Shandong Laixi Created A Complete Graphite Mine Industry Zone

Nanshu Town is a famous graphite town of Laixi City. Nanshu Town has 46 graphite enterprises with scattered distribution, incomplete industry chain, low output, and low value-added. In order to exert the resources advantage, Nanshu Town has planed and builta building materials zone covering 800 thousand square meters since 2010. Kaonuo Ceramics, a key project of Qingdao City, was building here. Three deep-processing projects of graphite new materials with the total investment of CNY 480 million will be built in this zone.

Risk Management Situation and Strategic Analysis of Supply Chains of Small and Medium Enterprises in Luzhou Liquor Industry Development Zone

After entering the information-based society, profound reform has happened in the business pattern of enterprises, and thecompetitive mode between traditional enterprises has been transformed into the competition between supply chains in nowadays. The liquorindustry in Luzhou is the pillar industry of economy, which involves “Luzhou Old Cellar”, “Ichiro Liquor”and other large-scale enterpriseswith well-known brands. Besides, many small and medium-sized enterprises are developing and flourishing in Luzhou. Compared with thedevelopment of large enterprises, the development of small and medium sized enterprises has more uncertainty and risks. At present, Luzhou Cityis setting about to build Huangyi into a liquor centralized zone, which is also a clusterization strategy for industry development of Luzhou liquor.For Luzhou Liquor Zone, the implementation of supply chain management of small and medium-sized enterprises can greatly reduce the cost ofenterprises and improve effi ciency of operation. The growth and development of small and medium-sized enterprises in Luzhou Liquor Zone andthe promotion of advantages of industrial clusters are closely related to the risks of the supply chain.

National Protection Zone for Rapeseed Production and Industrial Cluster of Rape in Hubei Province

Hubei Province is the main winter rapeseed producing area in China,and has the national advantage and characteristic industrial cluster of rape.The protection zone for the production of important agricultural products of rapeseed in Hubei Province also ranks first as that in Hunan Province.This paper studied the winter rape industry,the important agricultural product production protection zone of rapeseed,the provincial double-low high-quality rape protection zone and the industrial cluster of rape in Jianghan Plain in Hubei Province,and analyzed the main problems existing in the development of rapeseed production protection zone and industrial cluster of rape.Finally,it came up with strategies including promoting national rape varieties,overcoming the problem of rape"agricultural chip",promoting the"rice+rape"rotation model,and strengthening the protection of intellectual property rights of brand marks.

Planning of Modern Agricultural Demonstration Zone from the Perspective of Industrial Convergence——Also Study on the Expansion of Its Tourist Functions

Features of agritourism emerging in the development of modern agriculture were analyzed, it was stressed that industrial convergence was a basic feature of modern agriculture, and modern agriculture was the integration of agriculture, science and technology, integration of agriculture, industry and trade, and integration of rural and urban areas. Agritourism was believed as the optimal carrier of expanding functions of modern agriculture combining agriculture, ecology and tourism industry. From such perspectives, causes for the loss of tourist functions in the development of agricultural demonstration zone were identified as 5 aspects, specifically including various planners from diverse fields; no any technical standard for the planning, or systematic planning theory and technique; many individual planning cases with poor applicability; no innovative idea brought into the tourism project planning; the loss of cultures in new tourist products. After proposing key points in the expansion planning of tourist functions, this research pointed out 4 countermeasures, i.e. (1) design concepts should be changed; (2) planning functions should be reoriented to match service facility planning with laws of tourism development and properly design tourist projects; (3) landscaping planning should be focused on; and (4) eco-environment protection and brand building should be enhanced.

The Impact of the Establishment of National High-tech Zones on Total Factor Productivity of Chinese Enterprises

The National High-tech Zone(NHTZs)is an important strategic platform for cultivating high-tech industries and realizing high-quality economic development in China.Based on the combined data from 2006 to 2014 of the industrial enterprise database,the customs database,and the China Development Zones Audit and Announcement Catalogue(abbreviated asthe Catalogue),this paper systematically investigates the influence of the construction of NHTZs on enterprise’s total factor productivity(TFP).Results show that NHTZs have a positive impact on the TFP of enterprises in the zone,and this conclusion is still valid after considering endogeneity problems.Furthermore,the above productivity effects of NHTZs are heterogeneous in terms of enterprise ownership,external environment and establishment time,and NHTZs have greater stimulation effects on enterprise productivity after comparing with other types of functional zones.An investigation of the specific mechanisms at play shows that NHTZs promote the TFP of enterprises in the zone through the release of preferential policies,strengthening the“technology spillover effects”of imported intermediate goods,enhancing enterprise’s innovation ability and attracting talent.In addition,based on the decomposition of industry productivity,this paper also investigates the impact of NHTZs on changes in industry productivity and finds that NHTZs promote the overall productivity of specific industries mainly by stimulating the productivity improvement of incumbent enterprises and expanding the market share of high-productivity enterprises.Moreover,the preferential policies of NHTZs do not significantly stimulate high-productivity enterprises to enter the zones,nor do they cause low-productivity enterprises to exit.This research is helpful in objectively evaluating the economic effects of the NHTZs in China and in providing a theoretical basis for its further adjustment.

