Research on effectiveness of coal mine safety supervision system reform on three types of collieries in China

Coal mine safety supervision system plays an important role in the coal mine safety management in China.However,the current supervision system is established on the basis of learning the advanced experience from other developed countries.It needs to be further improved according to national conditions.Therefore,the effectiveness of coal mine safety supervision system reform on three types of collieries are assessed by using time series analysis method based on comparative analysis of the supervision system before and after the reform in this paper.The regression results show that the structural reform is not conductive to the improvement of coal mine safety situation in the short term,but conductive significantly in the long term.Specifically,the effects in township coal mines are more significant than stateowned key coal mines in the long run,but negative effects also exist in the short term.The negative effects in state-owned key coal mines are non-significant compared with township coal mines.Moreover,the regression results are analyzed from the aspects of the closure policy of illegal small township coal mines at the end of 1998 and shortage of the new supervision system.Finally,the suggestions on improving the new supervision system are put forward based on the above analysis.

Problems of Rural Food Safety and Strategies of Constructing Supervision System

This paper expounds the practical necessity of constructing diversified rural food safety supervision system as follows: it is the necessary requirements of guaranteeing people's health and life safety; it is an important component of governmental function of social management and the logical extension of administrative responsibilities; it is the basis of maintaining order of rural society and constructing harmonious society. The main problems existing in the supervision of rural food safety are analyzed as follows: first, the legislative work of rural food safety lags behind to some extent; second, the supervision of governmental departments on rural food safety is insufficient; third, the industrial supervision mechanism of rural food security is not perfect; fourth, the role of rural social organizations in supervising food safety is limited; fifth, the farmers' awareness of food safety supervision is not strong. Based on these problems, the targeted strategies of constructing diversified rural food safety supervision system are put forward as follows: accelerate the legislation of rural food safety, and ensure that there are laws to go by; give play to the dominant role of government, and strengthen administrative supervision on rural food safety; perfect industrial convention of rural food safety, and improve industrial supervision mechanism; actively support the fostering of social organizations, and give play to the role of supervision of organizations; cultivate correct concept of rights and obligations of farmers, and form awareness of food safety supervision.

Research on the Status Quo and Supervision Mechanism of Food Safety in China

Food safety supervision mechanism is a strong guarantee to promote the smooth implementation of China's food safety laws and regulations,and it is implemented through legal,administrative,economic,moral and other integrated policy instruments,as well as media publicity,quality traceability,network tracking,information disclosure and other non-administrative means. Along with strengthening supervision and control means,the people's food safety in China is safeguarded,and the healthy development of the food industry is promoted.

Evaluation Nursing Students’ Views of Improved Competence Development after Clinical Supervision: An Educative Approach to the WHO Patient Safety Model

Bachelor of Science Nursing (BSN) students’ education comprises both theories and practical aspects. Access to resources is required for the development of a professional identity, which includes gaining technical knowledge and receiving feedback, guidance as well as social and emotional support from clinical supervisors. The aim of this study was to evaluate BSN students’ views of professional development after clinical supervision (CS) during their undergraduate education. An additional aim was to illuminate how competence development was related to the WHO Patient Safety Educational Model. A cross-sectional study was conducted, in which CS was measured as part of a survey completed by a sample of nursing students after their clinical placement at two time-points, namely 2012 and 2013. Statistical descriptive and inferential analyses were used and differences in the responses between Time 1 and Time 2 compared. The benefit of CS for nursing students’ competence development revealed a positive significant relationship between students’ Interpersonal skills and the factor Improved care/skills. There were differences in terms of variables related to the Importance value of CS and Professional skills. The results can be used to inform undergraduate nursing education leaders, teachers and practice partners on individual, group and organisational level in order to enhance patient safety and highlight the importance of CS for BSN students’ professional development.

