The revitalization of Northeast China economy must start with institutional innovations

Starting with the basic knowledge of the system, the researcher analyzes the significance of institutional innovation in revitalizing old industrial bases in Northeast of China. It is not difficult to discover that Northeast＇s backwardness is caused by both of the historical and the artificial reasons. What＇s more, owing to the establishment of market economy, the old system no longer satisfies the development of the new system. Therefore, in order to speed up the Northeast region＇s economy and make it truly become the fourth growth pole, we must accelerate the innovation system.

Research on Institutional Innovation of Non-public Forestry

This article analyzes the form and the mechanism of non-public forestry＇s institution obstacles by classical economies, institution economics＇, legal economics and economic theories of modern forestry. Regarding the proprietary institution as the core, and cost-income as the main clewf-it defines the concept and eategory, of non-public forestry subsidy and compensation. And oecorrling to the relased control and efficiency principle of market econonf-this paper establishes a set of institution that accords with the development of non-public forestry, offers both theoretical supports and decision- making references to remove institution obstacles of nan-public forestry, and coordinates the policies of non-public forestry with those of the public-owned forestry.

Circular economy: from an institutional perspective

Circular economy （CE） has been put fonvard as an important environmental and resource strategy in China.Aiming at the high utilization rate of resources and reduction of pollutants,CE means to realize a shift of fundamental paradigm.With the mode of production and consumption from linear to recycling model,the promotion requires transdisciplinary researches which integrate technological,ecological,social-cultural and other sciences.The present study focuses on the implementation of circular economy from an institutional perspective.Institution acts as a crucial factor by providing incentives for technical innovation,leading investment orientation and determining policy effectiveness,etc.This paper mainly discusses about： firstly,the feature of institution,institutional changes and institutional innovation is articulated,together with eco-industrial park strategy,extended producer＇s responsibility and dematerialization principle as innovative institutional arrangements; secondly,as policy plays great role on institutional changing process,the mechanism of policy implementation is needed to be related; as a result,coevolution of institutions and policies is thus presented; at last,a pilot attempt is made to find out some operational avenues in accomplishment of CE through both theoretical and practical methodology,special resolutions are put forward after some projecting difficulties and dilemmas in China are described.

An Institutional Innovation about Guarantee Alliance in the Guaranty Industry for SMEs＇ Financing： A Case Study

To mitigate SMEs＇ financial distress, related innovation is encouraged. In recent years an institutional innovation called Guarantee Alliance （GA） appears in Southwestern Sichuan Province of China which comes to change the original guaranty market structure and benefit SMEs＇ getting bank loan. Utilizing a case study approach and taking GA as a case, this paper aims to contribute to entrepreneurial finance literature by describing the GA and examining the process of innovation of GA. Through a detailed examination of the process, we identify a number of factors which contribute to its success.

Patterns and Experience of China's Four Decades of Opening-Up

China＇s four decades of opening-up coincided with the trend of the world economy, and contributed to its own economic development. With a gradualist approach, China achieved opening-up without causing economic and social repercussions, and unleashed institutional dividends that facilitated its reform and development. This approach has breathed lasting momentum and vitality into China＇s economic growth and structural transition, and improved China＇s industrial competitiveness and status in the international division of labor. As a basic national strategy and one of the country＇s five development concepts, opening-up is essential for China to pursue peaceful development and stand proudly in the family of nations. Facing new changes in domestic and international environments in the new era, particularly increasing competition among major countries such as China and the United States, China should proactively explore a new model of opening-up, refocus opening-up from policy supply to capacity building, and form a new pattern of opening-up on all fronts for high-quality economic development.

Resource and Environmental Issues in Transitional China:A Perspective from the Interaction Among Market,Government and Society

Along with the rapid growth of economy in the postreform period after 1979,China has faced severe problems of resource overusing and environmental degradation which would threaten the sustainable development of economy and society.This article explores an effective mechanism of managing resource and environment in China.It examines some major resource and environmental issues,and constructs a framework of institution innovation to cover three sectors(government,market and society) . In addition,the article analyzes their experience and evaluation in resource management and environmental conservation during the transitional period.We argue that the combination of market regulation,government intervention and public participation is an effective way of allocating resource and protecting environment. Some suggestions are put forward to balance the relationship between them,including coordinating role of government and market,building platform for market operation and creating an atmosphere of public participation.

The Future of Manufacturing： A New Perspective

Many articles have been published on intelligent manufacturing, most of which focus on hardware, soft-ware, additive manufacturing, robotics, the Internet of Things, and Industry 4.0. This paper provides a dif-ferent perspective by examining relevant challenges and providing examples of some less-talked-about yet essential topics, such as hybrid systems, redefining advanced manufacturing, basic building blocks of new manufacturing, ecosystem readiness, and technology scalahility. The first major challenge is to （re-）define what the manufacturing of the future will he, if we wish to： ① raise public awareness of new manufacturing＇s economic and societal impacts, and ② garner the unequivocal support of policy- makers. The second major challenge is to recognize that manufacturing in the future will consist of sys-tems of hybrid systems of human and robotic operators; additive and suhtractive processes; metal and composite materials; and cyher and physical systems. Therefore, studying the interfaces between con- stituencies and standards becomes important and essential. The third challenge is to develop a common framework in which the technology, manufacturing business case, and ecosystem readiness can he eval- uated concurrently in order to shorten the time it takes for products to reach customers. Integral to this is having accepted measures of ＂scalahility＂ of non-information technologies. The last, hut not least, chal-lenge is to examine successful modalities of industry-academia-government collaborations through public-private partnerships. This article discusses these challenges in detail.

