Therefore,the governance of the derivative problems concerning the global cyberspace has become an issue of importance in the international law. To overcome these challenges,sovereign states begin to get involved in cyberspace and seek international cooperation,so as to promote the evolution of the international rule of law in cyberspace. Currently,the cyberspace is filled with contradictions and conflicts. The cyber hegemonic states monopolize basic resources for cyberspaces,and their liberalism of double standards is the best tool to maintain their centralized and dominant situations. Moreover,the differences on governance problems between different camps leads to the significant institutional supply shortage. Accordingly,as a responsible power,China should advocate the Chinese solution and wisdom so as to create the reform of global cyberspace governance system. The question is what con...Numbers of economists of development consider that good governance, defined as the quality management and orientation of development policies has a positive influence on economic performance. The question is what content the literature gives to the concept of governance. According to the World Bank, good governance is evaluated by the implementation capacity of governance principles of a country, providing a framework for market development and economic growth. Empirical studies tested the relationship between good governance in the sense of “market-enhancing governance” (stimulus institutions market) and showed a positive relationship between good governance and economic growth. However, a good governance policy needs for developing countries to achieve minimum economic growth and political reforms in order to reach a level of development similar to that of industrialized countries. We focus on good governance definition made by the World Bank and criticism formulated by Mushtaq Khan, who reconstructed the notion of Governance Capabilities, taking into account the capacity of states to drive structural change in institutional, political, economic, and social fields, in order to ensure long-term economic growth. Due to high rate of corruptions in developing states, government policies diversified governmental services from offline to virtualized perspective to expose accessibility, transparency, accountability and accessibility through mobile government. Deployment of such ICT tool also exposed a unique opportunity for the recovery of the public confidence against government which has damaged due to corruption activities in country. Virtualization of the government services became compulsory due to high rate of corruption that occurred in the economic context and it became a serious obstacle for economic development of developing states. The virtualized services aimed to harmonize governmental services into mobile platform in order to become more transparent to the public. This research paper comparatively investigates the mobile government services that are located in Malta and Singapore which are classified as developing countries. The criteria of the comparison have done based on demographic structure of the country, M-government policies and ICT infrastructure of the country. However, the question is how to ensure that these sources of funds are used most effectively in terms of limited resources. In this article, the author would like to emphasize the critical role of the state auditor which is not only in the transparency of information, in enhancing the trust of the citizens, but also in providing important and reliable information to the public sector agencies, units, investors, and people in the society. From that, it could help to serve the management and administration of revenues and expenditures of the state budget as well as reasonably and efficiently using financial resources and assets. In case of perfectly conducting those tasks, they will contribute the power to the economy, fight corruption as loss or waste, and detect and prevent violations of law; improve the efficient use of the budget, the money, and property of the state; and serve effectively for the operation of the National Assembly and People's Councils at all levels of the implementation and monitoring function to decide important issues of national and local governments. The basic objective of comprehensively deepening reform of the state sector of econom...The Third Plenary Session of the 18th CPC Central Committee ushered in a new chapter of China's comprehensive deepening of reform. The basic objective of comprehensively deepening reform of the state sector of economy in the new chapter is to fully integrate this sector with a sophisticated market economic system with the market playing the decisive role in resource allocation. In order to achieve this objective, China is confronted with the four major priorities of adjusting the functions and layout of the state sector of economy according to national mandates, expediting the mixed ownership reform, creating a classified and multi- tiered new system for the administration of the sector, and developing a modern corporate system for SOEs to ensure an efficient micro-level governance mechanism for the sector. (1) The functions of the different types of SOEs should be accurately defined and SOEs should be divided into the three types of public policy SOEs, functional SOEs, and commercial SOEs. This classification forms the premises for reforming the state sector of economy. Based on the functions of the three types of SOEs, the directions and emphases for strategic adjustment should differ as well. (2) The mixed ownership reform should adhere to the methodological principles of combining top-down and bottom-up approaches, implementing pilot programs, and promoting coordinated progress. Practical implementation should ensure fair and standard reform procedures, reform programs consistent with laws and regulations, open and fair equity transfers, as well as fair and transparent internal distributions. The mixed ownership reform of SOEs should introduce the employee stock ownership system and adhere to the principles of compatible incentives, shared growth, and long-term development. Monopolistic sectors should be transformed into competitive market structures to create conditions for the implementation of mixed ownership for SOEs. (3) The new system for the administration of the state sector of economy should comprise three hierarchies: the Commission for the Administration of State Economy at the top level, state capital operation companies or state capital investment companies at the intermediate level and general for-profit enterprises at the bottom level, which administer public policy, functional SOEs, and commercial SOEs respectively. (4) Under the new system for the administration of the state sector of economy characterized by the three hierarchies and categories, the key for perfecting the modern corporate system of SOEs is to establish a differentiated, classified governance mechanism, i.e., different corporate governance mechanisms should be created for SOEs of different functions and roles.展开更多

