Drawing upon social responsibility theory and collaborative governance theory, this research constructs a social responsibility guidance and governance system guided by the public, supported by the voluntary fulfillment of responsibilities by online audiovisual enterprises, and based on the collaborative participation of diverse stakeholders. Tourism resources that span provincial boundaries in China play a pivotal role in regional development,yet effective governance poses persistent challenges.This study addresses this issue by constructing a comprehensi...Tourism resources that span provincial boundaries in China play a pivotal role in regional development,yet effective governance poses persistent challenges.This study addresses this issue by constructing a comprehensive database of transboundary natural tourism resources(TNTR)through amalgamation of diverse data sources.Utilizing the Getis-Ord Gi^(*),kernel density estimation,and geographical detectors,we scrutinize the spatial patterns of TNTR,focusing on both named and unnamed entities,while exploring the influencing factors.Our findings reveal 7883 identified TNTR in China,with mountain tourism resources emerging as the predominant type.Among provinces,Hunan boasts the highest count,while Shanghai exhibits the lowest.Southern China demonstrates a pronounced clustering trend in TNTR distribution,with the spatial arrangement of biological landscapes appearing more random compared to geological and water landscapes.Western China,characterized by intricate terrain,exhibits fewer TNTR,concurrently unveiling a significant presence of unnamed natural tourism resources.Crucially,administrative segmentation influences TNTR development,generating disparities in regional goals,developmental stages and intensities,and management approaches.In response to these variations,we advocate for strengthening the naming of the unnamed transboundary tourism resources,constructing a geographic database of TNTR for government and establishing a collaborative management mechanism based on TNTR database.Our research contributes to elucidating the intricate landscape of TNTR,offering insights for tailored governance strategies in the realm of cross-provincial tourism resource management.展开更多

First, we assess whether government-provided cyber threat intelligence (CTI) is helpful in preventing, or responding to, cyber-attacks among small...There are two broad objectives of the research reported in this paper. First, we assess whether government-provided cyber threat intelligence (CTI) is helpful in preventing, or responding to, cyber-attacks among small businesses within the U.S. Defense Industrial Base (DIB). Second, we identify ways of improving the effectiveness of government-provided CTI to small businesses within the DIB. Based on a questionnaire-based survey, our findings suggest that government-provided CTI helps businesses within the DIB in preventing, or responding to, cyber-attacks providing a firm is familiar with the CTI. Unfortunately, a large percentage of small firms are not familiar with the government-provided CTI feeds and consequently are not utilizing the CTI. This latter situation is largely due to financial constraints confronting small businesses that prevent firms from having the wherewithal necessary to effectively utilize the government-provided CTI. However, we found a significant positive association between a firm’s familiarity with the government-provided CTI and whether a firm is being periodically reviewed by the Defense Counterintelligence and Security Agency (DCSA) or is compliant with the Cybersecurity Maturity Model Certification (CMMC) program. The findings from our study also show that the participating firms believe that external cyber threats are more likely to be the cause of a future cybersecurity breach than internal cybersecurity threats. Finally, our study found that the portion of the IT budget that small businesses within the DIB spend on cybersecurity-related activities is dependent on the perception that a firm would be the target of an external cyber-attack.展开更多

