Prospects for green steelmaking technology with low carbon emissions in China

The steel industry is a major source of CO_(2) emissions,and thus,the mitigation of carbon emissions is the most pressing challenge in this sector.In this paper,international environmental governance in the steel industry is reviewed,and the current state of development of low-carbon technologies is discussed.Additionally,low-carbon pathways for the steel industry at the current time are proposed,emphasizing prevention and treatment strategies.Furthermore,the prospects of low-carbon technologies are explored from the perspective of transitioning the energy structure to a“carbon-electricity-hydrogen”relationship.Overall,steel enterprises should adopt hydrogen-rich metallurgical technologies that are compatible with current needs and process flows in the short term,based on the carbon substitution with hydrogen(prevention)and the CCU(CO_(2) capture and utilization)concepts(treatment).Additionally,the capture and utilization of CO_(2) for steelmaking,which can assist in achieving short-term emission reduction targets but is not a long-term solution,is discussed.In conclusion,in the long term,the carbon metallurgical process should be gradually supplanted by a hydrogen-electric synergistic approach,thus transforming the energy structure of existing steelmaking processes and attaining near-zero carbon emission steelmaking technology. 展开更多

Risk preferences and the low-carbon agricultural technology adoption:Evidence from rice production in China

Climate change which is mainly caused by carbon emissions is a global problem affecting the economic development and well-being of human society.Low-carbon agriculture is of particular significance in slowing down global warming and reaching the goal of“carbon peak and carbon neutrality”.Therefore,taking straw incorporation as an example,this paper aims to investigate the impact of risk preferences on farmers’low-carbon agricultural technology(LCAT)adoption.Based on a two-phase micro-survey data of 1038 rice farmers in Jiangsu,Jiangxi,and Hunan provinces,this paper uses experimental economics methods to measure farmers’risk aversion and loss aversion to obtain the real risk preferences information of the farmers.We also explore the data to examine the actual LCAT adoption behavior of farmers.The results revealed that both risk aversion and loss aversion significantly inhibit farmers’LCAT adoption:more risk-averse or more loss-averse farmers are less likely to adopt LCAT.It is further found that crop insurance,farm scale and governmental regulations can alleviate the negative impact of risk aversion and loss aversion on farmers’LCAT adoption.Therefore,we propose that local governments need to promote low-carbon agricultural development by propagating the benefits of LCAT,extending crop insurance,promoting appropriate scale operations,and strengthening governmental regulations to promote farmers’LCAT adoption. 展开更多

To be exact, whether and how China's low-carbon ... China's technological efforts to tackle climate change have lasted for many years. It is necessary to test the effect of these efforts with quantitative method. To be exact, whether and how China's low-carbon technology innovation responds to climate change should be tested. Based on the2004-2015 panel data of 30 provinces in China, we use the method of ESDA analyzing the spatial correlation of China's low-carbon innovation technology. Furthermore, we use the spatial Durbin model empirically analyzing the spatial spillover effects. The results obtained are as follows: first,supply and demand of Chinese low-carbon innovation has some deviation in the spatial distribution. The low-carbon technology innovation as the supply factor shows the characteristics of expanding from the east to the west. Innovation in eastern China has always been the most active, but innovative activities in the middle and western China are gradually decreased.However, carbon emissions have the characteristics of moving westward, implying the change of technology demand different from technology supply. Second, China's low-carbon innovation actively responds to the trend of climate change, indicating China's technological efforts have paid off. However, the spatial spillover effects are not significant, showing that the efforts in each region of China still work for himself. Third, environmental regulation and market pull are important factors for low-carbon technology innovation. Among them, both supporting policy and inhibitory policy have significant impact on the local low-carbon technology innovation, but no significant spatial spillover effects. It shows that environmental policies in different regions are competitive and lack of demonstration effects. Economic growth and export as market pull have higher level of effect on low-carbon technology innovation for both local and adjacent areas.Some policy implications are proposed based on these results finally. 展开更多

