Can Industrial Structure Upgrading Restrain Industrial Land Expansion?Evidence from China

China has made great achievements in industrial development and is transforming into a powerful manufacturing country.Meanwhile,the industrial land scale is also expanding.However,whether industrial structure upgrading achieves the purpose of restraining industrial land expansion remains unanswered.By calculating the industrial land structure index(ILSI)and industrial land expansion scale(ILES),this study analyzed their temporal and spatial distribution characteristics at both regional and city levels from 2007to 2020 in China.Results show that industrial land expansion presents a different trend in the four regions,the ILES in the eastern region is the largest,and the speed of industrial land expansion has declined since 2013,but it has gradually increased since 2016.The ILSI of the eastern and central regions is higher than that of the western and northeastern regions.Furthermore,a spatial Durbin model(SDM)has been established to estimate the spatial effect of industrial structure upgrading on industrial land expansion from 2007 to2020.Notably,industrial structure upgrading has not slowed industrial land expansion.The eastern and western regions require a greater amount of industrial land while upgrading the industrial structure.The improvement of the infrastructure level and international trade level has promoted industrial land expansion.

Impact of an official accountability audit on industrial structure adjustment:a case study of environmental regulation in China

As a unique environmental regulation in China,the official accountability audit was piloted in 2014.With a focus on prioritizing the ecological environment,officials in pilot districts have implemented economic construction,adjusted industrial structures,and promoted coordinated development between the economy and environment.The effects of implementation have garnered widespread attention from society.However,there is limited research on the impact of an accountability audit on industrial structure adjustments.Using the“Accountability Audit of Officials for Natural Resource Assets(Trial)”released in 2015 as a quasi-natural experiment,this study collected panel data from 279 cities between 2013 and 2017.It then empirically analyzed the impact mechanism and effects of the accountability audit on industrial structure adjustment using the Propensity Score Matching and Difference-in-Differences model.The research findings indicate that the accountability audit directly impacted industrial structure adjustment,promoting the upgrading of the primary industry to the secondary industry and restricting the development of the tertiary industry.In addition,the audit is beneficial for enterprise entry,but not conducive to technological innovation,and has no significant impact on foreign direct investment.This conclusion fills a gap in the existing research and provides valuable insights for policymakers.

Effect of Property Tax on Optimization and Upgrading of Industrial Structure

China's economic growth and economic development has entered a new stage,and the optimization and upgrading of industrial structure is the core driving force for China to achieve high-quality economic development during the"14 th Five-Year Plan"period.Property tax has a conductive effect on the upgrading of industrial structure.Therefore,from the perspective of property tax and industrial structure adjustment and the relationship between them,this study summarizes the relevant research of domestic and foreign scholars.On the basis of the research,the paper puts forward some relevant policy suggestions on improving China's property tax and promoting the optimization and upgrading of China's industrial structure.

Adjustment of Administrative Divisions and Upgrading of Industrial Structure in Hefei Metropolitan Area:Taking"Partitions of Chaohu"as a Quasi-natural Experiment

Administrative regions are an important environment for the operation of China's market economy.The relevant economic subjects cannot predict the policy of adjustment of administrative divisions and carry out conscious migration behavior,adjustment of administrative divisions can be regarded as a quasi-natural experiment.The three cities of Hefei,Wuhu,and Ma'anshan,which are directly related to the adjustment of the administrative division of Chaohu,are taken as the treatment group,and the seven adjacent cities of Lu'an,Huainan,Chuzhou,Bengbu,Anqing,Chizhou,and Tongling are taken as the control group.Differences-in-Differences method and relevant control variables affecting the upgrading of industrial structure are used to test.The test results show that"Partitions of Chaohu"has a significant industrial structure upgrading effect by promoting the optimization of spatial layout,the cross-regional flow of production factors and the effective management of Chaohu Lake Basin.At the same time,the increase of total retail sales of consumer goods,urban fixed assets investment,public utility expenses in science,education,culture and health,and population plays a significant positive role in promoting the upgrading of industrial structure,while foreign direct investment plays a certain inhibition role in the upgrading of industrial structure.In order to meet the ever-developing space demands and enhance the impact on surrounding areas,the Hefei metropolitan area should be driven by technological innovation,strengthen the integration of industrial chains,improve the business environment and transportation network,and continuously promote the upgrading of industrial structure and the formation and development of new productive forces.

