Research on Corporate Right of Control: Mode of Arrangement and Innovation of Governance

The mode of arrangement and innovation of governance for corporate rights of control should be in accordance with the global resource disposition opportunities and efficiency competition. Based on rights formulated by acts and regulations, this paper establishes models of arrangement for corporate rights of control, and then analyses the composite basic features derived from the models. To conclude, a main frame for the arrangement and innovation of corporate rights of control is put forward based on the real practice of listed companies in China.

Review of China’s neighborhood center planning from the perspective of innovative social governance

The neighborhood center provides an implementation case for centralizing community service facilities and organizing service provision effectively,and has achieved community service improvement,which provides innovative methods for governance innovation.This paper summarizes the development process of neighborhood center planning in China,and analyzes related planning cases in Suzhou,Tianjin,Hangzhou,and Chengdu focusing on planning characteristics and operating mechanisms.Based on the case of Chongqing,it gives answer to key issues of the local application of neighborhood center planning concept.

How Does Government ProcurementPromote Enterprise Innovation?—On the Synergy between Demand-Pull and Supply-Push of Innovation Policies

The promotion of technological innovation in firms requires both the supply-push and the demand-pull.To accurately identify,assess,and further enhance the incentive effects of the policies of government procurement for innovation in China,this paper uses the text analysis method to identify government procurement for innovation from more than 640,000 pieces of government procurement contracts and conducts an empirical analysis based on the data of China's A-share listed firms from 2015 to 2020.The study finds that government procurement for innovation significantly promotes corporate innovation by increasing the expected market returns,reducing R&D uncertainty,and easing financing constraints.Specifically,local government procurement for innovation,central government procurement for innovation,and procurement for innovation by universities and research institutes bring more significant innovation incentives for firms;and government procurement for innovation generates stronger innovation incentives for firms in strategic and emerging industries,private firms,and small-and medium-sized enterprises.Further analysis reveals that demandside innovation procurement and supply-side innovation subsidies generally have mutually reinforcing synergies on corporate innovation.The policy synergies vary depending on the levels of corporate innovation and the orders of policy implementation.In terms of the levels of corporate innovation,the two-sided policies has mutually complementary effects on innovation-leading firms and mutually exclusive effects on innovation-lagging firms.From the perspective of the orders of policy implementation,the strategy of supply-side subsidies first,and demand-side procurement second is more effective in promoting corporate innovation than the strategies of demand-side procurement first and supply-side subsidies second,and supply-side subsidies and demand-side procurement concur.This study helps deepen the understanding of demand-side innovation support policies and provides an important reference for further improvement of China's innovation incentive policies.

On the Status and Function of Judicial Justice in Social Governance Innovation

Social governance innovation is a basic requirement of China＇s socialist construction,and an important guarantee that people can live and work in peace and enjoy long-term stability and order.Strengthening and innovating social governance has great significance for the modernization of the national governance system and governance capacity,and this is where judicial justice plays a unique role at the level of government,society,and the individual.That is,judicial justice is the key to transforming governmental functions;the guarantee of a new-type social construction;and the guide to upgrading autonomy at the grass-roots level.To achieve judicial justice,we must popularize the idea of the rule of law,improve judicial work style and innovate judicial institutions.

This article introduces four of the latest,high-quality papers published in China’s top journals.The first article is an in-depth discussion of"government as a platform"contributing to an emerging and timely discussion of digital government in the public management literature.By employing the theory of"loose coupling"from organizational institutionalism,the second study introduces a new theoretical concept,that is,a"security zone for achievement"to synthesize the seemingly contradictory propositions derived from credit claiming and blame avoidance,based on a city’s trajectory in a Smart City project.The third paper proposes a theoretical alternative,prioritizing the Party committee’s assigned tasks,to supplement the existing explanations of local governance in China as applied to water treatment in provincial China.Such a mechanism is different from the campaign-style governance model because the Party committee plays a key role in providing substantial institutional incentives.The final paper conceptualizes institutional frictions in the Chinese context and explains different spending patterns across functional expenditures at the provincial level,suggesting a local leader’s tenure may influence target selections for punctuated expenditures.The paper concludes with a brief summary.

Beijing as Smart City:Promotion of International Communication Center

Previous researches concerning smart city have been carried out for nearly 30 years in various academia,but the basic concepts are still in an evolving fashion along with the development of the needs of human beings.However,it is convinced that the key to a smart city lies in the governance of the government and citizens.Meanwhile,the application of modern science and technology plays an essential role in boosting the quality of citizen’s life.As one of the international cities,Beijing’s construction of its smart city is developing rapidly with its development of science and technology.Beijing has always been open to foreigners,especially after the 2008 Olympic Games.The construction on smart city paves the way in promoting the image of Beijing as an international communication center.Therefore,this study combs the development of concepts of smart cities,focuses on the role of smart city in promoting Beijing’s international communication center image,as well as points out potential directions for Beijing’s smart city development.