The main idea of the article is that far-right parties are flexible enough in their political rhetoric and instruments to gain electoral support. The rapid expansio...This paper examines the performance of non-state actors (NSA) in the provision of health services in the Federal Capital Territory (FCT) Abuja and the consequences for state capacity in Nigeria. The rapid expansion of non-state providers in health care delivery in Nigeria came up as a result of the neoliberal globalization. The initiation of structural adjustment program (SAP) program in Nigeria reduced state performance in social services provision in all sectors including Health care. The study revealed that state-owned health care centers, although cheaper, are not able to meet the expectations of most Nigerian citizens while the private health care providers on the other hand are expensive and beyond the reach of the average person. The paper concludes that NSA substitute state capacity. Against this background, the paper recommends that the federal government should put structures and policies in place to facilitate and enhance the equitable delivery of healthcare services in Nigeria to improve development outcomes for all Nigerian citizens.展开更多

文摘Digital transformation has emerged as a significant area of interest for scholars in global political science and public administration.The advancement of digital technologies is driving a comprehensive transformation across the economy,society,and governance,thereby profoundly affecting the state governance of China.The introduction of new technologies has altered traditional power dynamics,leading to centralization and empowerment-the power redistribution issue of the digital era,which is a fundamental concern in China's state governance.The effects of technological power,including empowerment and disempowerment of various entities,give rise to or reinforce four secondary issues:the problem of data silos and collaborative governance in internal government operations,the challenges related to technological deficits and platform regulation in market regulation,the issues of the digital divide and social justice in social governance,and concerns about privacy,transparency,and rights asymmetry.This paper integrates specific cases from China's digital transformation and digital government initiatives to examine these cuttingedge issues and to analyze the impact of digital government reforms implemented by local Chinese governments on traditional government theories.
文摘The diversified dispute resolution(DDR)in China is different from the alternative dispute resolution(ADR)in Western countries with respect to its fundamental cause and political,economic,social,and cultural backgrounds.To better understand the DDR,the academic community shall go beyond the superficial feature of"distributing the burden of litigation"of the ADR in Western countries and consider it as the basic institutional arrangement and regular governance practice of state governance.Furthermore,we can adjust and reorganize the DDR based on such understanding.Specificaly,after understanding the general features of dispute resolution forms,we should mobilize,aggregate,integrate,and use the dispute resolution resources in a society to improve and expand non-litigation dispute resolution forms and increase the overall supply of dispute resolution resources.Understanding the real features of disputes in China and its specific demands for dispute resolution.guide or regulate the choice of dispute resolution foms for the parties to a dispute through reasonable system design,so that the dispute resolution demands and dispute resolution forms can be matched.In particular,the Communist Party of China(CPC)and Chinese governments should play the leading and organizing role in the DDR,to comprehensively improve the effectiveness of the"Pluralistic-Unity-Style"dispute resolution.
文摘In Vietnam, in the current period, public investment plays an important role in the improvement of technical infrastructure systems, economic and social development of motivation to promote national development. However, the question is how to ensure that these sources of funds are used most effectively in terms of limited resources. In this article, the author would like to emphasize the critical role of the state auditor which is not only in the transparency of information, in enhancing the trust of the citizens, but also in providing important and reliable information to the public sector agencies, units, investors, and people in the society. From that, it could help to serve the management and administration of revenues and expenditures of the state budget as well as reasonably and efficiently using financial resources and assets. In case of perfectly conducting those tasks, they will contribute the power to the economy, fight corruption as loss or waste, and detect and prevent violations of law; improve the efficient use of the budget, the money, and property of the state; and serve effectively for the operation of the National Assembly and People's Councils at all levels of the implementation and monitoring function to decide important issues of national and local governments. With the above information, these matters in Vietnam will be solved through this paper that consists of five parts: (1) the basics about the current public investment in Vietnam; (2) the role of state auditing in improving performance management and monitoring of investment; (3) the limitations of state auditing in public investment; (4) many solutions to promote the role of state auditing in improving the effective investment activities; and (5) conclusion.

