Currently, 55-60 percent of the world’s trade volume is realized within trading groups (World Bank, 2000). Almost all the big powers are members of regional economic integration organizations. Of the top 30 economic powers, only Japan, South Korea and China are not members of any regional economic integration organization. Although APEC covers all countries in the Asia and Pacific region, it does not qualify as a real regional economic integration organization because of its openness and permissiveness.展开更多