The Impact of Government Supervision and Consumer Purchasing Behavior on Food Safety

This paper aims at the theoretical analysis to the impact of government supervision and consumer purchasing behavior on food quality security, so as to look for safety strategies and measures to strengthen and improve the level of food safety in China. Reputation mechanism is introduced and Bayesian approach is based on, in which government supervision as well as consumer purchasing behavior is taken as crucial factors to impact on the food quality security. As to the proposed quantitative indicators, government supervision includes exposure rate, fine and etc.;at the same time, consumer purchasing behavior includes consumer’s WTP for security food and consumer expectations to food safety. Taking China’s dairy industry as an example, it makes simulation by Netlog. The results show that consumer purchasing behavior alone has little effect on the dairy companies’ decision-making to be honest or counterfeiting enterprises. However, combination government supervision with purchasing behavior has great impact, and plays very good effects on food safety.

Safety Risks and Preventive Measures for Construction Supervision of Construction Projects

Based on the analysis of construction project safety risk and its preventive measures, it is first necessary to clarify the safety risks and existing problems of construction project supervision and to formulate effective construction procedures. It is necessary to check the production safety of the construction unit, strengthen the company's own safety production management, and reasonably control the risk to familiarize with the construction drawings, and make a special construction plan for the work of the bottom line. Finally, an elective solution is drawn to comprehensively expound the importance of construction project construction safety risk and its preventive measures.

Comparison and Enlightenment of China's and EU's Food Safety Supervision Systems

Food is the paramount necessity of the people,and safety is most essential for food. Food safety is related to people's fundamental interests,affecting people's basic health. It is an important factor in promoting people's livelihood development and social progress. Compared with European countries and the United States in developed food safety supervision systems,the development of food safety supervision system in China is still relatively backward. As food safety supervision is not in place,food safety incidents have occurred in recent years,so that public's panic about food safety has intensified. It has a strong impact on social stability and the food economy. Thus,strengthening the construction of food safety supervision system is imperative. Since experiencing a series of food safety incidents,the EU has gradually improved its food safety supervision system and has developed the most comprehensive and mature food safety supervision system in the world. On the basis of sorting out the characteristics of EU's food safety supervision system,the development direction of China's food safety supervision system is proposed from four aspects: supervisor,legal system,law enforcement ability and safety standards.

Discussions and Recommendations for Supervision of Vegetable Quality and Safety in Miyun County

Vegetable is a pillar industry of agriculture in Miyun County. Improving vegetable quality and ensuring consumers rest assured in consumption are essential for promoting increase of agricultural efficiency and farmers＇ income, and also the necessity for promoting sustainable development of vegetable industry. This paper elaborated current situations of vegetable production and quality and safety in Miyun County, summarized practice and exploration in supervision of vegetable quality and safety, and came up with recommendations for reinforcing supervision of vegetable quality and safety in view of weak points.

Analysis of Food Safety Supervision and Spot-Check in Sichuan Province in 2019

Through the analysis on 211614 batches of samples from 35 categories of food safety supervision and inspection in Sichuan Province by Administration for Market Regulation of Sichuan Province in 2019,four suggestions were finally put forward.The analysis results showed that in 2019,the overall trend of food safety in Sichuan Province was stable and improved.A total of 30 categories of unqualified samples were detected,and a total of 12135 batches of unqualified samples were detected,with an average sample unqualified rate of 5.73%.Among them,the main problems of unqualified samples were as follows:the use of food additives beyond the scope and limit,accounting for 40.17%of the total number of unqualified samples,microbial contamination in food,accounting for 23.61%of the total unqualified samples,the residue index of agricultural and veterinary drugs in food not meeting the standard,accounting for 15.61%of the total unqualified samples,the quality index in food not meeting the standard,accounting for 8.51%of the total number of unqualified samples,and heavy metals and other pollutants in food exceeding the standard,accounting for 7.10%of the total unqualified samples.