Investigating the Influence of Digital Economy Growth on Industrial Structural Optimization and Upgrading

With the rapid development of the social economy,science and technology continue to upgrade and optimize,ushering in the digital era,which provides technical support for industrial innovation and development across all sectors.At this stage,vigorously developing the digital economy has gradually become the only means to optimize and upgrade the industrial structure.Therefore,local leaders and relevant departments need to enhance the importance of constructing the digital economy,enabling the local industrial structure to be optimized and upgraded under the impetus of the digital economy,ultimately promoting overall economic high-quality development.To this end,this paper,combined with existing research results,first elaborates on the positive impact of the digital economy on the optimization and upgrading of the industrial structure.It then analyzes the challenges hindering the process of industrial structure optimization and upgrading and proposes practical pathways to address them,benefiting relevant stakeholders.

The Impact of the“Belt and Road”Initiative on Industrial Structure Upgrading Along the Corridor

The“Belt and Road”initiative functions as a novel impetus for China’s external economic development within the framework of the new normal of economic growth.By leveraging panel data from 30 provinces and regions across China for the period of 2010 to 2020,this research assesses the influence of the“Belt and Road”initiative on the enhancement of the industrial structure along its trajectory.The findings indicate that:the most notable influence on the rationalization and progress of the industrial structure is observed in the eastern region,with the central region following suit,whereas the western region has yet to exhibit a significant transformation.The analysis delves into the role of technological innovation,concluding that the initiative primarily catalyzes optimization and upgrading through the effect of technological advancement.The study advances several pertinent policy recommendations to support and enhance these developments.

Impact of Digital Economy Development on Industrial Structure Upgrading-An Empirical Analysis Based on PVAR Model

Based on the panel data of 248 prefecture-level cities in China from 2011-2021,a PVAR model is constructed to empirically compare and analyze the impact of national and regional digital economy development on industrial structure upgrading.The results show that:from the national level,the development of the digital economy can significantly promote the upgrading of industrial structure,the degree of influence rises and then decreases,and lasts longer;the upgrading of industrial structure also affects the development of the digital economy,and the influence changes from negative to positive;there is a long-term,continuous,and significant dynamic effect between the digital economy and the transformation and upgrading of industrial structure,and the two affect each other.From the perspective of each region,the impact of digital economy development on industrial structure upgrading is somewhat different.The industrial structure in the western region is the most sensitive to the digital economy changes,followed by the eastern region and the weakest in the central region.However,the industrial structure upgrading in all regions is significantly and positively influenced by the development of the digital economy.

Research on the Relationship Between Environmental and Economic Coupling Systems in Bohai Bay Area Based on a Vector Autoregression(VAR)Model

This study analyzed the impact of land-based contaminants and tertiary industrial structure on economic development in the selected Bohai Bay area,China.Based on panel data spanning 2011-2020,a vector autoregressive(VAR)model is used to analyze and forecast the short-run and long-run relationships between three industrial structures,pollutant discharge,and economic development.The results showed that the environmental index had a long-term cointegration relationship with the industrial structure economic index.Per capital chemical oxygen demand(PCOD)and per capita ammonia nitrogen(PNH_(3)N)had a positive impact on delta per capita GDP(dPGDP),while per capita solid waste(PSW),the secondary industry rate(SIR)and delta tertiary industry(dTIR)had a negative impact on dPGDP.The VAR model under this coupling system had stability and credibility.The impulse response results showed that the short-term effect of the coupling system on dPGDP was basically consistent with the Granger causality test results.In addition,variance decomposition was used in this study to predict the long-term impact of the coupling system in the next ten periods(i.e.,ten years).It was found that dTIR had a great impact on dPGDP,with a contribution rate as high as 74.35%in the tenth period,followed by the contribution rate of PCOD up to 3.94%,while the long-term contribution rates of PSW,SIR and PNH3N were all less than 1%.The results show that the government should support the development of the tertiary industry to maintain the vitality of economic development and prevent environmental deterioration.

Mutual optimization of water utilization structure and industrial structure in arid inland river basins of Northwest China

Water is a key restricting factor of the economic development and eco-environmental protection in arid inland river basins of Northwest China. Although water supplies are short, the water utilization structure and the corresponding industrial structure are unbalanced. We constructed a System Dynamic Model for mutual optimization based on the mechanism of their interaction. This model is applied to the Heihe River Basin where the share of limited water resources among ecosystem, production and human living is optimized. Results show that, by mutual optimization, the water utilization structure and the industrial structures fit in with each other. And the relationships between the upper, middle and lower reaches of the Heihe River Basin can be harmonized. Mutual benefits of ecology, society and economy can be reached, and a sustainable ecology-production-living system can be obtained. This study gives a new insight and method for the sustainable utilization of water resources in arid inland river basins.

