GE-Ⅱcan be described by 3R theoretical model that includes 3 subsystems of reduction,recycle and reuse(3R),which are connected into an organic whole by resources chain.Third,GE-Ⅲis evolving through a specific process of three-chain(3C)stage by stage expansion,from resources-chain primary hypercycle to eco-chain secondary hypercycle,and to value-chain tertiary hypercycle.The operational principle of GE-Ⅲcan be described by 5R-3C theoretical model that includes 5 subsystems of reduction,recycle,reuse,recultivation and reallocation(5R),which are connected into an environment-economy self organizing system by resources chain,ecochain and value chain.In the system,resources chain is the foundation,eco-chain is the support,and value chain is the impetus.The 3C hypercycle promotes and catalyze each other to realize mutualism between ecosystem and industrial system.Fourth,the related field of GEⅢincludes the principal part of renewable-resource-based industry,and the expanded part of other relevant industries and even the whole society.Now in practice,GE-Ⅲhas initially formed.And in the future,it is the development tendency of green economy toward the establishment of the ecological civilization.展开更多

Innovations of mining technologies were proposed by beneficial utilizations of unfavorable factors such as high geostress,high geotemperature and high mining depth to achieve green mining as mining depth increases ine...Innovations of mining technologies were proposed by beneficial utilizations of unfavorable factors such as high geostress,high geotemperature and high mining depth to achieve green mining as mining depth increases inevitably.Cuttability of deep hard rock was investigated by experimental and regressed analyses to find the reasonable stress adjustment method to improve non-explosive mechanized fragmentation for hard ore-rock.A non-explosive mechanized and intellectualized mining method was proposed to continuously and precisely exploit phosphate underground,which promoted the high-recovery,low-waste and high-efficiency exploitation of phosphate with recovery rate over 90%,dilution rate near 5%and cutting efficiency about 107.7 t/h.A circular economy model and the backfill system were proposed to conduct resource utilizations of solid waste,by which the utilization amount of waste increased year after year.In 2018,the utilization amounts of phosphogypsum,yellow phosphorus slag and waste rock increased to 1853.6×10^3 t/a,291.1×10^3 t/a and 1493.8×10^3 t/a,respectively.展开更多

In this paper we deifne three economic growth patterns (green growth, brown growth and black growth) according to the relationship between economic scale and carbon emissions, and then trace the historical trajectory of economic growth over the last 40 years. Granger causality is used to test China’s economic growth and carbon emission linkage. We argue that green growth means that the rate of carbon emission reduction is faster than the increase in GDP. When carbon intensity reduction is slower than GDP growth, brown growth occurs. Black growth occurs when both carbon intensity and economic scale increase. For China, we denote the four periods of black growth (1971–1977), brown growth (1978–2001), black growth (2002–2004), and brown growth (2004–2010). Granger causality tests indicate that mutual causality between carbon emissions and economic growth exists in the short term, but not the long term. In order to achieve the goals of economic growth and carbon intensity reduction, it is necessary for China to actively participate in global carbon reduction activities, technological innovation and ecological civilization construction.展开更多

Demonstrating the rationality of green barriers, the paper puts forward that green barriers should be regarded as the stimulation for technology innovation and industrial restructure rather than obstacles. Firms in China within the same industry but with different ownership and size have different production functions and face different emission regulations and financial conditions,thus can give very different responses...Firms in China within the same industry but with different ownership and size have different production functions and face different emission regulations and financial conditions,thus can give very different responses to environmental policies.This fact has been largely ignored in most of the low-carbon development related literature.Using an augmented Chinese input–output table in which information about firm size(large-and small and medium-sized firms)and ownership(state-,foreign-,and private-owned firms)are explicitly reported,a dynamic computable general equilibrium model is developed in this study to analyze the impact of alternative low-carbon policy designs with different regulatory coverage and financial equalization on heterogeneous firms.Our simulation results show that,with the fully balanced regulation coverage and equalized financial system for heterogeneous firms,the total green investment accounts for 4%of GDP in 2030 for fulfilling China's commitment to reduce carbon emissions,which is the lowest among the various scenarios;about one-third of this investment is made by small and private firms;at the same time,green investment efficiency will be the highest,about 84%higher than that of the business-as-usual level.Therefore,a market-oriented and new technology-driven arrangement and mechanism for sharing emission reduction burden and allocating green investment across heterogeneous firms,especially to small and medium-sized firms,is crucial for China to achieve a more ambitious emission target in the long run.展开更多

