Belt and Road Initiative(BRI) is a Chinese national strategy which calls for cooperative economic, political and cultural exchange at the global level along the ancient Silk Road. The overwhelming natural hazards loca... Belt and Road Initiative(BRI) is a Chinese national strategy which calls for cooperative economic, political and cultural exchange at the global level along the ancient Silk Road. The overwhelming natural hazards located along the belt and road bring great challenges to the success of BRI. In this framework, a 5-year international program was launched to address issues related to hazards assessment and disaster risk reduction(DRR). The first workshop of this program was held in Beijing with international experts from over 15 countries. Risk conditions on Belt and Road Countries(BRCs) have been shared and science and technology advancements on DRR have been disseminated during the workshop. Under this program, six task forces have been setup to carry out collaborative research works and three prioritized study areas have been established. This workshop announced the launching of this program which involved partners from different countries including Pakistan, Nepal, Russia, Italy, United Kingdom, Sri Lanka and Tajikistan. The program adopted the objectives of Sendai Framework for Disaster Risk Reduction 2015-2030 and United Nation Sustainable Development Goals 2030 and was implemented to assess disaster risk in BRCs and to propose suitable measures for disaster control which can be appropriate both for an individual country and for specific sites. This paper deals with the outcomes of the workshop and points out opportunities for the near future international cooperation on this matter. 展开更多

The 2nd UN World Conference on Disaster Reduction convened in July 1999 proposed the "Geneva Strategy", which highlighted the need that disaster reduction should be focused on cities and communities in the 21st Century. Having long been engaged in research on urban disaster reduction, the author noticed that although great importance has been attached to natural disasters and related accidents in recent years, little attention has been paid to urban industrial accidents that constitute the biggest threat to cities. Urban disaster reduction should be given enough attention whether in developing large and medium sized cities or promoting the construction of small towns in China. Attention should be paid not only to the research on the mechanism of industrial accidents, but also to industrial construction and disaster reduction planning and layout. The study shows that the formation and development of the down-faulted basin zone in Shanxi Province provides an available condition for preparation and occurrence of these hazards, so that the basin zone becomes an area with frequent occurrence of the hazards, such as earthquakes, floods and waterlogging, meteorological and geologic hazards and agrobiohazards in Shanxi and with their most serious interaction and mutual intensification. Moreover, the basin zone is an area with dense population and most concentrated industrial and agricultural productions and social-economic property in Shanxi. The comprehensive effect of the two factors caused the zone to be a high natural disaster risk area in Shanxi. For reduction of natural disasters and ensuring the sustainable social-economic development in Shanxi, it is necessary to regard the basin zone as an important area for disaster reduction in Shanxi and to carry out integrated disaster reduction. 展开更多

Based on a literature review and two case studies,this article presents the difficulties inherent in the main disaster risk reduction conceptual models.The method used to highlight such evidence is to compare two programs on disaster risk reduction with mainstream conceptual models.The authors participated in these programs,which were confronted with the need to integrate contributions and insights from both earth and social sciences.Our analysis found that the existing main conceptual models were unable to do justice to disaster risk reduction needs.This finding encouraged us to critique these models.Further effort led us to present possible solutions to compensate for the shortcomings of current models while taking into account the contextualization and dynamics of phenomena,as well as grappling with the more explicit integration of hazards and hazard risk into model design. 展开更多

随着全球变暖,极端降雨事件增多,导致山区小流域灾害频发,严重威胁人民生命财产安全。小流域防灾减灾形式多样,其中生态工程措施与岩土工程措施相结合协同减灾的方式,不仅能够充分发挥两种措施在不同时间段的减灾作用,而且能够增加整体... 随着全球变暖,极端降雨事件增多,导致山区小流域灾害频发,严重威胁人民生命财产安全。小流域防灾减灾形式多样,其中生态工程措施与岩土工程措施相结合协同减灾的方式,不仅能够充分发挥两种措施在不同时间段的减灾作用,而且能够增加整体减灾功效。目前,受限于生态工程措施与岩土工程措施协同减灾原理不明,评估方法缺乏,导致二者无法有机结合并开展综合减灾效益评估。本文在基于自然解决方案的基础上,提出了山区小流域生态-岩土措施协同减灾的原理,即利用生态工程与岩土工程协作,通过坡面防护和沟道调控,形成稳定阶梯-深潭结构的生态工程-岩土工程措施协同减灾原理。在此基础上,结合地理信息系统和最优化原理,给出基于能量消减的小流域生态工程-岩土工程协同减灾功效的定量化评价方法,为规划、设计、物种选择以及生态工程与岩土工程对策的结合提供依据。 展开更多

Disaster risk reduction policy and practice require knowledge for informed decision making and coordinated action. Although the knowledge production and implementation processes are critical for disaster risk reduction, these issues are seldom systematically addressed in-depth in disaster studies and policy programs. While efforts and improvements have been made with regard to data and information, only limited resources are committed to improving knowledge management structures and integrating knowledge systems at different spatial levels. The recently adopted Sendai Framework for Disaster Risk Reduction 2015–2030 addresses knowledge-related issues and provides the opportunity to highlight the critical role of knowledge in disaster risk reduction. This article presents insights into potential conceptualizations of knowledge that would advance disaster research and policy. We use cases from France to illustrate challenges of and pathways to disaster risk reduction. We suggest to further strengthen efforts that improve our understanding of the connections between disaster risk, knowledge, and learning. A better integration of multiple scales, different societal actors,various knowledge sources, and diverse disciplines into disaster risk research will increase its relevance for decision-makers in policy and practice. Well-targeted incentives and political backing will improve the coherence,coordination, and sharing of knowledge among various actors and arenas. 展开更多

Modeling Impact of Natural Hazard-Induced Disasters on Income Distribution in the United States 被引量:1

Economic damage due to hurricane activities has been shown to impact income inequality in the coastal states of the United States. We consider 17 other natural hazards, in addition to hurricanes, that affected the entire United States for the period 1970–2013. Two fixed effects models were developed to quantify the relationship between income inequality and economic and demographic variables, including crop and property losses from natural hazard-induced disasters. These models include state-byyear and region-by-year fixed effects models. Our findings show that the damages from all natural hazards impact income distribution across the United States, not only in hurricane-affected areas, but also in non-hurricane states.The results of our study have important implications for the insurance industry and government policymakers. 展开更多
