Research on Development Strategy of Tourism Supporting for Poverty Alleviation in West Hubei

West Hubei Circle referred to the eight cities and prefectures which were Xiangfan,Jingzhou,Yichang,Shiyan,Jingmen,Suizhou,Enshi and Shennongjia.The economic and social development in this area was lagging behind,with wide poverty area,large impoverished population,poor natural condition and weak development foundation.Owing to lack of investment sources,the poverty-overcoming cost and poverty-returning rate in this area was high.It was the key area of poverty alleviation of Hubei Province.On the basis of analysis of the features of poverty alleviation in poverty-stricken areas of West Hubei,with the internal relation between tourism and poverty-alleviation as the reference,the author proposed the conceptualization of linkage development of tourism and poverty-alleviation west Hubei and preliminarily analyzed the feasibility of the linkage development between tourism and poverty-alleviation.The author considered that tourism and poverty-alleviation could mutually complement each other in function.The cultural and ecological tourism resources in West Hubei were abundant and unique,high in resources taste.And tourism was an industry with high return and intensive capital.It could collect capitals,lands,talents and technologies,win a great deal of human,material,capital and information resources in West Hubei,so as the promote the amelioration of the rural infrastructure and living conditions and urban construction.Meanwhile,the basic strategy of poverty-alleviation was put forward,that is,establishing the development mechanism with government as the lead and enterprises as the subjects,the financing mechanism of diversified investments and wide-ranging financing.Besides,with tourism as the trigger,tourism supporting for poverty-alleviation and ecological cultural village would be developed simultaneously,assisted by community participation mechanism,so as to realize mutual benefit and win-win cooperation of tourism and poverty-alleviation.

Research on Strategies for the Development of Selenium-enriched Tea in Ankang City of Shaanxi Province in the Context of Targeted Poverty Alleviation

As an important symbol of agricultural and sideline products in Ankang City,selenium-enriched tea affects the development of regional agricultural and sideline industries.In this paper,the development status and problems of the selenium-enriched tea products of Ankang were analyzed in terms of capital,technology,management and sales mode.This research is of positive significance to the development of selenium-enriched products and other agricultural and sideline products of health value,and plays a very important role in promoting the cultivation of village-level characteristic industries and the effective realization of targeted poverty alleviation.

Long-Term Poverty Reduction Strategies in China Post-2020

Poverty reduction is an eternal theme in the modernization drive of countries.After 2020,China’s poverty reduction endeavors will face new challenges and shift towards:(i)elevating poverty standards,(ii)placing equal emphasis on rural and urban poverty,(iii)preventing people in the deeply poor regions from slipping back to poverty,(iv)combining external assistance with endogenous development,and(v)enhancing social protection and targeted fiscal support for aiding the poor.Following the new trends of poverty reduction,policymakers should update their strategic approach,adopt new poverty reduction standards,target at a broader group of poor groups,promote pro-poor development,and improve poverty governance.Lastly,this paper puts forward the following policy recommendations for reducing poverty in China post-2020:(i)maintaining policy continuity and stability during the transition period;(ii)creating regular poverty relief mechanisms for urban and rural residents;(iii)improving the targeted identification and dynamic adjustment of target groups for poverty reduction;and(iv)reducing poverty through social protection and development.

Evaluation of E-commerce Poverty Alleviation Effect in the Context of Rural Revitalization Strategy

The industrial prosperity proposed in the overall requirement of rural revitalization strategy in the Report of the 19th National Congress is the cornerstone of rural development. E-commerce poverty alleviation is an effective way of poverty alleviation in recent years. This paper mainly explored the factors influencing the rural e-commerce poverty alleviation and the evaluation of poverty alleviation effects,in order to come up with countermeasures and recommendations to provide assistance and guidance for the use of e-commerce to achieve poverty alleviation and accordingly to revitalize the rural industry. Firstly,using the literature research method,it proposed four level Ⅰ indicators influencing the e-commerce poverty alleviation,and designed a detailed level Ⅱ indicator system under each dimension. Then,the questionnaire survey method was employed to collect data for SPSS analysis to verify whether the designed indicator system is correct. Finally,it analyzed the problem of the current stage of e-commerce poverty alleviation by means of the quadrifid graph,and came up with corresponding countermeasures on the basis of the four key levek I factors.