Assessing the Impact of Industrial Zones on the Environmental Pollution in Hai Phong’s Coastal Areas, Vietnam

Pollution in the coastal areas negatively affects biochemical indicators of seawater, human health and marine organisms. Hai Phong is a coastal city of Vietnam with the development of socio-economic activities, representing through an increasing number of industrial zones. This study is to evaluate the pollution of large industrial zones in Hai Phong city using numerical models. The numerical simulation (MIKE 21 SW, FM, ECO Lab) models were applied to simulate the wave propagation, hydraulic regime, water quality in coastal Hai Phong area. The MIKE 21 ECO Lab model was used to evaluate sources of waste from the large coastal industrial zones to some aquaculture zones. The calibration and validation results of wave propagation and the hydrodynamic models were resonably good, with Nash coefficient ranging from 0.65 to 0.90 and a percent bias (PBIAS) from 5.6% to 9.4%. The simulation results of water quality and concentration of pollutants (DO, BOD5, COD, TSS, Fe, and Coliform) in 2023 at the aquaculture locations show that the BOD5, COD, and TSS concentrations were higher than the allowable limits stated in the national technical regulation on surface water quality (QCVN 08:2023/BTNMT) and lower than the allowable limits stated in the national technical regulation on marine water quality (QCVN 10:2023/BTNMT). The outcomes of this study will provide more information to support managers to come up with a better socio-economic development plan for Hai Phong city to achieve sustainable development.

Urban Chemical Industrial Cluster Area Restructuring and Determinants: A Case Study of a Typical Old Chemical Industry Area Along the Yangtze River, China

China is in a transitional period between urban renewal and industrial change.In this period,the focus has been on the suburbanization of enterprises and land transformation in old industrial areas,particularly areas with chemical industries.A life cycle theoretical framework was established to develop chemical industrial zones in the context of urban expansion and land function conversion.The long-term historical processes and mechanisms that transformed a typical old chemical industry area along the Yangtze River,Yanziji Area of Nanjing City were unveiled and comparatively analyzed.The study found that the entire life cycle of the case study area was formed through the combined action of different influencing factors.Traditional industrial location factors played important roles during the rise and continuity of the chemical industry zone,while unconventional environmental regulations and government policies drove its decline and transformation.In the transformation of the old chemical zone,the renewal and redevelopment of industrial land into higher-value residential land is a key link determining the feasibility of government fund compensation and the circulation of capital.These findings demonstrate that regional control and environmental regulation play crucial roles in determining the location of polluting industries and the renewal of urban industrial areas.This research enhances the understanding of the development history and reconstruction of chemical industry clusters and plots within megacities at a finer geographic scale.

Applicability and Prospect of China's Development Zone Model in Africa

Development zones have been an important spatial approach to opening-up. They have also been major contributors to the processes of promoting economic development since China＇s reform and China＇s industrialization and urbanization. Along with im- provements in the worldwide industrial division of labor and the gradual implementation of China＇s development zones＇ Go Global strategy, it is necessary for Africa, a hot spot of global industrialization in recent years, to learn from China＇s development zone model. By attracting China＇s capital, technology and enterprises to Africa via Sino-African co-built development zones, a pattern of high com- plementarity and mutual development between China and Africa can be formed which does favor further improvement of the global industrial division of labor. In order to study the applicability and prospect of China＇s development zone model in Africa as per the above-mentioned international situation, this paper first sorts out the development course of China＇s development zones and discusses their roles in China＇s industrialization and urbanization. Subsequently, this paper analyzes the status quo of industrial development in Africa as a whole and the differences in industrial development between China and Africa, aiming to justify the timing of industrial transfer from China to Africa by constructing Sino-African co-built development zones. Lastly, this paper analyzes the current situation of six Sino-African co-built development zones by focusing on their operation modes, industry types and investment promotion models. In the authors＇ view, Sino-African co-built development zones can function as a new window of China-African cooperation, a new car- rier of African industrialization, and a new engine of global industrial restructuring. China should adhere to the general principles of ＇Sino-African Integration, Multi-Cooperation, Mutual Benefit, Scientific Location, Systematic Planning, Cluster Growth and Open De- velopment＇ in the planning and construction of development zones in Africa, effectively promoting Africa as the very important part of the global industry system.

