Monitoring and Measuring Event Decision-Making Process Using Key Performance Indicators: Evidence From Italian Cruise Terminals

This paper investigates the control systems and coordination mechanisms applied in the relationships between cruise line companies and terminal concessionaires in the cruise events management when the ships are stopping on the quay. Using a case study methodology and focusing on the Italian context, this exploratory study, through a qualitative approach, interviewed two main cruise terminal concessionaires and indirectly observed events planned by cruise companies in sea ports selected for outlining the role of control systems, coordination, and knowledge sharing between the players in cruise events decision-making processes. The first results show that the cruise event management processes on ship berthing and on terminal are separated. The cruise companies don't involve terminal concessionaires in the event organization considering them only service suppliers Also, the concessionaires conceive the events planned in the cruise infrastructures as a business unit to optimize the space use, without any forms of coordination or control with cruise companies. Knowledge sharing, coordination, and control among the two players could support the planning, and management of "new cruise events" in which the visitors may be led from the infrastructure to the ships stopped on the quay. This study offers a set of key performance indicators to support the management, control, and coordination of each inter-organizational relationship identified. Managerial implications and suggestions for improving cruise events management have been provided. 展开更多

One single Key Performance Indicator (KPI) is mainly employed to evaluate equipment in most studies, neither integrating the KPIs into a completed evaluation system nor considering the impact and conflict among KPIs. In this paper, a KPI evaluation architecture is presented to define and analyze KPIs, and then a common structure for KPI to obtain the KPI set of manufacturing equipment is introduced. An available multi-KPl coordination model is proposed to discern and balance the relationship among multi-KPl. Finally, a case study is introduced to illustrate the applicability of the coordination model by using multi-objective optimization strategy and an efficient solution is obtained. 展开更多

Containerization with its increasing share in seaborne trade highlights the importance of assessing container terminals performance indicators. The world economical situation and the global container market have improved slightly after the 2008 world economical crises. Egyptian container terminals are important to serve the world liner services in particular the main east-west routes. Egypt is considered the leading country in Africa and the 18th worldwide in serving the liner markets. Alexandria container terminal as a medium size terminal shows an acceptable super/infra structure facilities and throughput. The analysis of Alexandria container terminal performance indicators from 2007 to 2011 shows a slightly progressive trend. Selected indicators, reflecting production, productivity, utilization and service measures, were used according to the available data. Terminal production shows a slight increasing demand concerning number of vessels and TEUs (Twenty Equivalent Units). Furthermore, productivity indicators proved remarkable development in moves per working hours rather than moves per hours in port, deducing lack of port services accompanying cargo handling. Moreover, Utilization measurements show the terminal occupancy ratio fluctuating from 45% to 67% with slight development. Finally, Service measures show progress in vessels turnaround time, while long wasted time consumed in processes rather than operation was observed. 展开更多

A Nationwide Evaluation of the State of Practice of Performance Measurements for Intelligent Transportation Systems

State departments of transportation’s (DOTs) decisions to invest resources to expand or implement intelligent transportation systems (ITS) programs or even retire existing infrastructure need to be based on performance evaluations. Nonetheless, an apparent gap exists between the need for ITS performance measurements and the actual implementation. The evidence available points to challenges in the ITS performance measurement processes. This paper evaluated the state of practice of performance measurement for ITS across the US and provided insights. A comprehensive literature review assessed the use of performance measures by DOTs for monitoring implemented ITS programs. Based on the gaps identified through the literature review, a nationwide qualitative survey was used to gather insights from key stakeholders on the subject matter and presented in this paper. From the data gathered, performance measurement of ITS is fairly integrated into ITS programs by DOTs, with most agencies considering the process beneficial. There, however, exist reasons that prevent agencies from measuring ITS performance to greater detail and quality. These include lack of data, fragmented or incomparable data formats, the complexity of the endeavor, lack of data scientists, and difficulty assigning responsibilities when inter-agency collaboration is required. Additionally, DOTs do not benchmark or compare their ITS performance with others for reasons that include lack of data, lack of guidance or best practices, and incomparable data formats. This paper is relevant as it provides insights expected to guide DOTs and other agencies in developing or reevaluating their ITS performance measurement processes. 展开更多

