This study is important at times when domestic and country-based financial policies are directed at competing goals. The interaction of macro-prudential policies with other policies, in particular monetary policies and micro-prudential policies is crucial to address systemic risk involved. There is growing recognition that prudential policies tools interact and coordinate with one another. To utilize multiple instruments seems to provide a greater assurance of effectiveness by tackling risk from various angles. As such, this study also assesses the interactions of the policies. Aiming to identify policy topics and their evolutionary logic that enhance the digital and green development(dual development)of traditional manufacturing enterprises,address weaknesses in current policies,and provide...Aiming to identify policy topics and their evolutionary logic that enhance the digital and green development(dual development)of traditional manufacturing enterprises,address weaknesses in current policies,and provide resources for refining dual development policies,a total of 15954 dual development-related policies issued by national and various departmental authorities in China from January 2000 to August 2023 were analyzed.Based on topic modeling techniques and the policy modeling consistency(PMC)framework,the evolution of policy topics was visualized,and a dynamic assessment of the policies was conducted.The results show that the digital and green development policy framework is progressively refined,and the governance philosophy shifts from a“regulatory government”paradigm to a“service-oriented government”.The support pattern evolves from“dispersed matching”to“integrated symbiosis”.However,there are still significant deficiencies in departmental cooperation,balanced measures,coordinated links,and multi-stakeholder participation.Future policy improvements should,therefore,focus on guiding multi-stakeholder participation,enhancing public demand orientation,and addressing the entire value chain.These steps aim to create an open and shared digital industry ecosystem to promote the coordinated dual development of traditional manufacturing enterprises.展开更多
Viability of decentralizing policing in Nigeria had been on the front burner of security discourse since Nigeria returned to democratic governance in 1999.Valid points had been put forward by both those in support and...Viability of decentralizing policing in Nigeria had been on the front burner of security discourse since Nigeria returned to democratic governance in 1999.Valid points had been put forward by both those in support and those in opposition.The Community Policing Department of the Nigeria Police had remained more of an administrative unit with little impact beyond the Police Community Relations Committee activities.Rising cases of herdsmen attacks of various communities,terrorist insurgency in the North-East,kidnappings across the different geo-political zones had resulted in the need to interrogate the efficacy of effective community policing and state policing as viable options to combating rising security challenges.The study adopted qualitative method,and being a library research relied entirely on secondary data.Sources of data included journals,relevant textbooks,newspapers,magazines,and materials downloaded from internet.The paper argues that the traditional security agencies had failed to effectively combat the many security challenges that Nigeria faces.The combination of the official security agencies and the military had failed to effectively combat insecurity in the country.The local vigilante groups on the other hand had made valuable inroad in curtailing some of the security challenges including terrorist insurgency as a result of their knowledge of the terrain.The paper concludes that to effectively combat the many security challenges,there is a need for new policy framework at the federal and state levels that would decentralize policing and give legal backing for collaboration between the official security agencies under the federal government and state security outfits including the vigilante.展开更多

Relying on the conceptual DPSIR framework and MODFLOW analysis,this study used a mixed approach to produce groundwater resource management solutions for the Najafabad area in central Iran.According to DPSIR results,ag...Relying on the conceptual DPSIR framework and MODFLOW analysis,this study used a mixed approach to produce groundwater resource management solutions for the Najafabad area in central Iran.According to DPSIR results,agricultural activities put the highest pressure on groundwater resources in this region.The results showed the effectiveness of reducing waterwithdrawal over 30 years in maintaining the aquifer in a state of equilibrium.The best scenario consisted of cutting down extraction by 10%over the said period.Output maps of the water table rise at the Najafabad aquifer clearly showed that the groundwater management scenario involving a 10%reduction ofwater withdrawal was the most effective solution,as itwould raise thewater level by 6.7 m.Regarding other scenarios,reducing cultivated area by 20%was found to raise the water table by 5.03 m on average,while cutting down water withdrawal by 5%increased the water table by 3.6 m,and a 10%reduction of the cultivated area resulted in a 1.85mrise.The combinedmodel proposed here can be used for similar aquifers and can aid decision-makers and managers.展开更多
Structural monetary policy and macro-prudential policies are important parts of the policy system of the People’s Bank of China.By constructing a dynamic stochastic general equilibrium model that includes the heterog...Structural monetary policy and macro-prudential policies are important parts of the policy system of the People’s Bank of China.By constructing a dynamic stochastic general equilibrium model that includes the heterogeneity of corporate and bank credit,the authors divide the policies of the People’s Bank of China into seven categories,and explores the policy effectiveness of structural monetary policy,macro-prudential policy and traditional aggregate monetary policy.Through simulation of the model,it is found that whether facing technical shocks,interest rate shocks or credit shocks,the structural two-pillar policy tool that uses the deposit reserve interest rate as the target of operation is most conducive to economic stability.Technological progress has the most positive and lasting impact on output.Interest rates and credit policies will leave follow-up problems in the adjustment of the economy,and structural two-pillar policies can alleviate the impact of these problems.展开更多

