Hubei Association Standardization Development Alliance set up

To implement the National Standardization Development Outline and Hubei’s relevant supporting policies,the launching ceremony of Hubei Association Standardization Development Alliance was held in Wuhan,Hubei province on June 28,which was hosted by Hubei Institute of Standardization and Quality,and jointly held by Optics Valley of China and Hubei Optics Valley Standard Innovate Technology Co.,Ltd.The alliance was initiated by 94 units in Hubei,including research institutions,enterprises,industrial associations,and universities.The ceremony was attended by Yu Xinli,President of China Association for Standardization,Pan Niansong,Director-General of Hubei Medical Products Administration,Xu Qinxiang,Head of Standardization Division of Hubei Administration for Market Regulation,and representatives from members of the alliance.

Practice and Exploration of Intangible Cultural Heritage in South Hubei in Ideological and Political Education of Teachers'College

The intangible cultural heritage of south Hubei is rich in profound regional cultural connotations.By integrating such cultural heritage into ideological and political education of teachers'college,it not only helps its inheritance and protection,but also enriches the forms and contents of education,and promotes the innovative development of ideological and political education.In this paper,the integration of the tea-art creation process of green brick tea in southern Hubei and the practice of ideological and political education in teacher education major is selected as a study case,to deeply analyze the integration mechanism.The following integration strategies are proposed:combining ideological and political theory with practice,and adding courses related to tea culture;strengthening the construction of ideological and political practice bases,and enhancing the professional competence of the teaching team;building a"trinity"collaborative training system to ensure the smooth implementation of ideological and political education practice.

Genetic Analysis and Primary Mapping of pms4, a Photoperiod-Sensitive Genic Male Sterility Gene in Rice (Oryza sativa)

To understand the genetic characteristics of a new photoperiod-sensitive genic male sterile line Mian 9S, some reciprocal crosses were made between Mian 9S and six indica rice materials, Yangdao 6, Luhui 602, Shuihui 527, Mianhui 725, Fuhui 838 and Yixiang 1B. Genetic analysis results suggested that the photoperiod-sensitive genic male sterility （PGMS） of Mian 9S was controlled by a single recessive nuclear gene. Thus, the F2 population derived from the cross of Yangdao 6/Mian 9S was used to map the PGMS gene in Mian 9S. By using SSR markers, the PGMS gene of Mian 9S was mapped on one side of the markers, RM6659 and RM1305, on rice chromosome 4, with the genetic distances of 3.0 cM and 3.5 cM, respectively. The gene was a novel PGMS gene and designated tentatively as pms4. In addition, the application of the pms4 gene was discussed.

Inheritance,Innovation and High-quality Development of Herbaceous Edible Oils in Hubei Province under the Strategy of Strengthening the Country with Intellectual Property

Only by improving the production capacity of domestic herbal edible oil can China ensure the safety of the supply chain of the important industrial chain of vegetable edible oil in China and practice the big food concept.In addition to rice,maize,and soybean for using as grain and oil,there are eight kinds of herbaceous edible oil crops in Hubei Province,including rape,peanut,sesame,sunflower,perilla(perilla seed),cotton,linen and tiger nut(Cyperus esculentus).This paper studies the main industries of herbaceous edible oil crops and their intellectual property resources in Hubei Province,and analyzes the main problems of its inheritance,innovation and high-quality development under the strategy of strengthening the country with intellectual property.Finally,it proposes the countermeasures of carrying forward and inheriting traditional knowledge and traditional culture,maintaining the biodiversity of crops,strengthening the creation of new plant varieties and breeding patents,and opening up the whole chain of intellectual property rights.

Intellectual Property Protection,Inheritance,Innovation and Development of Woody Edible Oilseeds in Hubei Province

Only by developing woody edible oilseeds industry can we ensure the safety of the important industrial chain and supply chain of vegetable edible oil in China.There are 13 kinds of woody edible oil plants in Hubei,including Camellia oleifera Abel(oil tea),Juglans regia L.(walnut),Olea europaea L.(olive)and Paeonia suffruticosa(oil peony).This paper studies the main industries of woody edible oilseeds in Hubei Province and their intellectual property resources,and analyzes the main problems in their intellectual property protection,inheritance,innovation and development.Finally,it proposes some strategies,including carrying forward the traditional knowledge related to woody edible oilseeds,innovating the"agricultural chip",creating key counties of national woody edible oil seeds,and developing industrial clusters with national advantages and characteristics.

