Construction of a New Model of Contactless Medical Services for Outpatients Based on the Project-Achieving Quality Control Circle

Objective: To carry out empirical research on the role of project-achieving quality control circle (QCC) in constructing a new model of contactless medical service for outpatients. Methods: A QCC, consisting of information office members from a grade A tertiary hospital in Wenzhou, was established to conduct a research project with the theme “Constructing a new model of contactless medical service based on outpatients’ experience.” According to the ten steps and PDCA cycle, an analysis was carried out before and after the QCC activities, focusing on improving pre-consultation services, providing steward-like services, and facilitating post-consultation management. Results: After the QCC activities, the mobile appointment rate, missed appointment rate, the proportion of smart check-ins, and the average check-in time were 55.68%, 4.02%, 39.75%, and 8.24 ± 3.66 min, respectively;in contrast, before the activities, they were 32.00%, 7.88%, 0.00%, and 14.96 ± 4.98 min, respectively;the difference between the two groups was statistically significant (χ2 = 3480.112, 4994.496;Fisher’s exact probability = 963788.570;t = 5.323, P < 0.001). Many experts have also visited the hospital to learn about this system, thus rendering social and economic benefits. Conclusion: Project-achieving QCC activities are suitable for complex situations, such as constructing a new model of contactless medical service, and can significantly improve outpatient service quality, enhance patients’ experience, and improve the abilities of circle members.

The Importance of High-Quality Russian Language Services

"High-level opening up"and"high-quality development"are important development goals and directions of China during the 14th Five-Year Plan period.Heilongjiang,as the largest and oldest province open to Russia,has a long history of communication and plays a vanguard role.However,the province's geographical advantages are weakening under the impact of the COVID-19 pandemic and the rapid development of the internet industry.Facing the new era,maintaining and enhancing the regional advantages of the province has become an urgent issue that requires attention.This study takes the Russian language service in Heilongjiang Province as the subject,combines theory with practice through theoretical elaboration and historical analysis,as well as tries to provide reference for improving the language service system in Heilongjiang Province and enhancing its regional advantages.This study believes that a high-quality language service plays an important role in solving the issue.It is necessary to fully understand and apply the essential power of language,be more aware of the importance of Russian language services,build a sound ecosystem of language services,give full play to the traditional advantages of the"Russian"in this province,and finally assume "Russian language services"as the"golden banner"for the development of language services,economy,and culture in the province.

The Impetus for RCEP in Facilitating the High-quality Development of the Tourism Service Trade in Yunnan Province,China

The present world pattern has undergone major changes,the trend of world multi-polarization is constantly emerging,and peace and development remain the main themes of today’s society.The formal signing and implementation of the Regional Comprehensive Economic Partnership(RCEP)is important for meeting the needs of peace and development of many countries and regions.China is in a new era of reform and opening-up,and the RCEP content is in line with China’s concept of pursuing a path of rejuvenation.Based on the locations of important borders,Yunnan Province has become one of the key places for China’s opening-up and development regarding Southeast Asia and South Asia,and the high-quality development of its tourism service trade is of great significance.This study first used the grounded theory analysis method to organize,analyze and process the records of international conferences and government press conferences held in Yunnan Province,as well as important related issues since the signing of RCEP.Then,the social network analysis method was used to analyze the social recognition degree of RCEP in promoting the high-quality development of the tourism service trade in Yunnan Province from the perspectives of different levels and group consensus.The results show that cooperation is the key macro driving force for RCEP in promoting the high-quality development of the tourism service trade in Yunnan Province.Regarding the opportunities and environment of the transportation dividend,policy dividend and investment dividend,port construction,border township construction and exhibition-related construction are important cooperation contents,so they are conducive to the recovery of the tourism industry in a broader development space.Competition can improve the driving force of RCEP in promoting the high-quality development of the tourism service trade in Yunnan Province at the micro level,and has more practical significance.For example,RCEP can better rely on its own geographical advantages and international market competitiveness,optimize the use of resources inside and outside ports,and use high-tech products to form a more green,ecological,organic and sustainable development.In different levels of social identity,RCEP’s power of cooperation is more strongly recognized,while the power of competition is less recognized.However,from the perspective of grouping the various groups,RCEP’s powers of cooperation and competition are jointly recognized by the other groups,indicating that cooperation and competition are necessary for the realization of RCEP’s power.The results of this study provide a certain reference for understanding the dynamics of RCEP in more detail from more angles and for the local implementation of RCEP rules and measures.

