Under the background of new infrastructure,the Yellow River Basin’s superior growth cannot be separated originating with the synergistic effect of scientific and technological inventiveness and ecological civilizatio...Under the background of new infrastructure,the Yellow River Basin’s superior growth cannot be separated originating with the synergistic effect of scientific and technological inventiveness and ecological civilization construction.In light of the coupling coordination analysis of the coordination effect of provincial high-tech industry agglomeration and resource carrying capacity in the Yellow River Basin from 2009 to 2021,The evolution of the geographical and temporal pattern of development was investigated using the Moran index and kernel density estimation.The results show that the agglomeration of high-tech industries in the Yellow River Basin presents a development trend of seek improvement in stability,and there is a good coupling and coordination throughout the progression of scientific and technological innovation and the loading capacity of the resource,from the viewpoint of a time series.From the perspective of spatial pattern distribution,the whole basin aims at the lower reaches,accelerates the optimization of digital industry and promotes Yellow River Basin development of superior quality through innovation support and increase of input,and based on policy guidance.展开更多
The industrial sector has accounted for approximately 70%of China's total energy consumption over the past 30 years.Achieving green development is thus an important strategic goal of the Chinese industrial sector....The industrial sector has accounted for approximately 70%of China's total energy consumption over the past 30 years.Achieving green development is thus an important strategic goal of the Chinese industrial sector.The Chinese government has adopted various energy policies to facilitate industrial green development.Due to their different goals,these policies may have different impacts on the promotion of green development in the industrial sector.Using panel data on 31 provinces from 2007 to 2014,we examine the effects of three types of energy policies—renewable energy,energy conservation,and industrial upgrading—on industrial green development in China,measured using reduced energy intensity.Our empirical findings suggest that all three types facilitate industrial green development.However,effectiveness varies by policy type and region.Renewable energy and energy conservation policies have stronger impacts than policies aiming at upgrading traditional fossil fuel industries.Moreover,it takes longer for the effectiveness of industrial upgrading policies to be manifested,compared with the other two types.We discuss the implications of these empirical findings for future policymaking in promoting industrial green development.展开更多

New industrialization has various novel characteristics, including new sources of efficiency, new factors of production, new organizational forms, and new constraints. In addition, it has certain particularities arising from modernization with Chinese characteristics. This article summarizes the characteristics of new industrialization from the perspectives of people-centered approach, quality-first concept, independent innovation, green low-carbon economics, digital-real integration, and open circulation. There are four systems for promoting new industrialization: A self-sustained scientific and technological system, a high-end advanced manufacturing system, a green low-carbon circular system, and a division of labor system with domestic and international circulation. Malaysia, situated in Southeast Asia, is a relatively small country of 33 million hectares of land, and with a total cultivable area estimated in 14.2 million ha. Remar...Malaysia, situated in Southeast Asia, is a relatively small country of 33 million hectares of land, and with a total cultivable area estimated in 14.2 million ha. However, in 2013, only 53% of it was cultivated. Remarkably enough, in 2012, 67% of the whole land used under agriculture was destined for oil palm plantations. Likewise, Malaysia has been recognized as one of the twelve mega-diversity countries of the world, thanks to its rich variety of species and diverse number of ecosystems. Furthermore, as Malaysia lies in the equatorial zone, the average temperature throughout the entire year is 26 °C; which is controlled by the northeast and southwest monsoons, and consequently, receiving around 2,000 mm to 2,500 mm of rainfall annually. In addition, Malaysia has an annual average of 990 billion m3 of water resources inside the entire territory. Moreover, as Malaysia realized the importance of shifting into a knowledge-based economy, it's now really focused on the development of human and intellectual capital in order to produce adequate supply. In that way, under the Malaysia Education Blueprint from 2013 to 2015, a sum of RM 41.3 billion is expected to be allocated in 2016, to improve the quality of education. Conjointly, the agriculture in Malaysia is a fundamental piece in the country's economy, contributing to the National Gross Domestic Product (GDP), as in 2013 this sector employed more than 1.6 million people. On the other hand, in Malaysia two distinct Agricultural Policies have been established to give strategic direction to the agricultural sector: The Policy before Independence (1948-1957) and The Policy after the independence (1957-2020) (which is as well, formed by several policies). In conjunction, as Malaysia aspires to become a developed country, it nourishes its research culture; being the public sector an important contributor for the agricultural research funding. Notwithstanding, a substantial factor that has contributed in the development of the seed industry in Malaysia, is the fact of having the “Legislation” in place; with the establishment of the Protection of New Plant Varieties (PNPV) Act, which came into force in October of 2008. To finalize, Malaysia is now certainly facing limitations towards the development of the seed industry, which are: lack of new local varieties, lack of mandatory seed quality control system, unorganized information of the seed industry, inadequate number of trained personnel in the seed industry, lack of private sector involvement.展开更多