Empirical Study on Effect of Industrial Structure Change on Regional Economic Growth of Beijing-Tianjin-Hebei Metropolitan Region

Based on the data of gross domestic product(GDP),industrial added value and the proportion of industrial employees from 2000 to 2008,this paper studies the effect of industrial structure change on the regional economic growth of Beijing-Tianjin-Hebei Metropolitan Region in China using the shift-share method.The results show that:1) In the 21st century,the industrial output of three industries,namely,primary,secondary,and tertiary,and the GDP grew rapidly in the study period.The tertiary industry grew the fastest;it had the largest contribution to the GDP and mean-while had become the most competitive industry in the metropolitan region.2) The development of cities within the region was not balanced.Firstly,compared with Tianjin,Beijing,as one of the two core cities,was more rational in the industrial structure.Secondly,the surrounding eight cities,which are Shijiazhuang,Qinhuangdao,Tangshan,Langfang,Baoding,Cangzhou,Zhangjiakou,and Chengde,were all uncompetitive than the two core cities.3) There was a great industrial gradient in the region(especially between the two core cities and the cities of Tangshan,Baoding,Zhangjia-kou,Chengde,Cangzhou,and Langfang).As a result,it is foreseeable that the industry transfer in the Bei-jing-Tianjin-Hebei Metropolitan Region will be one of the trends in regional development,and the industry transfer is inevitably to promote the regional integration.

Digital economy,industrial structure,and carbon emissions:An empirical study based on a provincial panel data set from China

This paper uses the mediation effect and a spatial panel model using panel data from 30 provinces in China from 2011 to 2019 to study the relationship between the digital economy,industrial structure,and carbon emission.The research results show that the development of digital economy can effectively promote the reduction of carbon emissions.The development of the digital economy has a significant role in promoting the rationalization of the industrial structure.The digital economy not only directly suppresses carbon emissions,but also indirectly has a significant inhibitory effect on carbon emissions by promoting the rationalization and improvement of the industrial structure.The development of the digital economy suppresses the optimization of the industrial structure.The improvement of industrialization has hindered the industrialization process.It is necessary to strengthen research and development into digital technology and enhance the capacity of the digital economy to promote carbon emissions reduction.

Research on the Impact of Chinese Digital Inclusive Finance on Industrial Structure Upgrade—Based on Spatial Dubin Model

Based on the panel data of 30 provinces, municipalities, and autonomous regions in China from 2011 to 2018, this paper uses the digital inclusive financial index and industrial structure upgrading coefficient of the Internet Research Center of Peking University as the core explanatory and explained variables to construct a spatial panel. Bin model performs regression analysis on the effect of digital inclusive finance in the upgrading of industrial structure. The results prove that the development of digital inclusive finance in this province and city has significantly promoted the upgrading of the regional industrial structure, and it has a positive overall effect on the upgrading of industrial structure.

Assessment on Different Schemes of Industrial Structure Adjustment Based on DEA

DEA is a new research field in operations research. It has unique virtues in dealing with assessment problem with multi-inputs especially multi-outputs. In this paper, DEA model of D?着C2R has been applied to evaluate the relative efficiency of several different schemes of industrial structure adjustment of agriculture and finally select the optimal scheme. Furthermore, the inferior scheme has been improved according to some useful insights got from DEA model.

Effectiveness of Land Use Structure Evolution to Industrial Structure Transformation

Scarcity of land resources and transformation of industrial structure is a pair of contradictory elements.We derive the characteristics of land use structure and industrial structure transformation in Xining City using Transformation Coefficient(TC):first,in the period 1999-2000,the land use structure coefficient(θ1) declined by 79.55%,but the overall evolution trend is gentle;second,the transformation coefficient of industrial structure(θ2) tended to decline ceaselessly on the whole,a decrease of 36.09%(overall,the transformation coefficient of industrial structure is slightly greater than the land use structure coefficient);third,the inter-annual variation of the two experienced ups and downs(in the period 1999-2007,the inter-annual variation was great and in the period 2008-2010,the inter-annual variation tended to be gentle).On the basis of autocorrelation and co-integration model,we draw the following conclusions through analysis:first,the land use structure in Xining City plays a role in promoting industrial structure transformation;second,there is a long-term equilibrium relationship between the two.Finally,relevant policy recommendations are put forward for the industrial development in Xining City.