For the constant distance spacing policy,the existing researches of the string stability focus on the single-predecessor information framework(SPIF) and predecessor-successor information framework(PSIF).The resear...For the constant distance spacing policy,the existing researches of the string stability focus on the single-predecessor information framework(SPIF) and predecessor-successor information framework(PSIF).The research results demonstrated that the string stability could not be guaranteed with the SPIF,and then the PSIF was proposed to resolve this string instability.But the issue,whether the string stability can be guaranteed when applying the PSIF,is still controversial.Meanwhile,most of the previous researches on the string stability were conducted without consideration of the parasitic time delays and lags.In this paper,the practical longitudinal vehicle dynamics model is built with consideration of the parasitic time delays and lags existing in the actuators,sensors or the communication systems.Secondly,the detailed theoretical analysis of string stability in frequency domain is conducted to demonstrate that the classical linear control laws can not ensure the string stability when applying both the symmetrical PSIF(SPSIF) and asymmetrical PSIF(APSIF).Thirdly,a control law,which adds the position and velocity information of the leading vehicle,is proposed to guarantee string stability for small/medium platoon,and the other control law,which adds the acceleration information of the controlled vehicle,is proposed to guarantee string stability for large platoon as well as small/medium platoon.Finally,the comparative simulation is conducted to confirm the conducted analysis and the proposed control laws.The conducted research completes the means to analyze the string stability in frequency domain,provides the parameters' reference for the design and implementation of the practical automatic following controllers,and improves the reliability and stability of the platoon of automatic vehicles.展开更多

The particular issue of plot size is a crucial factor in the whole housing policy as it directly affects the urban land use and consumption and extends its influence far into sustainability and affordability issues and the whole housing policy and supply process. The article, analysing the applied standards, argues that plot subdivision can substantially contribute to providing more access of housing to the low-income groups. Large plot sizes can be subdivided driven by the need to realize security of tenure, doubling the owner-occupier housing stock which is the base issue of self-help housing, increases housing finance, provides variety of housing choices and behind all it conforms to the legacy principles and some cultural attributes of the local community. The article underlined existence of a cumbersome regulatory system, subdivision procedures and development controls which need to be reformed.展开更多

Therefore, we need to analyze various factors that affect revenue. If we make a very good understanding on how structure impacting on tax revenues, that will help us to use policy tools tax making impacts on revenue and optimize the structure of the tax. For this theme, many domestic scholars have done correlation research, and their research paper provides a good reference, but we believe their research can be further refined. Through theoretical analysis, we can select appropriate indicators letting tax revenue to be explained variable. Each possible influencing factor of tax revenues establish measurement model for explaining variable using stepwise regression models, and make a rigorous statistical test on the model. 文摘The tenets of environmental policy evolved in India and how precautionary principles of sustainability are sidelined in the draft EIA regulation 2020 are analyzed.The emphasis on exempting several categories of projects from the EIA requirements and public consultation,standardization of sector-specific terms of reference and environmental clearance conditions,and decentralization of the decision-making to simplify and fast-track the environmental clearance procedure for development projects is apparent.The list of projects/activities requiring prior environmental clearance and the procedures reveal that promoting the ease of doing business scores over precautionary principles.Efforts to increase the effectiveness and improve transparency in monitoring the implementation of environmental clearance conditions are visible.Still,the prime issues of improving the efficiency and efficacy of the EIA framework and institutional reforms in the EIA system need to be earnestly addressed.The evaluation using an ex-ante framework unveils the areas needing meticulous attention to revamp the EIA regulation.
