Thehigh values of the niche-fitness (the maximum is 0.958) indicate that the environmental conditionsbasically meet the requirements of crops in the area. Suitability evaluation of single crop showsthat the degrees of suitability are satisfactory. Comprehensive suitability evaluation shows thatthe acreage for grade 1 (highly suitable for cultivation) accounts for 18.16% of the totalcultivated land area, whereas the acreage for grade 3 (critically suitable) and grade 4 (unsuitable)only for 8.9%. The main factors limiting the potential land productivity are cation exchangecapacity (CEC), available phosphorus content and accessibility level of road.展开更多

By combining application and finish books of science and technology support plan project in agricultural field of Ministry of Science and Technology with stronger innovation,case analysis and expert interview are conducted. Evaluation indexes of agricultural science and technology project based on innovation value are proposed initially,and there are 50 initial indexes. After that,via focus group talk,qualitative research is conducted to further adjust innovative evaluation indexes,and 50 initial indexes are deleted to 41. The importance of the 41 indexes is scored by the experts,and index screening and classification are conducted by verification factor analysis in structural equation model. It not only obtains index classification but also finds action mechanism among innovation demand,innovation mode,research thinking,treatment method of difficulty,and predicted risk. It found these coastal regions can be divided into three levels. Guangdong Province belongs to the first level because its marine sci-tech innovation ability is relatively high. On this basis,it analyzed changes in marine sci-tech innovation ability of 11 coastal provinces with the aid of DEA's Malmquist productivity index model. Results indicate that the overall marine sci-tech innovation ability of 11 coastal provinces is rising,but there is significant difference between provinces and the influence of regional economic development level is not considerable.Technical progress is main driver for promoting marine sci-tech innovation ability of Guangdong Province and major factor influencing ranking of total factor productivity.展开更多

Based on the statistical data of four national agricultural science and technology parks built in Jiangxi Province, this paper constructs an evaluation system consisting of three first-level indicators, eight second-level indicators and 24 three-level indicators. Based on the combined weighting method, the comprehensive scores of the innovation capabilities of the parks are obtained. It is found that the gap in innovation capability of each park is wide, and the radiation-driven function has not yet appeared. It is necessary to promote the improvement of innovation capabilities by promoting the synergy and innovation of agricultural science and technology in the park, encouraging the park to construct agricultural technology business incubators, and building and improving innovation platforms.展开更多

While some believe that privatization is the only solution to SOE inefficiency, others contend that privatization will lead to serious loss of...There are two opposing views over the necessity of privatization for SOEs. While some believe that privatization is the only solution to SOE inefficiency, others contend that privatization will lead to serious loss of state assets without resolving the problem. This paper examined how performance evaluation system contributed to the innovation and profitability of central SOEs after the implementation of the revised Interim Measures for Assessment of the Operational Performance of Persons in Charge of Central Enterprises in 2009. Using this revision as a natural experiment, this paper conducted a difference-indifference analysis and discovered a significant improvement in the innovation of central SOEs after the implementation of the new policy as compared with private firms not affected by this system. Moreover, the revised performance evaluation system significantly improved the marginal contribution of innovation to corporate value. The above test result indicates that SOEs may become more efficient solely by altering executive incentives without privatization. In this sense, privatization may not be the only solution to SOE inefficiency. This paper offers theoretical insights on the controversies regarding SOE privatization and helps enrich relevant literature on corporate incentives and innovation.展开更多

Despite the popularity of cloud computing services, few studies have investigated academic cloud computing services. This study explored the innovation of an academic cloud, the Ming Chuan University Cloud System (MCU...Despite the popularity of cloud computing services, few studies have investigated academic cloud computing services. This study explored the innovation of an academic cloud, the Ming Chuan University Cloud System (MCUCS). A cloud computing service provides numerous benefits to an organization. We conducted a comprehensive review and observation of MCUCS and identified 8 benefits for teachers and 10 for students. Teachers and students agreed that MCUCS consistently provided a service that improved their performance. The most beneficial features of MCUCS were its high usage and user satisfaction. Between April 2010 and April 2012, the usage exceeded 878 300 events. Overall student satisfaction with MCUCS was 79.2%, and teacher satisfaction was 86%. We concluded that MCUCS provides a good model of an academic cloud computing service and a high qualified system.展开更多