Leading High-Quality Development of Service Industry with Institutional Innovation

To realize the transition from high-speed growth to high-quality development,it is necessary not only to change the way and path of economic growth,but also to speed up the improvement of the institutional system that is compatible with highquality development.China has unique institutional advantages in promoting the high-quality development of the service industry(HQDSI),but the service industry is a typical institution-intensive industry that faces higher institutional barriers than the manufacturing industry.Therefore,institutional reform and business environment optimization are particularly important to the promotion of HQDSI,and the effect is also very prominent.Facing the future,we should lead HQDSI by building a high-standard socialist market economy,promote the high-quality and efficient development of the service industry by standardizing it,and encourage the innovation and entrepreneurship of the industry by improving the institutional environment,thus steadily boosting HQDSI in the new era of reform and opening up.

QoS区分的高速移动OFDMA系统无线资源分配

针对高速移动环境下多业务多用户正交频分多址(OFDMA)系统下行链路提出一种动态资源分配方案。针对具有不同时延要求的多种类型数据包的数据流,提出了一种考虑多种时延服务质量(QoS)要求的动态资源分配算法。通过应用排队论原理,将用户的时延要求转化为速率约束,结合多普勒频移产生的中断概率的约束,形成一个高速移动环境下考虑用户不同QoS要求的最优化问题。该优化问题为混合整数非线性规划,直接求解的复杂度非常高。为了解决原问题,提出了次优方法。仿真结果表明,在高速移动环境下,提出的方法在保障用户各种QoS时延要求的同时,有效地提高了系统的容量。

数字金融创新有助于促进实体经济高质量发展吗?——基于金融服务效率的机制分析与空间计量

中央金融工作会议强调,坚持把金融服务实体经济作为根本宗旨。数字金融作为数字技术与金融业态融合创新的产物,对提升金融服务效率,支持实体经济高质量发展具有重要意义。基于2011-2021年中国31个省级行政区的平衡面板数据,通过构建实体经济高质量发展指标体系和嵌套空间权重矩阵,运用空间计量模型、动态杜宾模型和中介效应检验方法,实证研究数字金融创新对实体经济高质量发展的直接影响、溢出效应和作用机制,得出:数字金融创新不仅能直接促进本地区实体经济的高质量发展,而且具有正向空间溢出效应,对邻近地区实体经济高质量发展呈现渐进、动态的长期影响。中介效应检验结果表明,提升金融服务效率是数字金融创新促进实体经济高质量发展的主要作用机制。在金融科技创新监管试点地区,数字金融创新对实体经济高质量发展的直接影响、溢出效应和中介效应均明显高于非试点地区。因此,要稳步推进金融科技创新监管试点,优化数字金融业态空间布局,畅通数字金融促进实体经济高质量发展的传导机制。

中国服务贸易高质量发展的测度及国际比较——基于新发展理念的视角

党的二十大报告指出要全面贯彻新发展理念、构建新发展格局,以推动高质量发展为主题,加快建设贸易强国。服务贸易作为国际贸易的重要组成部分,其发展质量日益成为衡量贸易强国的关键指标。文章基于新发展理念,结合高质量发展的内涵,构建服务贸易高质量发展指标体系,运用熵值法对全球36个主要国家2010—2021年的服务贸易发展质量进行测度和比较。研究结果表明:2010年以来,中国服务贸易发展质量排名由第14位上升至第11位,与发达国家的差距逐渐缩小;从分维度指标来看,中国服务贸易的绿色和共享发展水平位于世界前列,但创新、协调和开放发展水平较为落后。最后,根据测度及比较的结果,结合新发展理念提出了推动我国服务贸易高质量发展的对策建议。

