Automated approaches can help in managing such environments. Autonomic managers using policy-based management can provide a useful approach to such automation. We outline how collections of collaborating autonomic managers in cloud can be a step towards better management of clouds. We describe how a hierarchy of policy-based autonomic managers can collaborate using messages. The messages and when to communicate is inferred automatically from the policies given to the managers. We evaluate the approach via a prototype inspired by a cloud virtualized infrastructure and show how collaboration between managers in a hierarchy can improve the response time of a web server and avoid service level agreement violations. Results of three different scenarios shows the importance of collaboration between managers at different authority levels and how this collaboration can help to increase efficiency of current infrastructures.展开更多

Despite changes to policy that emphasize the importance of collaborative <span>management with Tribes and local communities, stakeholders with place-based </span>knowledge still have limited access to meaningful participation in policy development and management planning. These barriers contribute to the alienation of communities disproportionately burdened with the negative impacts of wildfire. Reduced community-level support and a lack of inclusive practices regarding place-based knowledge result in less robust management plans and poor ecological outcomes. These outcomes highlight the need for improved multi-stakeholder collaborations that holistically address interconnected management areas. In this paper, Federal wildfire policy development and implementation are assessed to identify barriers to collaborative management. An examination of multi-stakeholder fire management organizations showed that coupling of federal policy, practices and norms and the underrepresentation of external stakeholders may hinder progress toward collaborative partnerships. A linguistic examination of federal wildfire policy showed that directive, rather than cooperative language predominated. This may promote unequal power-sharing dynamics that reduce opportunities for <span>federal engagement and collaboration with stakeholders from Tribes and local</span> communities. Tribal barriers to equitable partnership and decision-making were found to be tied to culturally mediated frameworks for environmental management. Based on these findings, this article offers suggestions for changes to policy and institutional culture that will allow for an inclusive, holistic fire management model.展开更多

This paper proposes a novel, scalable management architecture of measurement resources for the resource organization and resource access of the current wide-area collaborative measurement applications in the context of a grid. The complexity of the measurement management on a grid arises from the scale, dynamism, autonomy, heterogeneity, and distribution of the measurement systems and the relative data systems. This paper mainly discusses the interconnection, collaboration, and transparent access of the multi-measurement resources based on the proposed management architecture in the context of complexity. We first discuss the logical architecture used in the measurement fields, and then the resource management system is put at a high premium with layered architecture. Finally, the problems such as resource interconnection, sharing and collaboration are studied in the context of the proposed management environment. Much of these unique collections of great value to education and research are not currently accessible due to distance, form, and technical barriers. This project is to find new ways to enable users to access and exploit these significant research collections via global network. As GMNet is ending its first 5-year phase in October 2005, it has contributed substantially to the community building in digital library development by ac- commodating numerous collaborators and technical staff from various parts of the world to spend 3 to 5 months as a full-member of the GMNet team in Boston. They have come from different parts of China—such as Sichuan, Hainan, Shanghai and Xi’an; Croatia; and Hanoi, Vietnam. In addition to contribute to the overall system development and enhancement of system function- alities, they have brought valuable sample image collections of their own institutions/countries, and actually developed prototype collections as a part of GMNet. This paper describes the exciting and productive experience of the first of this visiting research group in developing the GMNet’s Version 2.0 PHP-based system under Prof. Chen’s overall supervision. It also describes both the system’s technical level structure—user/Web-based application/data, and complex functionalities with multi-collection, multi-lingual, multi-modal searching capabilities; system management capabilities; as well as provisions for user uploads and retrieval for our own projects. This Version 2.0 system is built on the Linux/Apache/PHP/MySQL platform. What is described in this paper is an actual case which has formed a base for further new development by others in the research group. It demonstrates fully the value of the synergistic collaboration among global partners for universal digital library development. More information can be found in http://www.memorynet.org/.展开更多

The local and crowd-based principle is transforming the existing supply chain and related activities into a value network (VN). Previous researches on crowd value network concepts focus on the activities of infrastructure and load management and neglect activities that generate collaboration. Collaboration with and within crowds particularly demands a different mindset and management of sharing values, information, benefit, and risks. Furthermore, these concepts must integrate technical, processual, and social aspects. Thus, this article proposes a holistic framework of electricity VN management for crowd energy. It redefines VN activities for infrastructure and load management while appending VN activities for social electricity handling. Additionally, the framework illustrates the interactions among these three elements and concludes with an adaption cycle for the crowd value network.展开更多

Methods: This study was carried out in a rural city in Japan recognized as underpopulated and participants were civil servants aged 45 - 64 who joined a stress management program offered as part of staff training. Learning materials for the program were developed based on the type A behavior pattern. Measures for the impact evaluation were Bloom’s learning domains and stage of change for stress management practice. Measures for the outcome evaluation were KG’s Daily Life Questionnaire (KG Questionnaire), the Hospital Anxiety and Depression Scale (HADS) and the Framingham 10-year cardiovascular risk score (CVD risk score). We statistically analyzed changes in each item between time points. Results: Eighteen participants completed questionnaire surveys at pre-, post-, and 4 weeks post-program and eleven had complete blood pressure and weight measurements at pre- and post-program. In the impact evaluation, the Friedman test found significant differences between the three time points in all of Bloom’s learning domain scores and stage of change for stress management. In the post hoc analysis, a significant increase was seen between pre- and post-program and between pre- and 4 weeks post-program in cognitive domain score, psychomotor domain score and stage of change for stress management. In the outcome evaluation, a significant decrease in systolic blood pressure was seen between pre- and post-program. Conclusion: The present study suggested that a stress management program using learning materials based on type A behavior could promote stress management practices and reduce the risk of cardiovascular disease. This stress management program is expected to be useful as a health promotion activity for middle-aged residents after retirement in underpopulated areas.展开更多

