Innovation and Practice of Internal Quality Assurance System in Higher Education Institutions -- Taking Jingzhou Vocational and Technical College as an Example

Continuously improving the internal quality assurance system and promoting the innovative development of higher vocational education is a challenge that every higher vocational institution must solve on the road of diagnosis and improvement.To address the current dilemma of building internal quality assurance systems in higher education institutions,this study utilizes a case study approach.This study takes Jingzhou Vocational and Technical College as the research object for research.Conclusion:The excellent diagnosis and reform model and the effectiveness of diagnosis and reform in this school can provide new strategic ideas for the practice of diagnosis and reform for the high-quality development of higher education in Hubei.

Big data challenge for monitoring quality in higher education institutions using business intelligence dashboards

As big data becomes an apparent challenge to handle when building a business intelligence(BI)system,there is a motivation to handle this challenging issue in higher education institutions(HEIs).Monitoring quality in HEIs encompasses handling huge amounts of data coming from different sources.This paper reviews big data and analyses the cases from the literature regarding quality assurance(QA)in HEIs.It also outlines a framework that can address the big data challenge in HEIs to handle QA monitoring using BI dashboards and a prototype dashboard is presented in this paper.The dashboard was developed using a utilisation tool to monitor QA in HEIs to provide visual representations of big data.The prototype dashboard enables stakeholders to monitor compliance with QA standards while addressing the big data challenge associated with the substantial volume of data managed by HEIs’QA systems.This paper also outlines how the developed system integrates big data from social media into the monitoring dashboard.

Total Quality Management at Algerian Higher Education Institutions to Promote Our Roles in Comprehensive Development

The aims this study to know the reality of the role for Total Quality Management(TQM)to need of Algerian Higher Education Institutions(AHEI)in apply the Total Quality Management(TQM)to promote the Comprehensive Development(CD),and this approach to enhance their roles in the comprehensive development,the efficiency of the training process,global changes and their needs to adopt a new educational policy in line with the global transformation competition,and the requirements of sustainable development,in this study was used a questionnaire composed of(75)items distributed on(08)areas,This is for confirmation the need to adopt philosophy of Total Quality Management(TQM)as a strategy imposed by the nature and the stage experienced for Algerian Higher Education Institutions(AHEI),And deal with the nature of the changes and challenges imposed by certain factors such as Globalization and the knowledge revolution,through all this inevitably to apply the Total Quality Management(TQM)in our Algerian Higher Education Institutions(AHEI).

A Tailor-made Data Quality Approach for Higher Educational Data

Purpose: This paper relates the definition of data quality procedures for knowledge organizations such as Higher Education Institutions. The main purpose is to present the flexible approach developed for monitoring the data quality of the European Tertiary Education Register(ETER) database, illustrating its functioning and highlighting the main challenges that still have to be faced in this domain.Design/methodology/approach: The proposed data quality methodology is based on two kinds of checks, one to assess the consistency of cross-sectional data and the other to evaluate the stability of multiannual data. This methodology has an operational and empirical orientation. This means that the proposed checks do not assume any theoretical distribution for the determination of the threshold parameters that identify potential outliers, inconsistencies, and errors in the data. Findings: We show that the proposed cross-sectional checks and multiannual checks are helpful to identify outliers, extreme observations and to detect ontological inconsistencies not described in the available meta-data. For this reason, they may be a useful complement to integrate the processing of the available information.Research limitations: The coverage of the study is limited to European Higher Education Institutions. The cross-sectional and multiannual checks are not yet completely integrated.Practical implications: The consideration of the quality of the available data and information is important to enhance data quality-aware empirical investigations, highlighting problems, and areas where to invest for improving the coverage and interoperability of data in future data collection initiatives.Originality/value: The data-driven quality checks proposed in this paper may be useful as a reference for building and monitoring the data quality of new databases or of existing databases available for other countries or systems characterized by high heterogeneity and complexity of the units of analysis without relying on pre-specified theoretical distributions.