Spatial effect of environmental regulation measures on industrial structure upgrading from the empirical analysis of Beijing-Tianjin-Hebei region and its surrounding areas

This paper investigates the spatial effect of environmental regulation measures on the upgrading of industrial structure in the integrated development strategy of Beijing-Tianjin-Hebei region and its surrounding areas.In order to reflect the effect of the environmental regulation and different regulation measures more truly,this paper constructs indices of the environmental regulation measures through the results of policy texts quantification.On the basis of the previous research,this paper divides environmental regulation into the following types:personnel and administrative measures of command and control;market-oriented fiscal,taxation,financial and other economic measures;guidance measures.Spatial panel regression results show that administrative measures of command control and market-oriented fiscal measures have a significant role in promoting regional industrial structure upgrading,but not conducive to the advancement of the industrial structure of adjacent areas.Their roles in promoting and inhibition are counteracted,which causes the total effect of industrial structure upgrading of Beijing-Tianjin-Hebei and the surrounding areas are not significant.Personnel measures,financial measures,other economic measures and guidance measures do not have the short-term effect and spatial effect on the upgrading of industrial structure.

Study of the Optimization and Adjustment ofthe IndustrialStructure Subjected to Water Resource in the Drainage Area of the Yellow River

Since the 1990s, the Yellow River stream has been temporarily interrupted for several years, which affects the development of society, the economy and human life, limits the economic potential of the drainage areas, and especially causes great harm to regions on the lower reaches. Based on the analysis of the relationship between the development of society and economy and water scarcity, the author thinks it is necessary to optimize and adjust the industrial structure that has extravagantly consumed enormous amounts of water, and to develop ecological agriculture, industry and tourism which are balanced with the ecological environment. Finally, the author puts forward several pieces of advice and countermeasures about how to build the economic systems by which water can be used economically.

Evaluation and Selection of the Optimal Scheme of Industrial Structure Adjustment Based on DEA

in the paper, the advanced assessment method of DEA （Date Envelopment Analysis） had been used to evaluate relative efficiency and select the optimal scheme of agricultural industrial structure adjustment. According to the results of DEA models, we analyzed scale benefits of every optional schemes, probed deeply the ultimate reason for not DEA efficient, which clarified the method and approach to improve these optional schemes. Finally, a new method had been proposed to rank and select the optimal scheme. The research is significant to direct the practice of the adjustment of agricultural industrial structure.

Industrial Structure and Competitive Strength of 31 Provincial Districts——A GIS-based Dynamic Shift-Share Analysis

By using the dynamic shift-share analysis, the industrial structure and competitive strength of 31 provincial districts except Taiwan, Hong Kong and Macao are studied by taking the GDP of the three industries as the research entrance and the whole nation as the reference district. The industrial structure and competitive strength of each provincial district is measured. Through the analysis of pertinence, the correlation degree of industrial structure and industrial competitive strength to economic growth is analyzed. The results show that the industrial competitive strength is closely related to the economic growth of the 31 provincial districts, but the contribution made by the industrial structure to economic growth is insufficient and the effect of industrial structure does not match with that of industrial competitive strength. According to industrial competitiveness and industrial structure effect, 31 provincial districts of the whole nation are divided into 4 types and the relevant countermeasures of the four types are put forward.

The Impact of Green Finance on the Ecologicalization of Urban Industrial Structure-Based on GMM of Dynamic Panel System

Although a number of studies have been published in the general area on various factors affecting the ecologicalization of urban industrial structure,little work has been carried out for empirical studies quantitatively analyzing the relevance between green finance development and the ecologicalization of urban industrial structure.Therefore,based on a comprehensive index of green finance development,this research employs panel data of target cities1 for the period 2012–2020 to explore the influence of green finance on the ecologicalization of urban industrial structure.The empirical results show that green finance development significantly improves the ecologicalization level of urban industrial structure.In addition,it is found that green finance plays a stronger role in promoting the ecologicalization of industrial structure in economically developed regions than in economically underdeveloped regions2.The research results can provide a valuable policy reference for urban green financial market planning and green product innovation.

An Empirical Study of the Relationship among Population Mobility Industrial Structure Upgrading, and Economic Growth-Based on the SPVAR Model

Based on the inter-provincial panel data for 31 provinces in China from 2000 to 2019,and incorporating geospatial factors,a spatial panel vector autoregressive(SPVAR)model consisting of population mobility,industrial structure upgrading,and economic growth is constructed.The space-time impulse response function is used to analyze the space-time conduction of exogenous variables on the impact of three endogenous variables.The study found that first,the population influx barely benefited the industrial structure upgrading and economic growth.Second,the upgrading of the industrial structure would aggravate the population mobility in the province,causing low-level laborers to leave the province in shortterm,but in long-term,there would be influx of talents.Third,the economic growth in developed regions plays a significant role in promoting the industrial development of their province and population-rich provinces,but it has less impact on provinces with high-level industrial structure.Finally,policy recommendations are provided in regard to the benign interaction among population mobility,industrial structure upgrading,and economic growth in addition to clarifying the idea of economic development,implementing correct population policies,and promoting the coordinated regional development.
