Chinese and US S&T Innovation Policies and Their Effects on Economic Growth Potentials

Since the eruption of the recent global financial crisis, major countries have been pushing forward structural reforms with science and technology （S＆T） innovation at the heart. Since taking office, US President Donald Trump has adopted an ＂America First＂ strategy but has yet to specify a clear S＆T innovation policy. However, Trump＇s current policies have already affected S＆T innovation and his planned budget cuts will impact US growth potentials. Compared with the US, China is steadily implementing its innovation-driven development strategy with significant improvement in S＆ T innovation that increasingly supports economic growth. To spur future economic growth, China should steadfastly follow its S＆T innovation strategy, promote the utilization of S＆T innovation results, boost its economic growth potentials and make the most of global innovation resources.

基于SEM-ANN的数字人民币使用意愿影响因素研究

数字人民币是重塑我国支付新格局、加速数字经济进程的重要载体,但在用户推广方面仍存在诸多阻力,从用户的视角探究数字人民币使用意愿的影响因素具有重要的意义。本文以数字人民币为研究对象,在UTAUT2模型的基础上结合数字人民币的特点,构建数字人民币使用意愿理论模型;进而,以数字人民币首批试点城市的用户数据为样本,综合运用PLS-SEM和SEM-ANN方法实证分析数字人民币使用意愿的影响因素。结果表明,基于SEM的数字人民币使用意愿模型具有较好的解释和预测能力;信任、习惯、价格价值和社会影响对数字人民币使用意愿具有显著正向影响,而绩效期望、努力期望和创新意识对数字人民币使用意愿的影响不显著;此外,在作为调节变量的个人特征方面,价格价值与数字人民币使用意愿的关系受性别因素的调节;经验对价格价值、习惯、社会影响、信任与用户使用意愿的关系均具有调节作用;将结构方程模型与人工神经网络相结合能够提升模型的预测精度,并且影响因素的重要性有所改变,习惯最为重要、信任次之,其次为社会影响和价格价值。

Overview of business innovations and research opportunities in blockchain and introduction to the special issue

Blockchain has become a new frontier of venture capitals that has attracted the attention of banks,governments,and other business corporations.The recent blockchain related attempts included legal blockchains by Fadada.com and Microsoft and pork tracking blockchains by Walmart and IBM.Blockchain is poised to become the most exciting invention after the Internet;while the latter connects the world to enable new business models based on online business processes,the former will help resolve the trust issue more efficiently via network computing.In this paper,we give an overview on blockchain research and development as well as introduce the papers in this special issue.We show that while blockchain has enabled Bitcoin,the most successful digital currency,its widespread adoption in finance and other business sectors will lead to many business innovations as well as many research opportunities.

Evolution Characteristics of Government-Industry-University-Research Cooperative Innovation Network for China＇s Agriculture and Influ- encing Factors： Illustrated According to Agricultural Patent Case

Under the special background of China, the cooperative innovation between different government-industry-university-research institutes plays an increasingly important role in the agricultural field. However, the existing literature has paid little attention to it. Considering the cooperation patents, published in the agriculture field stemming from the Full-text Database of China Patents as the study object, the spatial and institutional attribute of the authors as the data source, and by combining the social network and spatial econometrics analysis, this paper analyzes the structure evolution characteristics of cooperative innovation networks of agricultural government-industry-university-research institute in the city level of China in 1985–2014, based on the triple helix theory, with the influence factors discussed. This shows that, 1) since 1985, China's agricultural innovation level has been substantially increased, but the development degree of the cooperative innovation network is low, and the patent cooperation mainly relies on authors in the same unit; 2) enterprises play a leading role in the agricultural cooperative innovation. The effect of the government and hybrid organizations driven by the government is not obvious; 3) the cooperative innovation in the province and city dominates, and a multi-pole pattern has been formed. The cooperative innovation network structure evolves from a single helix empty core and double helix multi core to a double helix hierarchical network; 4) the city's science, education funding and personnel investment are key factors determining the agricultural cooperative innovation, while the agricultural development of the city presents slight negative impacts on it. The spatial mismatch of supply and demand is present in the technical cooperative innovation of China's agriculture. Therefore, the science enhancement and education investment to big agricultural provinces should be promptly implemented.

U-G-S协同推进创新人才早期培养的国际经验与启示

本文选取美国、澳大利亚、新加坡等创新人才机制相对成熟的国家,探究其创新人才多主体早期培育项目经验,分析、归纳得出主要培养路径有四:首先,“丰富和加速”是主要培养手段,以高阶课程助力超前学习、以缩短学制促进加速学习、以暑期项目丰富课程学习;其次,以信息技术搭建资优教育平台,扩展资源网络渠道,推进创新人才培养的机会均等;再次,注重教育体系衔接,以大中小衔接体系为创新人才接续培养枢纽,确保培养质量;最后,以分类培养理念创新人才和技术创新人才为目标,建立针对性培养体系。据此,本文提出改进我国创新人才早期培养U-G-S协作机制的建议:加强政策顶层设计、扶持校企联合、增强创新人才网络资源建设、推进校本创新人才培养项目建设等。

