Comparison of Integrated Urban-Rural Development between Chongqing and Chengdu

On the basis of review of integrated urban and rural development process in Chengdu and Chongqing, we summed up experience of reform and compared the practice in these two regions. Results show that both regions have opened free flow of rural and urban factors, made detailed and scientific planning of integrated urban and rural development, and carried out exploration in equalization of urban and rural public service.

Strategy for Construction of World Modern Garden City in Chengdu of China under the Background of Integration of Urban-rural Development

In the perspective of natural geological climate and social economic situation of Chengdu City,the paper had analyzed the tendency of integration of urban-rural development in Chengdu,and proposed strategy to construct world modern garden city.It had illustrated basic conditions to construct world modern garden city in Chengdu at current period,and it was considered that good timing,geographical convenience and good human relations were involved in this strategy.In order to satisfy the six traits of word modern garden city,it had proposed short-term,mid-term and long-term targets;and focused on industrial development,enriching and benefiting the people,opening up to the outside world and institutional innovation.It also suggested weakening original economic geological pattern of Chengdu,so as to form complete urban system of sharing homogeneity of market construction,policy allocation,basic facilities,and social security system,seek for general welfare and diverse cooperation,and finally construct world modern garden city with good living environment,excellent investment environment,fine cultural atmosphere,high functional level,and strong comprehensive competitiveness.

Development Path of Urban-rural Integration

The urban and rural areas are regarded as two major components of the regional economic system. Only through joint balanced development of the two can we achieve overall economic optimization and social welfare maximization. But the great social division of labor has separated urban areas from rural areas,which casts the shadow of city-oriented theory on cooperative relations between urban and rural areas. Mutual separation between urban and rural settlements and independent development trigger off a range of social problems. We must undertake guidance through rational development path of urban-rural integration,to eliminate the phenomenon of urban-rural dual structure,and promote the sustainable development of population,resources and environment in urban and rural areas as soon as possible.

A new approach towards the sustainability of urban-rural integration:The development strategy for central villages in the Abbasiya District of Iraq using GIS techniques

The development of rural areas usually has a positive impact on the urban-rural integration. This study explores an innovative approach to stimulate rural development by proposing qualified villages as central villages that can provide basic urban services for their residents and residents of neighboring villages. This approach can contribute to overcoming the various problems that rural areas faced at the social, economic, and environmental levels. It seeks to achieve spatial sustainability of rural areas, representing a new approach by integrating urban development methods to revitalize rural villages. The study analyzed 15 villages belonging to Abbasiya District of AL Kufa City in the Najaf Governorate of Iraq. Based on the GIS techniques and the analysis of urban service indicators(village population, percentage of urban building materials used in villages, distance between village and health centers, distance between village and main roads, nature of economic activity, distance between village and educational institutions, distance between village and drinking water sources, number of communication towers, and distance between village and urban administrative center), this study proposed that Abu Gharb and Albu Ghraib can served as central villages in Abbasiya District in the future. This study establishes a new rural spatial structure to achieve rural sustainable development, improves the development status of rural areas, and provides a theoretical basis for the government and relevant institutions to use urban service indicators, achieving rural sustainable development and formulating relevant development policies in Abbasiya District.

Study on the Modes and Strategies of Integrated Urban-Rural Construction

The connotation of urban-rural integration,its construction courses,construction modes in China and abroad are introduced in this study,the problems emerging from the urban-rural integration practices are analyzed,and strategies for the urban-rural integration in China are proposed.

Study on the Mechanism of the Integration of Urban and Rural Development from the View of Elements Flow

Fromthe enterprise,individual and government,which are the three main economic behavior subject,this paper analysis factors impact of flow behavior main body and the change of the objective function,constraint function and the impact of the change of behavior equation,and then summarizes their effects on the integration of urban and rural development,to build fromexogenous shocks to the endogenous to adapt to the economic decision-making framework,clarify elements flow affect the running mechanismof the urban-rural integration.