A Study on Theoretical Model and Applied Evaluation of Land Use Performance of High-tech Zone in Urban Fringe: A Case Study in Haidian District, Beijing

High-tech industrial zone is an important carrier for constructing innovative cities. It also plays an important role in implementing the national independent innovative strategy. How-ever, most of the high-tech industrial zones have many problems in their development process, such as efficiency of land use, weakness of oriented function and lack of land intensive. To solve these problems, the authors of this paper introduced the concept of land use performance and established the theoretical model to assess the land use performance of high-tech industrial zones. The model consists of the following three-dimensional parts: land use benefit, land use efficiency and innovative function. Based on this theory model, an index system which was composed of three secondary indictors, eight tertiary indictors and 37 fourth-grade indictors was set up to evaluate the land use performance of high-tech zone. To avoid the defects of plus model and function model, the authors brought out a three-dimensional evaluation model to examine the index of the land use performance of the high-tech industrial parks, which equals to the evaluation indicator system of land use performance of high-tech zone based on the above research. The authors examined the land use performance of five different high-tech industrial parks in Haidian District, Beijing City. The results indicated that the indicator system per-forms better in the aspect of evaluating land use benefit, land use efficiency and function of the high-tech industrial zone compared with other models.

Groundwater Level Prediction Using Artificial Neural Networks: A Case Study in Tra Noc Industrial Zone, Can Tho City, Vietnam

The objective of this study is to predict groundwater levels (GWLs) under different impact factors using Artificial Neural Network (ANN) for a case study in Tra Noc Industrial Zone, Can Tho City, Vietnam. This can be achieved by evaluating the current state of groundwater resources (GWR) exploitation, use and dynamics;setting-up, calibrating and validating the ANN;and then predicting GWLs at different lead times. The results show that GWLs in the study area have been found to reduce rapidly from 2000 to 2015, especially in the Middle-upper Pleistocene (qp2-3) and upper Pleistocene (qp3) due to the over-withdrawals from the enterprises for production purposes. Concerning this problem, an Official Letter of the People’s Committee of Can Tho City was issued and taken into enforcement in 2012 resulting in the reduction of exploitation. The calibrated ANN structures have successfully demonstrated that the GWLs can be predicted considering different impact factors. The predicted results will help to raise awareness and to draw an attention of the local/central government for a clear GWR management policy for the Mekong delta, especially the industrial zones in the urban areas such as Can Tho city.

Evaluation of the Economical and Intensive Use of Industrial Land in Chizhou Economic and Technological Development Zone

Based on the subdivision of industrial land in Chizhou Economic and Technological Development Zone,this paper builds the evaluation indicator system for the economical and intensive use of industrial land in the development zone,to analyze the current situation of economical and intensive use of industrial land. The results show that the levels of economical and intensive use of industrial land vary in the development zone; the factors affecting the intensive degree of various industries also vary; the industry in Chizhou Economic and Technological Development Zone is still in the transition phase from inefficient use to low level of use to intensive use.

Analysis and Research on Industrial Land Transfer in Hefei City Economic and Technological Development Zone of Anhui Province

In recent years,with high-speed development of economy and society,and fast propulsion of industrialization and urbanization process in the development zone,average annual land demand in the development zone also quickly enlarges,and the contradiction between high-speed growth of economy and shortage of land resources is apparent increasingly. Meanwhile,to guarantee crop safety and stick to 0. 12 billion hm2of farmland red line as a rigid constraint which could not be exceeded,the supply-demand contradiction of industrial land is more and more prominent. With industrial land scale continues to enlarge,land resources become more and more scarce,but there exists the phenomenon of low-efficiency land use and even idle. For land use characteristics of the development zone,taking Hefei City Economic and Technological Development Zone as an example,the countermeasures of perfecting industrial land transfer mechanism in the development zone are proposed.