农村老年群体信息贫困治理策略——基于公共价值理论

基于公共价值理论建立理论分析框架,从供需不匹配、信息获取不足以及信息技能匮乏3个维度对农村老年群体信息贫困问题进行现实解构,并梳理了韩国信息贫困治理的具体实践,包含信息基础设施建设、信息教育和信息人文关怀。在此基础上,立足于战略三角模型,分别从授权环境、运作能力和价值目标3个维度提出切实的信息贫困推进策略,以期为农村老年群体信息贫困治理提供经验参考。

后脱贫时代绿色减贫的应然性分析、现实考察与转型策略

为更好巩固脱贫攻坚成果、抓好后脱贫时代的减贫实践、实现乡村可持续发展,综合考量后脱贫时代乡村发展的未来路径,指出未来乡村减贫发展必须在绿色发展理念指导下,以保护生态为前提、绿色增长为基准、可持续发展为指向,通过统筹协调减贫过程中人、自然、社会三者间的关系,推动贫困地区的减贫与振兴、实现人的自由全面发展。首先,分析了后脱贫时代绿色减贫发展的应然性:符合绿色低碳和可持续发展的内在要求、填补经济发展绿色缺位引发的生态缺口、巩固脱贫成果促进长效发展、提供乡村振兴与现代化建设可行方案。其次,指出了当前面对的现实挑战:相对贫困长期存在、返贫和新致贫现象时有发生、宏观经济形势变化的潜在影响、减贫工作转向带来的挑战、城乡减贫差异性并存。最后,提出了推动转型升级的策略:实时对标问题,变革配套机制;瞄准贫困根源,阻断代际传递;聚焦人类发展,实现共同富裕。

企业持续性社会责任竞争优势的分析与研究——以华润集团建设希望小镇为例

房地产行业作为国民经济的重要支柱,其企业社会责任的履行程度并不高。有研究认为战略性企业践行社会责任有助于提升企业社会形象,也有助于推动房地产行业的可持续发展。如何将具体的战略应用在企业社会责任活动中已受到学界的关注。本文以华润集团践行企业社会责任连续10年建设希望小镇项目为例,系统阐述了实施持续性战略企业社会责任可产生的竞争优势,并验证了持续性战略在企业社会责任活动中具有一定的应用价值。

贵州荔波瑶族地区脱贫攻坚成效与巩固策略探析

瑶族是贵州荔波世居最早的土著民族,由于所处自然环境恶劣,居住在这里的瑶族长期处于深度贫困之中。2015年实施精准脱贫攻坚政策以来,荔波瑶族地区的经济社会发展与人居环境发生了翻天覆地的变化。在总结、分析荔波精准帮扶瑶族脱贫攻坚举措、成效、经验及挑战的基础上,就如何巩固脱贫成效从政策延续、内生动力、就业渠道、组织引领、帮扶热度等5个方面进行了策略性探讨。

湖南精准扶贫经验海外传播效果考察

湖南以精准扶贫首倡地的政治担当,书写了脱贫攻坚的精彩答卷,为我国实现全面脱贫作出了积极贡献。依据对来自18个国家和地区的513份有效问卷的分析结果,发现湖南精准扶贫经验与成果在海外的传播力度和效果均十分有限,但海外受众对湖南精准扶贫的经验和成果表现出兴趣和需求。基于此,提出丰富传播主体类型和以新媒介为主的传播渠道、增加讯息的传播数量和频次、针对性开发译传素材并实施共生传播等策略,旨在提升湖南的国际影响力,助力“三高四新”战略的实施。

共同富裕背景下乡村旅游地返贫风险监测及防范——以广东南平村为例

以广东南平村为案例,综合运用AHP层次分析法、熵权法和综合指数法,多维度评价返贫风险并识别返贫风险模式与等级,构建乡村旅游地的返贫风险防范机制。结果表明:(1)南平村各类返贫风险由高到低依次为经济条件、人力资本、政策扶持、发展机会、社会保障、自然资本,其中经济条件成为南平村的主导返贫风险类型。(2)农户数低于整体均值较多的风险类型为政府扶持、发展机会、人力资本,同时可将农户返贫风险模式分为低增长返贫与低资产返贫两类。(3)对于不同返贫风险模式及等级的农户,应持续对其返贫现状进行动态评估,实施阻断机制;充分发挥两大预警队伍和两大利益联结主体能动性,构建长效衔接机制。

The dynamics of poverty and crime

Poverty and crime are two maladies that plague metropolitan areas. The economic theory of crime[1]demonstrates a direct correlation between poverty and crime. The model considered in this study seeks to examine the dynamics of the poverty-crime system through stability analysis of a system of ordinary differential equations in order to identify cost-effective strategies to combat crime in metropolises.

China’s Poverty Alleviation

Since the founding of the People’s Republic of China,China’s rural poverty alleviation has achieved periodical progress,creating a great miracle in the history of poverty alleviation,and becoming the first country to complete the Millennium Developing Goals of poverty alleviation in the United Nations.At present,we are in a critical period of winning the battle against poverty and decisively developing a moderately prosperous society in all respects.By precisely figuring out the hard course of poverty alleviation in China in recent decades,concluding the experience of poverty alleviation and defining the key points for advancing the poverty alleviation work in the future,we are sure to get rid of poverty in the countryside and carry out the strategy of rural revitalization better.

