Core competencies and perceived training needs of nurses in the background of Internet plus nursing service:a qualitative descriptive study

Background:The Internet plus nursing service program is being piloted in China,which has become a new home nursing service model led by nurses.To enable safe and effective homecare service delivery,nurses working in the program need a high level of competency.However,the content of these core competencies and the training needs of nurses for Internet plus nursing services are still unknown.Aim:To describe nurses’perceptions of core competencies and training needs to work in the Internet plus nursing service program,thereby providing a reference for the development of training programs.Methods:A qualitative descriptive study using semi-structured interviews was conducted on 15 nurses with experience of working in the Internet plus nursing service program.Interviews were audio-recorded and transcribed verbatim,and the data were analyzed using thematic analysis.Results:Core competencies involved comprehensive assessment competence,direct care practice competence,health education and consulting competence,risk estimation and response competence,and communication competence.Training needs involved complex operational items,knowledge of chronic disease management,professional communication,risk identification and response,nursing standards,norms,and procedures,and utilization of information technology.Conclusions:The training system may be developed based on nurses’core competencies and their training needs to promote professional development of the Internet plus nursing service.

Research on the Construction of Group Elderly Care Service Platform Based on IoT Technology

Internet of Things(IoT)technology is widely used in various fields,and its application in elderly care services has been highlighted in recent years.This study aims to explore how IoT technology can improve the efficiency of group-based elderly care services.The concept,characteristics,and current application status of IoT technology in elderly care services were introduced.Secondly,the characteristics and needs of group elderly care services were analyzed,including advantages and challenges,as well as the expectations and needs of the elderly for elderly care services.The evaluation methods and future development directions of IoT technology in improving the efficiency of group elderly care services were discussed,including data collection and analysis methods,selection and measurement of efficiency evaluation indicators,challenges,and development directions.

A Machine Learning-Based Distributed Denial of Service Detection Approach for Early Warning in Internet Exchange Points

The Internet service provider(ISP)is the heart of any country’s Internet infrastructure and plays an important role in connecting to theWorld WideWeb.Internet exchange point(IXP)allows the interconnection of two or more separate network infrastructures.All Internet traffic entering a country should pass through its IXP.Thus,it is an ideal location for performing malicious traffic analysis.Distributed denial of service(DDoS)attacks are becoming a more serious daily threat.Malicious actors in DDoS attacks control numerous infected machines known as botnets.Botnets are used to send numerous fake requests to overwhelm the resources of victims and make them unavailable for some periods.To date,such attacks present a major devastating security threat on the Internet.This paper proposes an effective and efficient machine learning(ML)-based DDoS detection approach for the early warning and protection of the Saudi Arabia Internet exchange point(SAIXP)platform.The effectiveness and efficiency of the proposed approach are verified by selecting an accurate ML method with a small number of input features.A chi-square method is used for feature selection because it is easier to compute than other methods,and it does not require any assumption about feature distribution values.Several ML methods are assessed using holdout and 10-fold tests on a public large-size dataset.The experiments showed that the performance of the decision tree(DT)classifier achieved a high accuracy result(99.98%)with a small number of features(10 features).The experimental results confirmthe applicability of using DT and chi-square for DDoS detection and early warning in SAIXP.

Technological Readiness as Mediator to Adoption of E-Governemnt Services in Zanzibar SMEs

The aim of the paper is to explore e-government services technological readiness as a mediating factor impacting the development of Zanzibar SMEs. The ultimate objective is to provide actionable insights and recommendations that could inform future strategies and policies to enhance Zanzibar SMEs on the successful implementation and acceptance of e-government services in Zanzibar. The study involves SMEs which are Small and Medium Industries Development Agency (SMIDA), Zanzibar Association of Tourism Investors (ZATI) and Zanzibar National Chambers of Commerce (ZNCC). Quantitative research design holds significant merit for this study, whereby primary data was in this study ensures that all variables are accurately and comprehensively captured. The study involved 384 respondents. Survey questionnaire used to collect the required information. Generally, the results displayed that, while Technological Readiness does not exhibit a mediating effect between either Human Resource Capital or Financial Source Capital and E-government Services Adoption, it does play a significant mediating role in the relationships of both Government Policies and Information Communication Technology with E-government Services Adoption. This highlights the importance of considering intermediary factors like Technological Readiness when understanding the influences on E-government service adoption to Zanzibar SMEs.