Assuring Quality in Higher Education in a Confucian Collectivist Culture: The Vietnamese Experience

Quality assurance(QA)has been introduced and developed into Vietnam for almost 15 years.The importation of such a concept from other countries with different cultures may result in resistance in some ways.This study explores QA arrangements at three institutions of higher education(HE)in Vietnam,a Confucian heritage country,as perceived by academic leaders,QA practitioners,and academics to respond to QA policies from the government.The methodological approach taken in this research is a multiple case study.A qualitative approach was used to explore QA practices at three institutions.Data collected from documentation and in-depth interviews were analyzed for patterns and themes.It was found that centralism and large power distance of a Confucian collectivist country such as Vietnam significantly influenced the government’s attempts to reform HE for quality improvement.Culturally appropriate measures from the bottom level with long-term strategies should be considered to assure and improve quality,including the shift to decentralization in HE.

Accreditation System of Distance Higher Education in the U.S. and Its Implications for China

Distance higher education is an important component of the Chinese higher education.How to enhance the quality of distance higher education is one of the key issues to be addressed in the research areas of distance education and higher education.As a crucial step to quality improvement,the constitution of accreditation system in distance higher education balances the benefits of all parties involved.This paper explores the American accreditation system of higher education and distance education and concludes with suggestions for the constitution of the Chinese quality assurance system:1)establishing third-party institutions to share part of the government roles;2)constituting the accreditation system;3)setting up appropriate standards;4)publicizing results of quality assurance work;and 5)building internal quality assurance mechanism.This paper is aimed to provide some reference to the constitution of accreditation system of distance higher education in China,facilitate the solution of quality problems in distance education,and promote the continuous improvement and development of distance education in China.

Quality Assurance Mechanisms and Strategies for the Internationalization of Chinese Higher Education

This study comprehensively analyzes the current state,challenges,and strategies for the internationalization of Chinese higher education.It underscores the significance of internationalization in enhancing the soft power of the nation and cultivating globally-minded talents.The research concludes that robust internal quality assurance mechanisms and external quality assurance frameworks are fundamental to ensuring the quality of education and propelling its internationalization.By comparing different countries’higher education quality assurance mechanisms,valuable experiences and insights have been drawn.The study proposes strategic recommendations aimed at reforming and innovating to comprehensively improve the international quality of Chinese higher education.However,the research has limitations,including data constraints and a focus primarily on undergraduate education,with less exploration of other educational levels.Future research should employ empirical investigations and quantitative analyses to further verify the conclusions and recommendations of this study.

Autonomy and Accountability:The Transformation and Quality Assurance System in French Higher Education

The transformation of France’s higher education system,marked by increased autonomy,internationalization,and quality assurance reforms,has yielded positive outcomes.These changes have enhanced the competitiveness of French universities,attracting more international students and scholars.Students benefit from greater course diversity,academic support,and innovative learning methods.However,challenges such as balancing autonomy with uniform quality standards and promoting social inclusivity remain.To secure a strong future,France must continue refining its quality assurance system,enhance internationalization efforts,foster educational innovation,and prioritize social inclusivity.

Leadership Soft Skills

This paper mainly discusses leadership soft skills, which comprise of collaboration or teamwork, communication skills, initiative, leadership ability, people development or coaching, personal effectiveness or personal mastery, planning and organizing, and presentation skills. Leaders need to be masters of soft skills because leadership is determined by those who can demonstrate their ability to drive an organization toward excellence and results. The aim of this paper is to contribute to the body of knowledge and literature in leadership soft skills for educational leaders in higher education institutions. In addition, this paper also provides exposure to administrators to understand the importance of leadership soft skills besides highlighting the two relevant models. Furthermore, it also provides an advantage to administrators in developing high quality interpersonal relationships with the people who they associate with in promoting positive working environment. Leadership soft skills can be seen as providing a vital contribution for organizations and administrators in the process of developing of quality human resource.