Environmental goods and low-carbon technologies have long been identified as having the potential to drive long-term economic progress without compromising environmental quality. However, their exact role in mitigating environmental degradation are yet to be unravelled. In addressing this shortfall, the extant literature relied on research funding and patent application as proxies for green technologies. Having established the weaknesses in the use of these variables as proxies for green technologies, this study explored the role of trade in environmental goods and low-carbon technologies in boosting environmental quality among G20 nation using a panel dataset from 1994 to 2018. The study employed the Method of Moment quantile regression for the model estimation and the Ridge regression, Discroll-Kraay standard error, and the Newey-West standard error estimators to test the robustness of our findings. Our findings indicate that whereas environmental goods promote environmental quality, low-carbon technologies decrease same. Also, the study found economic growth to exert an aggravating effect on environmental quality, while foreign direct investments, natural resource rents, human capital development, and renewable energy consumption exert positive influence on environmental quality. Based on the findings of the study, G20 nations are encouraged to improve green market structures to improve the trade in environmental goods and low-carbon technologies. Also the share of renewable energy sources in the overall energy basket must be improved to help improve environmental quality. 展开更多

In 2010,the National Development and Reform Commission launched the low-carbon city(LCC)pilot pro‐gram.The scope of the pilot program was then gradually expanded to address the dilemma concerning eco‐nomic development and low-carbon transition.Selecting the second batch of LCCs in China,this study uses a combination of propensity score matching and difference-in-differences models to determine the effect of LCC pilot policies on CO_(2) emission intensity.We also used the mediation effect model to further investigate its in‐ternal mechanism.The findings of the study are as follows.First,the LCC pilot policy plays an important role in reducing carbon emissions.Second,LCC pilots policies reduce CO_(2) emissions through intermediary paths of output adjustment and technological innovation.Third,our heterogeneity analysis reveals that cities with higher levels of economic growth and better levels of human capital have superior carbon emission reduction effects;lastly,non-resource-based cities have better carbon emission reduction effects. 展开更多

As a crucial environmental reform system to realize“carbon peaking”and“carbon neutrality”,the pilot policy of low-carbon cities(LCCs)puts pressure and challenges on high-carbon emitting enterprises(HCEEs)while providing opportunities for these firms to take the path of independent transformation.Employing the data of Chinese listed enterprises from 2006 to 2016 and adopting a difference-in-differences(DID)model,we evaluated the impact of LCC construction on the upgrading of HCEEs and its mechanisms.The results indicate that LCC construction enhances the upgrading of HCEEs in the pilot cities.The conclusions remain stable after a series of robustness tests.The mechanism analysis reveals that LCC construction triggers the upgrading of HCEEs by promoting resource allocation efficiency,R&D investment,and green technology innovation.The heterogeneity results indicate that this positive effect is more pronounced for HCEEs in regions with more stringent environmental law enforcement.This study also observes that the upgrading impact is more promi‐nent for state-owned enterprises,enterprises with higher bargaining power,and enterprises whose managers have a long-term vision.The above results provide directions for upgrading HCEEs and replicable evidence for cities in developing economies to fulfill the win-win target of environmental protection and economic transfor‐mation. 展开更多

The iron and steel industry(ISI) involves high energy consumption and high pollution. ISI in China, a leading country in the ISI,consumed 15% of the country’s total energy and produced more than 50% of the global ISI’s carbon emissions. Therefore, in the context of global low-carbon economy and emission reduction requirements, low-carbon smelting technology in the ISI has attracted increasingly more attention in China. This review summarizes the current status of carbon emissions and energy consumption in China’s ISI and discusses the development status and prospects of low-carbon ironmaking technology. The main route to effectively reducing carbon emissions is to develop a gas-based direct reduction process and replace sintering with pelletizing, both of which focus on developing pelletizing technology. However,the challenge of pelletizing process development is to obtain high-quality iron concentrates. Consequently, the present paper also summarizes the development status of China’s mineral processing technology, including fine-grained mineral processing technology, magnetization roasting technology, and flotation collector application. This paper aims to provide a theoretical basis for the low-carbon development of China’s ISI in terms of a dressing–smelting combination. 展开更多

