Cross-efficiency DEA model-based evaluation of allocative efficiency of rural information resources in Jiangsu Province, China

Purpose: This paper aims to compare and rank the allocative efficiency of information resources in rural areas by taking 13 rural areas in Jiangsu Province, China as the research sample.Design/methodology/approach: We designed input and output indicators for allocation of rural information resources and conducted the quantitative evaluation of allocative efficiency of rural information resources based on cross-efficiency model in combination with the classical CCR model in data envelopment analysis(DEA).Findings: Cross-efficiency DEA model can be used for our research with the objective to evaluate quantitatively and objectively whether the allocation of information resources in various rural areas is reasonable and whether the output is commensurate with the input.Research limitations: We have to give up using some indicators because of limited data availability. There is a need to further improve the cross-efficiency DEA model because it cannot identify the specific factors influencing the efficiency of decision-making units(DMUs).Practical implications: The evaluation results will help us understand the present allocative efficiency levels of information resources in various rural areas so as to provide a decisionmaking basis for formulation of the policies aimed at promoting the circulation of information resources in rural areas.Originality/value: Little or no research has been published about the allocative efficiency of rural information resources. The value of this research lies in its focus on studying rural informatization from the perspective of allocative efficiency of rural information resources and in the application of cross-efficiency DEA model to evaluate allocative efficiency of rural information resources as well.

The hot issues of studies in China on digital information resources: Based on co-word analysis

With the SPSS and the help of factor method and hierarchical clustered method,journal articles on digital information resources(DIR) from CNKI in the past ten years are analyzed with a co-word analytical method in this paper. The hot issues of studies on DIR and the relationship between those subjects are analyzed in this investigation as well.

Analysis on the Construction Path of Database of Zhuang and Yao Medicine Information Resources

In order to realize the sharing,exchange,protection and rational utilization of Zhuang and Yao medicine resources,the problems encountered in the development of Zhuang and Yao medicine industry can be solved by using modern information technology in accordance with the present situation of Zhuang and Yao medicine resources in Guangxi Zhuang Autonomous Region and the actual needs of the development of ethnic medicine.This paper expounds the significance of constructing the database of Zhuang and Yao medicine information resources from three aspects:the inheritance and development of Zhuang and Yao medicine,the sustainable development of Zhuang and Yao medicine industry and the information service system.On this basis,the principle and framework of constructing Zhuang and Yao medicine information resource database are put forward.

A review and an outlook of the National Cultural Information Resources Sharing Project

This paper discusses the Project's organization system, technical system, creation of digital resources and service mode. It also summarizes achievements gained since the commencement of the Project, and also analyzes some of the more important issues during implementation stage and gives a few suggestions of the future development during the next stage of the 11thFive-Year Plan.

Defining an open access resource strategy for research libraries:Part Ⅰ—The coming main streamlization of open access resources?

Open access(OA) resources are becoming a main part of scholarly information. The paper summarizes the fast growth of OA journals and OA repositories, the outstanding OA journal impact increase, the rise of mega-OA journals like PLoS ONE, the overwhelming support of research communities to open access of publicly funded research, and the quick building up of OA support structures. These forces work together to push scholarly communications toward a turning point where OA resources occupy a major and increasing share of scholarly research resources and when management of OA resources becomes a strategic, yet unfamiliar, and potentially disruptive task for research libraries. This paper is composed of two parts. The first part will focus on the development of OA resources, while the second part will analyze the challenges in management of OA resources and develop an OA resource strategy exemplified by some of NSL's initiatives.

An Informetric analysis of web citation in Chinese journals of Library and Information Science in recent years

This paper selects 998 articles as its data sources from four Chinese core journals in the field of Library and Information Science from 2003 to 2007.Some pertinent aspects of reference citations particularly from web resources are selected for a focused analysis and discussion.This includes primarily such items as the number of web citations,web citations per each article,the distribution of domain names of web citations and also certain aspects about the institutional and/or geographical affiliations of the author.The evolving situation of utilizing online networked academic information resources in China is the central thematic discussion of this study.The writing of this paper is augmented by the explicatory presentation of 3 graphic figures,6 tables and 18 references.