The UN's decade–long promotion of cultural diversity coincides with the advancement of China's cultural and creative industries; however, China's situation is different from the creative economy advocated by the UN in terms of developmental logic. The policy of cultural diversity provides a basis for the UN to push forward the development of cultural and creative industries in developing countries. It is derived from the developmental theories of developed countries, which regard creativity(innovation) as a "technique" and overlook its uniqueness. The digital revolution has never given fair play to developing countries which explains why the UN's promotion of cultural diversity has not yet helped developing countries to substantially increase their exports of cultural goods and services in the past ten years. Nevertheless, the development of the in ternet and digital technology may create an opportunity for developing countries to catch up with and surpass their developed neighbors. It is also an important theme for adapting and responding to global environmental change. Aiming at a thorough examination of the implementation of ITGP in China, this paper presents its objectives, its three major areas, and their progress so far. It also identifies the key elements of its management and proposes new perspectives on managing green transformation. For instance, we introduce a case study on cement industry that shows the positive policy effects of reducing backward production capacity on PCDD/Fs emissions. Water pollution from raw sewage, industrial wastes, and agricultural runoff limited natural fresh water resources in the country. Human health is facing serious problems due to deteriorating drinking water quality. Current review paper provides an insight to the water quality problems in Pakistan with an attempt to emphasize the challenges of water laws enforcement. Although Pakistan has developed many water laws the state of implementation is dominant, intermediate pollution crises are still remaining. We could come to the conclusion that strictly enforcement is compulsory for water environment regulations in Pakistan. Moreover, it is necessary to establish a reliable risk assessment system for water quality, human health and ecological safety.展开更多

On the other hand, in Malaysia two distinct Agricultural Policies have been established to give strategic direction to the agricultural sector: The Policy before Independence (1948-1957) and The Policy after the independence (1957-2020) (which is as well, formed by several policies). In conjunction, as Malaysia aspires to become a developed country, it nourishes its research culture; being the public sector an important contributor for the agricultural research funding. Notwithstanding, a substantial factor that has contributed in the development of the seed industry in Malaysia, is the fact of having the “Legislation” in place; with the establishment of the Protection of New Plant Varieties (PNPV) Act, which came into force in October of 2008. To finalize, Malaysia is now certainly facing limitations towards the development of the seed industry, which are: lack of new local varieties, lack of mandatory seed quality control system, unorganized information of the seed industry, inadequate number of trained personnel in the seed industry, lack of private sector involvement.
文摘Cultural diversity originates from modern cultural industries. The UN's decade–long promotion of cultural diversity coincides with the advancement of China's cultural and creative industries; however, China's situation is different from the creative economy advocated by the UN in terms of developmental logic. The policy of cultural diversity provides a basis for the UN to push forward the development of cultural and creative industries in developing countries. It is derived from the developmental theories of developed countries, which regard creativity(innovation) as a "technique" and overlook its uniqueness. The digital revolution has never given fair play to developing countries which explains why the UN's promotion of cultural diversity has not yet helped developing countries to substantially increase their exports of cultural goods and services in the past ten years. Nevertheless, the development of the in ternet and digital technology may create an opportunity for developing countries to catch up with and surpass their developed neighbors. China's unique approach to cultural and creative development may serve as a model for the international community to pursue sustainable development in the future.

Compared with the purchase tax preferences, consumers need to improve the basic equipment such as the charging piles and improve the basic access environment. At present, the actual situation of the production and marketing of the new energy automobile industry in our country is that it develops fast but is not perfect, and its output and sales are large but its quality is not good. Behind the initial scale, it is the reality that the overall technical level is not high. We still haven't mastered many core technologies such as batteries, motors, and the electronic control and so on.

文摘Grassland ecological protection measures such as grazing prohibition and livestock changed traditional production mode of the cashmere goat industry,and exerted adverse influence on production of cashmere and income of farmers and herdsmen.On the basis of the survey in Inner Mongolia,Xinjiang,Jilin,Liaoning,Shanxi,and Yunnan,this paper evaluated effect of subsidy policies on wool sheep and cashmere goat industry and present some existing problems in the implementation of these policies.Finally,it came up with following recommendations:strengthening cultivation and protection of wool sheep and cashmere goat varieties,increasing subsidy level of fine varieties and expanding coverage of subsidy policies,formulating wool sheep and cashmere price supportive measures,enhancing construction of wool sheep and cashmere goat sci-tech service system,and promoted standardized production of cashmere goat.

文摘Industrial transformation and green production(ITGP) is a new 10-year international research initiative proposed by the Chinese National Committee for Future Earth. It is also an important theme for adapting and responding to global environmental change. Aiming at a thorough examination of the implementation of ITGP in China, this paper presents its objectives, its three major areas, and their progress so far. It also identifies the key elements of its management and proposes new perspectives on managing green transformation. For instance, we introduce a case study on cement industry that shows the positive policy effects of reducing backward production capacity on PCDD/Fs emissions. Finally,to develop different transformation scenarios for a green future, we propose four strategies: 1) policy integration for promoting green industry, 2)system innovation and a multidisciplinary approach, 3) collaborative governance with all potential stakeholders, and 4) managing uncertainty,risks, and long-time horizons.
文摘In an era of unprecedented urbanization, population and industrial growth pressure is serious threat for the water management in Pakistan in present days. Water pollution from raw sewage, industrial wastes, and agricultural runoff limited natural fresh water resources in the country. Human health is facing serious problems due to deteriorating drinking water quality. Current review paper provides an insight to the water quality problems in Pakistan with an attempt to emphasize the challenges of water laws enforcement. Although Pakistan has developed many water laws the state of implementation is dominant, intermediate pollution crises are still remaining. We could come to the conclusion that strictly enforcement is compulsory for water environment regulations in Pakistan. Moreover, it is necessary to establish a reliable risk assessment system for water quality, human health and ecological safety.
