Reliability-BasedModel for Incomplete Preventive ReplacementMaintenance of Photovoltaic Power Systems

At present,the operation and maintenance of photovoltaic power generation systems mainly comprise regular maintenance,breakdown maintenance,and condition-based maintenance,which is very likely to lead to over-or under-repair of equipment.Therefore,a preventive maintenance and replacement strategy for PV power generation systems based on reliability as a constraint is proposed.First,a hybrid failure function with a decreasing service age factor and an increasing failure rate factor is introduced to describe the deterioration of PV power generation equipment,and the equipment is replaced when its reliability drops to the replacement threshold in the last cycle.Then,based on the reliability as a constraint,the average maintenance cost and availability of the equipment are considered,and the non-periodic incomplete maintenance model of the PV power generation system is established to obtain the optimal number of repairs,each maintenance cycle and the replacement cycle of the PV power generation system components.Next,the inverter of a PV power plant is used as a research object.The model in this paper is compared and analyzed with the equal cycle maintenance model without considering reliability and the maintenance model without considering the equipment replacement threshold,Through model comparison,when the optimal maintenance strategy is(0.80,4),the average maintenance cost of this paper’s model are decreased by 20.3%and 5.54%and the availability is increased by 0.2395% and 0.0337%,respectively,compared with the equal-cycle maintenance model without considering the reliability constraint and the maintenance model without considering the equipment replacement threshold.Therefore,this maintenance model can ensure the high reliability of PV plant operation while increasing the equipment availability to improve the system economy. 展开更多

Maintenance is an important technical measure to maintain and restore the performance status of equipment and ensure the safety of the production process in industrial production,and is an indispensable part of prediction and health management.However,most of the existing remaining useful life(RUL)prediction methods assume that there is no maintenance or only perfect maintenance during the whole life cycle;thus,the predicted RUL value of the system is obviously lower than its actual operating value.The complex environment of the system further increases the difficulty of maintenance,and its maintenance nodes and maintenance degree are limited by the construction period and working conditions,which increases the difficulty of RUL prediction.An RUL prediction method for a multi-omponent system based on the Wiener process considering maintenance is proposed.The performance degradation model of components is established by a dynamic Bayesian network as the initial model,which solves the uncertainty of insufficient data problems.Based on the experience of experts,the degree of degradation is divided according to Poisson process simulation random failure,and different maintenance strategies are used to estimate a variety of condition maintenance factors.An example of a subsea tree system is given to verify the effectiveness of the proposed method. 展开更多

With the deepening of reform and opening up,the rural land system has experienced the evolution from contracting to transfer to the current rural revitalization strategy,and has always been closely linked to the well-being of farmers and the vigorous development of the rural economy.The reform of this system is not only a key driving force for rural economic development,but also an important cornerstone for realizing the rural revitalization strategy.Through in-depth analysis of the connotation of rural revitalization and rural land system reform,this study discusses in detail the internal dynamic mechanism of rural land system reform driving rural revitalization,and comprehensively analyzes the current implementation of rural land system reform.On this basis,this study puts forward the strategic concept of promoting the rural land system reform in the context of rural revitalization.Studies have shown that the rural land system reform has mainly played a positive role in the following four aspects in promoting rural revitalization:providing a solid material foundation for rural revitalization,optimizing the allocation of rural resources,promoting the transformation and upgrading of rural industrial structure,and promoting rural social harmony and stability.In the context of the current rural revitalization,the rural land system reform is undoubtedly one of the core issues of China s rural development.In order to further improve this system,we need to continue to optimize and innovate the rural land transfer system,the homestead reform system,and the rural collective construction land market entry system. 展开更多

Then, the generation characteristics of the random failure time are researched based on the replacement maintenance and the minima[ maintenance. Furthermore, by choosing the opportunistic replacement ages of each component as opti- mized variables, a simulation algorithm based on an opportunistic maintenance policy is designed to maximize the total availability. To investigate the effects of various random factors on the preventive maintenance (PM) decision-making of one type of two-unit series system, an optimal quasi-periodic PM policy is introduced. Assume that PM is perfect for unit 1 and only mechanical service for unit 2 in the model. PM activity is randomly performed according to a dynamic PM plan distributed in each implementation period. A replacement is determined based on the competing results of unplanned and planned replacements. The unplanned replacement is trigged by a catastrophic failure of unit 2, and the planned replacement is executed when the PM number reaches the threshold N. Through modeling and analysis, a solution algorithm for an optimal implementation period and the PM number is given, and optimal process and parametric sensitivity are provided by a numerical example. Results show that the implementation period should be decreased as soon as possible under the condition of meeting the needs of practice, which can increase mean operating time and decrease the long-run cost rate. 展开更多

