The harmony between man and nature is the base for the harmonious society. It is determined by the eco-ruleand eco-economic rule. Human being should not violate the eco-rule. However, human being can make eco-systemsupply suit economic growth and its speed through systematical innovation and restriction of human economic activityand choice. Through technological innovation, efficiency satisfaction of unit resource can be increased; structure andfunction of eco-system can be perfected; supply capability of eco-system can be improved. To build the harmonioussociety, human should consider the reasonable distribution of limited resources from two sides. The first one is that theutilization of two functions of resource supply and pollution purification to nature should not exceed its special supplycapability formed under its special structure and function states, i.e. harmony between man and nature. The second sideis human being should think over the reasonable and effective distribution of limited resources in economic society, i.e.harmony between human beings and society. The reasonable economic activity of human being is the key to the harmo-nious development of man and nature.

Establish Rational Ecological Man to Construct the Harmonious Society

Rational Ecological Man （REM） is the integration of government, enterprise and the public, which plays an important role in our society. This paper firstly clarifies the definition of REM and regards that REM differs essentially from Rational Economic Man. Eco-economic research and construction of harmonious society in China:a survey of the 7^(th)Biennial Conference of Chinese Ecological Economics Society,2006

The 7th Biennial Conference of Chinese Ecological Economics Society (CEES) was held from 5th to 7th, Nov.2006 in Qingdao University. The paper summarizes the major viewpoint presented at the conference: eco-economicresearch and construction of a harmonious society in China. The conference put forward that it is an objectivity andinevitability for human being to enter the harmonious society, that eco-economics is one of the theoretical bases for theconstruction of the harmonious society, and that the research of eco-economics in China should reflect new contentsdeveloped in the process of modernization in China and make proper contributions to the construction of the harmonioussociety.

Buddhism and Building of Harmonious Society

EDITOR＇S NOTE： To mark the 40th anniversary of the founding of Tibet Autonomous Region, the ＂Pearl on the Land of Snow-China Tibetan Cultural Week＂ was held July 15-21 in Hong Kong under the joint auspices of the State Council Information Office, the Central Government Liaison Office in Hong Kong and the People＇s Government of Tibet Autonomous Region. On the afternoon of July 16, eminent monks from Tibet, Qinghai, Gansu and Sichuan and local Buddhists and Buddhism scholars held a forum on how their religion is related to the building of a harmonious society and in what ways it can contribute to the endeavor. Assessment and Countermeasures of Ecological Civilization Construction in Changsha,Zhuzhou and Xiangtan

[Objective] The aim was to assess the ecological civilization construction in urban agglomeration composed of Changsha,Zhuzhou and Xiangtan synthetically.[Method] By means of analytic hierarchy process,the assessment system of ecological civilization in Changsha,Zhuzhou and Xiangtan was established firstly,and then the ecological civilization construction in Changsha,Zhuzhou and Xiangtan was evaluated comprehensively,and the existing problems and causes of ecological civilization construction were analyzed,finally the corresponding suggestions and countermeasures were put forward.[Result] For natural subsystem and social subsystem,the comprehensive scores of Changsha,Zhuzhou and Xiangtan were 0.143 and 0.214,and Changsha had the highest scores (0.150 and 0.221),and next came Xiangtan (0.142 and 0.219),while the scores were the lowest in Zhuzhou (0.136 and 0.213).From economic subsystem,the comprehensive score of urban agglomeration composed of Changsha,Zhuzhou and Xiangtan was 0.216,and the maximum score appeared in Changsha (0.247),Zhuzhou the second (0.201),while Xiangtan owned the lowest score (0.197).In cultural subsystem,the comprehensive score of urban agglomeration was only 0.078 which was the lowest score among four subsystems,and it was related to its low weight.In addition,the scores of Changsha and Xiangtan took the first place (0.079),while it was lower in Zhuzhou (0.077).[Conclusion] The ecological civilization construction in Changsha,Zhuzhou and Xiangtan persisted at a higher level and developed well on the whole.