However, the usage of e-government services by common ci...The embracing of ICTs and related technologies has enhanced different approaches for governments worldwide to deliver services to their citizens in a smart way. However, the usage of e-government services by common citizens is recognized as one of the major setbacks of e-government development in both developed and developing countries. Moreover, government agencies in these countries are facing great challenges in keeping the citizens motivated enough to continue to use e-government services. This research aims to investigate the factors that influence citizens’ trust towards continue use of e-government services in Cameroon. The proposed research model consisted of three main constructs including technological, governmental, risk factors as well as six demographic characteristics (age, gender, educational level, income, internet experience and cultural perception). A five-point Likert scale questionnaire was designed to collect data physically and electronically, 352 valid questionnaires were retrieved. Simple and Multiple regression analysis methods were applied to build an adequate model based on the verification of hypotheses proposed. Based on results obtained, four demographic characteristics (age, education, occupation and income) have influence on citizens’ trust in e-government meanwhile gender and cultural affiliation have no influence. Furthermore, technological factors and governmental factors positively influence trust level in e-government, whereas risk factors have a negative influence on trust level. Deducing from the results, a list of recommendations is proposed to the government of Cameroon in order to reinforce citizens’ trust in e-government services.展开更多
The development of the new energy vehicle industry has become a key force driving the goals of carbon peak and carbon neutralization.To better guide future strategies,this study investigates the dual impact of subsidy...The development of the new energy vehicle industry has become a key force driving the goals of carbon peak and carbon neutralization.To better guide future strategies,this study investigates the dual impact of subsidy and dual-integral policies on the performance of new energy vehicle enterprises.This study first theorizes the influential mechanism according to the institutional-based approach and technical innovation theory,and then collects data from listed companies in the new energy vehicle industry from 2016 to 2020.The hypotheses are examined using a two-way fixed-effects model.The findings show that:(1)subsidy policies are can still improve enterprise performance,but not through green technology innovation;(2)the dual-credit policy can improve enterprise performance through green technology innovation;and(3)under current policy conditions,with subsidies declining annually,the interaction effects between the subsidy and dual-integral policies will also decrease.Thus,this study suggests that non-monetary industrial policy,represented by the dual credit policy is a more effective alternative to government subsidies.展开更多

This work studies the stability and hidden dynamics of the nonlinear hydro-turbine governing system with an output limiting link,and propose a new six-dimensional system,which exhibits some hidden attractors.The param...This work studies the stability and hidden dynamics of the nonlinear hydro-turbine governing system with an output limiting link,and propose a new six-dimensional system,which exhibits some hidden attractors.The parameter switching algorithm is used to numerically study the dynamic behaviors of the system.Moreover,it is investigated that for some parameters the system with a stable equilibrium point can generate strange hidden attractors.A self-excited attractor with the change of its parameters is also recognized.In addition,numerical simulations are carried out to analyze the dynamic behaviors of the proposed system by using the Lyapunov exponent spectra,Lyapunov dimensions,bifurcation diagrams,phase space orbits,and basins of attraction.Consequently,the findings in this work show that the basins of hidden attractors are tiny for which the standard computational procedure for localization is unavailable.These simulation results are conducive to better understanding of hidden chaotic attractors in higher-dimensional dynamical systems,and are also of great significance in revealing chaotic oscillations such as uncontrolled speed adjustment in the operation of hydropower station due to small changes of initial values.展开更多

The reorganization of the global production network and the increased mobility of urban-rural elements have accelerated the differentiation of rural spaces,resulting in a trend towards specialization in rural areas.Th...The reorganization of the global production network and the increased mobility of urban-rural elements have accelerated the differentiation of rural spaces,resulting in a trend towards specialization in rural areas.This paper focuses on the concept of specialization,and takes a renowned bonsai specialized village in Guangzhou City,China as a typical case to explore its transformation and development process,action logic and coupling mechanism with the social governance.The results show that:1)the development of rural specialization in Ruiling Village is shaped by several key actors,such as local governments,grassroots organizations,villagers,social organizations,policies,markets and infrastructure.The transfer of these key actors and the reconstruction of actor-networks in different stages have an important influence on the transformation and realization of rural development goals.2)Through subjects-driven,organization management and resource connection,social governance supports the specialization of rural industrial organization,operation,technology and mode.The governance structure shifts from decentralization to networking,refinement and integration.A coupling community of social governance and specialization is created by the social governance system of‘local government-grassroots organizationseconomic cooperatives-villagers’,which links industries,industrial chains and cooperatives.3)Social governance integrates into the value chain extension process of rural specialized development with a central,multi-level organizational structure.It promotes the construction of the whole value chain through organizational planning,resource integration and image shaping,thus realizing the value,branding and organization of the industry,as well as the integration of rural sustainable development and governance mechanism.Social governance has a profound impact on the development of rural specialization in terms of subject,structure and mode,and participates in the construction of the whole value chain of rural areas.This paper provides a new perspective for understanding the coupling effect of social governance in the rural development transformation,and promotes the rural sustainable development and governance.展开更多

