Innovation Ability of Traditional Chinese Medicine Graduates Cultivated by Industry-University-Research Institute Cooperation Program:A Case Study of Guangxi University of Chinese Medicine

Industry-university-research institute cooperation has important strategic significance and practical value for cultivating the innovation ability of graduate students.Taking Guangxi University of Chinese Medicine as an example,this paper analyzed the current status of the joint cultivation of industry-university-research institute,and explored an effective way to cultivate top-notch innovative talents with innovative spirit,entrepreneurial awareness and innovative entrepreneurial ability,in order to maximally stimulate talents to create the vitality of traditional Chinese medicine.

A comparative study on institutional collaboration characteristics in EM and LIS in China

Purpose： This study analyzes the current status of institutional cooperation in economics and management （EM） and library and information science （LIS） in China.Design/methodology/approach： Based on the Chinese Social Science Citation Index （CSSCI） database, we constructed institutional collaboration networks in EM and LIS, and analyzed the collaboration characteristics through social network analysis.Findings： In the development and evolution of the collaboration network of institutions in humanities and social sciences, EM is always at the center. It has extensive cooperation relationships with other fields. The position of LIS has also become centralized, and its interdisciplinary cooperation has increased. For both EM and LIS, we observed ＂small-world＂ and ＂scale-free＂ networks, indicating full communication and mature development in both disciplines. Based on a comparison of two institutions in the two fields, we confirmed the comprehensive development in EM and the extensive information exchange in LIS.Research limitations： We collected data only from humanities and social sciences, but did not consider the connection between EM and natural sciences, or between LIS and natural sciences. In addition, the paper lacks analysis of institutional collaboration at the micro level.Practical implications： The paper provides insights into the institutional cooperation characteristics in EM and LIS in China.Originality/value： The paper offers a new perspective on the characteristics of institutional collaboration in China.

A Study of Methods to Identify Industry-University-Research Institution Cooperation Partners based on Innovation Chain Theory

Purpose： This study aims at identifying potential industry-university-research collaboration（IURC） partners effectively and analyzes the conditions and dynamics in the IURC process based on innovation chain theory.Design/methodology/approach： The method utilizes multisource data, combining bibliometric and econometrics analyses to capture the core network of the existing collaboration networks and institution competitiveness in the innovation chain. Furthermore, a new identification method is constructed that takes into account the law of scientific research cooperation and economic factors.Findings： Empirical analysis of the genetic engineering vaccine field shows that through the distribution characteristics of creative technologies from different institutions, the analysis based on the innovation chain can identify the more complementary capacities among organizations.Research limitations： In this study, the overall approach is shaped by the theoretical concept of an innovation chain, a linear innovation model with specific types or stages of innovation activities in each phase of the chain, and may, thus, overlook important feedback mechanisms in the innovation process.Practical implications： Industry-university-research institution collaborations are extremely important in promoting the dissemination of innovative knowledge, enhancing the quality of innovation products, and facilitating the transformation of scientific achievements.Originality/value： Compared to previous studies, this study emulates the real conditions of IURC. Thus, the rule of technological innovation can be better revealed, the potential partners of IURC can be identified more readily, and the conclusion has more value.

This paper focuses on the coupling between talent training system of marine cultural industry and collaborative innovation of govern-ments, enterprises, colleges, scientific institutions and users. Firstly, the significance of talent training in marine cultural industry for the construction of China as a maritime power was analyzed. Secondly, the current situation of talent training in China＇s marine cultural industry and the existing problems were analyzed. Finally, how to integrate the collaborative innovation of governments, enterprises, colleges, scientific institutions and us-ers into the talent training system of marine cultural industry was explored to help talent training to break through the bottleneck and promote the vig-orous development of marine cultural industry.

基于虚拟现实的国外慢性病康复及在我国的应用研究

文章系统回顾虚拟现实(Virtual Reality,VR)技术在国外医院、社区康复中心及患者家中的应用场景,揭示了VR通过共享信息平台和远程监测技术,能够实现医疗机构短期专业照护和社区/家庭专业自我训练的有效整合,从而确保康复的连贯性、完整性和有效性。在此基础上,提出了基于我国国情的三级机构协同慢性病康复模式的新设想:构建以VR技术为核心的多机构共享信息平台、建立随访系统与多学科合作团队、开发医疗服务与健康管理的患者端APP及创建VR应用环境等。

