Information Reach and Range Impact on Interorganizational Systems Platforms

Organizations tend to use information systems (IS) applications that require data to be exchanged between different parties, while data exchange is restricted with information reach and range, which determines the organizations’ IT platform. To determine the best platform, a comparison between electronic data interchange (EDI) and web services was conducted depending on certain criteria, and then we match the results with the information reach and range. The main findings show that the web services platform can take place when the range of information access is required by anyone and anywhere regardless of IT base. EDI can take place when the range of information access doesn’t exceed the organizations’ boundaries. But when the range of information access exceeds the organizations’ boundaries, still between certain partners, web services or EDI can take place, and thus the organization can select them from those platforms depending on other criteria such as security, and cost. 展开更多

The Dynamics of Interorganizational Collaboration in Disaster Management:A Network Study Based on Flood Disasters in China

Interorganizational collaboration networks have become an important tool for disaster management.However,research on how different organizations can effectively collaborate throughout the entire disaster management process in centralized states such as China is scarce.This study begins to fill this lacuna by investigating interorganizational collaboration in different phases of disaster management and analyzing changes in the structure of the networks constructed during the preparedness and response phases of the 2020 flood disaster in Hubei Province,China.Building on the complex adaptive systems(CAS)theory,we argue that interorganizational collaboration changes dynamically according to its tasks and requirements.In the preparedness phase,interorganizational collaborations primarily follow established plans and choose horizontal selforganized collaboration mechanisms.However,when the urgent information and resource requirements increase in the response phase,many organizations choose vertical mandatory collaboration mechanisms.We found that organizations at the central and provincial levels in China were well positioned to coordinate information and resources and strengthen the interorganizational collaboration and communication that is crucial in disaster management.These findings contribute to the study of interorganizational collaboration networks in disaster management. 展开更多

Disaster response actors are facing new challenges, which encompass not only new and ever more complex threats but also the need to collaborate across organizational boundaries and even state borders.Depending on scale, these interactions have to work across governance setups, political and legal conditions, organizational cultures, as well as personal preferences and experiences that vary among actors, organizations, and countries. But which concrete measures are taken by crisis management actors at different scales to bridge these challenges and which of these could serve others as example to address comparable challenges in their contexts? This study made attempts to analyze whether certain solutions across organizations and states exist that facilitate effective interorganizational crisis management in the member states of the European Union(EU). It is based on selected expert interviews with representatives of different types of disaster response organizations(health services,police services, fire services, and other crisis management organizations) from seven EU member states(Germany,Netherlands, United Kingdom, Ireland, Italy, Austria, and Greece). 展开更多

The paper introduces the business-based interorganizational information platform(IOP) and analyzes the feasibility and mechanism of business-based IOP governing global supply chains vulnerability,and then aims to develop a risk evaluation software under reliable algorithm to appraise the capability of an interorganizational information platform resisting to global supply chains risks that supports platform users and providers to make decisions.The paper respectively starts with a basic conceptual model of global supply chains vulnerability and a conceptual model of global supply chains vulnerability in business-based IOP,and then gives the simulation model of governance of global supply chain vulnerability in business-based IOP;then has a discussion with the beneficial model of governing global supply chains vulnerability by using business-based IOP or not.The results of research:(1) If given the ratio of expense per income on global supply chains using business-based IOP, we can estimate the costs to take precautions against risks that decides to the maximum value of the average income of per transaction on global supply chains using business-based IOP.(2) If given total income of transaction on global supply chains using business-based IOP,we can estimate the maximum value of the ratio of expense per income on global supply chains using business-based IOP, which would help to make pricing policy for IOP service provider. 展开更多

Between members of a network, interorganizational resilience is favored by effective collaboration and coordination during a crisis. The quality of that collaboration depends on various iterative factors present between these organizations before the occurrence of a crisis.We find that these factors are iterative since collaboration factors follow a mutually reinforcing cycle: collaboration within a crisis management network is conditioned by a general agreement, which is in turn conditioned by the extent to which the institutions coordinate themselves prior to crisis. We evaluated the factors that promote collaboration between public and private organizations that manage the Greater Montréal transportation infrastructure.These factors are based on adaptive management processes such as mutual agreements, common organizational culture, knowledge and financial resources, levers of power,regulations, and pressure. Crisis management coordination represents the ability to build and assess the effectiveness of common response plans to risks to which they are exposed. We show how these processes vary depending on the links between private and public organizations. 展开更多

Drawing on resource dependence theory, this paper develops and empirically tests a model for understanding how the implementation of building information modeling(BIM) in construction projects impacts the performance of different project participating organizations through improving their interorganizational collaboration capabilities. Based on two sets of survey data collected from designers and general contractors in BIMbased construction projects in China, the results from partial least squares analysis and bootstrapping mediation test provide clear evidence that BIM-enabled capabilities of information sharing and collaborative decision-making as a whole play a significant role in determining BIMenabled efficiency and effectiveness benefits for both designers and general contractors. The results further reveal that designers and general contractors benefit from project BIM implementation activities significantly nonequivalently, and that this non-equivalence closely relates to the different roles played by designers and general contractors in BIM-enabled interorganizational resource exchange processes. The findings validate the resource dependence theory perspective of BIM as a boundary spanning tool to manage interorganizational resource dependence in construction projects, and contribute todeepened understandings of how and why project participating organizations benefit differently from the implementation of interorganizational information technologies like BIM. 展开更多

Manufacturing organizations must know how to deal with uncertainty, manage environmental impact, effectively coordinate with suppliers, and use information technology (IT) to support coordination. Applying cybernetics and information processing theories, this study explores the relationship between organizational environment, inter-organizational coordination, IT support, and the effectiveness of interorganizational coordination. Using the case study method, data was collected from six manufacturing firms in China. The results show that inter-organizational system adoption is affected by organizational environment and is related to the management of inter-organizational coordination. Coordination and IT application affect the performance of inter-organizational coordination. 展开更多