文摘The development of the new energy vehicle industry has become a key force driving the goals of carbon peak and carbon neutralization.To better guide future strategies,this study investigates the dual impact of subsidy and dual-integral policies on the performance of new energy vehicle enterprises.This study first theorizes the influential mechanism according to the institutional-based approach and technical innovation theory,and then collects data from listed companies in the new energy vehicle industry from 2016 to 2020.The hypotheses are examined using a two-way fixed-effects model.The findings show that:(1)subsidy policies are can still improve enterprise performance,but not through green technology innovation;(2)the dual-credit policy can improve enterprise performance through green technology innovation;and(3)under current policy conditions,with subsidies declining annually,the interaction effects between the subsidy and dual-integral policies will also decrease.Thus,this study suggests that non-monetary industrial policy,represented by the dual credit policy is a more effective alternative to government subsidies.

文摘Government information sharing(GIS)refers to that act of required or provided for duty government information,commercial information and public welfare information,and it is a basic issue of government services.However,the existing GIS has low transparency and is lack of flexibility between different departments.Aiming at such problems,this paper takes blockchain as a solusion,and systematically summarizes the development of digital GIS,the advantages and challenges of blockchain and its theoretical research and practical applications.Specifically,it reviews e-government interactive structure,big data and other solutions,analyses their imperfections,and puts forward blockchain-based solutions.The blockchain improves government service efficiency and data security,meanwhile it faces challenges in throughput and supervision.In order to meet these challenges,researchers propose solutions based on three data exchange scenarios:government-to-government,government-to-enterprise and government-toindividual.In addition to researches,blockchain-based GIS is put into use.The electronic licensing project of Nanjing(China)government is taken as an example to illustrate that blockchain has the ability to openly and securely verify,track,and exchange data,so as to improve management ability and public service level of government agencies.
文摘Rural environmental pollution is becoming more and more serious, which has become an important problem to be solved urgently in our country under the background of the new era. Protecting the ecological environment is one of the important functions of the government, and protecting the rural water environment is the unshirkable responsibility of the local governments. As the main body of rural water pollution control, how to define and fulfill the local governments’ responsibilities is of great significance to the advancement of the overall governance work. This paper starts from the local governments, which are the important main body of rural environmental governance. By comparing the similarities and differences between the performance of government responsibilities under the traditional governance model and the collaborative governance model, clarifies the governance responsibilities of the local governments. And further explores the effective measures for the government to play the main role, fulfill the main responsibilities, and participate in the collaborative governance of rural water pollution.

文摘This work studies the stability and hidden dynamics of the nonlinear hydro-turbine governing system with an output limiting link,and propose a new six-dimensional system,which exhibits some hidden attractors.The parameter switching algorithm is used to numerically study the dynamic behaviors of the system.Moreover,it is investigated that for some parameters the system with a stable equilibrium point can generate strange hidden attractors.A self-excited attractor with the change of its parameters is also recognized.In addition,numerical simulations are carried out to analyze the dynamic behaviors of the proposed system by using the Lyapunov exponent spectra,Lyapunov dimensions,bifurcation diagrams,phase space orbits,and basins of attraction.Consequently,the findings in this work show that the basins of hidden attractors are tiny for which the standard computational procedure for localization is unavailable.These simulation results are conducive to better understanding of hidden chaotic attractors in higher-dimensional dynamical systems,and are also of great significance in revealing chaotic oscillations such as uncontrolled speed adjustment in the operation of hydropower station due to small changes of initial values.
文摘Mainstream industrial policy research cannot fully explain how government interventions have helped China’s mobile communications industry catch up with and overtake those of advanced nations.China’s mobile communications industry made breakthroughs in 3G,caught up with advanced nations in 4G,and gained a leadership position in 5G due to the implementation and improvement of a strategy of industrial competition that accommodates mainstream standards and prioritizes the mid-band spectrum based on the integrated“technology,standard and industry”deployment system and swift decision-making.The introduction of a perspective of a strategy of industrial competition may supplement industrial policy research in the following ways:First,when the concerted actions of numerous innovators are important for industrial competition performance,an effective strategy of industrial competition can be devised and overall coordinated by the government provided that is compatible with the catch-up development of emerging technological industries.Second,an industrial policy becomes effective when it is complementary with the strategic factors for long-term industrial performance such as the strategy of industrial competition and avoids serious disruptions to market-based mechanisms.