Intelligent Transportation Systems (ITS) play a fundamental role in reducing traffic congestion and increasing safety during daily transportation. These systems can also be useful in improving social welfare leading to general satisfaction. Proper performance evaluation can be efficient in improving the performance of these systems, and providing a scientific assessment index system can assist decision-makers in smart communities to plan for the development of ITS. However, the evaluation of these systems requires identifying appropriate indicators of performance evaluation that are consistent with the views of the beneficiaries of these systems. In this paper, performance evaluation indicators of ITS have been identified, and three indicators entitled “environmental and safety”, “assistance in reducing traffic congestion” and “attractive public transport” are presented to evaluate the performance of these systems. Moreover, the intelligent transport systems of the Tehran-Karaj Freeway in Iran are studied, and inferential statistical methods are employed to test the research hypotheses. It is worth noticing that in this study, a one-sample T-test method is used for hypotheses assessment and the SPSS software was used to analyze the findings. Also, the results demonstrated that the performance of ITS in the Tehran-Karaj Freeway regarding the indicators, such as “Declaration of route blocking information due to maintenance or reconstruction” and “Declaration of path geometry conditions” has not been acceptable. 展开更多

The presence of sub-standard ships has been a long-standing concern in the maritime domain and a slew of measures are implemented to tide over the problem.Measurement is a key to verifying the success of measures adopted to enhance maritime safety and protect the marine environment.While there is an abundance of literature based on Port State Control inspections it is argued that in addition to the prevailing indicators of flag State performance deeper insights are to be gained by exploring indicators in other areas such as findings of IMO member State audits.This paper proposes simple and intuitive indicators in conjunction with existing indicators to identify trends in flag State performance and explores application of the indicators to a select set of member States in Latin-America region.The paper concludes that the proposed indicators have the potential for global application. 展开更多

This study develops a procedure to rank agencies based on their incident responses using roadway clearance times for crashes. This analysis is not intended to grade agencies but to assist in identifying agencies requiring more training or resources for incident management. Previous NCHRP reports discussed usage of different factors including incident severity, roadway characteristics, number of lanes involved and time of incident separately for estimating the performance. However, it does not tell us how to incorporate all the factors at the same time. Thus, this study aims to account for multiple factors to ensure fair comparisons. This study used 149,174 crashes from Iowa that occurred from 2018 to 2021. A Tobit regression model was used to find the effect of different variables on roadway clearance time. Variables that cannot be controlled directly by agencies such as crash severity, roadway type, weather conditions, lighting conditions, etc., were included in the analysis as it helps to reduce bias in the ranking procedure. Then clearance time of each crash is normalized into a base condition using the regression coefficients. The normalization makes the process more efficient as the effect of uncontrollable factors has already been mitigated. Finally, the agencies were ranked by their average normalized roadway clearance time. This ranking process allows agencies to track their performance of previous crashes, can be used in identifying low performing agencies that could use additional resources and training, and can be used to identify high performing agencies to recognize for their efforts and performance. 展开更多

This paper presents a novel geometric parameters analysis to improve the measurement accuracy of stereo deflectometry.Stereo deflectometry can be used to obtain form information for freeform specular surfaces.A measurement system based on stereo deflectometry typically consists of a fringe-displaying screen,a main camera,and a reference camera.The arrangement of the components of a stereo deflectometry system is important for achieving high-accuracy measurements.In this paper,four geometric parameters of a stereo deflectometry system are analyzed and evaluated:the distance between the main camera and the measured object surface,the angle between the main camera ray and the surface normal,the distance between the fringe-displaying screen and the object,and the angle between the main camera and the reference camera.The influence of the geometric parameters on the measurement accuracy is evaluated.Experiments are performed using simulated and experimental data.The experimental results confirm the impact of these parameters on the measurement accuracy.A measurement system based on the proposed analysis has been set up to measure a stock concave mirror.Through a comparison of the given surface parameters of the concave mirror,a global measurement accuracy of 154.2 nm was achieved. 展开更多

Corporate management performance evaluation currently focuses on financial aspects;however, it is necessary to identify and manage elements that contribute to increased economic values in the long run. When it comes to construction firms, most previous research did not cover weighting and estimation approaches for non-financial elements that ultimately influence financial status. In this research, the objective is to develop a management performance evaluation model for Korean construction firms. The model includes financial factors and non-financial factors. This research investigated actual data from Korean construction firmsandclassifiedtheir characteristics. This study is performed in two steps. First, this study derives KPIs for performance measurement techniques and weights the KPIs. And then, it applies the performance data of construction firms to the technique. The findings of this study show that Korean construction firms consider customers to be the foremost priority, converse to previous research which argued that the internal business process was the top priority. The performance measurement results can be fed back into strategies and plans to shed light on issues, reflect on management plans for subsequent years and modify mid to long-term strategies. Therefore, the developed model can help decision-makers effectively revise their management plans. 展开更多