Economic Analysis and Countermeasures of Migrant Workers' Problems

Generation and development of migrant workers' problems are analyzed from the perspective of economics. There are economic factors causing migrant workers' problems: imbalance in the industrial structure brings farmers living pressure; urban modern civilization is attractive to farmers; urban economic development needs a large number of agricultural laborers engaged in manual labor. Moreover, relevant countermeasures are proposed. The dual economic structure is to be broken to gradually eliminate the barrier between urban and rural areas; an unified and standard labor market is to be established to narrow the gap between urban and rural areas; overall considerations should be taken and the reform of matching system should be quickened; the construction of urbanization is to be duly promoted to improve the level of modernization in the countryside.

Analysis on the Evolution of Regional Economic Disparity in the West Coast of the Strait

With the implementation of reform and opening-up, the overall economy of China has made brilliant achievements; meanwhile, however, the economic disparity has been enlarging among some regions, and between the city and the countryside. The existence and evolution of this kind of economic disparity is concerned with social stability, sustainable development and the construction of harmonious society, which has gradually become the hotspot in social economic development. The West Coast of the Strait (WCS) located in southeast littoral areas is adjacent to the Pearl and Yangtze River Delta in the south and north and faces Taiwan Province in the east. The stability and development of this region has vital political and economic meaning in the social eco-nomic development of our country. It has important theoretical meaning and practical value to research the form, characteristics and evolution of regional economic disparity in the WCS. Based on insightful analysis on existing study results on the WCS, the paper defines the connotation and extension. By a series of abso-lute and comparative relative evaluation indexes and taking the WCS since 1992 as the study object, the paper makes analysis on different scales including three regions, four regions, 20 cities and 152 counties, quantitatively evaluates the level, characteristics and evolution of the regional economic disparity and compares the regional economic disparity on different scales. The main conclu-sions are as follows: the variation trend of the absolute disparity of the whole region is obvious and stable, which has presented an inflating trend; the comparative variation trend on a large scale has waved, The comparative disparity of the three regions in-creased annually from 1992 to around 2000, which had a decreas-ing trend from around 2000 to 2005; the comparative variation trend on a small scale was not stable, which showed an annual increase of four regions, 20 cities and 152 counties from 1992 to around 2003 and a decrease from around 2003 to 2005; there were some correlations between the regional disparity and scale. In other words, the smaller the scale was, the bigger the disparity was.

Research of tax system under fair tax perspective

As a whole society increasingly widespread concern in livelihood issues, at the growing disparity in income gap today, how to achieve a fair distribution of income, build a harnaonious society and realize common prosperity has become a major problem in China＇s economic reform, which needs to be solved. Taxation as an important means of macroeconomic control the government, has a unique role to adjust income distribution and narrow the income gap. Taxation can not be replaced by other policies, the development of which has been confirmed by the practice in developed market economies of Western countries. In order to improve the distribution of income inequality in our country, we need to regulate the initial distribution and redistribution. Therefore, limiting public power, strengthening monopoly regulation and standardizing the labor market are the key, while the macro-control means, such as taxes, transfer payments and social security should be widely adopted. Practice during our transition period shows that adjusting personal income distribution through the tax system is an important part of the government＇s public policy, but also an objective requirement of building a socialist harmonious society.

EXPLORING ON-LINE SOCIETAL RISK PERCEPTION FOR HARMONIOUS SOCIETY MEASUREMENT

The nearly 30-year economic growth miracle brings the consequent tremendous poor-rich gap leading strong drives for social transformation in current China. Chinese top leaders have realized to increase the peoples＇ income, improve quality of life and construct a ＂harmonious society＂ as key missions especially in recent 10 years. How to measure a harmonious society is one important topic as different measures may lead to different development policies. This paper outlines over 10 indices relevant to measure a harmonious society. Some are global indicators, while some are contributed by domestic researchers and arouse debates. Most of those indicators require conducting surveys on social attitudes under micro levels, which is always time consuming with problem of data quality. As Internet technology advances provide ways to record and disseminate fresh community ideas and thoughts conveniently, detecting topics or emotions from on-line public opinions is becoming a trend or one supplement way to overcome those data acquisition problems. This paper discusses one approach to on-line societal risk perception using hot search words and BBS posts. Such a trial aims to provide another way to societal risk perception different from those in traditional socio psychology studies. Challenges are also indicated.