绿色技术创新、供应商关系与企业ESG表现--社会信任的调节作用

基于利益相关者资源基础观,从供应链视角出发,以2013—2022年中国A股制造业上市公司的数据为样本,研究绿色技术创新与企业ESG表现之间的作用机制。研究发现,绿色技术创新对企业ESG表现有正向作用;绿色技术创新通过降低供应商集中度和供应商波动提高企业ESG表现;社会信任可以正向调节绿色技术创新与企业ESG表现之间的关系;在国有企业、高科技企业中,绿色技术创新对企业ESG表现的促进作用更显著。制造业企业应深度挖掘绿色技术创新价值,将其融入战略规划核心层面;政府也应通过政策激励,多支持企业进行绿色转型。

An innovative approach for the treatment of Alzheimer's disease: the role of peroxisome proliferator-activated receptors and their ligands in development of alternative therapeutic interventions

Inevitability and Emergent Problems of Science &Technology Innovation Access to Integration

The causes and the problems of integration of scientific ＆ technical innovation （ISTI） and inevitability are proposed. The status of domestic scientific ＆ technical innovation is analysed. A series of emergent managerial problems caused by the system ISTI （SISTI） are pointed out. Because of Hall three dimensions structure＇s enlightenment, a three dimensional logical net diagram in which the system integration of innovation based on problem in real world but not on disciplinary logic is drawn. The intelligent group＇ s need span is greater under the conditions of relatively low material level than common groups who have lower degree of education. The SISTI is composed by multi-rule and intelligent multi-agent behavior. It is concluded that the logical relationships of integrated technology which based on the author＇s experience and observation must be considerded for a valid management of SISTI.

Scientific and Technological Innovation Is an Important Approach to Ensuring China’s Oil Security

With the rapid and continual growth of national economy, the gap between oil demand and supply keeps widening in China, therefore China will increasingly depend on imported oil. However, the world＇s oil and gas resources are unevenly distributed; global world＇s oil prices remain high; and over 70 percent of China＇s imported oil has to be shipped through the Malacca Strait. There are various ways to ensure China＇s oil security today, and the practical and feasible strategic option is to increase the discovery and production of domestic oil, raise energy efficiency and develop petroleum substitutes. Scientific and technological innovation is crucial both in new oil reserves discovery and production, energy conservation, and in the development of petroleum substitutes, establishment of a strategic oil reserve system and for environment protection. This indicates that China should take effective measures in investment strategy, fiscal policies, financing instruments, intellectual property protection, fostering talents and professionals, so as to establish its own scientific and technological innovation system in the petroleum industry and be better able to ensure oil security.

Considerations for a Planned Democratizing Data Framework for Valid and Trusted Data

A key requirement of today’s fast changing business outcome and innovation environment is the ability of organizations to adapt dynamically in an effective and efficient manner. Becoming a data-driven decision-making organization plays a crucially important role in addressing such adaptation requirements. The notion of “data democratization” has emerged as a mechanism with which organizations can address data-driven decision-making process issues and cross-pollinate data in ways that uncover actionable insights. We define data democratization as an attitude focused on curiosity, learning, and experimentation for delivering trusted data for trusted insights to a broad range of authorized stakeholders. In this paper, we propose a general indicator framework for data democratization by highlighting success factors that should not be overlooked in today’s data driven economy. In this practice-based research, these enablers are grouped into six broad building blocks: 1) “ethical guidelines, business context and value”, 2) “data leadership and data culture”, 3) “data literacy and business knowledge”, 4) “data wrangling, trustworthy & standardization”, 5) “sustainable data platform, access, & analytical tool”, 6) “intelligent data governance and privacy”. As an attitude, once it is planned and built, data democratization will need to be maintained. The utility of the approach is demonstrated through a case study for a Cameroon based start-up company that has ongoing data analytics projects. Our findings advance the concepts of data democratization and contribute to data free flow with trust.

Effects of Team Structure on Innovation Performance： An Empirical Study

Teamwork is gaining increasing attention in a broader management research. In addition to previous research on the relationship between team structure and innovation performance, this study draws from an interesting experience-based theory advanced by Kelley and Littman （2005）, which examines teams from design thinking perspective, and tests its contributions and effects on team＇s innovation performance. According to Kelley and Littman any team should include the following team roles： The anthropologist, the experimenter, the cross-pollinator, the hurdler, the collaborator, the director, the experience architect, the set designer, the storyteller, and the caregiver. We develop theoretical logics to explain how team structure that includes these key team roles and competences lead to a better innovation performance, and propose pertinent hypotheses. Experimental-empirical research and quantitative analysis were used in the study. The study conducted multiple experiments on three samples： a group of foreign entrepreneurship students, a group of technical students, and an additional group of randomly selected individuals, aged between 20 and 58, with diverse backgrounds. A special approach was implemented and a new instrument was developed to evaluate individuals in teams. While the results show that team that possess the major competences proposed by Kelley and Littman are more innovative, preliminary results also show that not all team roles are equally important. Moreover, team roles should be allocated equally among members for better collaboration, member satisfaction, and quick response, and within one team, one prevailing personality is optimal in terms of innovativeness. We discuss the implications of our findings for future research and managerial practice.