人工智能赋能高等教育评价改革的国际借鉴

深化教育评价改革是推动教育综合改革,加快建设高质量教育体系,实现教育强国战略目标的重要牵引力。充分发挥新一代人工智能技术优势,推动高等教育评价改革是人工智能赋能行动的重要任务。文章以活动理论为基础,从评价主体的协同性改革、评价客体的适应性改革、评价工具的创新性改革、评价原则的突破性改革等四个方面构建了人工智能赋能高等教育评价改革的分析框架。以此为基础,将现有国际研究对人工智能赋能高等教育评价的关键要素概括为三个方面:科学研制评估指标是充分发挥人工智能评估主体作用,实现人机协同评估的重要前提;多模态数据深度分析是充分发挥人工智能优势,推动评估方法创新的重要举措;完善相关标准、制度或规则是推动人工智能赋能高等教育评价改革持续发展的重要保障。以此为鉴,为更好地发挥人工智能技术优势,我国应在以下五个方面深化教育评价改革:完善制度规范,保障评价活动公平有序;优化指标体系,科学牵引高等教育改革;升级数字底座,全面普及数字教育形态;强化自评能力,保障技术赋能改革效度;注重文化培育,推动技术与制度协同创新。

Innovation Research on Collabora/ve Governance System of theAir Pollution 2 Beijing-Tianjin-Hebei from the Cost-effectiveness Perspective

论文以京津冀大气污染协同治理的成本构成为基础,分析阐述了由于跨区域协同治理的法律法规不完善,有关三地信息共享、利益补偿、监督管理等相关制度、机制不健全,加大了京津冀协同治理的交易成本,使协同治理的效率降低.为此,应加快完善京津冀协同治理的制度与机制创新,重点加强京津冀区域内生态补偿和排污权交易等经济激励机制建设,以实现京津冀协同治理的长效目标.

产学研合作、知识吸收能力与企业创新绩效——高管学术背景与政府创新补贴的调节作用

在梳理产学研合作与企业创新绩效关系研究的基础上,结合交易成本理论、资源基础理论以及高层梯队理论,以2010-2021年中国A股上市公司为研究样本,探讨产学研合作对企业创新绩效的促进作用及机制,并将高管学术背景和政府创新补贴作为调节变量纳入研究框架。实证分析发现:产学研合作对企业创新绩效发挥显著促进作用;当企业具有学术背景的高管比例较高时,这一效应更加显著;高水平政府创新补贴同样能够增强这一效应。中介效应检验发现,企业参与产学研合作对其知识吸收能力具有显著促进作用,同时,企业可以通过提升知识吸收能力,增强自身对环境变化感知的敏锐性与自主创新能力,进而提高创新绩效。

以行政协同治理推动区域协同发展——成渝地区双城经济圈协同推进机关事务标准化工作范例

随着区域协同发展政策战略地位的不断提高,区域协同研究正如火如荼,但现阶段学界尚有待阐明区域协同瓶颈之因并提出解决之法及相应的区域协同新机制。本研究试图聚焦于此,在理论层面梳理区域协同瓶颈产生机制与区域协同新机制,并对成渝地区双城经济圈协同推进机关事务标准化工作进行案例分析与问卷调查,在实证层面检验本研究的两个理论框架。案例分析发现,以机关事务为例,成渝地区双城经济圈存在治理尺度差异,这与中央政策调控共同构成协同的内外动机,驱动成渝地区深化合作意愿,卷入区域协同;与此同时,地方保护主义现象在两地机关事务标准化协同工作中亦有所披露,并阻碍了成渝地区双城经济圈建设的协同发展。问卷调查数据进一步验证案例分析结果:推进协同地区加强行政治理协同、推进治理尺度统一具有紧要性,成渝地区双城经济圈建设推进标准化执行助推区域协同发展,标准化的行政治理协同增强了成渝地区双城经济圈协同互信意识,在一定程度上消解行政壁垒和地方保护主义;此外,当前成渝地区双城经济圈建设干部协同卷入的奖惩机制不完善,行政治理协同还需大力推进,两地协同仍有较强的地方本位意识。基于此,本研究认为,地方保护现象是长久以来中国实行区域分治所衍生的治理产物,消弭地方保护主义、强化区域一体化思维成为协同瓶颈破局之必然要求,而基于行政尺度视角出发的行政协同治理则可能通过为地区卷入协同建构与区域空间相适配的治理尺度,从而成为区域协同必然的路径选择。并且,协同是基于时间矢量上不断发展变换的过程,地方政府应当通过牢牢把握不同阶段中区域协同“动机—路径—目的”三核心元素以寻求合理的区域协同合作。