文摘This study examines the transaction costs of collaborative watershed management in the Cuyahoga River Area of Concern(AOC)—one of the 43 geographic areas designated by the U.S.and Canada Great Lakes Water Quality Agreement(GLWQA),where significant impairment of beneficial uses has occurred as a result of human activities. The Cuyahoga River is located in Northeast Ohio, the U.S.and flows through the City of Cleveland before draining into Lake Erie—one of the five Great Lakes of North America. The watershed is degraded due to municipal and agricultural discharges, streambank erosion, and contamination from urban and industrial sources. This research explores how a diverse group of stakeholders convened under the Cuyahoga River AOC Advisory Committee to share information, coordinate activities, agree on activities that restore beneficial uses, and support strategic management actions. In this study,23 semi-structured interviews with members of the advisory committee were conducted between January 28,2020 and April 20,2020,with follow-up emails and phone calls as needed to corroborate information.A review of research articles and government documents supported the interviews, including United States Environmental Protection Agency(U.S.EPA)and Ohio Environment Production Agency(OEPA)reports on the GLWQA and Cuyahoga River Remedial Action Plans.A third source of data is from direct participant observation at quarterly meetings of the advisory committee during 2017–2020,binational AOC conferences in 2017 and 2019,and other professional events geared towards restoring the Cuyahoga River AOC in 2016–2020.Results of this study include a set of recommendations to help guide group structure and decision-making processes,including(1)employing best available technology to organize AOC events and disseminate information;(2)supporting new members with an orientation and/or mentor to clearly define formal and informal committee rules;(3)assuring equal access to detailed information on management action plans with a real time dashboard;(4)updating voting procedures and the prioritization of management actions;and(5)better incorporating underrepresented local communities and highlevel decision makers from municipalities, government agencies, and nongovernmental organizations located within the Cuyahoga River AOC.Results help to explain the collaborative process within the advisory committee and measure the institutional performance of the advisory committee in terms of efficiency, equitability, accountability, and adaptability.
文摘State and Federal agencies in the United States manage wildland fires to minimize forest loss and reduce fire impacts on communities living near forests. Based on these findings, this article offers suggestions for changes to policy and institutional culture that will allow for an inclusive, holistic fire management model.

文摘Global Memory Net (GMNet) is intended to be an effective gateway to the world cultural, historical, and heritage image collections from selected academic educational and research partners in the world. More information can be found in http://www.memorynet.org/.

文摘Software-Defined Networking(SDN)is an emerging architecture that enables a computer network to be intelligently and centrally controlled via software applications. It can help manage the whole network environment in a consistent and holistic way, without the need of understanding the underlying network structure. At present,SDN may face many challenges like insider attacks,i.e.,the centralized control plane would be attacked by malicious underlying devices and switches. To protect the security of SDN,effective detection approaches are indispensable. In the literature,challenge-based collaborative intrusion detection networks(CIDNs)are an effective detection framework in identifying malicious nodes. It calculates the nodes'reputation and detects a malicious node by sending out a special message called a challenge. In this work,we devise a challenge-based CIDN in SDN and measure its performance against malicious internal nodes. Our results demonstrate that such a mechanism can be effective in SDN environments.
文摘Network economy had changed manufacturing environme nt at all. Open global market offer more choice to customer, and it become changea ble and unpredictable as consumers’ needs become more and more characteristic an d diversified. Various new technology coming forth and application accelerate th e rapid change of the market. The manufacturing enterprises were compelled t o change their strategy by the variability of the market, and time has been put to the all-important place. There is a need driven by the market to set up a ne twork design and manufacturing mode which have rapid market responsiveness. In order to meet the need for network manufacturing, the organization and manage ment of manufacturing enterprise need a completely innovation, next generation o f manufacturing system must have the character such as digitization, flexibility , agility, customization and globalization and so on. As for an enterprise in au to industry, how to gather together the orders through the distribution, and rap id produce the product which can meet the customer’s need, it is the key that th e contemporary enterprises succeed in the competitive market. The competitive market requires rapid product development. Close cooperation amo ng the designers will accelerate the product development by shortening the devel opment cycle, improving the product quality and reducing the investment. It has been emphasized in the methodology of concurrent engineering (CE). But sometimes those partners are distributed in the world, so there is a need for an importan t technology contribution to collaborative engineering, and supporting distribut ed designers for rapid product development. This paper focuses on a collaborative design system: Product Digit Collaborative Design System (PDCDS). The solution of PDCDS can make it more efficient and rel iable to visit teledata as well as we can get it from local database. It will be ease to get the newest design process information aided by PDCDS, and it will h ave higher efficiency by collaborative work. Comparing with other traditional Pr oduct Data Management (PDM) software system, PDCDS have some new characters such as group, dynamicness, synchronization or asynchronism working mode, and the hi story recorder is needed, and it also surport Webservice.
文摘The traditionally centralized approach of electricity networks is progressively undergoing a shift towards a decentralized, distributed structure. Additionally, the framework illustrates the interactions among these three elements and concludes with an adaption cycle for the crowd value network.
文摘Background: To develop an effective health education program to prevent cardiovascular disease in middle-aged residents after retirement in underpopulated areas, we explored the effects of a stress management program based on the type A behavior pattern. This stress management program is expected to be useful as a health promotion activity for middle-aged residents after retirement in underpopulated areas.

文摘A personalized trust management scheme is proposed to help peers build up trust between each other in open and flat P2P communities. This scheme totally abandons the attempt to achieve a global view. It evaluates trust from a subjective point of view and gives personalized decision support to each peer. Simulation experiments prove its three advantages: free of central control, stronger immunity to misleading recommendations, and limited traffic overload.