Spatial Pattern Evolution and Industrial Characteristics of Economic and Technological Development Zones and High-tech Industrial Zones in China

Economic and technological development zone and high-tech industrial zone are important types of development zone in China,and there are differences in their connotation and goal setting.In this paper,basic data of national and provincial economic and technological development zones and high-tech industrial zones in China were collected and arranged.Kernel density analysis and other GIS spatial analysis techniques were used to analyze the evolution laws of spatial patterns of economic and technological development zones and high-tech industrial zones in cities from 2006 to 2018.First,the agglomeration intensity was compared by measuring the degree of regional agglomeration and dispersion on the two time nodes.Next,kernel density method was used to explore the evolution of the two in the spatial layout and location,and analyze development commonness and difference of economic and technological development zones and high-tech industrial zones.Finally,the trend and reason of spatial evolution of development zones with different leading industries were explored.Research results show that:①the agglomeration degree of layout of high-tech industrial zones is stronger than that of economic and technological development zones,and there are similarities and differences in distribution trend of spatial patterns of the two types of development zones;②the distribution of labor-intensive,capital-intensive and technology-intensive development zones is concentrated at smaller scales and dispersed at larger ones;③although there are differences between the economic and technological development zones and the high-tech industrial zones in the goal,support,structure and function,management system and so on,their spatial development presents a trend of convergence.In the future,when enhancing urban-rural planning and public administration,governments should combine the trend of industrial transformation and upgrading,and optimize spatial layout of development zones by adjusting industrial structure,layout,transportation and land use.

THE APPRAISAL OF SEVEN ECONOMIC ZONES IN CHINA

The seven economic zones are multiple economic zones, with the characteristic of both long range economic zone and categorical economic zone. They are the transitional regions between the categorical economic zone and the comprehensive economic zone. The phenomena of overlapping are only allowed to appear in categorical economic zones. The influence of Hongkong return back to China should be considered when doing research on economic zones. Hongkong is the center of the southeastern coasts and will become an offshore banking center of the mainland. According to the theory of economic zoning, the division of the whole country into seven economic zones demonstrates the transitional nature clearly. With the further development of the economy, the deeper maturity of the central cities and the stronger connection of the regional economy, the composite economic zones will gradually turn into more integrated comprehensive economic zones.

Analysis of Economic Development in Binzhou Economic and Technological Development Zone under the New Normality and Prospects during the "13th Five-Year Plan" Period

Firstly,the current situation of economic growth in Binzhou economic and technological development zone was analyzed firstly,and then existing problems were pointed out. What's more,the goals and strategic orientation of economic development in the zone during the " 13^(th) FiveYear Plan" period were determined,and several countermeasures and proposals were put forward.

Spatio-temporal Differentiation and Driving Factors of Industrial Ecology of Restricted Development Zone from Adaptive Perspective:A Case Study of Shandong,China

Based on the adaptive analysis paradigm,this paper constructs an evaluation index system and an evaluation model of the level of industrial ecology of a restricted development zone from the perspective of the industrial system and of the environmental system,and studies the spatial-temporal differentiation characteristics and the driving factors of the level of industrial ecology of the restricted development zone of the Shandong Province,China,by using a variety of measurement methods.The results show that:1)In the temporal dimension,the level of industrial ecology of the research area increased from 2005 to 2017,while in the regional dimension,it was higher in the eastern coastal areas,followed by the northwestern area and the southwestern area;2)In the spatial dimension,from 2005 to 2017 the level of industrial ecology of the research area had a clear spatial dependence,and the regional spatial agglomeration of the restricted development zones with similar industrial ecology levels become increasingly evident;3)On the whole,the industrial ecology level in the study area had a clear spatial differentiation pattern,as it was higher in the north and in the east and lower in the south and in the west.Moreover,its evolution model changed from a‘three-core driven model’to a‘spatial scattered mosaic distribution model’,and then to a‘single-core driven model’;4)Industrial ecology was positively correlated with economic development,foreign investment,science and technology,and negatively correlated with the government role,while industrial structure and environmental regulation failed to pass the statistical significance test.

An Analysis of Current Situation of Industrial Land Use in Chizhou Economic and Technological Development Zone

This paper analyzes the current situation of industrial land supply,use and structure and industry pattern in Chizhou Economic and Technological Development Zone,and selects 83 typical enterprises which can reflect the comprehensive industrial land utilization within this zone and the problems in economical and intensive utilization,to carry out the evaluation of economical and intensive utilization of industrial land. Based on the evaluation results,we find the problems in industrial land use and set forth corresponding recommendations in order to provide a reference for the future sustained land use in the development zone.
