The Nigeria National Response Management Information System (NNRIMS), developed in 2004 as a framework for monitoring and evaluating the country’s response to HIV, does not function at an optimum level due to several...The Nigeria National Response Management Information System (NNRIMS), developed in 2004 as a framework for monitoring and evaluating the country’s response to HIV, does not function at an optimum level due to several challenges, including a confusing proliferation of vertical reporting systems, competition among sectors, and the nascent nature of the monitoring and evaluation (M&E) sub-systems within many institutions. An assessment of the existing M&E system was conducted to verify whether the system has the capacities to provide essential data for monitoring the epidemic and identifying critical programming gaps. Nigeria’s National Agency for the Control of AIDS (NACA) used an organizing framework for a national HIV M&E system developed by UNAIDS, to assess the strengths and weaknesses of the NNRIMS to generate data for evidence-based decisionmaking. The participatory approach used during an assessment workshop ensured that the process was country-led and -owned to build consensus and local capacity, and that it encouraged adoption of a single national-level multisectoral HIV M&E system. The assessment found an operable M&E system at the national level but a much weaker system at the state and local levels and across seven other sectors. There are multiple data collection and reporting tools at the facility level that lead to vertical reporting systems, which increases the burden of reporting at lower levels, especially by service providers. Human resources are being developed, but problems remain with the quantity and quality of staff. Data use, though evident at the national level, is still very weak among five of the seven sectors assessed. The assessment results have been used to develop a national costed M&E workplan to which all stakeholders contributed in a coordinated response to strengthen the system.展开更多

Due to the requirements for environmental protection and energy saving in recent years, waste water processing and hydrometallurgical process of concentrate have been greatly developed. The construction of E pH diagrams has turned to multi component systems. However, there are some limits in plotting such diagrams. There is only one diagram for one multi component system, which can not reflect the truth of the aqueous reaction. In the paper, a new computation method is proposed to construct E pH diagrams. Component activity term is used to determine the boundary of stable areas. For the multi component systems, different atom ratios of elements have been taken into account. M S H 2O system is chosen to study since it is of importance in metallurgical solution. Compared with conventional methods, the algorithm is simple and conforms to real conditions.展开更多
The evolution of technology in 1990s resulted in the enormous growth of smartphones and the propagation of mobile applications (App) that marked new opportunities for healthcare centers and medical education. Apps hav...The evolution of technology in 1990s resulted in the enormous growth of smartphones and the propagation of mobile applications (App) that marked new opportunities for healthcare centers and medical education. Apps have altered health services from patient’s health monitoring to specialist’s appointments and consultations from specialized health facilities. It can be argued that a healthy society can bring forth sustainable economic development to its full potential while an unhealthy society cannot. However, a free movement of people, labour and right to residence which was built across East Africa (EA) borders enabled Tanzania and Kenya borders to have enormous interactions. Subsequently, increase the risk of highly communicable diseases such as Tuberculosis and Sexually transmitted infections in such a way that medical attention is unavoidable along the borders. Statistically, Android Operating System (OS) owns 83% of Africa’s mobile OS market. In addition, 25,794,560 internet users reported by Tanzania Communications Regulatory Authority (TCRA) together with the 22.86 million internet users provided by Kenya Digital which is equivalent to 46% and 43% of internet penetration in year 2020, disclose the need for Android mobile application for mapping health facilities both online and offline using Google map API, which will solve residents’ need to healthcare services on the presence or shortage of internet connections;using either Swahili or English language via Smartphone devices. The App incorporates Monitoring and Evaluation (M & E) tool for tracking application usage which will ease Admin’s task to generate daily and monthly reports in Excel and Comma-Separated Values (CSV) formats. The developed system received positive feedback from EA citizens and residents in the Arusha region and Namanga border crossing where 90.2% of the system evaluation conducted between Dec 2020 and Apr 2021 agreed upon App usage.展开更多