我国居家养老与机构养老的协同持续发展研究

基于对2000、2010、2020年全国人口普查微观数据的实证研究,发现我国近20年来机构养老的老人数占老人总数的百分比大幅提高,而且城镇的增长幅度远大于农村。基于“中国老年健康和家庭幸福调查”数据分析,我们发现机构养老的老人多为生活不能自理、80岁及以上高龄、男性、居住地城镇、教育水平较高、没有配偶和/或没有存活子女。应用ProFamy多维家庭人口预测方法及软件的家庭人口预测表明,无论低、中、高方案,我国今后几十年的机构养老需求都将大幅度增长。例如,在机构养老中方案下,2060年居住在养老机构的65—79岁较年轻老人数和80岁及以上高龄老人数分别等于2020年的3.7倍和12.2倍。因此,建议政府部门和企业管理机构尽快努力实现居家养老与机构养老协同持续发展。

软硬资源协同驱动视角下高校新型研发机构产学研合作现状、问题及发展路径研究

构成创新创业教育教学和人才培养体系等软硬资源的协同驱动对于优化高校教育教学和人才培养制度体系、助力高校新型研发机构产学研合作具有重要意义。通过梳理国内外高校新型研发机构软硬资源研究现状发现,软资源和硬资源有着互利共生又相得益彰的协同关系,软硬资源协同驱动对于助力高校新型研发机构产学研合作有重要意义。在此基础上,进一步指出中国高校新型研发机构产学研合作在主体资源、发展定位、政策制度以及分配机制上仍存在一系列问题,具体体现为高校新型研发机构的顶层设计和布局尚不完善、分布不平衡,在发展定位软资源与科研平台和设备等硬资源投入方面出现偏差等,这主要由于软硬资源的各自功能发挥和协同驱动作用程度都未能满足产学研合作的需要。因此,需要完善产学研合作的生态系统,在资源共享的前提下,明确产学研各主体的功能定位,构建管理体制、人才培养体系完善的软硬资源协同驱动产学研合作模式。

开放科学环境下国内外高校图书馆与智库协同创新模式及实现路径研究

开放科学环境下,高校图书馆与智库展开协同创新将有助于充分发挥高校图书馆社会服务职能和提高其学科情报服务水平,面向智库建设需求,实现学科情报分析能力向支撑智库研究能力的转变,真正服务于国家战略和大学学科发展,提升中国特色新型智库研究成果的质量和影响力。文章以北京大学图书馆等10所国内外高校图书馆与智库协同创新典型案例为样本,利用文献调研、网络调查及案例分析法,探究高校图书馆与智库协同创新的模式及具体实现路径。在开放科学环境下,探讨高校图书馆与智库协同创新问题,尝试建立一个开放安全、协同共享、合作共赢的协同创新发展模式,为推进图情机构与智库协同创新真正落地实施提供参考和借鉴。

公共创新实验室的作用功能、创新成效与关键因素:文献回顾及启示

面对日益复杂的公共管理问题和公共服务需求,政府部门需要公共创新以提高其有效性和合法性。近年来,公共创新实验室成为政府部门孵化创新成果和提高创新能力的一种新型组织机构。论文梳理了公共创新实验室的相关研究,对公共创新实验室的概念特征、作用功能、实际成效以及影响因素等进行总结。文献回顾发现,公共创新实验室主要在公共创新初期对问题识别和方案设计发挥作用,促进了技术过程创新和管理过程创新的产生,其创新成果一定程度上提高了政府部门运行效率和公众参与程度。现有研究认为,从微观和中观层面来看,公共创新实验室的团队建设、组织结构、合作网络是促进公共创新的关键因素。然而,宏观层面的行政体制和传统对公共创新实验室造成了一定限制。论文尝试为我国公共创新实验室的实践和研究提出相应的政策建议和未来方向。

加强辽宁省、市农业科研机构科技协同创新的实践与思考

加强农业科技创新主体协同合作是提升国家农业科技创新能力的有效途径。近年来,辽宁省已经初步构建了具有辽宁特色的农业科技创新体系,但随着经济快速发展、科技进步和体制变革,其在体制机制、结构和组织管理模式等方面仍存在一定的问题。文章通过分析辽宁省、市两级农业科研机构的发展现状及在协同创新方面存在的问题,提出了强化顶层设计与制度创新、着力培育重大成果、加强人才队伍和平台建设、加大经费投入力度、探索激励机制与加强监督考核等推进辽宁省、市农业科研机构协同创新的对策建议。