文摘The reorganization of the global production network and the increased mobility of urban-rural elements have accelerated the differentiation of rural spaces,resulting in a trend towards specialization in rural areas.This paper focuses on the concept of specialization,and takes a renowned bonsai specialized village in Guangzhou City,China as a typical case to explore its transformation and development process,action logic and coupling mechanism with the social governance.The results show that:1)the development of rural specialization in Ruiling Village is shaped by several key actors,such as local governments,grassroots organizations,villagers,social organizations,policies,markets and infrastructure.The transfer of these key actors and the reconstruction of actor-networks in different stages have an important influence on the transformation and realization of rural development goals.2)Through subjects-driven,organization management and resource connection,social governance supports the specialization of rural industrial organization,operation,technology and mode.The governance structure shifts from decentralization to networking,refinement and integration.A coupling community of social governance and specialization is created by the social governance system of‘local government-grassroots organizationseconomic cooperatives-villagers’,which links industries,industrial chains and cooperatives.3)Social governance integrates into the value chain extension process of rural specialized development with a central,multi-level organizational structure.It promotes the construction of the whole value chain through organizational planning,resource integration and image shaping,thus realizing the value,branding and organization of the industry,as well as the integration of rural sustainable development and governance mechanism.Social governance has a profound impact on the development of rural specialization in terms of subject,structure and mode,and participates in the construction of the whole value chain of rural areas.This paper provides a new perspective for understanding the coupling effect of social governance in the rural development transformation,and promotes the rural sustainable development and governance.

文摘Building a high-level socialist market economy is conducive to giving full play to the market’s decisive role in resource allocations and bringing the government into better play.Correctly handling the market and the government relationships has been a central issue in China’s economic structural reform.Giving a comprehensive review and summary of the research findings achieved by the theoretical and academic circles in China,we generalize the evolution and working mechanisms of China’s socialist market economy system,following the developing trajectory and logic of relevant literature,focusing on the three aspects of evolving perceptions,the role of the market,and the functions of the government.Based on our literature overview,we also induced and extracted the basic conclusions and evolutionary features of relevant research and made suggestions for the future direction of theoretical research regarding China’s socialist market economy.
文摘Government Work Report is essential for domestic and international understanding of China’s national conditions.This paper selects the national defense section in Government Work Reports released by the State Council of the People’s Republic of China over the last fifteen years from 2009 to 2023 as an example of China’s official discourse.From the perspective of positive discourse analysis,the theory of three meta-functions of language proposed by M.A.K.Halliday in Systemic Functional Linguistics is used in this article in terms of transitivity,appraisal,mood,modality,and theme to explore the constructing of the People’s Liberation Army(PLA)image.This study finds that,by using the goals and circumstances with optimistic meaning in material processes,adopting more appreciation in attitude,applying more declaratives in mood,utilizing modal operators with high modulation,and implicit objective modal adjuncts,and employing government-focused themes,China’s official discourse objectively and authentically conveys a positive image of the brave and just PLA both at home and abroad which advocates itself to peace-keeping,and mission-fulfilling.

文摘Brain-computer interface(BCI)technology is rapidly advancing in medical research and application.As an emerging biomedical engineering technology,it has garnered significant attention in the clinical research of brain disease diagnosis and treatment,neurological rehabilitation,and mental health.However,BCI also raises several challenges and ethical concerns in clinical research.In this article,the authors investigate and discuss three aspects of BCI in medicine and healthcare:the state of international ethical governance,multidimensional ethical challenges pertaining to BCI in clinical research,and suggestive concerns for ethical review.Despite the great potential of frontier BCI research and development in the field of medical care,the ethical challenges induced by itself and the complexities of clinical research and brain function have put forward new special fields for ethics in BCI.To ensure"responsible innovation"in BCI research in healthcare and medicine,the creation of an ethical global governance framework and system,along with special guidelines for cutting-edge BCI research in medicine,is suggested.