National Protection Zone for Rapeseed Production and Industrial Cluster of Rape in Hubei Province

Hubei Province is the main winter rapeseed producing area in China,and has the national advantage and characteristic industrial cluster of rape.The protection zone for the production of important agricultural products of rapeseed in Hubei Province also ranks first as that in Hunan Province.This paper studied the winter rape industry,the important agricultural product production protection zone of rapeseed,the provincial double-low high-quality rape protection zone and the industrial cluster of rape in Jianghan Plain in Hubei Province,and analyzed the main problems existing in the development of rapeseed production protection zone and industrial cluster of rape.Finally,it came up with strategies including promoting national rape varieties,overcoming the problem of rape"agricultural chip",promoting the"rice+rape"rotation model,and strengthening the protection of intellectual property rights of brand marks.

Moderating Mechanism in the Relationship between Social Isolation and Mental Health among College Students during High-Risk Period of COVID-19 Transmission in Hubei, China

This study explored the effect of perceived social isolation on the mental health of college students during the high-risk period of COVID-19 transmission in Hubei,China and the role of social support from online friends in alleviating this effect.The questionnaire responses of 213 college students from four universities in Hubei were included.Measurement and structural models were constructed using structural equation modeling.The findings revealed that perceived social isolation while under home quarantine was a negative predictor of the mental health of college students in Hubei.Low social support from online friends may lead to a relatively strong relationship between perceived social isolation and mental health in these college students,whereas high social support from online friends may lead to a relatively weak relationship between perceived social isolation and mental health.

Research on Inheritance and Innovation of Children's Folk Sports Culture in the Junction Area Between Chongqing and Hubei

This paper examines the current status and development dilemma of the children’s folk sports culture in the junction area between Chongqing and Hubei with reference to relevant literature.After the literature review and summary,the study finds there are several factors restricting the inheritance and development of the children’s folk sports culture in the area,including insufficiency of theoretical analysis,weak public support in cities,blind imitation of modern sports culture,and absence of policy support.To address the above problems,we put forward several suggestions to promote the inheritance and development of children’s folk sports game culture.First,we should focus on the theoretical research and cultural dissemination of children’s folk sports culture.Second,we should improve the basic rules of children’s folk sports games.Third,importance should be attached to government support in developing children’s folk sports game culture.Fourth,we should ensure the continuation and inheritance of children’s folk sports culture via school activities.Finally,we should carry forward children’s folk sports culture and explore ways to develop excellent cultural tourism.

Mapping of a gene for photoperiod-sensitive genic male sterility in Nongken 58s on chromosome 5 of rice

A photoperiod-sensitive genic male sterile (PGMS) rice was found in 1973 as a spontaneous mutant of Nongken 58, a japonica variety. Pollen fertility of Nongken 58s (N58s) is completely sterile when grown under long-day conditions, whereas fertile under short-day conditions. This PGMS was found to be controlled by one or two recessive gene(s), of which one gene(pms)was linked to a marker gene(d-1) on chromosome 5. In order to identify a more precise location of the pms, we analyzed the populations of BCFand BCFof N58s//N58s/KL211(v-10, virescent) and N58s//N58s/KL520 (gh-1, gold hull). The background of this article takes place after modern China.It is an essential change in the history of the Chinese salt industry that Sichuan salt supplies to Hubei.Sichuan salt jumped out of the original sales range,sold in Hubei.Since then,Hubei has become the most essential selling place of Sichuan salt,which continues to affect the economy of Sichuan.The War of Aid to Hubei was an inter-regional war in the warlord era.In order to realize“Local governance of Hubei”,the exploiting warlord Wang Zhanyuan was expelled.Sichuan chose to send troops,which economic factors are significant.Mainly,the Sichuan salt played a crucial role in it.Through the study of this problem,we can see that the economic factors in modern times occupy an essential position in the competition of warlords and promote the progress of history.