文摘Evaluation is a natural activity that is not directly connected to teaching alone.It is a response to the emerging attitudes and understanding of others towards us.Evaluation has become an intrinsic part of the teaching/learning processes because it provides much information for management of the classroom practice,the planning of courses,and the handling of both the learning tasks and the students.Evaluation is a criterion to develop the level of proficiency of English language teaching(ELT).All the contributing items to the teaching/learning processes must be subjected to close scrutiny early.Therefore,evaluation as an overall system pilots the pool of items in education so as to arrive at a decision to what might be suitable or unsuitable for learners.This article is to explore the relationships between evaluation,innovation in the teaching/learning processes,as well as the evaluation areas of emphasis and some of the procedures that are used in ELT.The experience of the Algerian school is given as an example of necessity of evaluation to meet both the learners’needs and to respond to current requirements.
文摘New research and development(R&D)institutions are an important part of the national innovation system,playing an important role in promoting the transformation of scientific and technological achievements.In recent years,new R&D institutions have gradually become the driving force of innovation-driven development in China.Taking new R&D institutions in Zhejiang Province as the research object,this paper studies the internal talent training path and performance evaluation mechanism of new R&D institutions in Zhejiang Province by using the literature research method,comparison method,case verification method,and other methods.The investigation results show that there are problems such as lack of material and spiritual support and neglect of the absorption of local talents in the internal talent training,and there are problems such as unclear standards,insufficient data,and opaque processes in the performance evaluation mechanism,which greatly affect the establishment and improvement of the performance evaluation mechanism.Given the above problems,this paper puts forward a forward-looking,oriented,flexible,and compatible talent training path and performance evaluation mechanism,hoping to optimize the effective internal talent training path of new R&D institutions,improve the evaluation performance,and promote healthy development of new R&D institutions in Zhejiang Province.

文摘For an enterprise, what is important is to have the self-dependent innovation ability so that it can en- hance the core competence unceasingly and acquire sustainable competitive advantages. In this paper, the indi- cator system of the self-dependent innovation ability of equipment manufacturing enterprises in Shaanxi province is constructed, in which includes 4 one-level indicators and 13 two-level indicators; and conducts empirical re- search by applying the multi-level fuzzy comprehensive evaluation method.

文摘This Paper presents a valid innovation design method for electronic consuming products figures. Using the technology evaluation principle in TRIZ (theory of inventive problem solving) theory as a powerful tool, combined with consumer psychology and relevant knowledge on products modeling methodology, evolution patterns and evolution paths of electronic consuming products figures have been explored. Moreover a set of regulations working for figures innovation design is established.

文摘Cultivating the top-notch innovative talents is an essential task for connotative construction of higher education.As an applicationoriented discipline,the Discipline of Food Science and Engineering attaches great importance to the cultivation of innovation ability of college students.For a long time,however,the discipline education has problems of the inverted teaching subject position,weak coordination ability and single practice mode.The support for the cultivation of innovation ability is weak and ineffective.Therefore,in the context of professional certification of engineering education,it is necessary to make reform of traditional education mode and improve the carrier support and target acquisition taking the Outcomes-based Education(OBE)as guide,the innovation ability cultivation as objective,to provide effective guarantee for cultivation of the top-notch talents.These have become issues that should not be ignored in the development of the Discipline of Food Science and Engineering.
文摘Despite the popularity of cloud computing services, few studies have investigated academic cloud computing services. This study explored the innovation of an academic cloud, the Ming Chuan University Cloud System (MCUCS). A cloud computing service provides numerous benefits to an organization. We conducted a comprehensive review and observation of MCUCS and identified 8 benefits for teachers and 10 for students. Teachers and students agreed that MCUCS consistently provided a service that improved their performance. The most beneficial features of MCUCS were its high usage and user satisfaction. Between April 2010 and April 2012, the usage exceeded 878 300 events. Overall student satisfaction with MCUCS was 79.2%, and teacher satisfaction was 86%. We concluded that MCUCS provides a good model of an academic cloud computing service and a high qualified system.