Leading High-Quality Development of Service Industry with Institutional Innovation

To realize the transition from high-speed growth to high-quality development,it is necessary not only to change the way and path of economic growth,but also to speed up the improvement of the institutional system that is compatible with highquality development.China has unique institutional advantages in promoting the high-quality development of the service industry(HQDSI),but the service industry is a typical institution-intensive industry that faces higher institutional barriers than the manufacturing industry.Therefore,institutional reform and business environment optimization are particularly important to the promotion of HQDSI,and the effect is also very prominent.Facing the future,we should lead HQDSI by building a high-standard socialist market economy,promote the high-quality and efficient development of the service industry by standardizing it,and encourage the innovation and entrepreneurship of the industry by improving the institutional environment,thus steadily boosting HQDSI in the new era of reform and opening up.

Coordinating rural-urban education and institution innovation

In order to implement the spirit of the Sixteenth National People＇s Congress to accelerate development of rural education, deepen reform of rural education, guarantee a well-off society, and harmonize rural and urban development, coordinating ruralurban education is the key to China＇s development. At present, the rural-urban coordinating education is influenced by many factors, including rural-urban income difference, rural-urban educational resources difference, rural-urban background difference, and rural- urban institutional difference. In order to realize the coordinating development of rural-urban education, we need innovation in ＂Hukou＂ institution, land institution, financial institution and rural education institution. Institution innovation would be the guarantee to the coordinating rural-urban education.

The Basin Water Resources Management System and Its Innovation in China

Water provides the origin of human survival and prosperity,and the basic resource for the maintenance of terrestrial eco-systems,their biodiversity,productivity and ecological services.With China’s recent,rapid growth both in population and economic development,the water shortage has become one of the most constraints on its ecological restoration and socio-economic development,especially in the arid inland regions of northwest China.At first glance,this water shortage in China appears to be a resource crisis.But second,an in-depth analysis reveals that the water shortage crisis arises mainly resulting from the poor water management system and operating mechanism that cannot facilitate fair allocation and efficient utilization of water resources both regionally and nationally and thus is viewed as a crisis of water manage-ment.The solution of China’s water shortage and low-efficient utilization problem will,in particular,require a fundamen-tal and substantial reform or innovation of the existing water management system and operating mechanism.In this paper,we address explicitly the problems existed in the current water management system,explore the basic theory of water re-sources management and provide some insights into the way how to establish a river basin based integrated water re-sources management system in China.

Modernized Development of Urban Farming Industry: A Case Study of Kunming City

Modern urban farm is an essential part of urban agriculture and is inevitable trend of social economic development of modern cities.Based on empirical study of Kunming City,this paper analyzed current situations and difficulties of urban farming industry,explored development idea of urban farming industry,and came up with recommendations from institutional innovation,overall planning,property right reform,infrastructure construction,and talent team cultivation.

Research on the Impact of Innovation Drivers on the Quality of Economic Growth in China

The quality of economic growth is a prominent issue in the process of economic growth worldwide.This paper builds relevant econometric models and uses the provincial panel data from 2003 to 2015 to analyze the impact of innovation drivers on China’s economic growth.The empirical results show that technological innovation and institutional innovation have a significant role in promoting the quality of China’s economic growth,and the effect of institutional innovation is stronger than that of technological innovation.In terms of regions,the innovation driver has the greatest contribution to the quality of economic growth in the eastern region of China,with the western and central parts ranking second and third.However,the role of institutional innovation in the eastern region is prominent,and the role of technological innovation is weak.Only institutional innovation in the central region has a significant role in promoting the quality of economic growth.Only technological innovation in the western region has a positive effect on the quality of economic growth,and the impact is weak.The regional differences in the impact of innovation-driven economic growth are obvious.

Discussion on the Pathways for Cooperative building of Vocational Education Platforms

Urban Configuration Analysis of Idle Land Market Based on Game Model

In recent years, the speed of urban development becomes faster and faster with expanding of land construction scale, and a lot of idle lands lead to serious land waste. This paper builds game model by carrying out a market allocation analysis and applying economic game theory to the analysis of current idle land problem; it gets six kinds of results through analyzing the game model of idle land market, and the final Nash equilibrium is(system innovation, publicly traded) through contrastive to help balance the game relationship between government and the user of idle land and raise some new scientific and rational institutions to serve as future references for effective usage of idle land.

The existing problems of SME financial management information and promoting measures

On the basis of analysis of the operating characteristics of SMEs, problems in financial management are pointed out, such as： limited financing channels, lack of internal control systems, weak basic accounting and backward financial management information construction, and measures like to create a favorable policy and service environment for SMEs through the legal system, to innovate the financial system, to pay attention to nurturing and incentive financial innovation talents, network-building management and to establish related punishment and supervision system, are proposed.