湖北省流域综合治理和统筹发展规划探讨

省级流域综合治理和统筹发展规划是统筹发展与安全的综合性规划、寻求多目标平衡的系统性规划、引导全域有序布局的空间性规划。梳理省级流域综合治理和统筹发展规划的内涵及作用,结合湖北省流域综合治理和统筹发展规划编制实践,提出根据省情特点和承担的国家安全与发展责任,以流域综合治理为基础,严守水安全、水环境安全、粮食安全、生态安全4类安全底线;以“四化同步”发展为路径,推动高质量发展;强化交通区位、科教资源等比较优势,完善要素支撑体系;绘制规划“一张蓝图”,实现空间有序布局;建立“两张清单”,实现规划有效考核等。以综合性规划为引领,探索加强省级规划统筹的方法,为提高省域治理体系和治理能力现代化提供经验借鉴。

湖北省农业科技成果转化现状与对策

加快农业科技成果转化有利于提高农业质量效益和竞争力,有利于加快农业农村现代化。文章阐述了湖北省农业科技成果转化现状,系统分析了农业科技成果转化存在的主要问题,提出了强化资金投入、强化需求导向、强化企业培育、强化服务机构和人才队伍建设等加强农业科技成果转化的建议,以期为提升湖北省农业科技成果转化工作效能提供参考。

基于地貌分区的湖北省粮食生产格局与耕地资源匹配关系研究

【目的】研究不同地貌区粮食生产格局与区域耕地资源的匹配关系,为粮食生产布局和耕地资源保护提供决策依据。【方法】采用集中度、变异系数、重心模型、匹配度和LMDI模型等研究湖北省1990—2020年不同地貌区粮食生产格局变化与耕地资源的匹配关系。【结果】1990—2020年鄂西山地、鄂中岗地、鄂东丘陵、江汉平原粮食产量占湖北省粮食总产量的比重逐步调整为11.2%、30.6%、26.2%、32.0%。近30年湖北省各地貌区粮食作物生产集中度及变化趋势存在显著差异,粮食生产向鄂中岗地集中的趋势明显,以小麦和玉米为主,大豆生产则向江汉平原集中。湖北省粮食播种面积重心和粮食产量重心向西北方向移动了5.37和14.63 km,但鄂中岗地粮食生产重心向东北方向移动,江汉平原和鄂西山地则向西南移动。近30年来,鄂西山地、鄂中岗地、鄂东丘陵、江汉平原粮食生产与耕地资源重心的平均空间距离为6.20、3.35、10.57、6.82 km,变动一致性平均指数分别为0.49、0.44、0.40、0.27。湖北省粮食生产与耕地资源的基尼系数均大于0.5,且有增加趋势,鄂西山地和江汉平原不平衡指数为正,鄂中岗地与鄂东丘陵不平衡指数为负。近30年各地貌区粮食产量变化的耕地数量效应与结构效应为负,耕地集约效应和质量效应为正,其中耕地种植结构变化对鄂东丘陵粮食生产的减量作用达到309.70万t,而复种指数变化对鄂中岗地粮食生产的增量作用达到300.46万t。【结论】近30年湖北省各地貌区耕地质量效应和耕地结构效应的增量作用正在减弱,数量效应的减量作用在增强,湖北省面临优质耕地减少的种植风险和粮食种植结构调整带来的产量风险。湖北省粮食生产与耕地资源长期处于不匹配状态,且表现出明显的区域地理特征。粮食生产空间布局和种植结构调整应充分考虑不同地貌区自然地理和耕地资源禀赋特征,推动粮食生产与耕地利用协调发展。

湖北省文化产业效率评价与驱动因素分析——基于DEA方法与Tobit模型的实证研究

文化产业效率是衡量地区文化高质量发展的重要指标.该文基于2014—2021年湖北省文化产业的面板数据,运用DEA方法评价全省及各市州的文化产业效率情况,测算这一效率的演进情况,并采用Tobit回归模型分析湖北省文化产业效率的驱动因素.研究发现:湖北省文化产业效率值呈现规模效率高、纯技术效率低进而导致综合效率不足的局面.从地区分异情况分析,武汉城市圈各城市文化产业效率值较高.从动态演进情况分析,湖北省文化产业效率及其分解效率都呈现先降后升的趋势,技术进步指数在多数年份都保持正向增长,但对综合效率的促进作用不足.在驱动因素方面,市场需求、科技创新水平、信息化水平对湖北省文化产业效率产生显著正向影响,建议加强对文化产业领域的投资与引导,巩固科技水平和经济水平的支撑作用,促进地区文化产业效率提高.