Research on the Relationship between Information Technology Capabilities and Sustainable Competitive Advantages of Enterprises

Information technology capabilities and the associated theory of sustainable competitive advantages of enterprises have been studied, respectively. From the resources which form the enterprise information technology capabilities, four factors that affect sustainable competitive advantages： information technology infrastructure, human resources, intangible resources and information technology resources associated have been isolated and their mechanisms have been analyzed.

A framework for basic administrative metadata in digital libraries

Administrative metadata means the expansion of the metadata research to the administrative level of resource development. Based on the basic administrative sections in the information resource lifecycle(IRL), the framework for basic administrative metadata(FBAM) is helpful in constructing open interoperable platforms for acquisition, processing and services of information resources in digital libraries. It facilitates the seamless communication, the cooperative construction and management, and the sharing of digital resources.The formulation of FBAM follows the principles of modularity and openness that promote interoperability in resource management. It also adopts the structured methodology of information system design, with which the FBAM data model is developed in conformity with <indecs> and PREMIS. The capabilities of FBAM are driven by a metadata repository with administrative information that is contained in FBAM records.

Understanding trust-related factors affecting citizen adoption of e-government services

Purpose:Today,the use of e-government services is still at a low level in China.Based on the understanding that citizen trust is an important factor influencing e-government adoption,this research tries to develop a model of citizen trust in e-government in an effort to study the impacts of trust-related factors on citizen intentions to adopt e-government services.Design/methodology/approach:The data was collected from an online survey of 182Chinese users who had more than 3 years' online experiences of using government websites.Structural equation modeling analysis was used to validate the proposed model.Findings:Our survey shows that trust in e-government,perceived usefulness and perceived ease of use are critical factors that influence citizen intentions to use e-government services.The study findings also indicate that citizen trust in e-government is positively associated with trust in government,institution-based trust and perceived usefulness of e-government services.Research limitations:The survey sampled adults aged from 25 to 35 years old.Such a limited sample group cannot represent all of the population.So a larger sample involving more experienced online users will yield more useful results.Practical implications:The study results will help government agencies,especially the Chinese government agencies,find ways to improve the Chinese citizens' trust in e-government and promote their adoptions of e-government services.Originality/value:Previous researches have investigated separately the impacts of user evaluation of government websites and user trust in e-government on user intentions to engage in e-government.This study makes a theoretical contribution by integrating these two perspectives and building a model of citizen trust in e-government in understanding the impacts of trust-related factors on citizens' adoptions of e-government initiatives.

Study on coopetition relationship simulation among M-commerce information service subjects based on Lotka-Volterra model

In order to explore the evolution law of coopetition relationship among Mcommerce information service(MIS)subjects and further reveal the allocation mechanism of information resources,the research extends Lotka-Volterra model,builds the coopetition relationship model of MIS subjects and simulates their coopetition relationship by Python and MATLAB to obtain the evolution trend of information resources possession(IRP)of MIS subjects in the coopetition process.The results show that the mutualism cooperation pattern dominated by promoting effect can maximize the value of information resources.This paper has significant reference value for how to optimize the allocation of information resources among MIS subjects.

Optimal power and subcarrier allocation with partial side information for downlink OFDMA system

In this paper,we investigate the power and subcarrier allocation issue in the case of partial side information for downlink orthogonal frequency division multiple access （OFDMA） system.Relaxation method is utilized to characterize the necessary conditions of the optimal solution and the uniqueness of the optimal solution is proved.The game theoretical concept,surplus function is also introduced to analyze the optimal solution.Based on the theoretical analysis,we propose iterative surplus balancing algorithm （ISBA） that can jointly assign the power and subcarriers in multiple rounds,and then the optimality of ISBA is proved.Simulation results are presented to show the characteristics of the theoretical analysis and ISBA.