我国与“一带一路”沿线国家高等教育高质量合作的多元路径

高等教育合作是“一带一路”倡议的重要内容与途径,探究我国与“一带一路”沿线国家高等教育高质量合作的差异化合作路径和作用机制,总结成功经验,对推动共建“一带一路”高质量发展具有重大意义。基于TOE框架,对34个“一带一路”教育国际交流优秀案例进行定性比较分析发现,学科资源相对优势是实现“一带一路”高等教育高质量合作的必要条件。“一带一路”高等教育高质量合作路径共有三种,分别是学科资源嵌入人文交流的民心相通型、学科资源赋能需求满足的共同发展型、学科资源支撑民主会商的话语体系建构型。在“一带一路”倡议提出十周年之际的新历史起点,我国高等教育对外合作应整合优质学科资源,创新交流机制,持之以恒地开展有深度的人文交流;须统筹发挥教育资源优势,务实满足沿线国家需求,实现共同发展;可借助教育多边平台,将学科优势转化为影响力,提升中国高等教育的国际话语权。

加快提升高校原始创新能力助力新质生产力发展

作为我国自主创新体系中难度最大、要求最高的一类创新范式,原始创新在推动形成战略性新兴产业和未来产业、助力新质生产力发展从而实现高水平科技自立自强和高质量发展中发挥着基础性和关键性作用。从基于科学、技术、工程分类的原始创新概念理解出发,研究分析现阶段我国高校原始创新面临的主要挑战,包括高校发展同质化、科研组织体系和管理模式不完善、基础科学支持力度不足、评价激励机制不健全以及原始创新文化氛围不足等方面;有针对性地提出了加强顶层设计的统筹协同、分类完善科研组织体系和管理模式、探索多元化投入与长周期支持机制、建立健全分类评价体系与激励机制以及强化创新教育和环境打造等五个方面的对策建议,以期提升我国高校原始创新能力,助力新质生产力发展,实现高水平科技自立自强和高质量发展。

埃及开展高等教育质量保障的动因、经验及启示

提高高等教育质量已成为一种国际共识。对于发展中国家而言,建设质量保障体系是实现教育可持续发展的重要基础。埃及正处在社会转型期,提供高质量的教育服务,满足雇主对人才培养的需求,提高毕业生的就业竞争力是埃及高等教育发展所面临一项紧迫任务。近二十年来,埃及建立了从高校到专业乃至课程的多层面、综合性的高等教育质量保障体系,通过国际合作与国内项目共同推动高等教育质量的提升。该体系的优点在于相对严格的同行评议制和与国际相接轨的质量认证标准及评估认证程序,问题则在于质量认证体系中存在的结构性缺陷以及由阿兹哈尔高等教育机构所引发的系统性障碍。

21世纪日本高等教育改革的两个重要指向---胡建华教授专访

建立和完善国立大学法人制度与高等教育第三方评价制度是21世纪日本高等教育改革的两个重要指向。法人化改革在很大程度上变革了日本国立大学的设置形态和治理体制,国立大学获得“国立大学法人”资格,办学自主性和自律性不断加强;其内部管理机制也发生变化,大学权力重心由学部向学校方向发生“位移”,决策流程由传统的“自下而上”模式向“自上而下”模式转变。高等教育第三方评价以法律制定作为制度建设基础,以程序规范保障大学评价顺利实施,以定性标准助推大学个性化、特色化、多样化发展,以信息公开和公众监督确保大学评价结果的公正性,从而完善了日本高等教育质量保障制度。进一步探索改进国立大学内外部治理体系,持续优化大学评价机制,继续推进大学个性化、特色化和多样化发展是未来日本高等教育改革发展的主要趋势。

高校留学生服务质量管理体系的构建:英国经验与启示

英国的留学生教育在过去几十年间发展迅速,形成了完整的留学生服务质量管理体系。维护经济利益、建设国家品牌以及增加国家软实力等因素是英国高校关注留学生服务质量管理的主要动力。英国高校通过感知留学生期望、制定服务质量规范、实施留学教育服务、感知服务质量差距、持续改进服务质量构建起留学生服务质量管理的框架体系,并在跨文化适应管理、学术支持管理、生活支持管理、就业支持管理等方面采取了卓有成效的举措。参考和借鉴英国的经验与实践,我国可以进一步加强高校留学生服务质量管理流程、体系和文化等方面建设,以推进“留学中国”品牌建设,扩大高等教育对外开放,加快建设世界高等教育中心。