基础研究人才成长特征及培养策略研究——基于2019—2022年湖北省自然科学奖获得者的分析

以湖北省2019—2022年自然科学奖获得者为研究对象,通过履历分析法,从自然特征、社会特征、成长周期三个维度分析湖北省基础研究人才成长特征。研究发现,湖北省基础研究人才性别占比失衡,获奖年龄跨度大,主要集中在36~45岁;拥有良好的高等教育背景及留学经历;高校和科研院所是培养基础研究人才的主阵地,企业参与率低;学科结构分布不均;平均成长周期大约为12.05年。针对以上成长特征,从优化性别结构、提高生活保障、加强国内国际联合培养、提高企业参与率、劣势学科人才引进、促进人才合理流动六方面提出培养基础研究人才相关建议。

融合多源数据的湖北省城市洪涝灾害韧性综合评估

【目的】洪涝灾害是湖北省主要自然灾害之一,为了评估湖北省城市洪涝灾害韧性水平,以加快韧性城市建设、助力推进省域协同发展,【方法】从洪涝灾害的暴露度、敏感性、适应力和恢复力4个维度,构建湖北省城市洪涝灾害韧性评价指标体系,采用G1法(序关系法)和熵权法对评价指标进行赋权,收集气象、遥感影像、基础地理、社会经济等多源数据,应用GIS空间分析技术,对湖北省城市洪涝灾害韧性进行评估。【结果】结果显示:湖北省城市洪涝灾害韧性整体处于中等韧性水平。其中,高韧性区域主要分布在神农架林区、宜昌市和武汉市,较高和中等韧性水平区域大多位于荆门市及其以西的鄂西地区,其余地区洪涝灾害韧性水平较低,总体呈西强东弱的分布态势。【结论】融合多源数据的洪涝灾害韧性评估方法能准确高效地评估研究区洪涝灾害韧性水平,研究成果可为湖北省制定区域洪涝灾害管理及韧性城市规划提供参考。

多尺度流域综合治理和统筹发展的规划探索--以湖北实践为例

流域综合治理是生态文明建设的重要路径。本文分析了流域综合治理具有以水治理为引领的系统性治理、统筹发展和安全的多目标治理、逐层细化传导的多层级治理等特点。以湖北实践为例,总结多尺度流域综合治理和统筹发展规划的特点和实践经验。省级尺度重在统筹协调,统筹安全底线管控和高质量发展指引要求,通过“定目标、定任务、定指标”构建流域综合治理的总体框架。市县尺度重在因地施策,在深化落实底线管控要求的基础上,因地制宜探索差异化发展路径和行动方案。小流域尺度重在实施见效,以源头治理为突破口,形成“一河一策”治理方案。

湖北省农作物碳汇的阶段性特征、空间差异与动态演进——基于1997—2022年湖北省农作物数据

湖北省是我国农业大省,科学测算湖北省农作物碳汇,摸清本底,对碳汇交易和农业低碳发展具有重要意义。对湖北省1997—2022年的农作物碳汇量进行测算,运用Dagum基尼系数、Kernel密度估计和Markov链,探讨湖北省农作物碳汇量的地区差异和动态演进特征。结果表明:1997—2022年,湖北省农作物碳汇量呈现“W”形波动上升的态势,平均值为12085.30万t,其中粮食作物为湖北省农作物碳汇的主要贡献来源。“双碳”背景下对湖北省的三大地区及各市(州、林区)展开分析,发现1997—2022年鄂东地区农作物碳汇量位于湖北省三大地区的第一位。Dagum基尼系数分析显示湖北省农作物碳汇存在一定的地区差异,其差异主要来自于超变密度,平均贡献率为53.58%,湖北省农作物碳汇总量具有较强的稳定性,具有一定的俱乐部趋同特征。最后提出相关对策建议,如开发农作物碳汇核算方法学和标准,制定差异化的农业碳汇增汇政策,探索农业碳汇交易机制及价值实现。

鄂东大别山区野生豆科牧草资源调查与评价

为开发利用野生豆科牧草资源,2017-2021年对分布于鄂东大别山区的野生豆科牧草资源现状、属种、植物区系、生活型及饲用价值进行了调查统计与分析。结果表明:鄂东大别山区豆科牧草资源分属于34属77种,以少种属和单种属为主体,占资源总数的91%。资源中包括6个中国特有种,2个中国珍稀濒危种,23个栽培牧草野生种及野生近缘种。区系地理成分以温带和热带为主要分布型,分别占总属种的47%和38%。生活型以多年生草本和灌木为主,占资源总数的70%。资源中饲用品质优良的占79%,其余均在中等以上。
