In recent years,some countries have advocated a“rules-based international order.”However,they have not explicitly defined the“rules”here as“international law”and thereupon elaborated on their view of the rules f...In recent years,some countries have advocated a“rules-based international order.”However,they have not explicitly defined the“rules”here as“international law”and thereupon elaborated on their view of the rules for the international order.In fact,a series of legal practices implemented by these countries indicate that what they pursue is largely a view of rules that prioritizes domestic law over international law and regional international law over universal international law,and that politicizes international law.This view of rules undermines the role of international law in the international order and violates the requirements of the times for improving global governance and promoting the establishment of a more just and reasonable international order.To correct the view of rules pursued by these countries through the advocacy of a“rules-based international order,”China proposes an“international law-based international order.”The view of rules embodied in the“international law-based international order”recognizes that international law based and centered on the UN Charter is the authoritative system of rules governing international relations,while not excluding the role in the international order of other rules that do not violate international law.展开更多

The Chinese government,especially under President Xi Jinping,is willing to propose an alternative to the existing US-led international order.Accordingly,new or alternative understandings of and approaches to the inter...The Chinese government,especially under President Xi Jinping,is willing to propose an alternative to the existing US-led international order.Accordingly,new or alternative understandings of and approaches to the international order that are more finely attuned to China are increasingly sought,and it is therefore not surprising that the Chinese International Relations(IR)community is attempting to establish the conceptual or theoretical sources and normative rationales for an alternative international order by developing indigenous IR theories that reflect“Chinese characteristics”.However,whether China is able to define and actualise a“new normal”in international relations—whether,that is,it can have and exercise“normative power”—is contingent on the recognition of Chinese discourses of that alternative by other actors.A key question,then,is:if and to what extent are Chinese alternatives recognised beyond China?I address this question,with a focus on the issue of knowledge transmission and sharing in three large East Asian IR communities.More specifically,I analyse their conceptual,theoretical,and epistemological orientations.I also compare the orientations with American IR scholarship,using various forms of evidence,including the most recent Teaching,Research,and International Policy survey data.展开更多

Simulation results show that the arrival time of mode 1 is relatively stable. But, there are some higher-order normal modes which arrive earlier than mode 1, and fluctuate with the appearance of solitary IWs. Explanation of the phenomenon is given based on ray theory. It is shown that, when thermocline falls down to some depths, those higher-order modes with a group of definite grazing angles mainly propagate above the thermocline and arrive earlier.展开更多

The roles that nationalism has played in modern history are highly controversial.While the growing literature on the subject has offered refined empirical analyses,it leaves major ethical inquiries out of the picture....The roles that nationalism has played in modern history are highly controversial.While the growing literature on the subject has offered refined empirical analyses,it leaves major ethical inquiries out of the picture.This paper fills the void by examining the prevalence of nationalism through the lens of a fundamental philosophical divide between communal particularity and human universality.I first discuss the tension between moral/cultural relativism and liberal internationalism to understand the crux of the‘nationalism problem’;and then I move to consider the bright and dark sides of nationalism with reference to its historical manifestations so as to explore its potentials as a constructive force in future political life.I argue that nationalism is a response to the ambiguous normative underpinnings of the world system.It seeks to come to terms with the fragmentation of politics caused by the diversification of social values.As a living concept,nationalism continues to evolve with new trends of modern life.This research looks beyond the scope of national politics to examine the‘nationalism problem’.To reify nationalism as a fixed set of extremist doctrines and practices risks undermining the international society’s capabilities to engage nationalistic events wisely and creatively.展开更多
