The magnitude of this migration crisis is been amplified by political instability in the Middle East, wars, limited economic opportunities, and climate change. Migration analysts have viewed this "polycrisis" from an optimistic and pessimist perspective. The paper however pursues that of optimism and explores how the integration of skilled political migrants can be integrated into shrinking Latvian communities with an agendum to transforming the economically stagnated rural communities into viable rural spaces. The researcher interviewed 91 immigrants from nine countries to gain an insight into perception of political migrants amongst other variables. Furthermore, inductive and deductive approaches were used in synthesizing pertinent information from official records and reports on the above subject matter. A core emphasis of the paper was that the shrinking population of Latvia will adversely impede its future economic development. Hence, the paper advocates a systematic integration of skilled political migrants into the Latvian rural economy as an agendum to accelerating rural development.展开更多

The up(ift of the Earth crust apparently was not gradual, but shock-wise, as the uplift was accompanied by frequent, high-magnitude earthquakes. This can be deduced from strongly deformed layers which are interpreted as seismites. Such seismites have been described from several coun- tries around the Baltic Sea, including Sweden, Germany and Poland. Now similarly deformed layers that must also be interpreted as seismites, have been discovered also in Latvia, a Baltic country that was covered by an ice sheet during the last glaciation. The seismites were found at two sites: Near Vatmiera in the NE part and near Rakuti in the SE part of the country. The seismites were found in sections of about 7 m and 4.5 m high, respectively, that consist mainly of glaciofluvial and gtaciotacustrine sands and silts. At the Vatmiera site, 7 seismites were found, and at the Rakuti site these were even 12 seismites. The two sections have not been dated precisely up tilt now, but lithological correlations and geomorpho- logical characteristics suggest that the sediments at the Vatmiera site cannot be older than 14.5 ka. Because the accumulation of the section did not take more than about 1000 years, the average recurrence time of the high-magnitude (M≥4.5-5.0) earthquakes must have been maximally only 100-150 years, possibly only 6-7 years. The sediments at Rakuti must also have formed within approx. 1000 years (17-16 ka), implying a recurrence time of high-magnitude earthquakes of maximaUy once per 100-200 years.展开更多

Local residents are afraid and have very special concerns about the safety of their children because the plant causes phytophotodermatitis (severe burns), painful blistering, permanent scarring and blindness when the sap of the plant comes in contact with the human body and is exposed to sunlight. This study utilizes public participation GIS (PPGIS) involving Latvian high school students as data collectors to monitor the geographic distribution of Giant Hogweed in Northeast Latvia. This paper also explores challenges with implementing such a public program, how to maximize participation, and how participation impacts environmental awareness of participants. In this study we also assessed the accuracy of PPGIS-collected data and how the utilization of such data impacts mapping and monitoring of Giant Hogweed in the study area. Results indicate that this PPGIS program is effective in facilitating data collection for monitoring Giant Hogweed in Latvia. Tested methods of increasing participation have proven largely unsuccessful to date. Statistical analyses of survey responses indicate participation had a marked effect on sensitivity towards environmental issues. Accuracy assessments indicate that quality of point data collected by participants is sufficient for mapping and for use as ground verification.展开更多