Views on Differential Management in Safety Supervision of Construction Engineering

Given the advances in science and technology,rapid development of socialist market economy and continuous advance of urbanization,it is necessary to enlarge the scale of engineering construction.As the form of engineering structure becomes more complex,large-scale and high-level projects with deep foundation have appeared in engineering construction.For construction engineering,one of its technologies includes solving the difficulties in construction.It is required to deal with the safety risk of construction in time to guarantee safety construction,timely solve the management difficulties and contradictory problems of the project and ensure both the safety of engineering construction and the rationalization of the institution setting of the safety supervision on the project.

Construction and Application of Knowledge Graph for Quality and Safety Supervision of Transportation Engineering

Knowledge graph technology play a more and more important role in various fields of industry and academia.This paper firstly introduces the general framework of the knowledge graph construction,which includes three stages:information extraction,knowledge fusion and knowledge processing.In order to improve the efficiency of quality and safety supervision of transportation engineering construction,this paper constructs a knowledge graph by acquiring multi-sources heterogeneous data from supervision of transportation engineering quality and safety.It employs a bottom-up construction strategy and some natural language processing methods to solve the problems of the knowledge extraction for transportation engineering construction.We use the entity relation extraction method to extract the entity triples from the multi-sources heterogeneous data,and then employ knowledge inference to complete the edges in the constructed knowledge graph,finally perform quality evaluation to add the valid triples to the knowledge graph for updating.Subgraph matching technology is also exploited to retrieve the constructed knowledge graph for efficiently acquiring the useful knowledge about the quality and safety of transportation engineering projects.The results show that the constructed knowledge graph provides a practical and valuable tool for the quality and safety supervision of transportation engineering construction.

Research on Anti-collision Capability and Safety Supervision Measures of the Nanjing Yangtze River Bridge

With the vigorous development of inland river shipping economy,the trend of large ships passing Nanjing Yangtze River Bridge is obvious.The standard formula of ship collision force is selected by comparing the empirical calculation formulas.Four representative ship types are selected for calculation and analyzing of collision force.It is concluded that the anti-collision ability of the Nanjing Yangtze River Bridge does not meet the requirement of large ship collision force when the speed is more than 8-knots.From the perspective of active collision avoidance,this paper puts forward the navigation safety supervision countermeasures.A conceptual model of guided pulley anti-collision device is designed from the perspective of passive anti-collision.The research results provide references for safety supervision and anti-collision measures for the bridge.

Reflection as a Skill-Clinical Supervision as a Prerequisite for Professional Development to Ensure Patient Safety

This study is set in the context of the final phase of nurse specialist students’ (NSS) postgraduate education in surgical, oncological, anaesthesia and intensive care nursing at the University College in June 2015. The aim was to explore NSSs’ experiences of clinical supervision (CS) during their postgraduate clinical education. 46 NSS answered open-ended questions and their responses were analysed by means of a qualitative content analysis. The response rate was 82%. One main theme emerged: CS as a prerequisite for professional development and two domains: A reflective way of growing and learning through CS and The meaning of being and acting in a reflective and professional manner to ensure patient safety (PS). The results indicate that reflection is a crucial part of the NSS’ experiences of CS during their postgraduate clinical education. The supervisor’s ability to confirm the students, mutual trust and feeling safe in the relationship with the supervisor are of great importance. The students highlighted the value of continuity in CS and being supported yet challenged. The supervisor has great responsibility for the NSS’ development of professional clinical competence. The supervisor’s personal and professional skills, in addition to her/his ability to provide CS are important for PS as well as for professional and interdisciplinary teamwork. Acting in a reflective and professional manner is of great importance for ensuring PS. Although most of the students reported being sufficiently competent to ensure PS and agreed that CS and reflection are of great importance for PS, they wanted more time to reflect on their actions together with their supervisor. In conclusion, CS has the potential to lead to quality improvement. However, in order to enhance reflective practice, which is a prerequisite for CS and PS, we recommend closer cooperation between the university college and clinical supervisors, as well as a formal master level education for clinical supervisors.

