Coordination Mechanism and Empirical Research on Marine Science Technology Innovation and Marine Eco-civilization:A Case Study of Coastal Areas of China

Marine science technology innovation provides power and guarantees for marine eco-civilization construction,which provides direction and material support for marine science technology innovation.Therefore,the coordinated development of the two is of great significance to the marine economy sustainable development in China’s coastal areas.On the basis of clarifying the connotations of marine science technology innovation and marine eco-civilization in China’s coastal areas from 2006 to 2019,the mechanism for their coordinated development was analysed.A comprehensive indicator system based on the connotation of the two was constructed,and the coordinated development relationship was empirically tested using the coupled coordination model and the panel vector autoregressive(PVAR)model.The results show that:1)the level of China’s coastal marine science technology innovation continues to improve,gradually forming the core of the development of marine science technology innovation in the north,east and south of Shandong,Shanghai and Guangdong;the level of marine eco-civilization development fluctuating upward trend,showing obvious spatial differentiation characteristics.2)The degree of coordination of marine science technology innovation and marine eco-civilization is growing over time.There is no causal relationship between marine science technology innovation and marine eco-civilization in the northern marine economic circle,but there is a two-way causal relationship between the two in the eastern and southern marine economic circles.3)Marine eco-civilization shows a significant positive and continuous impact on marine science technology innovation,and marine science technology innovation shows a long-term,continuous,fluctuating,and lagging impact on marine eco-civilization.The overall role of marine eco-civilization on marine science technology innovation is dominant,and there are significant differences in the impact effects of the two major marine economic circles. 展开更多

Chinas offshore areas abound in oil & gas resources, but both the intensity of prospecting and the produced outputs are low, as a result, there exists a lot of development potential. Our pursuit to develop offshore marginal oilfields relies on up to date scientific and technological progress as well as modern development management and innovative technologies. China has developed domestically the designed technologies for beach and shallow water areas oil field operations. These technical and engineering systems have been adapted to meet Chinas characteristic, operational features and requirements. Despite of our ongoing efforts, it has not yet met the top international quality standards with regard to the demand for special oil gas bearings and project developments in the middle deep sea areas. The author will analyze the technical shortcomings of beach and shallow water areas exploration engineering, attempts to improve the recovery efficiency, offshore surface engineering technologies, production safeguards etc. A prognosis for the direction and innovate approach used in future management planning and project designs will be given. 展开更多

To achieve sustainable development,it is vitally important to identify the factors driving urban green innovation and evaluate the contributions of different factors.This study uses a Chinese patent full-text database from 2005 to 2016 to identify the number of green patents at the prefecture level and analyzes the main determinants that lead to differences in green innovation level in different regions and types,and their respective contributions by regression and decomposition.This study finds that first,China's green innovation level is characterized by unbalanced development among different regions-the coastal areas develop rapidly while the inland areas develop comparatively slowly.Green innovation output is polarized among different cities,and the trend is more severe in inland areas.Second,economic development acts as the leading factor influencing the overall green innovation output of China both in inland and coastal areas,factor input follows as the second influencing factor,while government behavior has a comparatively small impact on green innovation.Third,regarding green patents of different types in different regions,economic development still serves as the major factor of unbalanced output of all kinds of patents,and government behavior has a relatively obvious regional characteristic,whose impact on inland areas is more evident. 展开更多

This paper expounds the necessity of constructing China's rural multiplex financial system as follows.First,overcome the bottleneck effect arising from the shortage of capital in the process of development of rural small and medium-sized enterprise,and increase farmers' income;second,provide capital support for rural modern industrial development,and promote rural economic development;third,rationally allocate capital,master the money flow and coordinate urban-rural development.The paper also profoundly analyzes the difficulties of constructing China's rural multiplex financial system as follows.First,the existing rural financial system structure is irrational and the function is unsound;second,non-governmental financial market is disorderly and the organization is unsound;third,the rural financial system is simple and the overhaul of rural credit cooperatives system has not yet been done;fourth,the construction of rural system of financial laws and regulations is laggard,and the construction of rural multiplex financial system lacks good social environment.The specific thoughts,measures and countermeasures of constructing mechanism innovation of China's rural multiplex financial system are put forward as follows.First,increasingly perfect legal system and provide legal support for constructing China's rural multiplex financial system;second,quicken the overhaul of rural credit cooperatives system and perfect its function in China's rural multiplex financial system;third,strengthen the degree of support and development,and change the situation of simple structure of rural financial system;fourth,reinforce administrative supervision and perfect public services,and standardize the rural financial market order. 展开更多