Analyzing the transportation infrastructure-rural industry integration relationship in China

Transportation infrastructure is crucial to China’s economic growth because it substantially contributes to the holistic development of rural primary,secondary,and tertiary industries.This study innovatively examines transportation infrastructure and urbanization levels to explore,both theoretically and empirically,their relationship with the holistic development of primary,secondary,and tertiary industries in rural China,and the mediating role of urbanization on this relationship.We employed fixed-effects models,the entropy weight approach,mixed regression,and generalized method of moments to analyze the data of 30 provinces across China from 2013 to 2020.The results indicate that the construction of transportation infrastructure directly fosters the collective advancement of such industries in rural areas and that urbanization partially mediates the transportation infrastructure-rural industry integration relationship.However,the western region shows disparities in the integrated development of these sectors.Further analysis reveals that foreign investments amplify the positive influence of transportation infrastructure on rural industry integration.Essentially,the enhancement of rural transportation infrastructure,promotion of urbanization,implementation of strategic planning,and strengthening of support mechanisms are crucial aspects in the comprehensive development of rural industries and the achievement of rural revitalization in China.

Spatial pattern of urban-rural integration in China and the impact of geography

Urban-rural integration (URI) is a global challenge that is highly related to inequalities, poverty, economic growth, and other Sustainable Development Goals (SDGs). Existing research has evaluated the extent of URI and explored its influencing factors, but urban-rural linkages are seldom incorporated in evaluation systems, and geographical factors are rarely recognized as the influencing factors. We construct a URI framework including regional economy, rural development, urban-rural linkage, and urban-rural gap. Based on a dataset consisting of 1,669 counties in China in 2020, we reveal the spatial pattern of URI and find a high correlation between the spatial pattern of URI and the relief degree of land surface (RDLS). Using structural equation modeling, we discover that topography has direct ( − 0.18, p < 0.001) and indirect ( − 0.17, p < 0.001) effects on URI. The indirect negative effects are mediated through the infrastructure, and the combination of localized advantages and modern technical conditions could mitigate the negative impact of topography. Finally, we identify 742 counties as lagging regions in URI, which can be clustered into eight types. Our findings could facilitate policy designing for those countries striving for integrated and sustainable development of urban and rural areas.

多方协作、多级传导、上下结合--成都市城乡社区治理的探索

自2017年以来,成都市面对发展资源匮乏、顶层设计缺失和上下互动不足三大社区问题,尝试从“多方协作”“多级传导”“上下结合”三方面探索超大城市城乡社区治理的新思路。多方协作方面,成都市设立社区发展治理委员会,协调各委办局制定解决“人、物、财”瓶颈的多方协作对策;多级传导方面,通过科学划分社区发展群,将全市“五大社区”的建设要求和评价标准层层传导至区(市)县和街道(镇)的社区治理行动中;上下结合方面,“三位一体”的社区规划师制度将主管部门及行业专家、设计团队、民意代表组织在一起,共同参与社区更新项目的全过程。本文通过梳理和总结成都经验,以期为中国超大城市的社区治理提供可借鉴的经验。

On integrated urban and rural development

Cities and the countryside have long been an inseparable organic whole.China's new model of high-quality urbanization requires integrated urban and rural development and rural vitalization.Problems inherent to urban areas are caused by problems inherent to rural areas,and vice versa.Such problems are closely linked,and the compound each other to create“urban-rural problems.”As such,rural vitalization is necessary to prevent problems associated with growing cities,and the new model of urbanization is required to prevent problems in rural areas.Based on a review of domestic and foreign research on integrated urban and rural development,this study analyzes the root causes of persistent urban and rural problems and their counterposing patterns on a theoretical level;analyzes the main factors and driving mechanisms as well as the underlying pattern and sustainability of integrated urban and rural development;constructs a measurement test for integrated urban and rural development;and proposes a triangular model of integrated urban and rural development.It confirms that China's integrated urban and rural development is in the late period of urbanization,which features a high degree of integration and more urban areas and fewer rural areas.Subsequently,it will enter the final period of urbanization and a stage of deep integration,with more urban and fewer rural areas.In the future,it will be necessary to implement a strategy of deeply integrated urban and rural development and use new urbanization and rural vitalization to solve urban-rural problems and improve the quality of urban and rural development.New theories and methods of integrated urban and rural development will need to be created and an evaluation system to judge quantitatively the depth of integrated urban and rural development will need to be established,in order to create desirable urban and rural areas.Future efforts should aim to develop greater synchronization,deeper integration,and mutual success between the new model of urbanization and rural vitalization,so as to improve the high-quality development of,and modernize,both urban and rural areas.