The product function, technical performance, greenness and economy of the remanufacturing products are no worse than those of the new products. The cost of remanufacturing products is only about 50% of new products. Remanufacturing can save energy 60%, and material 70%, so the adverse impact on the environment is significantly reduced. It is necessary to carry out industrial transformation and upgrading according to the concept of sustainable development</span><span style="white-space:normal;font-family:;" "=""> </span><span style="white-space:normal;font-family:;" "="">and to realize integrated technological innovation and efficient economic development without violating the law of ecological and environmental development. Relying on the basic logical framework of green transformation of industrial parks, it can build a green development quality evaluation system of industrial parks and formulate a green planning mechanism and green economic cycle development model in line with the background of </span><span style="white-space:normal;font-family:;" "="">the </span><span style="white-space:normal;font-family:;" "="">low-carbon economy.</span>
文摘With the acceleration of urbanization,cities are the main targets for carbon neutrality and urban energy is the terminal of energy consumption and the integration point of various energy systems.Therefore,there is a need to promote the development of urban green energy and achieve low input and high output to achieve a low-carbon economy in cities.Previous studies have not considered the input-output efficiency of urban green-energy development.This study fills this gap.Based on the economic-energy-environmental framework,an input-output efficiency-evaluation index system for urban green-energy development was constructed.Based on improved data-envelopment analysis,a comparative evaluation of the input-output efficiency of green-energy development was carried out in 30 provinces in China in 2019.Considering the differences in regions,the development of urban green energy in different provinces was classified.From the perspective of a low-carbon economy,economic growth factors and environmental constraint factors were set.Together with the generalized Divisia index approach,the input-output efficiency optimization directions of urban green-energy development were obtained.The results showed that the input-output efficiencies of urban green-energy development in Jiangsu,Zhejiang,Fujian,Inner Mongolia,Ningxia and other provinces and cities were relatively high.Provinces with faster economic development and higher environmental carrying capacity have advantages after optimization and will become pilot areas for the development of urban green energy.This research provides a reference for the development of urban green energy in various provinces from the input and output perspective.
文摘So far there is a lack of specialized research on the entire path and the law of the evolution of green economy modes,especially studies on its future trend.Some studies have been done only on its sub-process,in which there are some shortcomings such as overlapping and incomplete classification of economy modes,as well as the lack of mechanism models to describe the modes.This paper attempts to solve those problems.Firstly,various green economy modes are extracted and classified,and then their evolution paths are identified and reviewed,according to sustainable development theory,hypercycle theory,etc.,and to practical investigation.Secondly,theoretical models for each green economy mode and their multilevel dynamic evolution models in a practical field(forestry as an example)are established by the modeling method of system structure.Finally,the evolution law of green economy mode is analyzed systematically by means of the above-mentioned models.According to the research,some conclusions are drawn as follows:First,green economy modes have evolved through three stages as a whole.The first is the start-up stage,in which the mode is the‘from cradle to grave’end-treatment green economy(GE-I).The second is the growth stage,in which the mode is the‘from cradle to cradle’resources-chain closed-loop green economy(GE-Ⅱ).The third is the mature stage,in which the mode will be the‘from breeding to breeding‘three-chain hypercycle economy(GE-Ⅲ).Second,GEⅡhas evolved through a specific process.In depth,the basic framework of GEⅡis based on the circular economy theory;and then it is combined gradually with some other relevant theories and technologies that are cleaner production,low-carbon economy and sharing economy and so on.In breadth,GE-Ⅱis expanded layer by layer from unified enterprise GE-Ⅱto diversified enterprise(or cluster)GE-Ⅱ,and to societal GE-Ⅱ.The operational principle of GE-Ⅱcan be described by 3R theoretical model that includes 3 subsystems of reduction,recycle and reuse(3R),which are connected into an organic whole by resources chain.Third,GE-Ⅲis evolving through a specific process of three-chain(3C)stage by stage expansion,from resources-chain primary hypercycle to eco-chain secondary hypercycle,and to value-chain tertiary hypercycle.The operational principle of GE-Ⅲcan be described by 5R-3C theoretical model that includes 5 subsystems of reduction,recycle,reuse,recultivation and reallocation(5R),which are connected into an environment-economy self organizing system by resources chain,ecochain and value chain.In the system,resources chain is the foundation,eco-chain is the support,and value chain is the impetus.The 3C hypercycle promotes and catalyze each other to realize mutualism between ecosystem and industrial system.Fourth,the related field of GEⅢincludes the principal part of renewable-resource-based industry,and the expanded part of other relevant industries and even the whole society.Now in practice,GE-Ⅲhas initially formed.And in the future,it is the development tendency of green economy toward the establishment of the ecological civilization.