Identifying Spatial Heterogeneity in the Effects of High-Tech Firm Density on Housing Prices:Evidence from Guangdong-Hong Kong-Macao Greater Bay Area,China

Innovation capitalization is a new concept in innovation geography research.Extant research on a city scale has proven that innovation is an important factor affecting housing prices and verified that innovation has a capitalization effect.However,few studies investigate the spatial heterogeneity of innovation capitalization.Thus,case verification at the urban agglomeration scale is needed.Therefore,this study proposes a theoretical framework for the spatial heterogeneity of innovation capitalization at the urban agglomeration scale.Examining the Guangdong-Hong Kong-Macao Greater Bay Area(GHMGBA),China as a case study,the study investigated the spatial heterogeneity of the influence of high-tech firms,representing innovation,on housing prices.This work verified the spatial heterogeneity of innovation capitalization.The study constructed a data set influencing housing prices,comprising 11 factors in 5 categories(high-tech firms,convenience of living facilities,built environment,the natural environment,and the fundamentals of the districts)for 419 subdistricts in the GHMGBA.On the global scale,the study finds that high-tech firms have a significant and positive influence on housing prices,with the housing price increasing by 0.0156%when high-tech firm density increases by 1%.Furthermore,a semi-geographically weighted regression(SGWR)analysis shows that the influence of high-tech firms on housing prices has spatial heterogeneity.The areas where high-tech firms have a significant and positive influence on housing prices are mainly in the GuangzhouFoshan metropolitan area,western Shenzhen-Dongguan,north-central Zhongshan-Nansha district,and Guangzhou—all areas with densely distributed high-tech firms.These results confirm the spatial heterogeneity of innovation capitalization and the need for further discussion of its scale and spatial limitations.The study offers implications for relevant GHMGBA administrative authorities for spatially differentiated development strategies and housing policies that consider the role of innovation in successful urban development. 展开更多

与发达地区相比,目前中国欠发达地区在科技创新高质量发展方面暴露出了一些问题。为推动其构建科技创新高质量发展路径、实现经济转型与跨越式发展,以泛珠江三角洲地区为对象,对该区域内欠发达地区科技创新高质量发展存在问题进行分析,... 与发达地区相比,目前中国欠发达地区在科技创新高质量发展方面暴露出了一些问题。为推动其构建科技创新高质量发展路径、实现经济转型与跨越式发展,以泛珠江三角洲地区为对象,对该区域内欠发达地区科技创新高质量发展存在问题进行分析,“以小见大”,探讨中国欠发达地区科技创新高质量发展路径。界定广西、海南、四川、贵州和云南为欠发达地区,基于对泛珠江三角洲各省份有关科技创新指标的调研与统计,并结合对国内外欠发达地区相关经验的总结分析,研究提出中国欠发达地区高质量发展科技创新的对策建议。研究发现,当前泛珠江三角洲欠发达地区面临要素投入规模无法满足科技创新需求、科技创新要素配置不均衡、科技创新积极性不够高、科技成果转化机制欠佳等四大困境;借鉴国内如宁夏的区域协同创新、云南玉溪的政府服务型科技创新,以及国外如马来西亚的包容型科技创新、智利的开放式科技创新、南非的集权化科技创新等创新范式,针对中国欠发达地区科技创新的进一步高质量发展,提出聚焦离岸创新、深度融合产业链与创新链、提升政府服务能力、强化创新主体梯队建设等综合创新路径。 展开更多