Effect of Internet+continuous midwifery service model on psychological mood and pregnancy outcomes for women with highrisk pregnancies

BACKGROUND There are many drawbacks to the traditional midwifery service management model,which can no longer meet the needs of the new era.The Internet+continuous midwifery service management model extends maternal management from prenatal to postpartum,in-hospital to out-of-hospital,and offline to online,thereby improving maternal and infant outcomes.Applying the Internet+continuous midwifery service management model to manage women with highrisk pregnancies(HRP)can improve their psycho-emotional opinion and,in turn,minimize the risk of adverse maternal and/or fetal outcomes.AIM To explore the effectiveness of a midwife-led Internet+continuous midwifery service model for women with HRP.METHODS We retrospectively analyzed the clinical data of 439 women with HRP who underwent prenatal examination and delivered at Shanghai Sixth People's Hospital(affiliated to the Shanghai Jiao Tong University School of Medicine)from April to December 2022.Among them,239 pregnant women underwent routine obstetric management,and 200 pregnant women underwent Internet+continuous midwifery service mode management.We used the State-Trait Anxiety Inventory,Edinburgh Postnatal Depression Scale,and analysis of delivery outcomes to compare psychological mood and the incidence of adverse delivery outcomes between the two groups.RESULTS The data showed that in early pregnancy,the anxiety and depression levels of the two groups were similar;the levels gradually decreased as pregnancy progressed,and the decrease in the continuous group was more significant[31.00(29.00,34.00)vs 34.00(32.00,37.00),8.00(6.00,9.00)vs 12.00(10.00,13.00),P<0.05].The maternal self-efficacy level and strategy for weight gain management were better in the continuous group than in the traditional group,and the effective rate of midwifery service intervention in the continuous group was significantly higher than in the control group[267.50(242.25,284.75)vs 256.00(233.00,278.00),74.00(69.00,78.00)vs 71.00(63.00,78.00),P<0.05].The incidence of adverse delivery outcomes in pregnant women and newborns and fear of maternal childbirth were lower in the continuous group than in the traditional group,and nursing satisfaction was higher[10.50%vs 18.83%,8.50%vs 15.90%,24.00%vs 42.68%,89.50%vs 76.15%,P<0.05].CONCLUSION The Internet+continuous midwifery service model promotes innovation through integration and is of great significance for improving and promoting maternal and child health in HRP.

Edge Cloud Selection in Mobile Edge Computing(MEC)-Aided Applications for Industrial Internet of Things(IIoT)Services

In many IIoT architectures,various devices connect to the edge cloud via gateway systems.For data processing,numerous data are delivered to the edge cloud.Delivering data to an appropriate edge cloud is critical to improve IIoT service efficiency.There are two types of costs for this kind of IoT network:a communication cost and a computing cost.For service efficiency,the communication cost of data transmission should be minimized,and the computing cost in the edge cloud should be also minimized.Therefore,in this paper,the communication cost for data transmission is defined as the delay factor,and the computing cost in the edge cloud is defined as the waiting time of the computing intensity.The proposed method selects an edge cloud that minimizes the total cost of the communication and computing costs.That is,a device chooses a routing path to the selected edge cloud based on the costs.The proposed method controls the data flows in a mesh-structured network and appropriately distributes the data processing load.The performance of the proposed method is validated through extensive computer simulation.When the transition probability from good to bad is 0.3 and the transition probability from bad to good is 0.7 in wireless and edge cloud states,the proposed method reduced both the average delay and the service pause counts to about 25%of the existing method.

