Construction of an evaluation system for information openness of local governments

Evaluating government openness is important in monitoring government performance and promoting government transparency. Therefore, it is necessary to develop an evaluation system for information openness of local governments. In order to select evaluation indicators, we conducted a content analysis on current evaluation systems constructed by researchers and local governments and the materials of a case study on a local government. This evaluation system is composed of 5 first-tier indicators, 30 secondtier indicators and 69 third-tier indicators. Then Delphi Method and Analytic Hierarchy Process(AHP) Method are adopted to determine the weight of each indicator. At last, the practicability of the system is tested by an evaluation of the local government of Tianjin Binhai New Area, which has been undergoing administrative reform and attempting to reinvent itself in the past 5 years.

Strategic information perception methods and practices in the open source intelligence

Open source intelligence is one of the most important public data sources for strategic information analysis. One of the primary and core issues of strategic information research is information perception,so this paper mainly expounds the perception method for strategic information perception in the open source intelligence environment as well as the framework and basic process of information perception. This paper argues that in order to match the information perception result with the information depiction result,it conducts practical exploration for the results of information acquisition,perception,depiction and analysis. This paper introduces and develops a monitoring platform for information perception. The results show that the method proposed in this paper is feasible.

Regulations on Open Government Information

On April 24, 2007 the State Council promulgated Regulations of the People＇s Republic of China on Open Governrnent Information （referred to as Regulations below）, which will become effective on May 1, 2008. As the first administrative role of the central government of China that aims to safeguard the public＇s right to know, the Regulations are of great significance in China＇s democratization and its establishment of the role of law.

The Way to Open Access-French Strategies to Move Forward

In France, the movement in favour of open access to scientific research output is getting increasingly coordinated and supported at the political level. The CNRS, a leading research organization in Europe and signatory of the Berlin Declaration, has an evident strategic role to play in this development. Various initiatives that have emerged in the French academic world in recent years have led, for example, in early 2005 to the joint announcement, by four major research institutions, of a common policy to promote open access to published material and other types of digital resources, and to set up institutional archives. The article highlights some key issues of this policy, gives an overview of the current and past CNRS involvement in open access and describes the principal functions, as well as the related challenges, of the future institutional repositories.

Scientific Communication in the Developing World in an Open Access Mode: The SciELO Model

This paper introduces the Scientific Electronic Library Online (SciELO) program and its three main objectives. Then the paper presents the methodology of open access to scientific information by the SciELO. At last, it shows the perspectives of open access in developing countries.