文章运用文本编码、内容分析系统梳理了我国31个省市自治区数字经济创新政策的热点与布局,并运用共词网络分析、聚类分析等方法对政策文件的热点领域图谱与空间布局进行了研究。研究发现,在关键词图谱方面,构建现代化的产业体系、建设... 文章运用文本编码、内容分析系统梳理了我国31个省市自治区数字经济创新政策的热点与布局,并运用共词网络分析、聚类分析等方法对政策文件的热点领域图谱与空间布局进行了研究。研究发现,在关键词图谱方面,构建现代化的产业体系、建设高质量的数据平台、实现传统产业的数字化转型是我国现阶段各省市自治区数字经济创新政策的重点;在空间聚类图谱方面,要充分利用东部沿海地区数字经济发达省份的优势,与西部数字经济发展水平相对落后的地区开展跨区域数字经济联动协同发展;在数字产业化方面,人工智能、大数据、区块链等产业是各个省市自治区数字经济发展的热点,量子通信、VR/AR、智能机器人、数字内容和智能感知等数字产业的关注度不足,只有部分省份进行了产业布局;在产业数字化方面,数字政府、数字基础设施、数字服务、数字医疗等是数字应用场景的布局焦点,对于数字环境、数字贸易、数字文化、数字乡村和数字金融等产业的数字化转型,只有少部分省份进行了布局且政策强度不足。通过空间布局研究发现,我国数字产业化和产业数字化的政策空间布局存在区域间不平衡不充分的现象,即东中西部的省市自治区之间存在数字经济发展的“政策鸿沟”,80%省份布局的数字产业和数字应用场景集中在20%的数字经济领域,提出了各省市自治区数字经济空间差异化布局和协同发展的政策建议。 展开更多

推动农村公共体育服务高质量发展是构建更高水平全民健身公共服务体系的重要路径。从数字赋能视角出发,阐释数字赋能农村公共体育服务高质量发展的基本内涵与现实意义,并对数字赋能农村公共体育服务高质量发展的作用机制与现实困境进行... 推动农村公共体育服务高质量发展是构建更高水平全民健身公共服务体系的重要路径。从数字赋能视角出发,阐释数字赋能农村公共体育服务高质量发展的基本内涵与现实意义,并对数字赋能农村公共体育服务高质量发展的作用机制与现实困境进行分析。研究认为,数字技术从农村公共体育服务机制、技术机制、协同机制、决策机制及监管机制5个方面赋能农村公共体育服务高质量发展,而农村地区数字基础设施建设滞后、基层对数字技术的认识与应用不足、农民数字素养匮乏、数据信息共享通道阻塞及质量管理体系缺失成为阻碍农村公共体育服务高质量发展的现实困境。基于此,提出推进农村公共体育服务数字基础设施建设、加快农村公共体育服务数字化转型、加速弥合城乡数字鸿沟、推动城乡公共体育服务协调发展及构建农村公共体育服务全流程质量管理体系的创新路径。 展开更多

中国沿海地区制度创新对海洋经济韧性的溢出效应研究

减污降碳是开展绿色金融的重要目标。本文以绿色金融改革创新试验区的设立作为准自然实验,运用双重差分模型分析绿色金融改革创新试验区对二氧化碳、二氧化硫、氮氧化物的减排效果。结果表明,试验区试点政策对二氧化碳、二氧化硫具有显... 减污降碳是开展绿色金融的重要目标。本文以绿色金融改革创新试验区的设立作为准自然实验,运用双重差分模型分析绿色金融改革创新试验区对二氧化碳、二氧化硫、氮氧化物的减排效果。结果表明,试验区试点政策对二氧化碳、二氧化硫具有显著的减排效果,但对氮氧化物的减排效果不明显。机制分析表明,试验区试点政策未能通过促进技术创新实现二氧化碳、二氧化硫、氮氧化物的减排,但是能通过降低能耗总量与优化用能结构实现二氧化碳、二氧化硫的减排。异质性分析表明,试验区试点政策的减污降碳效果在东部地区、环境治理力度弱的地区、产业结构高级的地区以及金融发展水平高的地区更加明显。本文为如何优化试验区试点政策效果提供了一定的启示。 展开更多