文摘On 7 October,2022,the Biden administration released an updated version of the National Strategy for the Arctic Region based on new developments in the Arctic region and global affairs.This strategy emphasizes traditional security issues in the Arctic,attaches great importance to climate governance in the region,and advocates for restoring American leadership through international cooperation.In view of the strong influence of the United States(U.S.)in the Arctic region,the changes of the U.S.Arctic strategy will inevitably have an impact on China’s scientific researchrights,economic interests,and governance rights in the Arctic region.To respond to the new situation brought about by the changes in the U.S.Arctic strategy,China should take the initiative to maintain positive relationships with all Arctic countries,and continue its active participation in Arctic affairs.
文摘The Third Plenary Session of the 18th CPC Central Committee ushered in a new chapter of China's comprehensive deepening of reform. The basic objective of comprehensively deepening reform of the state sector of economy in the new chapter is to fully integrate this sector with a sophisticated market economic system with the market playing the decisive role in resource allocation. In order to achieve this objective, China is confronted with the four major priorities of adjusting the functions and layout of the state sector of economy according to national mandates, expediting the mixed ownership reform, creating a classified and multi- tiered new system for the administration of the sector, and developing a modern corporate system for SOEs to ensure an efficient micro-level governance mechanism for the sector. (1) The functions of the different types of SOEs should be accurately defined and SOEs should be divided into the three types of public policy SOEs, functional SOEs, and commercial SOEs. This classification forms the premises for reforming the state sector of economy. Based on the functions of the three types of SOEs, the directions and emphases for strategic adjustment should differ as well. (2) The mixed ownership reform should adhere to the methodological principles of combining top-down and bottom-up approaches, implementing pilot programs, and promoting coordinated progress. Practical implementation should ensure fair and standard reform procedures, reform programs consistent with laws and regulations, open and fair equity transfers, as well as fair and transparent internal distributions. The mixed ownership reform of SOEs should introduce the employee stock ownership system and adhere to the principles of compatible incentives, shared growth, and long-term development. Monopolistic sectors should be transformed into competitive market structures to create conditions for the implementation of mixed ownership for SOEs. (3) The new system for the administration of the state sector of economy should comprise three hierarchies: the Commission for the Administration of State Economy at the top level, state capital operation companies or state capital investment companies at the intermediate level and general for-profit enterprises at the bottom level, which administer public policy, functional SOEs, and commercial SOEs respectively. (4) Under the new system for the administration of the state sector of economy characterized by the three hierarchies and categories, the key for perfecting the modern corporate system of SOEs is to establish a differentiated, classified governance mechanism, i.e., different corporate governance mechanisms should be created for SOEs of different functions and roles.
文摘The article deals with the question of whether far-right parties are able to influence the political and party system in the contemporary state. Far-right parties have acquired special political features that are grounded on a broad variety of far-right ideological norms and political instruments. Far-right parties challenge the state government and policy offering the key (anti-immigration politics) to solve a variety of complicated issues. The main idea of the article is that far-right parties are flexible enough in their political rhetoric and instruments to gain electoral support. Based on different concepts and theories we should underline that far-right parties have a prominent electoral future but their place in the political arena greatly depends on existing conflicts of social and cultural nature in the nation-state.
文摘This paper examines the performance of non-state actors (NSA) in the provision of health services in the Federal Capital Territory (FCT) Abuja and the consequences for state capacity in Nigeria. The rapid expansion of non-state providers in health care delivery in Nigeria came up as a result of the neoliberal globalization. The initiation of structural adjustment program (SAP) program in Nigeria reduced state performance in social services provision in all sectors including Health care. The study revealed that state-owned health care centers, although cheaper, are not able to meet the expectations of most Nigerian citizens while the private health care providers on the other hand are expensive and beyond the reach of the average person. The paper concludes that NSA substitute state capacity. Against this background, the paper recommends that the federal government should put structures and policies in place to facilitate and enhance the equitable delivery of healthcare services in Nigeria to improve development outcomes for all Nigerian citizens.