Research on Digital Practical Training Teaching Under the Background of“Internet+”:Taking the“Front Office Service”Course as an Example

This article aims to explore the application of digitalization in practical training teaching under the background of“Internet+”by taking the teaching of“Front Office Service”in the hotel management and digital operation major as an example.By using digital teaching methods,tools,and practical training methods,this study analyzes the impact of digital practical training teaching on students’mastery of front office service skills as well as explores the ways to implement digital practical training teaching.The research results show that digital practical training teaching can effectively improve students’learning effects and comprehensive quality,and simultaneously has positive significance for cultivating comprehensive hotel management talents that adapt to the needs of the“Internet+”era.

A Framework of Information Service Platform in E-Government

For exchanging and sharing information and services in e-government, a framework of information service platform (ISP) is presented. The multi-layer architecture of the ISP is introduced. They are. user's requirement layer, business service layer, business process layer, business function layer and data layer. The lower layers are based on the architecture of web services and the upper layers are related to the institutional and organizational issues. In order to deal with the variation of user's requirements and changing environment, the matching and mapping processes with adaptive mechanism are illustrated.

Research of the Experience of Western Governments Procurement of Public Service

Government procurement of public services is developed from the market-oriented reform of public services in Western countries.Many Western countries have adopted the practice of reform and have gained success of this model.By analyzing the process of those in UK,the Netherlands,the United States and France,summing up experience,and I hope that’s useful for China’s reform.

A survey of public needs for government information service in libraries

Purpose:This paper describes a comprehensive user survey carried out in China to investigate public needs for government information service in libraries.It is expected to provide insights into the ways to help public libraries meet the user needs.Design/methodology/approach:The paper is founded on a survey among library users,librarians and non-library users.Paper questionnaires were distributed in the National Library of China and 32 provincial public libraries in China and electronic questionnaires were sent to non-library users.A total of 909 valid questionnaires were collected.Findings:A lot of attention is paid to policies,laws and regulations relating to common people’s work and lives such as science,technology,education,culture,finance,market supervision,health care,sports,urban construction and environment protection.A wide variety of government information resources is needed and information delivered to users shall be accurate and timely.Internet has become the main means of accessing government information and mobile phones the preferred Web access channel,while printed materials are considered important information sources.Users need assistance and training in the use of library information resources and services.Research limitations:The sample was limited to respondents from provincial-level public libraries,but city and county-level library users were not included.Practical implications:The survey results are beneficial for the Chinese public libraries to design service programs and improve their services.Originality/value:The paper is one of the comprehensive surveys on public needs for government information service in the Chinese libraries and some of die findings will be of wider interest for other libraries.

InternetGIS是GIS发展的重要方向,InternetGIS要想真正达到实用化,必须解决网络环境下多源异构空间数据集成、网络环境下的空间元数据服务等关键技术。WebService是分布式计算领域出现的最新成果,它是实现异构系统互操作的理想计算模型。本文研究了基于WebService的InternetGIS软件的体系结构,网络环境下多源异构空间数据的互操作实现,基于WebService的空间元数据服务,提出了一个基于WebService的InternetGIS应用系统集成方案,以期为InternetGIS应用集成提供一个新的思路,并以南京“数字房产”项目为例介绍了其应用。

Understanding trust-related factors affecting citizen adoption of e-government services

Purpose:Today,the use of e-government services is still at a low level in China.Based on the understanding that citizen trust is an important factor influencing e-government adoption,this research tries to develop a model of citizen trust in e-government in an effort to study the impacts of trust-related factors on citizen intentions to adopt e-government services.Design/methodology/approach:The data was collected from an online survey of 182Chinese users who had more than 3 years' online experiences of using government websites.Structural equation modeling analysis was used to validate the proposed model.Findings:Our survey shows that trust in e-government,perceived usefulness and perceived ease of use are critical factors that influence citizen intentions to use e-government services.The study findings also indicate that citizen trust in e-government is positively associated with trust in government,institution-based trust and perceived usefulness of e-government services.Research limitations:The survey sampled adults aged from 25 to 35 years old.Such a limited sample group cannot represent all of the population.So a larger sample involving more experienced online users will yield more useful results.Practical implications:The study results will help government agencies,especially the Chinese government agencies,find ways to improve the Chinese citizens' trust in e-government and promote their adoptions of e-government services.Originality/value:Previous researches have investigated separately the impacts of user evaluation of government websites and user trust in e-government on user intentions to engage in e-government.This study makes a theoretical contribution by integrating these two perspectives and building a model of citizen trust in e-government in understanding the impacts of trust-related factors on citizens' adoptions of e-government initiatives.