In the choice of materials, this paper presented a method for the re-combination of recycled materials. In the recovery of the product it proposes the establishment of recycling system, and expounds the concept upgrade recovery. Design and manufacturing of green products and green recycling industry is the two most important link in green circular economic system, whether or not the coordinated development of the two sectors, is the key to the success or failure of the strategy of sustainable development.

文摘Taking Shandong province,one of China’s first batch of circular economy pilot provinces,as an example,this paper summarizes some types of regional green innovation system models through the cases study and retrospective reasoning and retrospective approaches.The models mentioned above include(1)the innovation system model of green animal husbandry in coastal small towns,(2)the green innovation system model in intravenous industry park,(3)the green innovation system model in coastal hi-tech industrial development zone based on the development of eco-industrial and low-carbon industries,(4)the green innovation system model in coastal economic&technological development area based on the development of ecological arterial industry and the ecological intravenous industry through the waste recycle inside and outside the area,(5)the green innovation system model of coastal harbor economic and technological development area based on constructing tiny-medium-macro circulation,(6)the green innovation system of reformed coastal economic and technological development zone turning to the recycling marine industry innovation,and(7)the green innovation system model of high-tech industry development zone tending to recycling innovation of biological industry.This paper aims to analyze the characteristics of these models,the formation mechanism,and further to discuss their implications for greening the same type of regional innovation systems.

文摘Innovations of mining technologies were proposed by beneficial utilizations of unfavorable factors such as high geostress,high geotemperature and high mining depth to achieve green mining as mining depth increases inevitably.Cuttability of deep hard rock was investigated by experimental and regressed analyses to find the reasonable stress adjustment method to improve non-explosive mechanized fragmentation for hard ore-rock.A non-explosive mechanized and intellectualized mining method was proposed to continuously and precisely exploit phosphate underground,which promoted the high-recovery,low-waste and high-efficiency exploitation of phosphate with recovery rate over 90%,dilution rate near 5%and cutting efficiency about 107.7 t/h.A circular economy model and the backfill system were proposed to conduct resource utilizations of solid waste,by which the utilization amount of waste increased year after year.In 2018,the utilization amounts of phosphogypsum,yellow phosphorus slag and waste rock increased to 1853.6×10^3 t/a,291.1×10^3 t/a and 1493.8×10^3 t/a,respectively.