An effective maintenance policy optimization model can reduce maintenance cost and system operation risk. For mission-oriented systems, the degradation process changes dynamically and is monotonous and irreversible. Meanwhile, the risk of early failure is high. Therefore, this paper proposes a dynamic condition-based maintenance(CBM) optimization model for mission-oriented system based on inverse Gaussian(IG) degradation process. Firstly, the IG process with random drift coefficient is used to describe the degradation process and the relevant probability distributions are obtained. Secondly, the dynamic preventive maintenance threshold(DPMT) function is used to control the early failure risk of the mission-oriented system, and the influence of imperfect preventive maintenance(PM)on the degradation amount and degradation rate is analysed comprehensively. Thirdly, according to the mission availability requirement, the probability formulas of different types of renewal policies are obtained, and the CBM optimization model is constructed. Finally, a numerical example is presented to verify the proposed model. The comparison with the fixed PM threshold model and the sensitivity analysis show the effectiveness and application value of the optimization model. 展开更多

Based on the Decisions of the CPC Central Committee on Some Major Issues Concerning Comprehensively Deepening Reforms and the Overall Plan on Deepening Fiscal and Tax Reforms, this paper presents a systematic assessment of the progress of China's new round of fiscal and tax reforms from November 2013 to October 2016 with the following findings. Reform of the budgetary management system has yielded initial results yet remains in the preliminary stage. While progress has been made in reforming indirect taxes, the reform of direct taxes is slow and presents a major obstacle. Despite breakthroughs, the progress of public finance reforms remains slow and impedes reforms on other fronts. Fiscal and tax reforms are uneven and should be implemented in coordination. In order to solve the urgent problem of how to manage and sustain highway tunnels with advanced information technology with the background of the rapid development in the modem traffic, and achieve the cost- effectiveness optimal principle objectives under the premise of guaranteeing a smooth flow of traffic; a highway tunnel maintenance and management system framework and the key modules were proposed. First, the determined highway tunnel condition assessment index system was established according to the result of expert consulting forms. Secondly, the tunnel diseases, the corresponding maintenance measurements, and many-to-many relationship between diseases and maintenance measurements were introduced. Then, three kinds of 0-1 integer programming models were built according to different tunnel operators' needs in the optimization decision module. Objective To study the linkage points in the reform of public health services,medical insurance and medical production circulation and provide countermeasures for optimizing the reform.Methods The theory of system science was used to analyze the new emergent property of key linkage points in the main reform departments.Results and Conclusion The research found that four linkage points were not active,and all departments of the reform should strengthen their linkage in the following aspects.The departmental linkage in the decision-making mechanism should be strengthened,which requires to revise the assessment indicators of essential drugs in time,and carry out relevant policies.Besides,the linkage of various departments to supervise the use of medical insurance fund should be strengthened.Therefore,the National Health Commission(NHC)and National Medical Products Administration(NMPA)should play their supervisory roles.Lastly,the construction of adverse reaction data sharing platform should be improved. 展开更多

An energy production system consisting of a solar collector, biogas dry reforming reactor and solid oxide fuel cell (SOFC) was assumed to be installed in Kolkata, India. This study aims to understand the impact of climate conditions on the performance of solar collectors with different lengths of parabolic trough solar collector (dx) and mass flow rate of heat transfer fluid (m). In addition, this study has evaluated the amount of H2 produced by biogas dry reforming (GH2), the amount of power generated by SOFC (PSOFC) and the maximum number of possible households (N) whose electricity demand could be met by the energy system proposed, considering the performance of solar collector with the different dx and m. As a result, the optimum dx was found to be 4 m. This study revealed that the temperature of heat transfer fluid (Tfb) decreased with the increase in m. Tfb in March, April and May was higher than that in other months, while Tfb from June to December was the lowest. GH2, PSOFC and N in March, April and May were higher than those in other months, irrespective of m. The optimum m was 0.030 kg/s. 展开更多

The state of a degrading system immediately after the imperfect maintenance action is assumed as a random variable and the maintenance time follows a geometric process. Furthermore, the explicit expressions for the long-run average cost and availability per unit time of the system are evaluated, an optimal policy (ε^*) could be determined numeri- cally or analytically according to the optimization model. At last, a numerical example for a degrading system modeled by a gamma process is presented to demonstrate the use of this policy in practical applications. 展开更多

Although opportunistic maintenance strategies are widely used for multi-component systems, all opportunistic mainte- nance strategies only consider economic dependence and do not take structural dependence into account. An opportunistic main- tenance strategy is presented for a multi-component system that considers both structural dependence and economic dependence. The cost relation and time relation among components based on structural dependence are developed. The maintenance strategy for each component of a multi-component system involves one of five maintenance actions, namely, no-maintenance, a minimal maintenance action, an imperfect maintenance action, a perfect maintenance action, and a replacement action. The maintenance action is determined by the virtual age of the component, the life expectancy of the component, and the age threshold values. Monte Carlo simulation is designed to obtain the optimal oppor- tunistic maintenance strategy of the system over its lifetime. The simulation result reveals that the minimum maintenance cost with a strategy that considers structural dependence is less than that with a strategy that does not consider structural dependence. The availability with a strategy that considers structural dependence is greater than that with a strategy that does not consider structural dependence under the same conditions. 展开更多
