Spatial Differentiation and Convergence Trend of High-quality Development Level of China’s Tourism Economy

This paper aims to interpret the connotation of high-quality development of tourism economy(HQTE)from the perspective of the new development concepts of innovation,coordination,green,openness and sharing,and then to evaluate the spatial differenti-ation of China’s HQTE based on provincial panel data from 2009 to 2018.Specifically,we employ the spatial convergence model to ex-plore the absolute and conditionalβconvergence trends of HQTE in the whole country and the eastern,central and western regions of China.Our empirical results reveal that:1)within the decade,from 2009 to 2018,regions of China with the highest HQTE index is its eastern region followed by the central region and then the western region,but the fastest growing one is the western region of China fol-lowed by the central region and then the eastern region.2)Whether or not the spatial effect is included,there are absolute and condition-alβconvergence in HQTE in the whole country and aforementioned three regions.3)The degree of government attention as well as the level of economic development and location accessibility are the positive driving factors for the convergence of HQTE in the whole country and the three regions.The degree of marketization and human capital have not passed the significance test either in the whole country or in the three regions.The above conclusions could deepen the understanding of the regional imbalance and spatial conver-gence characteristics of HQTE,clarify the primary development objects,and accomplish the goal of China’s HQTE.

Research on the Key Factors of Agricultural Climate in Cultivation Division of High-quality Tobacco in Qianxinan

[Objective] This research was to provide technical guidance for the cultivation of high-quality tobacco in Qianxinan area.[Method] Through analyzing the conditions of main tobacco cultivation areas in Qianxinan including temperature,precipitation and sunshine,the influence factors of tobacco yield and quality in Qianxinan were investigated.[Result] The altitude of Division I was 450-1 650 m,its days with temperature equal to or higher than 20℃ were about 80 d,its active accumulated temperature was 1 200-2 100℃ and its annual average temperature was 13.5-14.6℃.The altitude of Division II was 1 300-1 450 m,its days with temperature equal to or higher than 20℃ were about 110 d,its active accumulated temperature was 2 100-2 700℃ and its annual average temperature was 14.6-16.3℃.The altitude of Division III was 1 050-1 300 m,its days with temperature equal to or higher than 20℃ were about 150 d,its active accumulated temperature was 2 700-3 600℃ and its annual average temperature was 16.3-17.0℃.Division IV was divided into 2 areas,the altitude of Area 1 was lower than 1 000 m,its days with temperature equal to or higher than 20℃ were more than 160 d,its active accumulated temperature was higher than 3 600℃ and its annual average temperature was higher than 17.5℃;the altitude of Area 2 was higher than 1 700 m,its days with temperature equal to or higher than 20℃ were basically none and its annual average temperature was lower than 1.30℃.[Conclusion] In this research,the agricultural climate index conditions for cultivation of high-quality tobacco in areas at different altitudes were suggested and some references were provided for developing tobacco production in Guizhou.

Construction of China Osmanthus City and Intellectual Property Right Protection in Xianning City in the Context of Three New Developments

Xianning City of Hubei Province is one of the five major traditional osmanthus producing areas in the world and the hometown of osmanthus in China. Xianning is constructing China Osmanthus City in the whole city. This paper first introduces the main characteristics of the osmanthus industry in Xianning City, and analyzes the characteristics of traditional knowledge, biological genetic resources, new plant varieties, patents, geographical indications, and trademarks. Then, it studies the intellectual property resources of the osmanthus industry, and analyzes the main problems existing in the construction of China Osmanthus City and intellectual property right protection. Finally, it comes up with constructive recommendations including applying for China and Globally Important Agricultural Heritage Systems, developing colored-leaf osmanthus varieties, creating a regional public brand of osmanthus specialty products, and building a new development pattern of osmanthus industry.

Assessing the Fishery Resource Status of China’s Coastal Waters Using Surplus Production Models

Surplus production models(SPMs)are among the simplest and most widely used fishery stock assessment models.The catch-effort data analysis(CEDA)and a surplus production model incorporating covariates(ASPIC)are softwares for analyzing fishery catch and fishing effort data using nonequilibrium SPMs.In China Fishery Statistical Yearbook,annual fishery production and fishing effort data of the Yellow Sea,Bohai Sea,East China Sea,and South China Sea have been published from 1979 till present.Using its catch and fishing effort data from 1980 to 2018,we apply the CEDA and ASPIC to evaluate fishery resources in Chinese coastal waters.The results show that the total maximum sustainable yield(MSY)estimate of the four China seas is 10.05-10.83 million tons,approximately equal to the marine fishery catch(10.44 million tons)reported in 2018.It can be concluded that China’s coastal fishery resources are currently fully exploited and must be protected with a precautionary approach.Both softwares produced similar results;however,the CEDA had a much higher R2 value(above 0.9)than ASPIC(about 0.2),indicating that CEDA can better fit the data and therefore is more suitable for analyzing the fishery resources in the coastal waters of China.