质量保障的真相或幻象——基于制度理论的国际学校认证制度审视

高质量教育是现代教育发展中的关键议题。学校认证制度为保障教育质量及其持续改进提供了有力的支撑。随着全球国际学校数量的不断增加,国际学校认证制度在其质量保障方面起到了至关重要的作用,但同时也存在认证目的逐渐偏移,认证逐渐形式化、标签化等乱象。本研究基于制度理论,运用“制度要素-载体”理论框架,探讨国际学校认证制度在教育质量保障过程中的影响与现实挑战。分析结果表明:尽管认证制度能够为国际学校规范化发展带来积极影响。但同时,其实践中日益凸显的功利化、形式化与同质化问题也在很大程度上弱化了质量保障的根本目的,质量保障的实际效果减弱。正确认识国际学校认证制度中的价值、实践和文化张力,对于充分发挥认证制度质量保障作用,推进高质量学校建设有着重要作用。

高职教育国际化人才培养高质量发展的现实困境与破解路径——以湖南省为例

高职教育国际化是我国经济社会高质量发展的重要组成部分。人才培养是高职教育国际化高质量发展的重要抓手。通过对相关数据统计分析发现,湖南省高职教育国际化人才培养成绩斐然,但也存在国际化整体水平不高、缺乏国际化人才培养高质量发展的顶层设计、国际化活动效率不高及国际化师资数量短缺等问题。建议从完善顶层设计、推进国际化师资队伍建设、多渠道提升湖南省高职教育国际影响力及深化留学生教育教学改革等方面实施改进,从而实现湖南省高职教育国际化人才的高质量发展。

高等文科教育内部质量监测体系构建的逻辑、定位与框架

高等文科教育内部质量监测评估是现代信息技术在高等文科教育质量保障与评价领域的应用结果,是适应高等文科教育系统变化、价值转向和治理变革的产物。基于“新文科”建设的新理念与新目标,扎根文科教育模糊性与隐蔽性、过程性与体验性、长期性与发展性、民族性与价值性等特点,研判当前我国高等文科教育内部质量监测体系构建的合理定位,探讨多元协同的高等文科教育内部质量监测主体,识别系统全面的高等文科教育内部质量监测内容,探索与时俱进的高等文科教育内部质量监测方法技术,以此构建新文科建设背景下高等文科教育内部质量监测体系框架,以期为高校推进文科教育质量监测提供解决方案,为构建中国特色的文科教育质量保障体系营造多元对话氛围。

亚洲国家的跨国高等教育:质量保障和学生学习体验

亚洲国家积极引进世界其他地区发达国家的高等教育资源,建立跨国高等教育机构和项目,并不断完善跨国高等教育质量保障机构、制度和体系。跨国高等教育的学生普遍满意其学习经历,认为教育效果符合其预期。新时期,亚洲国家可进一步发挥跨国高等教育在连接亚洲以及世界其他地区发达国家高等教育的有益作用;亚洲国家构建跨国高等教育保障体系,需要来源国高校与本土高校之间的有效沟通,因地制宜、科学地设计方案;需关注学生的学习体验,培养学生应对未来挑战的能力。

“非升即走”条件下高校青年教师积极心理品质的培养:职业幸福感的中介作用

在高水平大学建设的驱动下,越来越多高校以“非升即走”制度来管理和考核教师。“非升即走”制度对高校和青年教师产生了重要影响,并诱发了部分青年教师的离职倾向。因此,有必要考虑高校青年教师的积极心理品质对其离职倾向的缓解作用,探讨青年教师的职业幸福感在积极心理品质和离职倾向之间的中介作用。文章采用定量分析方法,对广东省部分实施“非升即走”制度高校的青年教师进行调查,结果表明:高校青年教师的积极心理品质与离职倾向呈显著负相关,与职业幸福感呈显著正相关;高校青年教师的职业幸福感与离职倾向呈显著负相关,职业幸福感在积极心理品质和离职倾向之间发挥部分中介作用。因此,高校青年教师的积极心理品质既直接影响离职倾向,也通过职业幸福感对离职倾向产生影响。针对“非升即走”制度下高校青年教师离职率上升现象,高校应改革教师科研评价标准,突出学术成果的质量、创新性和贡献度,同时采取多种措施提升青年教师的积极心理品质和职业幸福感。