Innovation of Supervision System for Quality and Safety of Edible Agricultural Products

This paper elaborated multidimensional characteristics of quality and safety of agricultural products,introduced current situation of quality and safety supervision of edible agricultural products in China,analyzed existing problems of quality and safety supervision system and corresponding reasons,and finally came up with recommendations for innovation of supervision system for quality and safety of agricultural products.

Clinical Supervision and Non-Technical Professional Development Skills in the Context of Patient Safety—The Views of Nurse Specialist Students

The aim of the study was to evaluate nurse specialist students’ views of clinical supervision (CS) and its influence on their professional competence development. An additional aim was to interpret the results and link them to non-technical skills and Patient Safety (PS) topics. The research question was: What are the benefits of clinical supervision focusing on non-technical skills in the area of PS? A cross-sectional study of 46 nurse specialist students was conducted by means of questionnaires and exploratory factor analysis. Factors that influenced the nurse specialist students’ competencies were: interpersonal, professional and communication skills in addition to awareness of ethical skills, the importance of teamwork and the benefit of involving patients and their family members in safe care. The results were linked to non-technical skills and PS competencies. Clinical supervision is crucial for the development of non-technical skills and PS competencies among nurse specialist students. However, finding time to reflect and learn from the supervision was reported to be a problem. Over half of the students stated they did not have enough time for supervision. Thus, there is a potential for quality improvement. We recommend that universities should provide formal educational programmes for supervisors focusing on the professional development of students, especially in the area of non-technical skills. In conclusion, CS should be prioritised by management and clinical leaders as it enhances PS.

Edible agro-products quality and safety in China

Ensuring an acceptable level of edible agro-products quality and safety is necessary to provide adequate protection for con- sumers. It is the first time that we analyzed the edible agro-products quality and safety issues in the supply chain, including production, processing, circulation, and consumption. The results indicate that the agro-products quality and safety levels improves steadily, and the supervision system and standardization system are both enhanced significantly, however, certain challenges still remain in each stage of the supply chain and the entire supervision process. Finally, five recommendations regarding four aspects （production, processing, circulation, and consumption） are concluded.

Controlling mine pressure by subjecting high-level hard rock strata to ground fracturing

When mining extra-thick coal seams,the main cause of strong ground pressure are the high-level thick and hard strata,but as yet there is no active and effective control technology.This paper proposes the method of subjecting hard roofs to ground fracturing,and physical simulation is used to study the control effect of ground fracturing on the strata structure and energy release.The results show that ground fracturing changes the structural characteristics of the strata and reduces the energy release intensity and the spatial extent of overburden movement,thereby exerting significant control on the ground pressure.The Datong mining area in China is selected as the engineering background.An engineering test was conducted on site by ground horizontal well fracturing,and a 20-m-thick hard rock layer located 110 m vertically above the coal seam was targeted as the fracturing layer.On-site microseismic monitoring shows that the crack propagation length is up to 216 m and the height is up to 50 m.On-site mine pressure monitoring shows that(1)the roadway deformation is reduced to 100 mm,(2)the periodic weighting characteristics of the hydraulic supports are not obvious,and(3)the ground pressure in the working face is controlled significantly,thereby showing that the ground fracturing is successful.Ground fracturing changed the breaking characteristics of the high-level hard strata,thereby helping to ameliorate the stress concentration in the stope and providing an effective control approach for hard rock.

FOOD SAFETY CONTROL SYSTEM IN CHINA

Most countries have expended much effort to develop food safety control systems to ensure safe food supplies within their borders. China, as one of the world's largest food producers and consumers, pays a lot of attention to food safety issues. In recent years, China has taken actions and implemented a series of plans in respect to food safety. Food safety control systems including regulatory, supervisory, and science and technology systems, have begun to be established in China. Using, as a base, an analysis of the current Chinese food safety control system as measured against international standards, this paper discusses the need for China to standardize its food safety control system. We then suggest some policies and measures to improve the Chinese food safety control system.