Entrepreneurial Spirit for China in the New Era and Strategies for Cultivation

What type of entrepreneurial spirit is needed for China’s new era,and how can we unlock its innovation potential?Answers to these questions will unleash vital forces to drive China’s high-quality economic development.After reviewing the theories,dimensions,features,and limitations of the entrepreneurial spirit in the Western context,we concluded that the entrepreneurial spirit in China’s new era,which is characterized by patriotism,innovation,trustworthiness,adherence to the law,fulfillment of social responsibilities,and a global horizon,has overcome the limitations that come with self-interested entrepreneurship in the context of Western economics.This is a major step forward in the development of theories on entrepreneurial spirit.In the development context of the new era,this paper argues that the entrepreneurial spirit should become an important force at the individual level to implement the new development concept,foster the new development paradigm,and promote high-quality development in the new stage.This paper provides answers to the question of what type of entrepreneurial spirit China’s new era requires.Finally,this paper presents basic strategies for cultivating entrepreneurial spirit in the context of China’s new era,emphasizing the importance to promote the healthy growth of young entrepreneurs,ensure their business autonomy,develop a multi-tiered capital market,implement the factor market reforms,improve the business climate,and accelerate the digital transition.

基于统计年鉴和MODIS的中国区域土地利用/覆盖变化特征研究

土地利用/覆盖变化(Land Use/Cover Change,LUCC)是影响区域气候变化不可忽略的因素,然而目前还没有十分可靠的土地利用/覆盖数据,因此其对气候变化影响的研究存在很大不确定性。基于此,利用中国统计年鉴(简称年鉴)和中分辨率成像光谱仪(MODerate-resolution Imaging Spectroradiometer,MODIS)遥感观测资料,以行政区为研究单元对3种典型土地利用/覆盖类型(森林、城市和农田)的变化进行了比较分析。结果表明:(1)2004~2011年,年鉴和MODIS森林覆盖率在中国各省(市、区)的分布和变化整体一致性较好,年鉴和MODIS数据都显示全国大部分省(市、区)份的森林覆盖率均有不同程度的增加,而仅MODIS数据中的北京、天津、吉林、黑龙江、上海、江苏森林覆盖率降低。MODIS数据能准确反映森林总体覆盖情况,由于类别精度不够,对单种森林类型及变化的描述存在较大误差。(2)年鉴表明中国东部城市建成区覆盖率及其增长远高于西部地区,黄淮海地区、东南部沿海地区城镇用地呈现加速扩张趋势,符合实际情况。但MODIS数据没有表征出中国区域近10年来的快速城市化进程,可能原因是城市面积较小,且地面地物分布复杂,受空间分辨率的限制,在离散的不集中的区域MODIS数据的土地覆盖类型分类精度较低,导致监测不到新城市的扩张。(3)MODIS农田面积和年鉴农作物播种面积、有效灌溉面积覆盖率的数值和空间分布均有较好的一致性,均是黄淮海地区覆盖率最大。但在2001~2011年,3种数据变化量的差异较大,尤其东部省(市、区)份,MODIS农田面积和年鉴有效灌溉面积增加,而年鉴农作物播种面积减少。(4)2004~2011年中国土地利用类型变化中年鉴城市建成区的变化速率最大(6.25%),其次为森林;耕地由于总量大,变化部分所占的比例较小,因而MOIDS农田及年鉴农作物播种面积和有效灌溉面积的变化速率均较小。

Digital Economy,Entrepreneurship,and High-Quallty Economic Development:Empirical Evidence from Urban China

The paper discusses the effects of the digital economy on highquality urban development and its mechanism.Theoretically,the digital economy can empower high-quality development by boosting entrepreneurial vitality.Empirically,the paper measures the overall level of the digital economy and high-quality development of the 222 Chinese cities at and above the prefecture level during 2011-2016,depicts the entrepreneurial vitality of the cities with the microscopic data of the business registration information and makes quantitative analysis on this basis.The result shows:Digital economy has remarkably improved high-quality development and this conclusion still exists after the robustness test selecting historical data as the instrumental variables and the Broadband China pilot policy as the quasi experiment.The analysis of the mechanism of action indicates that encouraging public entrepreneurship is an important mechanism of the digital economy to release the dividend of highquality development.Finally,thanks to the threshold model and the spatial model,it is found that the positive effect of the digital economy has the characteristics of nonlinear increment and spatial spillover of the“marginal effects.”The research of the paper stimulates the reasons for high-quality development and the understanding of the effects,mechanisms and regional differences of high-quality development empowered by the digital economy.