文摘Achieving dual goals of economic growth and carbon emission reduction is a major issue in China. In this paper we deifne three economic growth patterns (green growth, brown growth and black growth) according to the relationship between economic scale and carbon emissions, and then trace the historical trajectory of economic growth over the last 40 years. Granger causality is used to test China’s economic growth and carbon emission linkage. We argue that green growth means that the rate of carbon emission reduction is faster than the increase in GDP. When carbon intensity reduction is slower than GDP growth, brown growth occurs. Black growth occurs when both carbon intensity and economic scale increase. For China, we denote the four periods of black growth (1971–1977), brown growth (1978–2001), black growth (2002–2004), and brown growth (2004–2010). Granger causality tests indicate that mutual causality between carbon emissions and economic growth exists in the short term, but not the long term. In order to achieve the goals of economic growth and carbon intensity reduction, it is necessary for China to actively participate in global carbon reduction activities, technological innovation and ecological civilization construction.
文摘Most viewpoints in China consider green barrier is one kind of non-tariff barriers imposed by developed countries and is unfair to developing countries. Different from these, this paper points out that green barriers, evolving from the background of sustainable development theory and the principle of environment protection, have positive effect on ideology, international institutional arrangement and innovation stimulation. Demonstrating the rationality of green barriers, the paper puts forward that green barriers should be regarded as the stimulation for technology innovation and industrial restructure rather than obstacles. The best way to surmount the green barriers for Chinese government and enterprises is to implement circular economy and clean production so as to achieve the harmony of trade, environment and economic development.

文摘Firms in China within the same industry but with different ownership and size have different production functions and face different emission regulations and financial conditions,thus can give very different responses to environmental policies.This fact has been largely ignored in most of the low-carbon development related literature.Using an augmented Chinese input–output table in which information about firm size(large-and small and medium-sized firms)and ownership(state-,foreign-,and private-owned firms)are explicitly reported,a dynamic computable general equilibrium model is developed in this study to analyze the impact of alternative low-carbon policy designs with different regulatory coverage and financial equalization on heterogeneous firms.Our simulation results show that,with the fully balanced regulation coverage and equalized financial system for heterogeneous firms,the total green investment accounts for 4%of GDP in 2030 for fulfilling China's commitment to reduce carbon emissions,which is the lowest among the various scenarios;about one-third of this investment is made by small and private firms;at the same time,green investment efficiency will be the highest,about 84%higher than that of the business-as-usual level.Therefore,a market-oriented and new technology-driven arrangement and mechanism for sharing emission reduction burden and allocating green investment across heterogeneous firms,especially to small and medium-sized firms,is crucial for China to achieve a more ambitious emission target in the long run.
文摘This paper aims to explore the importance of developing a low-carbon economy in China and presents a series of key recommendations.Firstly,it emphasizes the adverse impact of economic development on the natural environment and highlights the unsustainable nature of China’s previous pursuit of economic growth at the expense of its ecological surroundings.Subsequently,the paper provides specific recommendations in response to the pressing resource and environmental challenges in current economic and social development,along with the urgent need to accelerate the transition towards a greener,low-carbon economy to achieve carbon peak and carbon neutrality goals.The key recommendations include continually enhancing the legal framework for a low-carbon economy,optimizing the energy structure,improving energy efficiency,and optimizing the industrial structure.These proposals aim to offer concrete actions to support the development of a low-carbon economy in China,encompassing legal support,energy transformation,and industrial upgrading.Ultimately,this paper underscores China’s potential in developing a low-carbon economy and calls for resolute actions to strengthen legal frameworks,foster technological innovation,and promote industrial restructuring.These actions will guide China towards a more sustainable and environmentally conscious economic future,aligning its growth trajectory with the global imperative to reduce carbon footprints.
文摘Made in China 2025 proposes that "develop the remanufacturing industry vigorously, implement highend remanufacturing, smart remanufacturing, and inservice remanufacturing, advance the identification of remanufacturing products, and promote sustainable and healthy development of the manufacturing industry".Remanufacturing is an extension of the manufacturing industry chain, and it is an important part of advanced manufacturing and green manufacturing. The product function, technical performance, greenness and economy of the remanufacturing products are no worse than those of the new products. The cost of remanufacturing products is only about 50% of new products. Remanufacturing can save energy 60%, and material 70%, so the adverse impact on the environment is significantly reduced. At present,China's remanufacturing industry is developing rapidly,and the manufacturing pilot has been in full swing.Meanwhile, the policies and regulations, basic theory,key technology, and industry standards of remanufacturing have been continuously innovated and completed.