数字赋能农村公共体育服务高质量发展:基本内涵、作用机制与创新路径

推动农村公共体育服务高质量发展是构建更高水平全民健身公共服务体系的重要路径。从数字赋能视角出发,阐释数字赋能农村公共体育服务高质量发展的基本内涵与现实意义,并对数字赋能农村公共体育服务高质量发展的作用机制与现实困境进行分析。研究认为,数字技术从农村公共体育服务机制、技术机制、协同机制、决策机制及监管机制5个方面赋能农村公共体育服务高质量发展,而农村地区数字基础设施建设滞后、基层对数字技术的认识与应用不足、农民数字素养匮乏、数据信息共享通道阻塞及质量管理体系缺失成为阻碍农村公共体育服务高质量发展的现实困境。基于此,提出推进农村公共体育服务数字基础设施建设、加快农村公共体育服务数字化转型、加速弥合城乡数字鸿沟、推动城乡公共体育服务协调发展及构建农村公共体育服务全流程质量管理体系的创新路径。

生产力变革正在推动数字技术深度创新应用,新质生产力发展背景下数字体育空间构筑将成为我国体育事业发展的正确方向和必然途径。运用文献资料法、逻辑分析法等研究方法,梳理数字体育空间的价值意蕴,从空间生产理论视角剖析新质生产力驱动数字体育空间的生成逻辑,旨在厘清数字体育空间的推进路径。研究结果表明:数字体育空间具有传播速度快、信息容量大等价值意蕴,以高质量制度治理空间、高科技物质生产空间、高效能公共交往空间组成的三元空间为新质生产力驱动数字体育空间的生成逻辑。基于研究结果从完善顶层设计、创新资源配置、兼顾素养环境3个方面提出新质生产力驱动数字体育空间的推进路径,进而促进公共体育服务提质增效。

A novel handover scheme using torch nodes and adaptive measurement aggregation mechanism to improve QoS in high-speed railway communication

Technological advancement in the field of trans- portation and communication has been happening at a faster pace in the past few decades. As the demand for high-speed transportation increases, the need for an improved seamless communication system to handle higher data traffic in a highly mobile environment becomes imperative. This paper proposes a novel scheme to enhance the quality of service in high-speed railway （HSR） communication environment using the concept of torch nodes （TNs） and adaptive measurement aggregation （AMA）. The system was modeled using an object-oriented discrete event sim- ulator, and the performance was analyzed against the existing single-antenna scheme. The simulation results show that the proposed scheme with its minimal imple- mentation overhead can efficiently perform seamless han- dover with reduced handover failure and communication interruption probability.

打造高质量的智慧养老服务是顺应时代发展、积极应对人口老龄化的必然要求。然而囿于养老服务的技术斥老化、主体碎片化、模式分层化和保障空心化等问题,老年人并未在智慧养老领域中获得较好的数字化服务体验。文章对当前我国智慧养老服务低效运行现象隐含的底层冲突和诱发的现实原因进行了系统深入分析,基于主体性和嵌入性的建设逻辑,从多个维度探寻应对问题的有效良方:一是针对数字技术进行适老改造,使老年人摆脱被动型数字化,消解其与数字社会的双向互斥,实现老年友好型数字社会的建设构想;二是侧重服务主体、强调包容协同,从整体性视角出发,整合各方利益诉求,调配多元角色站位,落实主体本位职责,推动服务开发升级;三是围绕服务模式展开耦合创新,根植于多种养老模式的性质与类型差异,巧妙化解资源整合困难、资源配置效率低下等矛盾现象,实现模式机制的共生共创;四是立足保障制度深化要素改革,完善养老保障体系建设,提升政策支撑力度,扩大福利配套范围,强化老年群体的服务购买能力与意愿,优化智慧养老结构。在此基础上,合理维持多重举措间的动态平衡与辩证调整,为老龄群体享受高质量的老年生活、破解数字时代老年人急需解决的服务难题提供一条可供参考的实践路径。