中心城市外围县域城乡融合模式与效应研究--以哈尔滨市呼兰区为例

通过分析城乡融合发展效应,从经济效应、社会效应、空间效应和生态效应4个维度,共同构成了城乡融合发展效应评价指标体系,对2013年-2019年呼兰区城乡融合发展进程进行了分析,归纳了它所采用的城乡融合发展模式,同时进一步评估这种模式下的城乡融合发展成效。研究结果显示,呼兰区是一个“产业-空间-制度”多维协同,“城-镇-村”三级联动,呼兰区共同发展的城乡融合模式。2013-2019年间,呼兰区城乡融合发展总体效应呈波动变化的趋势。经济效应方面,阶段差异较明显;社会效应方面,也具有较明显的阶段差异;空间效应方面,总体呈缓慢上升趋势;生态效应方面,发展不明显。

On May 6,2019,the CPC Central Committee and State Council released the Opinions Concerning Establishing and Improving the Institution,Mechanism,and Policy System for Urban and Rural Integrated Development(shortened into the Opinions in the following part).The Opinions suggests that by 2022,a primary urban-rural integrated development mechanism should be established.An institutional channel for free flowing of urban and rural elements should be basically opened up,the restrictions on urban permanent household registration should be gradually eliminated,the unified urban and rural construction land use market should be set up,the capacity of finance serving for countryside revitalization should be apparently promoted.

Unbalanced urban-rural development is one of the most apparent issues in the process of Chinese urbanization.While harmonious urban-rural development is an objective of urbanization,urbanization is also necessary in realizing harmonious urban-rural development.Such development will be an emblem of the implementation of the Scientific View of Development,and may be realized through an urbanization path with integrated urban-rural system,win-win machine for urban and rural areas,integrated urban-rural market,and coordinated urban-rural industrial structures.

半城市化地区城乡一体化协调发展模式研究--以成都市双流县为例

随着城市化的快速推进,城市对周边地区的影响力也不断增大。城乡之间的经济联系也越来越紧密,城乡互动发展的态势日益明显。在一些经济发达的半城市化地区,可以推进城乡一体化进程,不断提升城市化的质量,促进城乡协调发展。以成都市双流县为例,在充分认识城乡一体化协调发展模式内涵的基础上,深入分析双流县目前的城乡一体化发展特征,作为制定城乡一体化协调发展模式的依据和基础。在充分把握双流县与成都市的互补关系与一体化趋向的基础上,贯彻功能区的思想,制定了推进双流县城乡一体化协调发展的发展模式。对推进中国城市化进程,实现城乡一体化提供有益的参考。

城乡一体化的“圈层结构”与“梯度发展”模式研究--以江苏省为例

农村城市化、城乡一体化与城市现代化将是推动我国顺利实现小康社会的重要战略。而城乡一体化发展是城乡均衡发展战略与人口城市化战略的必然结果。本文从现有的城乡一体化的模式梳理出发,概括我国城乡一体化之路的几种模式;并以江苏省为例提出城乡一体化的"圈层结构"和"梯度发展"模式与路径;并提出江苏省城乡一体化发展可以采取适度跨越的战略规划。

河北省城乡发展一体化水平评价:2000-2011

城乡发展一体化是河北省全面建成小康社会的必然要求。从城乡空间、经济、社会、生态环境一体化四个维度与2000—2011年的城乡发展一体化指数对河北省及其周边地区城乡发展一体化水平进行分析,结果表明,2000—2011年河北省城乡发展一体化总指数及其各维度指数均在增加,与周边7省(区、市)相比较,河北省的城乡生态环境一体化水平最高。