Our survey of the literature revealed that most studies tend to use several performance criteria to evaluate the performance of competing forecasting models;however, models are compared to each other using a single criterion at a time, which often leads to different rankings for different criteria—A situation where one cannot make an informed decision as to which model performs best when taking all criteria into account. In order to overcome this methodological problem, Xu and Ouenniche [1] proposed a multidimensional framework based on an input-oriented radial super-efficiency Data Envelopment Analysis (DEA) model to rank order competing forecasting models of crude oil prices’ volatility. 基于水力模型计算的管网供水量满足率(SSIQ)指标,是评估供水管网震后性能的常用指标。在供水管网抗震改造优化模型中,若采用SSIQ表示优化目标函数,优化求解需进行大量水力模型计算,计算耗时很长。为减小管网抗震改造优化模型的计算量,... 基于水力模型计算的管网供水量满足率(SSIQ)指标,是评估供水管网震后性能的常用指标。在供水管网抗震改造优化模型中,若采用SSIQ表示优化目标函数,优化求解需进行大量水力模型计算,计算耗时很长。为减小管网抗震改造优化模型的计算量,对节点流量韧性指标(FR)进行了改进,增加了管道破坏漏水能量损失的影响项,提出了一种管网能量指标(Energy Resilience, ER)表示震后管网性能;以ER指标作为SSIQ的代理指标,用于量化抗震改造优化模型的目标函数。仅通过管道地震失效概率、管网震前正常运行工况的水力参数计算ER指标,不必进行震后管网水力模型计算,以期提升优化模型计算效率。以供水管网震后性能最大化和改造费用最小化为目标,以管道抗震改造措施为优化变量,建立了管网抗震改造多目标优化模型,并比较了ER指标、FR指标以及两个拓扑代理指标的替代效果。案例管网应用结果表明,ER指标与SSIQ指标相关系数呈现强相关性,基于ER指标的优化方案与基于SSIQ指标的优化方案的差异小于3%,ER指标优化模型计算时间不足SSIQ指标优化模型计算时间的1%。 展开更多

目的遴选目前疾病诊断相关分组(Diagnosis Related Groups,DRGs)背景下的精神专科医院的绩效评价指标,初步构建评价指标体系,为精神专科医院医疗绩效评价指标体系建立提供建议和参考。方法基于国家及北京市属医院绩效考核指标体系,结合... 目的遴选目前疾病诊断相关分组(Diagnosis Related Groups,DRGs)背景下的精神专科医院的绩效评价指标,初步构建评价指标体系,为精神专科医院医疗绩效评价指标体系建立提供建议和参考。方法基于国家及北京市属医院绩效考核指标体系,结合现有DRGs评价指标,确定评价指标,运用改良德尔菲法进行两轮专家咨询,结合精神专科医院患者及诊疗服务特点,对现有绩效评价指标体系进行调整,建立适用于精神专科医院医疗绩效评价的指标体系。结果两轮专家积极程度均为100%、专家权威程度分别为0.78和0.82、Kendall’s W协调系数分别为0.16和0.27,两轮Cronbach’sα系数均大于0.8,最终形成的指标体系包含3个一级指标、48个二级指标。结论本研究构建的精神专科医院绩效评价指标体系,通过增加“短住院(<60天)平均住院日”“短住院(<60天)人数占比”等适用性指标,删减不适用指标,可以更客观地评价不同级别精神专科医院的医疗绩效情况,为提升精神专科医院医疗服务质量提供参考依据。 展开更多

融合表面肌电和姿势信息的轮椅绩效评价方法

目的为客观评价轮椅的使用效益,使用表面肌电设备测试轮椅使用过程中的肌电信号,并融合姿势信号IMU来构建人机评价模型。方法分别对轮椅的折叠、刹车方式及行驶坡度进行试验来评估轮椅的使用绩效,通过对比用力肌群间的疲劳状况来判定较... 目的为客观评价轮椅的使用效益,使用表面肌电设备测试轮椅使用过程中的肌电信号,并融合姿势信号IMU来构建人机评价模型。方法分别对轮椅的折叠、刹车方式及行驶坡度进行试验来评估轮椅的使用绩效,通过对比用力肌群间的疲劳状况来判定较为舒适的轮椅折叠及刹车方式。实验要求被试者在执行轮椅任务时,分别使用两种折叠方式和三种刹车方式不同的轮椅进行实验,并在操作动作任务过程中采集sEMG和IMU信号,在实验任务结束后填写NASA-TLX量表。结果根据模型的评价指标对实验数据进行了比较与分析,横向收折式折叠和凹口式刹车(手刹位于前方)的轮椅疲劳度低,在3~4°坡度范围下轮椅使用者的受力最小,较为舒适,从而验证了模型在轮椅人机评价上的可行性,为优化轮椅设计提供参考。结论人机评价模型适用于评估产品绩效,同时提出的融合表面肌电和姿势信息的轮椅绩效评价方法具有较高的精度和准确性,能够有效地评估轮椅使用者的绩效水平。 展开更多