数字基础设施建设与农户贫困脆弱性——基于“宽带中国”战略的经验证据

基于中国家庭金融调查(CHFS)数据,以“宽带中国”战略试点城市作为准自然实验,构建多期双重差分模型实证检验数字基础设施建设对农户贫困脆弱性的影响及其作用机制。结果表明:数字基础设施建设能够有效缓减农户贫困脆弱性,且考虑到模型设定、随机因素干扰等问题后,上述结果依然可靠;数字基础设施建设可以通过增加农户互联网使用、提升社会资本和非农收入得以缓减贫困脆弱性,即产生信息效应、交际效应和就业效应;异质性分析结果显示,相较于低文化程度、低等级城市家庭,数字基础设施建设对高文化程度、高等级城市家庭的减贫效应更强。基于此,建议加快建设农村地区数字基础设施,完善农村数字化转型保障,提高农户数字经济参与能力,从而实现包容性增长。

生计策略选择对农户脱贫稳定性的影响——基于四川大小凉山地区1133个精准脱贫家庭的调查

基于对脱贫农户连续三年家庭人均收入的动态监测结果(2018—2020年收入是否稳定保持在贫困线1.5倍以上)以及扶贫小额贷款偿还能力调查状况来衡量脱贫稳定性。以家庭支柱成员从事生计活动的类型和时间作为农户生计策略的识别与度量指标,利用课题组在四川大小凉山地区实地调研所得的1133户精准脱贫家庭数据,实证探究生计策略选择对农户脱贫稳定性的影响。结果表明:(1)生计策略影响农户脱贫稳定性,相比自主型生计农户,政策依赖型生计农户家庭脱贫稳定性不足;在自主型生计农户中,相比纯农业经营生计,存在非农就业的多元生计策略更加有助于农户稳定脱贫。(2)生计策略的稳定脱贫效果受到家庭人口特征、建档立卡以及帮扶政策等因素调节,其中农户脱贫发展内生动力激发、政策帮扶推动的家庭经营组织化及产业链融入有助于抑制政策依赖型生计、纯农业经营生计的不稳定脱贫效应。(3)生计策略通过家庭收入结构与收入水平两个渠道对脱贫稳定性产生影响。

民族地区巩固教育脱贫攻坚成果与乡村教育振兴有机衔接:内在逻辑与策略思考

本文从乡村振兴的战略意义出发,对民族地区巩固教育脱贫攻坚成果与乡村教育振兴有机衔接的内在逻辑进行解析。通过理论分析认为二者具有目标的一致性与拓展性、政策的连贯性与互补性、内容的交织性与递进性、体制机制的互通性与协同性等理论逻辑关系,同时具有先行与后续、特惠帮扶与普惠支持以及微观施策与整体谋划的实践逻辑关系。当前在二者衔接问题上还存在思想认识上的不足、对整体目标、内容把握不够准确等问题,需要从目标规划、政策机制、内容措施等方面进行整体谋划和有机衔接,处理好巩固教育脱贫成果与提高教育质量的关系,处理好“输血”与“造血”的关系,增强教育发展的内生动力,促进民族地区乡村教育的高质量发展。

我国脱贫攻坚档案数字叙事现状及优化策略研究——以省级综合档案馆网站为例

本文通过对31个省级综合档案馆网站进行调研,并对10个省级综合档案馆数字叙事现状进行分析,发现目前我国档案馆在进行脱贫攻坚档案数字叙事时虽有一定程度的突破,但仍存在重馆藏轻共享、重叙事轻互动、重规范轻主体、重时空轻情感的问题,针对目前脱贫攻坚档案数字叙事问题,提出基于用户需求,强化数字叙事水平;利用社交媒体,增强用户即时互动;丰富叙事内容,实现用户主体叙事;利用数字技术,实现沉浸式数字叙事。

后脱贫时代高校贫困生资助目标转向与发展对策探析

随着脱贫攻坚的全面胜利,我国进入“后脱贫时代”。脱贫攻坚时期,高校贫困学生资助是教育扶贫重要战略举措,助力贫困学生上学、在学,基本实现控辍保学目标,为国家脱贫攻坚作出重要贡献。进入后脱贫时代,高校贫困学生资助面临新的形势。在总结脱贫攻坚时期高校贫困学生资助取得成就及呈现问题的基础上,重点分析后脱贫时代高校贫困学生资助工作的目标转向,积极探讨发展对策,以期促进后脱贫时代高校贫困学生资助工作提质增效。

环京津地区县级尺度相对贫困识别与治理策略研究

相对贫困识别是新时期相对贫困治理的基础。按照“两不愁,三保障”的目标要求,基于多维贫困指数MPI的计算框架,从“经济发展、生活质量、义务教育、基本医疗、社会保障”五个维度遴选指标,采用主客观相结合的赋权方法构建多维相对贫困指数计算模型,并对环京津地区河北省所属的71个县域2012—2021年的多维相对贫困指数进行了计算,并以各维度中位数的60%作为相对贫困的判别标准,对环京津地区县级尺度的相对贫困进行了识别;采用指标贡献度方法对2012—2021年环京津地区县级尺度相对贫困的致贫因素进行了分析,并依此给出了环京津地区县级尺度相对贫困的治理策略。