Low-carbon energy technology(LC)innovation contributes to both environmental protection and economic development.Using the panel data of 30 provinces/autonomous regions/municipalities in China from 1998 to 2017,this paper constructs a two-layer logarithmic mean Divisia index(LMDI)model to uncover the factors influencing the variation of the innovation of LC in China’s industrial sectors,including the alternative energy production technology(AEPT)and the energy conversation technology(ECT).The results show that China’s industrial LC patent applications rapidly increased after 2005 and AEPT patent applications outweighed ECT patent applications all the time with a gradually narrowing gap.Low-carbon degree played the dominant role in promoting the increase in China’s industrial LC patent applications,followed by the economic scale,R&D(research and development)efficiency,and R&D share.Economic structure contributed to the increases in LC patent applications in the central and the western regions,while led to the decreases in the eastern region,the north-eastern region,and Chinese mainland.Low-carbon degree and economic scale were two main contributors to the growths of both industrial AEPT patent applications and ECT patent applications in Chinese mainland and the four regions.Several policy recommendations are made to further promote industrial innovation in China. 展开更多

According to the Global Mining Development Report 2021, although mining occupies an important position in global economic development, it also accounts for 4% to 7% of global greenhouse gas emissions. Therefore, as an important part of promoting China’s economic development and energy structure transformation, mining will also face scale adjustment. By investigating and studying the carbon emission sources of mining enterprises at the current stage at home and abroad, the carbon neutrality method that has been implemented in mines, and the future low-carbon technologies to be developed, this paper provides the thoughts and prospects for promoting the development of green mines, as well as the reference value for the transformation of China’s mining industry. 展开更多

Dual carbon goal and agriculture in China:Exploring key factors influencing farmers’behavior in adopting low carbon technologies

Identifying the factors influencing farmers’adoption of low-carbon technologies(FA)and understanding their impacts are essential for shaping effective agricultural policies amied at emission reduction and carbon sequestration in China.This study employs a meta-analysis of 122 empirical studies,delves into 23 driving factors affecting FA and addresses the inconsistencies present in the existing literature.We systematically examine the effect size,source of heterogeneity,and time-accumulation effect of the driving factors on FA.We find that significant heterogeneity in the factors influencing FA,except for farming experience,sources of heterogeneity from the survey zone,methodology model,technological attributes,report source,financial support,and the sampling year.Additionally,age,farming experience,and adoption cost negatively correlate with FA.In contrast,educational level,health status,technical training,economic and welfare cognition,land contract,soil quality,terrain,information accessibility,demonstration,government promotion,government regulation,government support,agricultural cooperatives member,peer effect,and agricultural income ratio demonstrate a positive correlation.Especially,demonstration and age show a particularly strong correlation.Finally,the effect of demonstration,age,economic and welfare cognition,farming experience,land contract,soil quality,information accessibility,government promotion,and support,as well as agricultural cooperative membership and peer effects on FA,are generally stable but exhibit varying degrees of attenuation over time.The effect of village cadre,family income,farm scale,gender,health status,technical training,and off-farm work on FA show notable temporal shifts and maintain a weak correlation with FA.This study contributes to shaping China’s current low-carbon agriculture policies across various regions.It encourages policymakers to comprehensively consider the stability of key factors,other potential factors,technological attributes,rural socio-economic context,and their interrelations. 展开更多

Simulated Effects of U.S. Withdrawal from Paris Agreement under Four Scenarios

Under the Paris Agreement framework, many developing countries call for low-carbon technology transfers from developed countries as a critical element in the global partnership for carbon emissions abatement. Such a partnership may be disrupted as the U.S. walks away from the agreement. Based on CIECIA-TD model, this paper examines effects of the U.S. exit on global low-carbon technology transfers under various scenarios and simulates the effects on low-carbon technology transfer, climate change, countries' emissions abatement results, and economic development. Our findings suggest that lowcarbon technology has significant emissions abatement and temperature rise mitigation effects. Low-carbon technology transfer among developed countries offers huge emissions abatement potentials, but patent protection system presents a significant barrier to further carbon emissions abatement. In this sense, the U.S. exit from the Paris Agreement will significantly impede developed countries' carbon emissions abatement through technology transfer. With limited knowhow, R&D and learning capacity, developing countries will suffer more to cut carbon emissions under the chain effects of a more challenging technology sharing environment that may result from the U.S. exit from the Paris Agreement. As a gradualist emissions abatement approach, low-carbon technology transfer cannot reduce emissions substantially within a short time, but its climate welfare is conducive to global economic growth and of great significance to carbon governance. 展开更多