Study on Construction of Service-oriented Government at Grass-roots Level and Development of Farmers' Professional Cooperatives

Features of farmers' professional cooperatives in China are introduced.The establishment of these organizations is spontaneous.Their operation shows self-government.And their targets are highly pertinent.Then,I analyze the existing problems in farmers' professional cooperatives and vacancy of government functions.These cooperatives are single in content,narrow in service field,not scientific in management mode,and low in efficiency.In addition,government policy support is not put in place for these cooperatives.In view of these situations,firstly,it is proposed to speed up construction of service-oriented government at grass-roots level and promote development of farmers' professional cooperatives.Secondly,it is suggested to set up awareness of service-oriented government and enhance guidance and service for farmers' professional cooperatives.Thirdly,we should increase financial support and guide these organizations to achieve a benign development.Fourthly,we should strengthen propaganda to raise popularity and influence power of these organizations.Fifthly,it is recommended to make clear the guidance and leading functions of regional supply and marketing cooperatives to raise service efficiency.Finally,we should establish scientific evaluation and incentive system to push forward healthy development of farmers' professional cooperatives.

Impact of Quality and Government Subsidies on Elderly Care Services

In order to solve the problem of imbalance resource allocation and service income in the elderly care service industry,this article establishes three service income models in different situations for a single provider and a single integrator while considering the quality as well as government subsidies.The results showed that government subsidies can significantly improve quality efforts and service income with a mutual restriction between quality and service income.Government subsidies would have an impact on the quality,and they are more conducive to the service income of providers.When government subsidies are less than 80% of the service income,the incentive effect is better.

The Relationship between Public Service Efficiency of Government and Residential Political Trust in Hong Kong

Hong Kong has a long history with its high efficiency and clean and self-disciplined government.Within the past over 20 years,different social development trend has occurred in Hong Kong.The article observed the relationship between political trust from residence and public service efficiency of government in Hong Kong from 1992 to 2015 and found that the value of public service efficiency has a significant effect on political trust in Hong Kong government,the higher the efficiency of public services,the higher the political trust.The author tried to find the path for the Hong Kong government to improve its public service quality and efficiency after testifying the positive correlation between public service efficiency and residential political trust with empirical analysis.

Service Functions of Private Community Health Stations in China: A Comparison Analysis with Government-sponsored Community Health Stations

In China, with the restructuring of health care system moving forward, private community health facilities have been playing a complementary but increasingly important role in providing public health and basic medical care services in urban areas. However, only limited evidence is available con-cerning the service functions of private community health facilities in China. The aim of this study was to explore the functions of private community health stations (PCHSs) to provide evidence-based rec-ommendations for policy-making and practice in the development of urban community health services systems. A total of 818 PCHSs and 4320 government-sponsored community health stations (GCHSs) located in 28 cities of China were investigated in 2008. The percentages of stations that provided health services and the annual workload per community health worker (CHW) were compared between the two types of institutions. The results showed that the percentages of PCHSs providing public health services were significantly higher than those of GCHSs (P<0.05); but no significant differences were found in the percentages of basic medical services providing between PCHSs and GCHSs (P>0.05). The annual workloads of all the public health services and basic medical services per CHW in PCHSs were lighter than those in GCHSs (P<0.05), except for resident health records establishment and health education materials distribution (P>0.05). At present, the GCHSs are still the mainstream in urban China, which will last for a long period in future. However, our findings showed that the annual workloads of CHWs in PCHSs were no heavier than those in GCHSs, and the PCHSs were willing to provide public health services. In view of current inadequacy of health resources in China, it is feasible to further develop PCHSs under the guidance of the government, given that PCHSs can perform the basic functions of community health services, which is useful for the formation of public-private partnerships (PPP) and the improvement of community health services.
